Ambassador's letter to mark the passage of 5 years since the Great East Japan Earthquake

Dear Sir/Madam,

Five years have passed since the Great East Japan earthquake hit the Tohoku region on March

11th, 2011. I, as the Ambassador of Japan to India, take this opportunity to express my deep

condolences for the victims and their bereaved families. I would also like to once again express

our heartfelt gratitude to the people of India and all over the world, who very kindly extended

their assistance and warm encouragement in our hour of need.

We received a series of precious assistance from the Government of India and a wide range of

Indian people. These came in the shape of a rescue operation, relief supplies, memorial services,

as well as generous donations. It is truly inestimable how much encouragement these heartfelt

expressions of kindness from India brought to the disaster-afflicted Japanese. In some places in

the affected area, these warm gestures led to an opportunity to begin a friendship program with

India. On behalf of the people of Japan, I would like to express my sincere appreciation to the

people of India.

The NDRF (National Disaster Response Force), which was created in 2005 after the disaster of

Sumatra earthquake and Indian Ocean tsunami, was dispatched to Japan as its very first overseas mission. The 46-member team went

into Onagawa town, Miyagi Prefecture, for conducting search and rescue operations for missing persons. I heard that many of affected

people there expressed their sincere praise and tributes for the NDRF staff, who dedicatedly and promptly responded to requests from

those in need.

All the relief supplies sent by the Government of India, which included 26, 740 pieces of blankets, about 10 tons of drinking water and

about 10 tons of biscuits, were gratefully accepted by the affected people, who had to spend many days without a home, under severe

freezing weather conditions.

On March 13, 2011, a memorial meeting of prayer for the victims was organized in front of our Embassy in New Delhi by groups of

people including Members of Parliament, intellectuals, religious leaders, as well as people from all walks of life. They expressed

condolences for the victims and demonstrated their solidarity towards Japan with a message that Japan shall stand up again. We

received many donations from all over India and from all levels of Indian society. At the temporary shelter in Onagawa-town, an Indian

youth started the initiative to serve Indian curry to the displaced people. This resulted in the creation of the “Onagawa Curry Project”,

which became the symbol of revitalization of the town and of profound bonds among the people.

During the last five years, all the people in the affected region have dedicated themselves, working hand in hand, for the recovery and

reconstruction of Tohoku despite the harsh conditions. The Government of Japan has executed the recovery and reconstruction

measures in the past five years as an “Intensive Reconstruction Period”. There has been much visible progress in infrastructure

improvement, reconstruction of school and hospital facilities and removal and disposal of disaster waste. At the peak the number of

evacuees amounted to 470,000; however this has now been reduced to 174,000.

In Fukushima Prefecture, there has been step by step, steady progress of reconstruction work. The situation at Fukushima Daiichi

Nuclear Power Station has steadily progressed on decommissioning and contaminated water management.

With regard to food safety in the affected region, Japan is executing a thorough inspection of radioactive substances, based on the

strictest standard in the world according to scientific basis. Only foods that pass these extremely strict examinations are allowed to be

exported. We are making continuous efforts to release accurate data of these examination results and hope that everyone may enjoy

delicious foodstuff from Japan.

We recognize the importance of preparedness for disaster risk reduction as a vital lesson learnt from the Great East Japan earthquake.

We sincerely hope that people of all countries have been able to deepen their knowledge about disaster risk reduction through

discussions such as the third UN World Conference of Disaster Risk Reduction held at Miyagi Prefecture. We would like to further

strengthen the cooperation between Japan and India in this arena as well.

Since 15 February, the Government of Japan has further relaxed the requirement for multiple entry visas for short-term stay for ordinary Indian passport holders, based on the agreement made during the Summit Meeting between Prime Minister Shinzo Abe and Prime Minister Narendra Modi in December 2015.

The highlights of these measures are as follows:

1. Scope of eligibility: expanded to include people with travel records to Japan for short-term visit in the last 3 years and with travel records as temporary visitor to other G7 countries (no need to show the ability to pay all travel expenses during his/her stay in Japan).

2. Duration of stay under all short-term multiple-entry visa (including for tourism, business, or visiting relatives/acquaintances): expanded from 15 days to 30 days.

3. Validity period of visa: extended from maximum 3 years to 5 years.

4. Validity period of visa, for business purpose, cultural or intellectual figures: extended from maximum 5 years to 10 years.

It is expected that the relaxation would contribute to further expansion of exchanges between Japan and India, especially in terms of the number of Indian tourists to Japan, and improving the convenience of business travelers.

Relaxation of Short-term Multiple-Entry Visa for Ordinary Indian Passport Holders

The Tohoku region is blessed with a wide range of tourist attractions, including natural beauty treasures, pure water, tasty

Japanese Sake and cuisine, hot springs, and world heritage sites. In 2019, the Rugby Football World Cup will be held in Japan, and the

tsunami-affected town of Kamaishi is one of the venues where matches in the tournament will be played. In 2020, Japan will host the

Olympic and Paralympics games. We welcome people from all over the world to come to Japan. Especially, the Government of Japan

has taken a series of measures to ease the Visa issuance process for Indian nationals.

Memorial Event to mark the 5th Anniversary of the Great East Japan Earthquake of March 11, 2011

On March 11, 2016, a memorial event on the occasion of the 5th anniversary of the Great East Japan Earthquake was held at the Embassy of Japan, New Delhi. Mr. Tarun Vijay, Hon'ble Member of Rajya Sabha, Mr. Shashidhar Reddy, Former Vice Chairman, National Disaster Management Authority, and Mr. Alok Avasthy, Commandant, National Disaster Response Force (NDRF), attended the event as the Guests of Honour. Approximately 60 individuals belonging to the Indian Government and other relevant organizations, who provided immense support to Japan during the difficult time following the disaster, also joined the event.

The event started with the offering of a silent prayer for the victims of the disaster. Then, the Ambassador of Japan, Mr. Kenji Hiramatsu, delivered a speech, which was followed by a slideshow depicting the warm support from India and the current situation of reconstruction in the Tohoku region. After the speeches by the Guests of Honour, Mr. Takashi Yano, who is from Iwaki city, Fukushima Prefecture, and presently lives in India, explained about the situation of the affected area soon after the earthquake. The event ended with a video-message from Mr. Yoshiaki Suda, Mayor of Onagawa Town. Onagawa is the town where the NDRF team was dispatched as its very first overseas mission and conducted search and rescue operations for missing persons. The event also featured a display of exhibition panels on the Great East Japan Earthquake, and sweets and Sake from the Tohoku region were served in the event. Through this event, we expressed our gratitude for the support provided by India and deepened the understanding of our efforts towards reconstruction.

The International Fleet Review of India 2016 was held on February 6, at Visakhapatnam. 50 countries attended this event, among whom the Navy Chiefs of 22 countries attended, and 24 countries dispatched their vessels. From Japan, Admiral Tomohisa Takei, Chief of Staff, Japan Maritime Self-Defense Force (JMSDF), and JMSDF Ship “Matsuyuki” participated in the event.

High Level Meeting between Japan Coast Guard (JCG) and Indian Coast Guard (ICG), and Joint Exercise

A High Level Meeting between Japan Coast Guard (JCG) and Indian Coast Guard (ICG) was held in Delhi on January 13, 2016. Vice Commandant Hideyo Hanazumi participated in the meeting from JCG.

On January 15, 2016, a joint exercise between JCG and ICG, observed by Vice Commandant Hideyo Hanazumi, and Director General of ICG and Vice Admiral H.C.S. Bisht, was held in the Bay of Bengal, off the Chennai coast. This Joint exercise was a part of the ongoing joint exercises between the Coast Guards of Japan and India during the last 15 years. JCG Ship “Echigo” with its integral helicopter took part in the exercise.

The “Make in India Week”

The “Make in India Week” was held in Mumbai from February 13 to February 18, to invite investments to India and to promote the Indian manufacturing industry. From Japan, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, and Mr. Kenji Hiramatsu, Ambassador of Japan to India, attended its opening ceremony. H.E. Mr. Narendra Modi, Prime Minister of India, Mrs. Nirmala Sitharaman, Minister of State for Commerce and Industry of India, Ministers of various countries, as well as CEOs of companies, also attended the opening ceremony. At the Japan Session of the “Make in India Week” on February 14, Mr. Hiroto Izumi, Special Advisor to Prime Minister Abe, delivered a keynote speech.

Promotion of “Visit Japan” in the tourism exhibition “SATTE” in New Delhi

The Japan National Tourism Organization (JNTO) - Singapore branch set up a booth for the promotion of “Visit Japan” in the tourism exhibition “SATTE” in New Delhi from January 29 to 31. Several Japanese companies (tour operators and airlines) and municipalities participated in the promotion. The large banner (digital display) with changing illuminations on the top of the booth attracted a lot of visitors. Many of the interested Indian tour operators had business meetings with the Japanese companies in the booth.

On January 12, 2016, the Governments of Japan and India held the Eighth Japan-India Energy Dialogue in Tokyo, and agreed to deepen their comprehensive cooperation in the energy sector. Mr. Motoo Hayashi, Minister of Economy, Trade and Industry of Japan, signed a joint statement with H.E. Mr. Piyush Goyal, Minister of State for Power, Coal and New and Renewable Energy of India, as the chairs of the Dialogue.

The “Bengal Global Business Summit 2016” was held on January 8-9 at Milan Mela Ground, the State of West Bengal. On January 8, after a welcome address by the Honourable Chief Minister of West Bengal, Ms. Mamata Banerjee, the Honourable Prime Minister of Bhutan, Mr Tshering Tobgay, made his remarks. Mr. Kenji Hiramatsu, Ambassador of Japan to India, also made an address on the occasion of the inauguration of the event.

The Annual Convention 2016 of JICA Alumni Association of India

On March 19, 2016, the Annual Convention 2016 of JICA Alumni Association of India (JAAI) was held in New Delhi.

JAAI is the alumni organization for those Indian people who were dispatched to Japan for Technical Cooperation.

This year, Mr. C.K. Khaitan, Joint Secretary & CEO, the National Trust, Ministry of Social Justice & Empowerment, and Mr. Kenji Hiramatsu, Ambassador of Japan to India, were invited as chief guests, with participation of around 200 JAAI members.

The "Invest Karnataka 2016" was held on February 3-4, 2016, at the Bengaluru Palace in Bengaluru, the State of Karnataka.

Mr. Seiji Takagi, Deputy Director-General, Trade Policy Bureau, METI, delivered a speech in the Japan session, and had a

bilateral meeting with the Honourable Mr. K. Siddaramaiah, Chief Minister of Karnataka.

Happening Haryana 2016, Global Investors Summit

The Ambassador of Japan, Mr. Kenji Hiramatsu, visited Gurgaon, State of Haryana, and participated in the investment

promotion event “Happening Haryana 2016, Global Investors Summit” organized by the State Government of Haryana, on

March 7. He made an address at the inaugural session held in the morning, representing Japan as a Partner Country of the

event, wherein he expressed Japan's willingness to further cooperate with the State of Haryana towards making the State a

safer and more attractive work place as well as a comfortable living place for Japanese companies and residents.

The 28th All India Japanese Language Speech Contest

The 28th All India Japanese Language Speech Contest was successfully held on January 16, 2016, at the Convention Centre, Jawaharlal Nehru University, New Delhi, in the presence of Chief Guest, Mr. Kenji Hiramatsu, Ambassador of Japan to India, who delivered the opening remarks. Representatives from regional contests had a high level competition in two categories, and the names of the contest winners are: Senior Category – (Winner) Mr. Praveen Kumar, Mosai Institute of Japanese Language, New D e l h i , ( R u n n e r- u p ) M s . Sogetsu Ikebana event on the 50th Anniversary of Sogetsu in India

On the occasion of the 50th Anniversary of Sogetsu in India (established in 1966), the President of the Sogetsu School of Ikebana, Ms. Akane Teshigahara, visited India to hold an Ikebana exhibition and demonstration of Ikebana. The Ambassador of Japan to India, Mr. Kenji Hiramatsu, and Mrs. Patricia Hiramatsu, attended the commemorative events.

A lecture on the Beauty of "Nishiki" by Mr. Amane Tatsumura, fourth generation and future successor of the Tatsumura house of

traditional Nishiki weaving, was held in Delhi on March 15 and in Varanasi on March 16. At the lecture in Delhi (FICCI),

Ambassador Kenji Hiramatsu delivered the opening remarks. Thereafter, Mr. Tatsumura presented his lecture on the Beauty

of “Nishiki”. The event was hosted by the Embassy of Japan in collaboration with FICCI in Delhi, and the Indian Silk Export

Promotion Council in Varanasi.

Orientation and Send-off Party for MEXT Scholars

On March 31, an Orientation for scholarship recipients from India and Bhutan, granted by the Ministry of Education, Culture,

Sports and Science and Technology, was held at the Ambassador's residence. Some scientists who have experienced research in

Japanese universities and research institutes gave useful advice to the scholarship recipients. After the orientation, Ambassador

Kenji Hiramatsu held a Send-off Party for them. Representatives from Japanese companies and universities, and some Japanese

students currently studying in Delhi, also attended the event. They encouraged the scholarship recipients and provided plenty of

information.

Updates from Consulates

Mr. Kazumi Endo, Consul General of Japan in Kolkata, at the Inauguration Ceremony of a Project for Construction of a Therapy Center for Disabled People, in Puri District of Odisha, in the presence of Mr. Samir Dash, MLA of Nimapara, on December 15, 2015,. A grant of USD 87,255 was sanctioned to a NGO, Vikash, through the Government of Japan's Grant Assistance for Grassroots Projects scheme for implementation of the said project.

CHENNAI

Mr. Seiji Baba, Consul-General of Japan in Chennai, receiving a memento from Mr. Hoshino, Commander of Japan Maritime Self-Defense Force, on the occasion of Malabar Exercise, a trilateral naval exercise conducted from October 15 to October 19, 2015, in the Bay of Bengal, Tamil Nadu.

The stone-laying ceremony for Andhra Pradesh's new state capital, Amaravati, was held in the presence of Mr. Narendra Modi, Prime Minister of India, Mr. N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry (METI), Government of Japan, and others, on October 22, 2015,. Mr. Seiji Baba, Consul-General of Japan in Chennai, also attended the ceremony.

Mr. Yoshiaki Ito, Consul-General of Japan in Mumbai, and Madam Ito (centre), attended the release of Ikebana Calendar 2016 by the Bombay Chapter Ohara School of Ikebana, on December 2, 2015, at the Royal Bombay Yatch Club.

Participants of Cosplay at the Cool Japan Festival 2016, held on February 6-7, 2016, at the High Street Phoenix in Mumbai. The Cool Japan Festival is the biggest Japanese event in India held annually to promote Japanese food, culture, electronics, daily products and technology.

The 5th Japan Festival in Ahmedabad was inaugurated by His Excellency Dr. O.P. Kohli, Governor of Gujarat, on February 12, 2016, at J.B. Auditorium, AMA Complex. The inauguration was attended by Mr. Yoshiaki Ito, Consul-General of Japan in Mumbai, and Honorable Mr. Gautam Shah, Mayor of Ahmedabad, and other eminent guests. In the photo, Mr. Mukesh Patel, President of Indo-Japan Friendship Association, Gujarat, is introducing Mr. Ito to the audience.

Mr. Junichi Kawaue, Head of the Consulate of Japan in Bengaluru, attended “Invest Karnataka 2016” at Bangalore Palace, Bengaluru, from February 3 to 5, 2016. Mr. Kawaue gave a greeting to the guests for raising the curtain of the country session on Japan.

A Japanese traditional dance and music (on 'Niko') performance was held at Alliance Francaise de Bangalore (promoted by Lotus & Chrysanthemum Trust, Alliance Francaise de Bangalore) on February 2, 2016, featuring the artists: Haruyo Kimura, Japan, on 'Niko', 'MIONOYA' Ensemble, Japan. Over 100 visitors including many Indian people enjoyed the beauty of the Japanese cultural performances.

Mr. Soichiro Tanaka, Vice-Consul of the Consulate of Japan in Bengaluru, attended “The 11th Japanese Speech Contest Bangalore Division” 70th at Bangalore University, on November 7, 2015, as one of the judges. Young Indian people learning Japanese language showed their habitual outcome.

As a volcanically active country, Japan boasts some of the best natural hot springs in the world. Referred to as "onsen", these geothermally heated springs are scattered all across the country in both indoor and outdoor facilities. These waters are considered to have restorative properties with natural minerals that are thought to heal aches and pains, ease and prevent illnesses. Many people flock to these hot springs as a peaceful getaway to cleanse the body and soul, and to simply relax.
