This Spring, the Art Gallery of Ballarat welcomes back the Archibald Prize, Australia’s favourite art award, touring from the Art Gallery of New South Wales.

The 2016 presentation of the Archibald features works by 51 of Australia’s finest artists. Among the 18 Victorian finalists is the 2016 winning portrait of Barry Humphries by Melbourne artist Louise Hearman. Melbourne artist Betina Fauvel-Ogden’s portrait of Masterchef judge George Calombaris will also be a favourite, awarded this year’s Packing Room Prize.

The exhibition at the Art Gallery of Ballarat features a six-week program of events, including a series of talks and conversations involving both artists and their subjects.

New this year will be the Archibald Prize Community Music Program, which will give local performers the opportunity to showcase their music to exhibition visitors. The concerts will be scheduled on weekends and some weekday afternoons through the run of the exhibition.

The Archibald will once again take to the streets in Ballarat, with the Young Archies competition covering windows of shops and businesses in the CBD with more than 4,500 portraits by regional school children.

Food and music will once again be on offer on Tuesday evenings, following the very popular Tuck Truck Tuesdays, which last year saw hundreds of people flock to Alfred Deakin Place in Camp Street on Tuesday evenings to get into the Archies spirit.

Since its foundation in 1921, the Archibald Prize has been thrilling art enthusiasts and the general public alike, often stirring up controversy and always challenging the way we see ourselves and our society. Over the years, the prize has been awarded to many of Australia’s most prominent artists including Nora Heysen, William Dobell, Brett Whiteley, Ben Quilty, Tim Storrier and Fiona Lowry.

The redevelopment of Eureka Stadium will create 38 local construction jobs. Fully funded by the State Government, the Eureka Stadium redevelopment will deliver a 5,000-seat undercover stadium with a total stadium capacity of more than 11,000 spectators.

The project also includes minor upgrades to change rooms and match-day facilities to AFL standard; public shelters, all-abilities accessible toilets, catering and food beverage facilities, and ticketing infrastructure. There will be improvements to lighting around the main oval and a new video and electronic scoreboard.

With more than 120 years of experience, Nicholson Construction completed the 50 metre indoor pool at Ballarat Aquatic & Leisure Centre, delivering the project on time and on budget last year. In 2015, the local firm won the Master Builders Association of Victoria, Regional Commercial Builder of the Year.

The Rebel Elders project at the 2014 Ballarat Seniors Festival, won the Oral History Victoria Community Innovation Award in 2015.

The Ballarat Senior Awards recognise remarkable local seniors who make an outstanding contribution, and whose achievements support and inspire our community. Each year, the awards name the Ballarat Senior of the Year.

Ballarat’s Senior Citizens Centres are vibrant community hubs for many different types of activities including bus trips, dancing, carpet bowls, cards, computer classes and interclub activities.

Ballarat seniors have told us they enjoy many local programs and events including: • Ballarat Libraries’ free adult and technology programs, home library service and outreach library van service. • Free community events including Summer Sundays, Australia Day, Ballarat Begonia Festival, Harmony Fest, Ballarat Heritage Weekend, Winterlude and Christmas. • Arts and culture including Her Majesty’s Ballarat and the Art Gallery of Ballarat. • Ballarat Botanical Gardens and local parks and reserves.

Ballarat is a great place for families to live the whole of their lives and Council believes it’s very important to be inclusive of the older members of our community.

The City of Ballarat delivers a wide range of support programs to assist Ballarat residents to remain living safely and comfortably in their own homes. The Home and Community Care (HACC) Program supports people aged 65 years and older, and people with a disability and their carers, who require assistance at home and access to the community.

An important component of HACC is the Ballarat Meals on Wheels program, which is a very valuable service. More than just a meal, it is a daily visit to monitor isolated community members. The Ballarat program has 240 highly valued volunteers who deliver meals every weekday to 400 residents.

The City of Ballarat has constructed the new $250,000 Meals on Wheels Volunteer Hub and Distribution Centre. The new centre is a space for volunteers to socialise, remain active and engaged in the community, and receive training.

It will host celebrations to recognise the important contribution volunteers make to the City of Ballarat’s commitment to seniors; for example, National Volunteer Week and National Meals on Wheels Day.

Many of the City of Ballarat’s dedicated volunteers are seniors. Our volunteers say they gain a range of rewards from volunteering, including learning new skills, making new friends and receiving personal satisfaction.

The City of Ballarat also provides rate relief to assist with cost of living pressures for older members of the community.

POSITIVE AGEING IN BALLARATThis Council developed the Positive Ageing Framework to further its quality seniors programs and services, as well as strengthening its commitment to seniors across all the work of Council.

The Ballarat Seniors Festival is a month-long celebration with a busy program of community events including live music and performances, sport and recreation, education and information, and always lots of fun.

ARE YOU FIRE READY?Don’t wait for summer! Follow thesesimple guidelines to make sure your property and your family are fire ready this Spring:

Cut the grass Grass, weeds or undergrowth should be cut to a height less than 100mm. It must be maintained at this height throughout the Fire Danger Period (ends 1 May 2017).

Remove fire fuel Owners of property with bushland should manage fine fuels on the ground. This includes leaf litter and small branches up to six millimetres in diameter.

Check the plan Review and update your plan regularly. Don’t have one? Visit www.cfa.vic.gov.au and protect your family.

NEIGHBOURHOOD SAFER PLACESNeighbourhood Safer Places are a place of last resort in bushfire emergencies only, to be used when there is imminent threat of bushfire and the planned options are not possible.

Neighbourhood Safer Places are not designed to replace a personal bushfire survival plan, which the CFA recommends for all households. On days when there is advice to leave early, people should relocate well away to an area of lower risk either the night before or early in the morning.

Neighbourhood Safer Places may afford some protection from radiant heat, the biggest killer during bushfire, however the degree of safety depends on a number of factors, including the intensity of the bushfire.

The following Neighbourhood Safer Place locations have been assessed by the CFA and are compliant with CFA Guidelines.

The Ballarat Cabaret Festival is back! Five years in the making, this is one of Ballarat’s most exciting Festivals yet. From 7 to 9 October, the 2016 festival features some of the biggest names in cabaret! This year, the festival welcomes Australian international cabaret sensation Meow Meow in an exclusive performance of Feline Intimate (9 October). Having worked with David Bowie, Pina Bausch and Barry Humphries (to name just a few), Meow Meow makes her glittering Ballarat debut to close the festival with a roar.

The Opening Gala (7 October) is always a sell-out and this year it plays host to two legends of Australian music as Vince Jones and Paul Grabowsky perform songs from their album Provenance - a collection of ballads that showcase each performer’s unique craftsmanship and perfect partnership.

Australian icon, political activist and living legend Carlotta takes Ballarat on a whirlwind journey through her extraordinary life with songs and stories from on and off the stage in the show Carlotta – Queen of the Cross (8 October). Outrageously funny and brutally honest, be reminded why audiences have been tickled pink and falling in love with her for more than 50 years.

Conceptual Tasmanian artist Dr Christina Henri has taken Australia’s female convict story to the world, and M.A.D.E is bringing it to Ballarat. The Roses from the Heart project is the first memorial to the 25,566 women sentenced as convicts and transported to Australia from 1788 to 1853 and features thousands of hand-made servant’s bonnets, all hand stitched with the names, dates and ships that brought them here. After visiting the Cascades Female Factory Historic Site in South Hobart in 2003, Dr Henri was captivated by the plight of convict women and their children. With this exhibition, M.A.D.E commemorates the important legacy these women made to Australian history. Visitors are welcome to stitch a bonnet to symbolise the life of a convict woman and help reach the final target number of 25, 566.

AN ARTISTIC JOURNEYYvonne Audette in Spain On show until Sunday 2 October, 2016

Described as ‘Australia’s greatest living abstract painter,’ Yvonne Audette shows for the first time a remarkable body of figurative work she made in 1955 Spain, a country still smarting from the horrendous experiences of the Civil War only 16 years prior.

Audette says that poverty, illness, and disease were everywhere, while the Franco dictatorship had thousands of political prisoners under lock and key. Men were taken off the streets, leaving women, children and elderly to wander from village to village looking for work, food and seeking refuge. These powerful images are the basis for The Refugees and The Prayer, both featured in the exhibition.

Lisa Anderson: Journeys North On show until Sunday 2 October, 2016

In contrast, contemporary artist Dr Lisa Anderson depicts her experience visiting the Arctic Circle.

“When I first went to the Arctic the depth of knowledge of both science and folklore were palpable and became a focus — the realisation that folklore was telling us of not just the simple ‘why is it so’ stories, but rather telling us of time, of potential, of futures.”

Anderson’s interest in climate change centres on exploring what we miss by not looking into the landscape, and the stories and indicators that are there but hidden in the folklore of different cultures.

KIDS N ART AT THE GALLERY An innovative program to attract young children and their carers to visit the Art Gallery of Ballarat will be trialled next year, thanks to a State Government grant.

The Gallery will offer targeted programs for groups of parents with babies to children of playgroup and kindergarten age. Sessions will be open to the public as well as being delivered through Child and Family Services (CAFS) and the City of Ballarat Family and Children’s Services’ Department.

Kids N Art aims to reinforce the Gallery as a child-friendly place, to help make children comfortable in the Gallery environment, and to provide a supportive and friendly environment for children and carers to interact with the artworks and each other.

The trial program will run in 2017, beginning in Term One.

Two very different travel experiences in very different eras are on show at the Art Gallery of Ballarat this Spring.

Playspace Strategy • Almost 41% use playgrounds more than once a week.• 63% happy with current playspaces• Swings, slides and climbing structures the most wanted features for children under 12 years.• 69% want fitness stations added to playgrounds.

Works underway at Civic Hall Landscape design concepts will be completed in Spring with designs for the main hall renovation expected mid-2017.

Early works will start at the Civic Hall site in September including:

• Façade restoration • Car park realignment • Commencement of landscaping works

During construction there will be temporary loss of some carparks on the east side of the hall, however works will be programmed to minimise inconvenience. The approved master plan includes no net loss of car parking on the site.

The south and west sides of the site will be transformed into a Civic Plaza, including green space, community areas, spaces for play and provision for the arts. The existing skate park, now 20 years old, will be removed and skating features will be included in the new design, particularly suited for younger skaters and families.

The Civic Hall Master Plan

In April 2016, Ballarat City Council approved a master plan that will link the Civic Hall site with the existing Ballarat Library.

The City of Ballarat will implement a staged works program, which includes developing the Civic Hall Main Hall and foyer as a multi-function space and a heart of culture and community activity.

Themasterplanreflectskeycommunityandexpertinputintothe design process. It is also consistent with the Victorian Design Review Panel’s recommendations.

The master plan provides for the development of a facility that will deliver a much-needed service to meet the Ballarat community’s needs for the next 50 years. It is also expected to stimulate jobs and activate the CBD.

Green Waste• 86% want the Green Waste collection service. • 76% want fortnightly or monthly collection, at a minimum.

26 www.ballarat.vic.gov.au

These are some of the questions the City of Ballarat wants your help to answer, with all residents encouraged to share their ideas and opinions for the development of a new Master Plan for Lake Wendouree.

The existing Lake Wendouree Landscape Master Plan is now 22 years old and there are currently more than $20 million of potential projects being proposed by community groups for the Lake precinct. The new Master Plan will review these projects, identify and address a range of issues relating to the Lake and environs, and create a strategic plan for the future of Lake Wendouree.

All residents of Ballarat and the region are encouraged to complete the community survey online at haveyoursay.ballarat.vic.gov.au or pick up a paper copy at the Ballarat Library, Doveton Street North; City of Ballarat Customer Service, 25 Armstrong Street South; or the Ballarat Aquatic & Lifestyle Centre (BALC). Survey closes Friday 30 September, 2016.

Following community consultation in August and the survey, the Preliminary Draft Master Plan will be developed. The final Lake Wendouree Master Plan is expected to take approximately 12 months to complete and includes three stages for community engagement and feedback.

THE JEWEL IN BALLARAT’S CROWNLake Wendouree is significant at a local, state and national level. One of few lakes in Australia that is located in the centre of a major city, Lake Wendouree is a very valuable natural environment existing in an important area of Ballarat’s heritage. Its proud rowing history as the home of the 1956 Olympics through to hosting the World Rowing Masters Championships, has placed Ballarat on the international sporting stage.

The existing Lake Wendouree Landscape Master Plan (1994) has achieved a great deal in 22 years, steering positive development in the whole precinct through drought and restoring the abundant centre of community life it is today.

The Ballarat Strategy advocates to “support the activation of Lake Wendouree so it is promoted and enhanced as inclusive centre of community life, while protecting its character, views, trees and environmental functions.”

BALLARAT FERNERY REDEVELOPMENT Proponent: City of Ballarat - Major Projects

The Ballarat Fernery Redevelopment project has a number of objectives including the development of a fernery structure and landscaping features that enhances Ballarat Botanical Garden’s plant collection and delivers a wondrous natural experience.

Completing the Fernery Redevelopment project will result in enhancing the Ballarat Botanical Gardens as a wonderful destination for visitors of all ages. The project is also expected to have a positive effect on the local economy encouraging tourism to Ballarat and the Ballarat Botanical Gardens.

LAKE WENDOUREE MASTER PLAN There are nine community projects considered in the Lake Wendouree Master Plan survey.

Information including location, description, benefits and financials of each proposed project is available in the survey.

LAKE WENDOUREE COMMUNITY OUTDOOR GYM FACILITIES Proponent: Western Bulldogs Football Club

The objective of this project is to present the Ballarat community with a safe, secure and engaging platform that promotes healthier living and delivers a positive stance on the communities’ health and wellbeing position. The value of the Lake Wendouree Community Outdoor Gym Facilities located in the heart of the Ballarat community is designed to deliver big results for a diverse range of users in relation to one’s overall health and wellbeing levels. The proposed community gym facilities around the Lake Wendouree foreshore will deliver a social outlet that maximises the benefit of an active lifestyle and healthier mindset that hopefully combats the obesity issues currently prevalent in our society at large.

COMMUNITY LAKE HUBProponent: Western Victoria Water Sports and Recreation Association Inc

The major objective of the proposed Ballarat Community Lake Hub is to provide a boatshed to function as a home base for a range of community paddling clubs and other recreation groups not currently provided for at Lake Wendouree, including community paddling sports, walking, jogging and running, cycling, tai chi, lion dancing and fitness. The architectural concepts provide for consolidated facilities that include: a deck with boat mooring and direct access to the water, paddle racks with storage, meeting rooms, change rooms and toilets, a kitchen with bar and a multi-purpose room that can seat up to 200 guests.

NORTH GARDENS CRITERIUM CIRCUIT AND BICYCLE EDUCATION PARKProponent: Ballarat/Sebastopol Cycling Club (BSCC)

A criterium circuit is currently located in Victoria Park, however BSCC is investigating alternative locations and options for a stand-alone (eg. not on road) facility, including a site in the North Gardens. The purpose of the project is to provide a regional facility which encourages and supports cycling and cycling education, where children and adults can ride a bicycle safely and away from motorised vehicles. The project concept aligns with the objectives of the Ballarat Bicycle Strategy (2014-2019).

LAKE WENDOUREE LIGHTING PROJECT Proponent: Lake Wendouree Lighting Community Group

The major aim of the Lake Wendouree Lighting Project is to provide lighting around the Steve Moneghetti Track to provide a safe environment for pedestrians, joggers and the general public, particularly after hours during winter months. Lighting is proposed to be energy efficient, compliant with Australian Standards, have minimal light spillage beyond the track and can be easily programmed to control hours of operation (eg. shut off at 8.30pm).

RESTING PLACE SCULPTURE TRAILProponent: City of Ballarat

The Trail concept proposes to commission 29 contemporary art pieces to represent each of Victoria’s indigenous clans and one major Wadawurrung piece to acknowledge Victoria’s Koori heritage. The sculptures will be installed in landscaped settings around the North Gardens wetlands and become a sculptural trail of national cultural significance, dedicated to the Aboriginal people of Victoria’s past, present and future.

LAKE WENDOUREE MASTER PLAN

THE PRISONERS OF WAR STORY CENTRE Proponent: The Australian Ex-Prisoners of War Memorial Trustees

The Prisoners of War Story Centre will provide enhanced interpretation and telling of the 36,000 Australian Prisoners of War stories that are commemorated at the adjacent ‘nationally significant’ Australian Ex-Prisoners of War Memorial. The Prisoners of War Story Centre will provide an educational facility for Primary and Secondary School Students, the general public and relatives of the Australian Prisoners of War. The Centre will enable research and interpretation and provide an undercover gathering area and amenities facilities as visitors attend the memorial.

TRAMWAY AND MILITARY INTERPRETIVE CENTRE Proponent: Ballarat Tramway Museum (BTM), in partnership with the Ballarat RSL Sub-Branch (RSL)

The BTM and the Ballarat RSL formed a joint committee to develop a Tramway and Military Interpretive Centre to house both groups, and that may also be utilised by the wider community. A 30-space car park fronting Gillies Street will support the increased visitor numbers.

The Ballarat community will gain an all seasons tourist attraction and community venue in the Lake precinct, complementing and enhancing the other existing attractions such as the Ballarat Botanical Gardens, the Australian Ex-POW Memorial and the existing Tramway Museum.

URBAN BEACH CONCEPT Proponent: City of Ballarat

This project proposes a ‘pop up’ beach on a section of the Lake Wendouree Foreshore near View Point. The concept reflects upon the Lake’s 19th-Century history when swimming was encouraged at the Lake. The sand-covered foreshore will provide a mock beach atmosphere in a landscaped setting of lawns and shade trees complete with beach umbrellas, deck chairs and lifesavers. It will run for approximately four to eight weeks each year and help to activate the foreshore during summer which is traditionally a quiet time of the year for the Lake.

IMAGINE BALLARAT EASTThank you to the passionate Ballarat East community for sharing what you love about this special and unique area of the city through the Imagine Ballarat East consultation.

It’s great to hear a range of diverse views in Ballarat East, with the draft Community Vision uniting the common elements identified as important.

The community vision for the future of Ballarat East is for a strengthened identity, a diverse and healthy community, to improve the quality of the natural environment, increase vegetation cover, improve connections of trails, provision of facilities and to establish a centre for the East.

Future development will be in appropriate locations, be sustainable and respect the distinctive identity of Ballarat East.

WHAT’S NEXT FOR BALLARAT EAST?In May, the Discussion Paper was released for community feedback with further submissions received. To view and comment on the Imagine Ballarat East Discussion Paper, visit: www.ballarat.vic.gov.au/ImagineBallaratEast.

The next step is to develop a Local Area Plan that will provide actions to manage change, including recommending planning controls, so the future of Ballarat East

retains what the community loves about it. The City of Ballarat will ask the community for feedback on the first draft of this Plan from commencing the Planning Scheme Amendment process.

WANT TO BE INVOLVED? The City of Ballarat would love more community members to tell us their ideas for the future of Ballarat East. CHARACTER, COMMUNITY AND LIFESTYLEThe importance of understanding the character, community and future of local communities is the motivation for the City of Ballarat’s Townships Plans program.

The City’s long-term plan for the future, The Ballarat Strategy identified the need for Township Plans in Learmonth, Cardigan Village, Burrumbeet, Warrenheip, Miners Rest and Buninyong.

The Plans will provide each township with a long-term vision and action plan to help the community and the City of Ballarat to manage change into the future.

The Townships Plans will also:

• Help community groups make their case when applying for grants or lobbying for funding

• Assist the City of Ballarat to prioritise investment

• Include ideas and projects for the community to action

• Provide the City of Ballarat with an understanding of the land use planning issues important to the township and set direction to address these challenges.

The Learmonth Township Plan is complete and available on the City of Ballarat website: www.ballarat.vic.gov.au

The Township Plans for Burrumbeet and Cardigan Village are in the works with draft plans soon to be delivered for review by residents of these communities. Following the completion of these Township Plans, consultation will begin in Miners Rest, Warrenheip and Buninyong.

One of the first FDC Schemes in Victoria, it began with two Ballarat educators and has grown in 40 years to a dedicated team of 63 Family Day Care educators and four co-ordinators. In 2016, the program serves 370 children from 260 families every week.

Led by the vision of “Excellence for Children,” all FDC educators are qualified early childhood workers providing quality care in their own homes, meeting all Commonwealth Government Quality Standards.

FDC educators program activities for their children’s play and development, and the “family aspect” means that siblings are in the same group, with many school age children attending their Family Day Care home before and after school and school holidays.

Families choose Family Day Care for the small home-based model which provides individual childcare to a group of up to four young children, enjoying excursions in the community and strong relationships with their carer and other children. Many families also value that the service meets individual needs including care outside traditional hours, overnights and weekends.

The local neighbourhood has spearheaded the Revitalisation of Pennyweight Park Project, sharing their great ideas with the City of Ballarat at community engagement sessions and giving valuable input to the final plans.

The City of Ballarat’s Pennyweight Park Project has delivered:

• New accessible playspace with fencing

• Improved path network

• Rock art

• Signage

• Installation of bollards

• Uplifting of trees

The City of Ballarat collaborated with Pinarc and local residents to develop unique images for the rock art now placed along the refurbished walking track winding through the park.

A Celebration of the Pennyweight Park Project was held at the playspace on Friday 22 July, 2016.

Walk to School 2016Get active and walk, ride or scoot to school – that’s the message of the VicHealth Walk to School program, supported by the City of Ballarat.

Walking to school is a great way for children to learn the road rules, get to know their neighbourhood and gain some healthy habits along the way. In 2015, 17 local schools registered with more than half of Ballarat primary school students pounding the footpaths to and from school.

Parents who drive children to school are encouraged to park at least 500 metres from school and always supervise young children.
