Spring Academic Assessment Results and Interpretative Considerations
Patrick W. Nolten, Ph.D.
Assistant Superintendent for Assessment and Accountability
Objectives
• Review district level participation rates by socio-demographic groups;
• Review district level results of NWEA MAP Growth Assessment by grade level and socio-demographic groups;
• Demonstrate reading and mathematics quintile shift relative to earlier assessments; and
• Understand interpretive considerations with corresponding plausible impact on student performance.
NWEA MAP Growth Assessment
• Universal reading and mathematics assessment administered online to students in kindergarten through eighth grade;
• Aligned to the Illinois Learning Standards;
• Typically administered three times per year (fall/winter/spring);
• Administered in February/March and May/June this academic year;
• Facilitates comparison to a nationally representative, demographically stratified sample of students using 2020 norms; and
• Full academic year administration likely to occur during 21-22 academic year.

Interpretive and Contextual Considerations
• Compressed assessment calendar as a result of ISBE mandate to begin accountability testing on/after March 15, 2021;
• Depending on grade level, students were sequentially administered:• Winter NWEA MAP Growth (mid-February to mid-March)
• Illinois Assessment of Readiness (IAR; April to mid-May)
• Illinois Science Assessment (ISA; mid-March to mid-May)
• Dynamic Learning Maps – Alternative Assessment (DLM-AA; mid-March to mid-May)
• ACCESS for ELLs (mid-March to mid-May)
• Spring NWEA MAP Growth (mid-May to mid-June)
Interpretive and Contextual Considerations
• Impact of assessment activities on instructional time and opportunity to learn;
• COVID-19 pandemic resulting in screen, remote learning, and assessment fatigue;
• Variable impact of socio-emotional functioning on academic performance;
• Declines impacting all student groups likely reflective of larger contextual forces influencing performance;
• Anecdotal reports of students demonstrating lesser levels of engagement, verbalizations expressing fatigue, and lower levels of perseverance;
• Winter to spring performance changes noted nationally; and
• Higher confidence that results reflect district performance as a whole when participation exceeds 95%.
Assessment Next Steps
• All students in grades kindergarten through eighth grades will have the opportunity to be assessed using NWEA MAP Growth during the typical fall/winter/spring windows during the 21-22 academic year;
• Ongoing academically talented/gifted identification process continues through the summer with make-up testing available at the beginning of the 21-22 academic year;
• Anticipated receipt of spring accountability testing results including the Illinois Assessment of Readiness (IAR) and SAT later this summer; and
• Distribution of attendance, grades, standards-referenced performance, and assessment data to existing and/or subsequent schools of attendance.
