EXECUTIVE SUMMARY: This report details the outcomes of Multicultural Month 2017, including the program of activities, expenditure and promotional materials. BACKGROUND: Historically, Council has supported annual multicultural activities through Cairns Cultural Diversity Week and Cairns Festival. In 2017, Council aligned with Multicultural Affairs Queensland’s (MAQ) adoption of Multicultural Month to position the region’s multicultural community events and programs more strategically to access MAQ funding, allow for a greater diversity of activities and a more accessible program over a longer period. COMMENT: In line with the revised Community Services grant model, a formal Council grant round was delivered to allocate Multicultural Month funding. Grants were promoted via the Council website, Council Corner and Innisfail Advocate, Community Services networks and targeted engagement. Funding was allocated to activities that aligned with the following themes, reflecting principles identified in the Queensland Government’s ‘Multicultural Policy: Our story, our future’ and ‘Cohesive communities: an action plan for Queensland 2016-18’: 1. Celebrating our Region’s rich cultural diversity through providing opportunities for active participation in cultural experiences and traditions. 2. Supporting community cohesion through creating, developing and promoting a sense of acceptance, belonging and connectedness. #Wearecairns Exhibition Launch

Fri 4 Aug Tanks Art Centre

$2,034 The #Wearecairns Exhibition was a celebration of the people of Cairns with a focus on the diversity in our region. A project of Centacare Cairns in collaboration with Regular Rick (Rick Beresford), the exhibition explored community identity, culture and social cohesion. The works were on display from 4 - 22 August and viewed by approximately 3830 people.

Ugandan Sculpture Workshop

Sat 5 Aug Cairns Potters Club

$996 This one-day, interactive workshop was an opportunity for Cairns residents to learn an ancient Ugandan tradition and its origins, including a variety of sculpture mediums and techniques.

UN Youth Cairns Conference 2017: Unity

and DiversitySat & Sun 12-13 Aug

James Cook University

$320 Council supported local secondary students from years 9 to 12 with sponsored registration to attend the UN Youth Conference. The conference explored approaches to human rights in different cultures and included a speaker’s panel, a workshop run by the UN Youth Representative and a model UN debate. Sponsored registrations were promoted through multicultural networks, youth services and local school Liaison Officers.

CARMA Multicultural Festival 2017

$1,500 The 12th annual CARMA Multicultural Festival celebrated Cairns' rich cultural diversity through art, craft, music, song, dance, story-telling, workshops, demonstrations and food of diverse cultures in the Cairns region.

Coffee n Chat Corner

Rusty’s Market

$900 The Coffee n Chat Corner provided an opportunity for the broader community to engage with the Muslim Community while trying delicious Arabic coffee and sweets at Rusty’s Markets. The stall was hugely popular, with over 200 locals and tourists enjoying the opportunity to ask questions and get to know our Cairns Muslim community in a relaxed environment.

Cairns Festival Making Place

Cairns Festival

The popular Cairns Festival Making Place stage on the Esplanade featured a total of 15 interactive multicultural performances and workshops over four days. The Making Place attracted large audiences each day.

Samoan Umu on the Beach

Sat 2 Sept Muddy’s Event Lawn

$1,500 The Samoan community delivered a delicious and interactive celebration of Samoan culture by demonstrating the ancient tradition of cooking on a Umu earth oven. The afternoon also included weaving, dancing and performances and finished with a free tasting of food cooked in the Umu.

Cairns Bon Dance Festival

Sun 3 Sept Western Event Lawn

$748 Presented by the Japanese Society of Cairns, the popular annual Bon Dance Festival featured cultural performances, Japanese food, and the ancient tradition of Dancing around the Yagura stage. This event has continued to grow over the last four years.

Pasifika Communities Festival

Sat 9 Sept Fogarty Park

$1,500 Delivered by the Pacific Communities Council FNQ, the 10th

annual Pasifika Communities Festival celebrated the cultures of Pacific Island Nations and New Zealand. The event was attended by approximately 4000 locals and tourists, and involved cultural food stalls, careers and information stalls, workshops, arts, dance, performances, live music and children’s activities.

Total grants $10,399 Note: Some acquittals have not yet been submitted.Operational funds $1,954 Printing and marketing, and Tanks Art Centre (internal charges).

Beyond the success of individual activities, the revised approach to allocation of Community Services cash funding enabled Council’s annual multicultural celebration to achieve a greater breadth of programming and community participation. The new funding model allowed for more strategic allocation of funds, including open and direct community engagement which enabled communities who had not previously participated in Cairns Cultural Diversity Week and Cairns Festival, to work with Council to develop their ideas. This approach built the capacity of emerging communities, to access and administer Council funding to deliver activities that demonstrated significant community benefit.

OPTIONS:

It is recommended that Council notes the outcomes of Cairns Multicultural Month 2017.

CONSIDERATIONS:

Council Finance and the Local Economy:

In addition to the Multicultural Month funding and operational costs of printing and marketing, In-kind time of Community Services Officer (coordination, support, advice, planning, implementation and completion of acquittals) was provided. At this time, there are three community organisations yet to complete the acquittal process for the grant funding they received for Multicultural Month. Shared Services are currently assisting these organisations to complete the acquittal process. The total outstanding amount is $5,628.

Council’s Community Services Officer (Cultural Diversity) expended 216 hours in the support and delivery of Multicultural Month.

Community and Cultural Heritage

Multicultural Month 2017 aligned with the strategic framework underpinning the emerging Culture Strategy 2017-22.

CONSULTATION:

Culturally diverse communities were engaged in the development of the Multicultural Month program over a period of five months. Multicultural community groups, organisations and individuals were invited to join the program through direct

engagement, the Council website and broader community networks. The Multicultural Month grant funding opportunity was also promoted in the Cairns Post and Innisfail Advocate.

The uptake of the Multicultural Month funding round provided scope for additional programming to ensure a cross-section of community was represented. Further consultation was undertaken with UN Youth Australia and the Cairns Muslim Community, resulting in two additional activities being added to the eight funded through the open funding round.
