Minutes of 13th
meeting of Sub Committee for Operation and Protection
(SOAP) held at SLDC, Raipur on 28.01.2016
The 13th meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th January 2016 at SLDC Conference Hall.
The list of participants is enclosed in Annexure-I.
Shri. W.R Wankhede, Chief Engineer (SLDC) welcomed all the
participants of 13th
SOAP meeting. He further congratulated all the participants,
on successful completion of first year of SOAP Meetings.
Item no. 1 Confirmation of minutes:-
No comments have been received from any office. Therefore
minutes of 12th SOAP meeting are hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of December
2015:-
Presentation and the performance of Thermal Stations and
Transmission System by SLDC is enclosed in Annexure-II.
Sub Committee noted.
Item no.3 State Energy Audit (SEA) Data:-
The data related to SEA report were already submitted by the
concern offices before the meeting was held.
Sub Committee noted.
Item no. 4 Outage planning for the month of February 2016 & March
2016:-
Outage planning of Transmission feeders, Power transformers for
the month February 2016 & March 2016 submitted by O/o CE
(T&C) is enclosed in Annexure III.
Once again the representatives were requested to submit the
planned outages for next 2 months by 26th of every month so that

the intra-state outages are discussed & finalize in the SOAP
meeting on 28th
of every month.
Sub Committee agreed and noted.
Item no.5 Real Time Telemetry:
As intimated by the representative of CE (T&C) CSPTCL, the Real
Time Telemetry of 220 KV Churi & Bishrampur is not available
due to non availability of communication and could not give any
time line for its availability. Representative of CE (T&C) has been
once again asked to look into this issue on priority. The committee
felt that the telemetry of 220KV Churi & Bishrampur cannot be
ignored more from the point of view of secured grid operation.
As per the requirement of Grid Code the Voltages of Most
of the 220 KV substations are out from long time hence its
complete Voltage profile report could not be submitted to CSERC
& STU. Both the offices of CE(T&C),CSPTCL & ED(O&M:Gen)
CSPGCL are requested to arrange the telemetry of Bus voltages on
priority.
Further the MVAR telemetry of 400 KV & 220 KV needs
to be verified & made available to SLDC for maintaining the
Voltages in limits in day to day operation and system study
purpose.
This issue is being intimated to the representative from
O/o CE(T&C), in all previous meetings but there is no change in
the status of Real Time Telemetry as mentioned above.

Item no. 6 Status of FGMO {Free Govern Mode Operation } in thermal
units as on 28.01.2016:
The representative of CSPGCL has been requested to submit
detailed status of FGMO/RGMO specifically including the status of
Bango Hydel.
Korba West Unit No.1,2,& 4 and DSPM Unit 1&2- FGMO in
service with manual intervention.
Korba West Unit No 3 - OUT
Korba West Unit No 5 - RGMO
Bango HPS -: OUT
The committee has recommended the Generation representatives to
obtain the approval of competent Regulatory Authorities.

Item no. 7 Status of AUFLS and df/dt relays as on 28.01.2016:
The representative of C.E. (T&C) has intimated that there is no
addition in AUFLS and the status is unchanged.

Item no.8A Details of new generating units scheduled to be synchronized in
Feb 2016 & March 2016:
The representatives of Generation Company intimated that Marwa
TPP unit # 1 will start functioning in March 2016.
Sub Committee agreed and noted.
Item no.8B Details of new transmission lines transformer or any other
transmission elements to be charged in Feb 2016 & March
2016:
The representative of T&C has intimated that (i) 132 KV M/s
ACME feeder bay charged on 08.01.2016.(ii) 40 MVA Xmer-iv
charged at 220 KV S/s Siltara on 22.01.16.

132 KV Traction Bay at 220 KV S/s Parswani is likely to be
charged during February 2016.
Sub Committee agreed and noted.
Item no. 9 DR/SER status of 400 KV substations:
The DR/SER status of 400 KV S/s of Korba West was received too
late to this office i.e on 7.01.2016 hence it could not be submitted
to WRPC. It is requested to send the status by all 400 KV s/s by 3rd
day of every month either by e-mail or FAX, so that the same can
be submitted to WRPC timely.
Sub Committee agreed and noted.
The 14th
SOAP meeting is proposed to be held on 29th
February 2016 at SLDC Raipur.
