MOBILISING THE CLIMATE EMERGENCY WITHOUT PATRONISING OR PIGGYBACKING

As Greens we are deeply inspired by the Youth Strikes for Climate and the Extinction Rebellion. Yet both movements have at their heart a condemnation of the failure of the existing political system. To what extent do we share this condemnation and to what extent are we complicit? How can we mobilise the energy from the street in a positive way, using to provide energy for the political agenda for radical action to tackle climate change that we have supported for 30 years? What can we learn from the aims of Extinction Rebellion and about their political strategy? OCEAN POLLUTION & THE FUTURE FOR OUR SEAS This panel will explore the state of our oceans and seas. It will look at the catastrophic damage caused by humans and explore any possibility of change and what we can do to stop total collapse of the marine ecosystem. Issues covered will include: hot and cold water temperature change, plastic and chemical pollution, acidity and the current state of species and stock loss.

Chair: Mark Vesey, former Scarborough Borough Councillor. Mark has been involved in campaigning to save our natural world, plants trees with the local conservation volunteer group, organises beach clean ups and has visited the Amazon jungle to see the impact of climate change first hand.

Speakers: Dr Rodney Forster, a marine biologist and oceanographer who uses sensors, satellites and models to understand the patterns and processes which control marine ecosystems, with a focus on the primary production of phytoplankton and seaweeds.

Dr Magnus Johnson, University of Hull, an environmental marine scientist with interests in crustaceans, fisheries science and management and statistical programming. Bob Roberts, Director of local shellfish company, Yorkshire Lobster. Bob has been campaigning on local sea pollution issues following a 2012 waste pipeline rupture.

Dr Cath Waller, environmental marine biologist, working on the impacts of climate change and plastics on marine ecosystems and animals, from small intertidal snails and worms in the Humber, to mangroves and coral reefs in Asia and polar seabirds and seals.

COUNCILLOR TRAINING: RESILIENT COMMUNITIES - WHAT GREEN COUNCILLORS CAN DO TO ADAPT TO AND MITIGATE AGAINST CLIMATE CHANGE Association of Green Councillors Join Green colleagues to find out how to use the AGC Model Motion to get your council to declare a climate emergency and then share ideas on how best to campaign to make your city more resilient to climate warming. This workshop will focus on practical suggestions for motions which councillors can take back to their areas. Cllrs Andrew Cooper and Simon Pickering will share their experience, ensuring that attendees take away lots of campaign ideas - not to mention, having an opportunity to make new connections with Greens in other communities!

The Green Party's Fundraising team will share all the top tips on how to generate income effectively at local party level. TRAINING: WHY WE DID SO WELL IN THE LOCAL ELECTIONS Chris Williams, Head of Elections Our Head of Elections will outline where we won, why we won, our prospects for the future and crucially, gain feedback from members on the support provided by the Green Party to enable campaigns to run successfully. Part-presentation and part workshop. MEETING: WILDLIFE AND HABITATS POLICY WORKING GROUP Contact person: Mandi Roberts, [email protected] Meeting to discuss content and progress of a new Wildlife chapter. Open to all party members MEETING: DRUGS POLICY WORKING GROUP The Green Party’s drugs policy was last revised in 1990 and last amended in 2006. The Drugs Policy Working Group presents an updated policy which details action to be taken within our current legislation and provides mechanisms for implementing a legalised drug framework. The policy is based on recent evidence and takes a public health, harm reduction approach. The Working Group invites you to an interactive session to comment on the draft policy ahead of the final policy coming back to conference in autumn 2019. 10.30-11.45 FRINGE: POPULISM: OUR PART IN ITS DOWNFALL! Association of Green Councillors What is 'Populism'? Is there such a thing as 'left-populism'? How should we respond to populism? A participatory workshop in two parts.

The first part will give us a chance to unpick populist ideas and slogans such as 'will of the people', nationalism and 'liberal elite'. The second part will look at our preferred ideas such as 'minority rights' and 'internationalism' and consider how these help us to respond to populism.

FRINGE: LIBRARIES ARE VITAL FOR THE COMMON GOOD. HOW DO WE CAMPAIGN AGAINST CLOSURES, CUT-BACKS & REPLACEMENT BY VOLUNTEER LIBRARIES? Martin Francis, Brent Green Party Libraries have been victims of local government cuts in many areas. There have been outright closures, reductions in opening hours, staffing reductions, replacement of professional staff by low paid 'assistants', unstaffed libraries accessed electronically by library cards where children are not allowed without an adult, and the setting up of 'volunteer' libraries. This meeting will hear from veteran librarians and campaigners such as @librareon (invited) and speakers from current campaigns. I am an experienced library campaigner in the London borough of Brent where closures were made several years ago and several campaign groups are now running volunteer libraries.

FRINGE: TOXIC TESTING – WHY FUNDAMENTAL REFORMS ARE NEEDED NOW National Education Union From next year, primary school pupils will face baseline assessment in reception and high stakes standardised tests in years 1, 2, 4 and 6. The National Education Union is campaigning to end toxic testing in England’s schools. We think that the assessment system is broken and it’s time to say enough is enough. Join us at our fringe meeting where we will debate whether there is too much testing in our schools and what an alternative education system would look like.

18.15-19.30 FRINGE: ZERO CARBON BUILDINGS - NOT! Tony Firkins, Hounslow Green Party, Convenor Energy Policy Working Group How to address planning permission requests for energy efficiency and greenhouse gas emissions. The session will use a worked example of one block of flats in London. This could be the basis of a follow on from the GP Zero Carbon 2030 campaign. It will show what other local parties could be doing to object to any new build which is not suitably insulated to be compatible with zero carbon 2030. 18.15-19.30 FRINGE: GREEN JOBS, THE CIRCULAR ECONOMY, INVESTMENT OPPORTUNITIES TO DELIVER CARBON NEUTRAL 2030 Simon Pickering, Stroud District Green Party, District Cllr and Chair of Environment Committee, Stroud District Council Let’s break out of the Green Bubble and take climate change through the real economy. There are very significant economic gains to be had from moving to a low-carbon economy. More than two-thirds of the value of an average town or district’s current expenditure on electricity, gas, oil, coal, petrol and diesel is exported out of the area. Improving the energy performance of buildings increases productivity gains for businesses by some 20%. Similarly, investment in new renewable energy capacity - particularly by the local community - can also give long-term financial returns (typically 3–7% per annum).
