Before the New York Thruway opened in the 1950s, Route 17 through Sloatsburg was the main road from the resorts in the Catskills to New York City. During Prohibition (1919 -1933), Route 17 was also a popular route for gangsters operating illicit alcohol stills in the Ramapo Mountains. Local legend/police chief "Teeter" Bill Conklin (in a 1977 Rockland County Times article) recalled giving speeding tickets to mob legends Dutch Schultz and Jack "Legs" Diamond. Teeter Bill also gave a ticket to a lower-tier mobster, "Stinky" Klein, who he said was "whacked" and fished out of the Hudson River a few weeks later with the traffic ticket still in his pocket.
