Welcome to the November issue of the Town Crier. Fromearly this month the Roll of Honour is once again ondisplay at the screen at Charing Cross, from Monday11th November at 11am, reminding us that we arehalf-way through the Royal British Legion'sPoppy Appeal which culminates withRemembrance Sunday and Armistice Day. It isalways an honour to welcome the ChelseaPensioners to St Helier, and the receptionfollowing the service at the Cenotaph onSunday 10th November gives us the chance tolisten to their stories as well as to meet some of themany other veterans who take part in the parade. The

Jersey Eisteddfod also gets underway this month, givingislanders of all ages the opportunity to perform on various

stages especially in the Jersey Opera House. Towntraders will be particularly focused this month onenhancing their appeal to shoppers in the run-up to Christmas; several groups are nowsupported by the Parish in their efforts toensure that areas such as Colomberie, West’sCentre, Don Street and Market Street manageto attract customers, while the numerous

restaurants, pubs and cafés in St Helier ensurethat a trip to town is a satisfying social experience

for residents, shoppers and visitors alike.

Another St Ewold’s resident, Kende la Haye, entered the 3KStandard Chartered JerseyMarathon on Sunday 6th Octoberat the age of 74, raising £201.40for Headway Jersey, his chosencharity. Ken has been involvedwith the charity for twelve years,since he suffered a stroke, andhas completed numerousmarathons since then. Hemanaged the distance in a time of45 minutes (beating his time lastyear of one hour) and wasdelighted to have taken partagain. Although he’s said that thisyear will be the last time heenters, he did add ‘but you neverknow’….!

ST HELIER YOUTH COMMITTEE OFFERSGRANTS TO ST HELIER-BASED YOUNG PEOPLE

The Parish's Youth Committee is voted more than £100,000 each year at the Parish RatesAssembly. Approximately half of the funding is directed towards supporting youth work inthe various youth clubs around the Parish while there is some £60,000 available to supportyoung parishioners in various activities, especially sporting and cultural trips, school-based initiatives and church activities. Grants are considered on a quarterly basis by acommittee chaired by the Constable, which also includes several Parish deputies and otherinterested parishioners. During the past months the Committee has supported Haute ValléeSchool's production of a TV commercial, youth clubs at First Tower, Grands Vaux and LaMotte Street, and the recent participation of the Musical Originals choir in an internationalcompetition in Rimini, Italy. Details on how to apply for a grant are on the Parish website.

CONGRATULATIONSgo to Silvio Alves,the Parish’sTechnical andEnvironmentalServices Manager,who has recentlyattained charteredstatus with theInstitute ofArchitectural Technologists. Thiswill allow him to tap into thevaluable resources of the Instituteand keep abreast of technologicaladvances in the built environment.Silvio has been with the Parish for13 years and has latterly beenresponsible for the delivery of theParish’s new recycling facility, therefurbishment of the historic andlisted ‘Fisherman’s Cottage’ andthe provision of the ChannelIsland’s first ‘Changing Places’facility.

Choosing to keep the road at Mount Bingham closedfollowing the removal of tonnes of loose stone from therockface was never going to be popular with motorists or

businesses in the area, but a site visit by a UK geotechnicalengineer confirmed that this was a prudent and sensible decision.

How did this unfortunate situation come about and what is beingdone to expedite the remedial work? John Stievenard, theParish’s Technical & Environmental Services Director, explains.Earlier this summer some very small fragments of rock werefound on the road and promptly cleared, indicating that furtherinvestigation of the rockface was required. This revealed somemovement of the surface stone in certain areas. Coincidentally,the Parish was already aware from a geotechnical reportundertaken in 2011 that certain remedial works needed to bescheduled, but to complicate matters, because Mount Binghamhas an SSI (site of special interest) designation, a formal planningapplication needed to be submitted. The listing relates to theSouth Hill battery which was developed in the late 18th centuryand was later integral to the 19th century fort complex and itsdefence strategy. The Environment Department also advised thatthere is a 200 year old ‘raised beach’ on the cliff top and so carewould need to be taken to ensure it was not disturbed.

On 15th September a local engineering company with rockfaceexperience undertook a further descale of the south and west faceand removed about ten tonnes of material and identifiedsignificant sections of loose rock, following which the decisionwas made to keep the road closed for safety reasons. Numerousmeetings with the contractor, the Parish, TTS and UK consultantsfollowed, and within five days the Planning Department hadgiven its approval to commence emergency work, a contractorhad been appointed and materials had been ordered. This was anenormous feat to accomplish within such a short period andshows the best of Jersey’s agencies and authorities pullingtogether to expedite matters and make things happen.

The contract is likely to run until Christmas, but it is plannedthat traffic congestion will be alleviated by opening up MountBingham, even if in part only, by the end of October. The Parishis continuing to monitor progress of the remedial work and iffurther improvements can be made to reduce the inconvenienceto businesses in the area and the motoring public, these will beintroduced without delay.

BETWEEN A ROCKAND A HARD PLACE

Although here at the Parish we do receive our fair shareof compliments and thank you’s, we also receive a lotof grumbles and moans from parishioners. Therefore

we’re always pleased to receive thank you’s like this one:

‘I just wanted to write to you to commend the refuse collectorsin St Helier. We have recently moved out of our house in townpending completion of the sale of that property.

As the house has been vacant there has been no one around toput the bins out at the relevant times. Your employees havegone above and beyond the call of duty; taking the bins out frombehind the railings themselves. They obviously have noticedthat we are trying to clear the place and this small but valuablegesture is very much appreciated.

So we often write to people to complain and on this occasion Iwanted to write to say thank you to the refuse collectors ofSt Helier! We are very grateful. Fab service!’

Town Centre Manager Richard MacKenzie brings us up to datewith monthly events and activities around the streets of St Helier

Plans are well underway forChristmas in town. I have beenworking to achieve the best

possible display of festive lighting withour partners in the States of JerseyDevelopment Company, Tourism andTTS departments, and each year wetry to bring the magic of Christmaslights into new parts of our extensiveshopping area. The Christmas lightsswitch on is planned for Thursday28th November in the Royal Squarefrom 6pm. There will be free rides forchildren including a bouncy castle andswing boats as well as music andentertainment. The lights will beswitched on at 6pm by two localchildren, assisted by Miss St Helier(Kelly Ahearn), Mr St Helier (ConradDuckworth) and Junior Miss St Helier(Kelly Pontes) and Father Christmas.

West’s Centre traders now have a groupwhich meets regularly to discuss ways ofenhancing the appeal of this part oftown. The traders have organised aspecial event at 4pm on Saturday 30thNovember for the switch on of the West’sCentre Christmas Tree lights and there issure to be a lot on offer there throughoutthe day. Colomberie and Don Streettraders will also be contributing to theoverall enhancement of the town'svibrancy over the Christmas period.

The trading times proposed for Christmasappear in the Gazette section at the backof this magazine and we all look forwardto seeing you in St Helier.

The clocks changed at the end of lastmonth and darker evenings makesome people feel a bit low in mood

and less optimistic. Many folks even findtheir physical energy begins to feel ratherdepleted. In my work as Slimming Togetherfounder, I teach people from all walksof life. Many are from the businesscommunity; some are from the finance orlegal profession; some are from medicalprofessions; and some are teachers andhomemakers. The one thing we all have incommon is that our lives are affected byour dietary and lifestyle choices, evenmore than most people realise.

We all understand the correlation betweenwhat we eat and how our diet affects ourweight. But dietary and lifestyle choicesaffect our mood and our physical energy,and even have a bearing on whether we’reprone to catching colds and infections. Foryears now, I’ve practiced what I refer to asthe Trinity of Health. Let me share this withyou: The first principle requires us to putonly that which is healthy into our body andkeep all the foods, beverages, and health-depleting substances out of our body. Onthis, I practice about 90% – I’ve personallymade the shift from having a 100% junkfood diet to having a diet that’s healthy forthe most part and I rarely drink alcohol.

The second principle requires that we getthe correct measure of exercise or activityas well as the correct measure of rest andrelaxation. Stress affects our physicalhealth. Being stressed depletes our forceand is the cause of much illness in thebody. Stress is a product of the untamedmind. Exercise and rest, and even somecoaching and cognitive restructuring canhelp us manage our nervous tension andact as preventative medicine.

The third principle requires that we getsufficient sleep. Sound simple? Well, youmight be surprise to know that we’re anation of sleep-deprived people. Spendingtoo much time on the computer or watchingtelevision late at night or drinking too manycaffeinated drinks during the day oftenmeans that when we go to bed, we have

restless sleep. Being awakened by a sharpalarm in the morning, even if our sleep isonly cut short by twenty minutes can lowerour immune system in time, making ussusceptible to catching a cold or chestinfection. Sleep deprivation also increasesour appetite. When we’re asleep, our brainproduces a hormone called leptin whichsuppresses the appetite. When we’re sleepdeprived, our brain doesn’t producesufficient leptin and we can then cravesimple carbohydrates such as sugar andwhite flour foods which if consume inquantity will increase our weight. Sleepingan extra thirty minutes or one hour eachnight can strengthen our immune systemand sharpen our concentration throughoutthe day.

Practicing the Trinity of Health cantransform how we feel. A great deal ofwhat’s being diagnosed as depression is theeffects of a poor diet, no exercise, perhaps alittle too much alcohol, and insufficientsleep. When we bring our habits intobalance, the results are remarkable. Thebody has an extraordinary, even miraculousability to heal itself when we treat it withthe respect it deserves. Cutting out alcohol,sugar, white flour, processed foods, you’llfind your energy and mood improving evenafter just four days. Add good sleep and acouple of long walks on a nature trail toyour practice, and you’ll find yourselffeeling revitalized.

We can’t control the weather patterns, butwe can control how we respond despite thedarker mornings and evenings. We cancontrol our behavioural choices. Withpractice, we can even control our mindset,cultivating an attitude of appreciating allthat’s going well in our lives and noticingall the ways that we’re supported by family,friends, and loved ones. Our body is adirect flow of our mindset; and our lifefollows the direction of our thinking.Balancing our thinking and balancing ourlifestyle choices helps us shape our bodyand our life in a most positive way.

Constable’s CommentIn the UK there is significant urban renewal funding being

made available for town centres that are struggling topromote retail and keep their high streets alive. Although

St Helier is currently the best performing high street in terms ofempty shops, as far as I know, there are some serious problemsand the key one at the moment is Halkett Place where even thecharity shops are closing, and there are a large number ofempty shops.

That is the kind ofplace where sometargeted fundingfrom the Stateswould be extremelyuseful in terms ofimproving theenvironment of theshopper, because oneof the things that we have been trying to do since the days of the States’ Urban RenewalSub-Committee was to make the experience of the shopper notjust about purchasing but about the surroundings, in terms ofal fresco areas, wider pavements, tree planting and benches.

If you look around the world, you can see how they marketDubai as a shopping experience. It’s not just about pricing andtax-free shopping – it’s that every week is a different shoppingfestival. The idea that people would come to St Helier to shopis worth giving serious consideration to.

Tourism bring over French markets. I’m just curious to knowwhy, instead of spending that money on bringing over thestalls, we are not having a weekly market of Genuine Jersey orlocal outlets. There is no doubt that they help, and a market

every week in the summerwould help draw people intotown. I would like to see amuch more co-ordinatedapproach so that every weekbetween April and the end ofSeptember we have the sort ofday where we had the St HelierStreet Party, in which for twodays town was transformed intothe kind of experience peopleget when they go to France,where most towns have aweekly Saturday market.

THE PARK ABOVE THEWATERFRONT CAR PARKby André Ferrari

André Ferrari is a heritage campaigner andauthor of books on Jersey’s lost architecture.

It was one of the great ironies during the long battle for aMillennium Town Park/underground car park, that anotherpark-on-top-of-a-car-park was quickly built elsewhere,

without a single call for its creation! That park was the one ontop of the Waterfront Car Park. Initially this park was referredto as 'Marine Park', but these days it might just as well be calledThe Park With No Name, as there seems to be no official namefor it whatsoever! Maybe 'Marine Park' was a tad optimistic, asthese days tall buildings have blotted out any view of the sea. Butin an area entirely surrounded by hard, modern architecture,this modest park provides an essential bit of green respite.

The lack of a proper name perhaps rather highlights theundervalued nature of this public space. Occasionally the areais used for some special event, but generally the park is lessused than the Jardins de La Mer. Which is a bit of a shame. Theplanting alongside the pergola-covered walkways is rathercharming, with grasses, shrubs and perennials. At the marinaend there are even fig trees and palms, happily growing abovethe parked cars. This really is our only good example of arooftop garden. And the central grassed area is a perfect,contained area for younger children to play ball games, the veryball games that might be discouraged in other parks. It is ashame that all the low-level lighting was vandalised. But thistype of lighting so beloved of landscape designers is perhapsmore trouble than it is worth. Perhaps simpler, morestraightforward lighting is the answer. Otherwise this park iswell maintained and attractive.

Perhaps we should learn to love this space or risk losing it. Someyears ago, I was in the old WEB offices and spotted a plan of thearea with this park marked as a 'development site'! That planmay not have come to fruition, or indeed public notice, but itillustrates the problem with such ‘quango’-created facilities: whatthe quango gives, the quango can just as easily take away! Quangosare not directly accountable to us, the public! So it is up to us touse this space, cherish it and ensure it stays in the public domain.

CHANNEL TV ADVERT The current Haute ValléeYear 11 Media Group had the opportunity to create a televisionadvert for the Parish of St Helier during the last few months.They took part in a competition run by the School and ChannelTV to design an advert to promote Cycle Safety, a topic that theConstable, Simon Crowcroft, is keen to promote.

After several sessions of guidance from Channel TV’s Stig Adler,and a visit from the Headway Charity, each group of three or fourstudents produced an idea for the advert. They had to face apanel of judges, made up of Stig Adler, Connétable SimonCrowcroft, Andrew Pemberton from the Parish of St Helier andMrs Lewis (Haute Vallée Head Teacher), to present their ideas ina Dragons’ Den style interview. Two teams were picked to createthe advert, although they would have to work together to producethe final idea. The students who went on to make the advertwere: Tia Carpenter, Mariel Ferrer and Shauna Whiteford.

Alastair Walkinshaw who supervised the making of the advertssaid, “It is an honour for us to have the Parish of St Helier trustus with their advert. This has now been happening for severalyears and Media Students look forward to designing theadverts. They enjoy the opportunity of working with industryprofessionals and it is a great experience of how to putforward a bid for an advert.”

The advert, which has beengoing out regularly on ChannelTV during the Summer, starredTia Carpenter and Ryan Marrett.Ryan said, “I enjoyed the advertvery much and it was a lot offun to make. Everyone was sonice. When I first saw myself onTV I was really proud andhappy and I still am. It’s notevery day you get to do that.”

CAMERA SPONSORSHIP In June, the Parishof St Helier Youth Committee agreed a grant application forHaute Vallée School in the amount of £2,000. This enabled theMedia Studies department to buy two Sony HXR MC2000Ebroadcast quality cameras which will be used to film Schoolevents and productions. These were purchased in July and hadtheir first outing at the School Sports Day during that month,where Year 9 students were given the chance to film the eventsand have been learning to edit using the footage this term.

The cameras produce high quality images and give students theopportunity to use professional standard equipment and todevelop their skills.

Mr Walkinshaw, Deputy Head of the Media department, said,“It is a great opportunity for students to be able to work withprofessional quality equipment, allowing them to have real lifeexperience of the media industry.” Mrs Lewis, Headteacher,added, “We are very grateful to the Parish of St Helier YouthCommittee for their generosity and support to the students inour School. This is a fantastic opportunity for our students todevelop their expertise withindustry standard mediaequipment.”

It is hoped that there will be anextra-curricular club starting inthe near future to give all studentsthe opportunity to acquire filmingand editing skills.

MAYOR OF WEYMOUTHAND PORTLAND VISITSST HELIER

Councillor Ray Banham, Mayor ofWeymouth and Portland, paid a

private visit to Jersey last month. Hewas particularly motivated to visit dueto last year’s ceremony on WeymouthPier when a plaque recording thearrival of Jersey evacuees in 1940 wasunveiled. During his visit MayorBanham visited the States in sessionand was given a tour of St Helier by theConstable. He was very impressed withthe central markets, and by the fact thatnew businesses are opening in town inspite of the difficult trading conditions.

Members of the Jersey EvacueesAssociation held a vin d’honneur in theTown Hall for the Mayor, which wasalso attended by the Constable of StSaviour, Procureur du Bien Public CliveBarton, Deputies Hilton, Green andRondel, Director of Tourism David deCarteret and members of the SalvationArmy and Methodist Church. The Mayortold those present that the restoration ofthe Condor link to Weymouth wouldmake it easier for members of the twocommunities to visit each other, as wellas saving Condor a great deal of moneyin the shorter journey time andimproved sea conditions. The JerseyEvacuees Association is planning furtherevents in association with Weymouth,where there is a whole museum complexdevoted to the experience of evacueesduring the 2nd World War. Since June 2013 the Licensing Support Team of theStates of Jersey Police has increased its numbers fromone officer to four constables and one sergeant. The

new team are responsible for the 575 alcohol-licensedpremises in the Island. One of the key aims of the team is to‘promote effective compliance with the licensing Law and tocreate a safer culture around acceptable social behaviour’.The force is constantly looking at how it tackles the Island’sproblems and it is common knowledge that alcohol is theroot cause of many issues everywhere, not just in Jersey.

The team works closely with partner agencies such asEconomic and Development and the Youth Service andconducts joint patrols with the Fire Service andEnvironmental Health.

The officers meet regularly with the licensing trade andoffer advice wherever possible to ensure the law is beingcomplied with. As part of the approach a new ‘traffic light’warning system has been introduced where licensees areinvited to Police Headquarters and shown evidence ofwhere they may be breaching the law. A plan is then put inplace where the licensee works closely with the LicensingTeam to get the premises back to a ‘green’ status as soon aspossible. This has proved particularly effective and hasensured that the licensees are fully aware of what concernsthe police have in relation to such matters as public safetyor crime and disorder. Training and support are offered andcomments have been received back from the trade that thenew system has allowed them to bring a quick resolution toissues raised.

Jersey is a safe island, and the number of crimes, alcoholand non-alcohol related, are decreasing. The aim of theteam is simple – to ensure that people can go about theirbusiness, have a drink if they choose to and get home safely.The team works a variety of shifts covering week days andweekends and updates of what they are up to can be foundon the team’s own twitter account @SOJP_Licensing.

Wartime naval catastrophe remembered Members of theCharybdis and Limbourne Association attended aspecial memorial service at the Military Cemetery in

Howard Davis Park last month to mark the 70th anniversary ofthe sinking of these two British ships during an engagementwith a German convoy on the night of 22nd October 1943. Morethan 500 servicemen lost their lives as a result with only about100 rescued. The casualties are buried in cemeteries in Franceand Guernsey as well as in Jersey. After the service a receptionwas held in the Town Hall for members of the Association andthe four survivors of the battle.

He later became aCommando. Neil Wood – 89 yrs, a Radio Operator whenHMS Limbourne had her bows blown off. The Limbourne didn'tsink then and he and another 100 men were transferred toanother ship. He went into Coastal Radar for the remainder ofthe war. John Eskdale – 89 yrs, a Survivor of HMS Charybdis, hewas a Royal Marine in the stern of the ship when the torpedoesstruck. A young, 17 year old marine was with him, having justjoined the ship at noon that day. The lad was washed overboardwith the wave and disappeared. John was the last Survivor to bepulled out of the water after five hours. He founded theCharybdis Association 40 years ago and is its president.Far right – Alan Larcombe, 89 yrs, a survivor of HMS Limbourne,was knocked unconscious by the blast but was transferred to theother ship. He went on to serve in Coastal Radar.

VISIT FROM FRENCH SCHOOL LYCÉE LITTRÉ A group ofFrench school children visited the Town Hall on 24thSeptember. Volunteers from the Jumelage Committee assistedwith the visit and welcome patisseries and drinks wereprovided to the teachers and children, who had prepared somequestions about Jersey and St Helier which were ably answeredby the Jumelage Chair Annabelle Bishop.

The Jersey International Finance Centre - a newflagship business district.

The Jersey Development Company (JDC) has

recently secured planning permission for the first

o�ce building on the Jersey International Finance

Centre (JIFC) which will be developed on the

current surface car park at the Esplanade. The

development will provide nearly half a million

square feet of much-needed premium o�ce

accommodation for the Island’s financial services

industry.

The o�ce accommodation will provide Jersey with

an identifiable o�ce district which will cater for

the needs of the Island’s finance industry and will

be a positive attractor of business. It is important

the island provides modern and e�cient o�ce

accommodation to ensure businesses based in

Jersey can operate in the most cost e�ective

manner and equally important, provide a good

working environment for sta�.

There is a misconception that there is plenty of

vacant o�ce space in St. Helier and there is no

need for new o�ce accommodation. The fact

is there is no premium, modern o�ce space

currently available and this could put Jersey at a

disadvantage if it is to attract new financial services

business, especially given that the Island’s premier

industry is o�ce based.

There is a further misconception that the

development will be a white elephant, JDC has

been in discussion with several prospective tenants

for some months and construction will only

commence when enough pre-lets are in place.

Subject to pre-lets, construction could start on site

as early as Spring next year.

Contingencies are in place to ensure no public

car parking will be lost before, during or post

completion. The current 520 car parking spaces

will be relocated to the vacant development site

between Les Jardins de la Mer and the Radisson

Hotel. On completion, JIFC will include a new 520

space underground public car park for commuters

together with 250 additional private car parking

spaces for tenants.

Whilst the development will predominately provide

new o�ce accommodation, it will also include

extensive areas of new public realm which will total

nearly two acres in area. The facilities will include a

new public park and a new public square which will

be connected by a series of pedestrian streets. The

development will also re-landscape a section of the

Esplanade into a tree-lined boulevard.

As part of the Esplanade regeneration, the old

Victorian sea wall which runs the length of the site

will be unearthed and the face of sea wall will once

again be exposed. Pedestrian links will be created

from the existing granite promenade into the

pedestrian streets and the reception areas of the

o�ce buildings. Water will be reintroduced to the

sea wall as a feature of the scheme.

The new areas of public realm will o�er

opportunities for certain public events and

performances. JDC owns and/or manages the

Weighbridge, Les Jardins de la Mer and the Marina

Gardens on top of the waterfront car park and

encourages its areas of public realm to be used

for various activities, markets and exhibitions

throughout the year. Owners and occupiers of the

JIFC will maintain the new public areas which will

also be used for suitable public events.

Retail space has intentionally not been included

in the JIFC development to ensure St Helier’s

traditional retail core is not a�ected. However,

amenities for o�ce occupiers and other visitors to

the area will include a small restaurant/gastro pub

and one or two co�ee shops/sandwich bars which

will also ensure the area remains vibrant during

evenings and weekends.

POSH PÉTANQUERS A most enjoyableweekend of pétanque took place over theweekend of 14th and 15th September, organizedby the Jumelage Committee. Twelve playersfrom Avranches arrived on the Friday eveningand were home-hosted by members of theJumelage and the St Helier Pétanque Club.Competitions were held during the Saturdaymorning and afternoon, and Constable Simon Crowcroft welcomed our friends fromAvranches during an excellent buffet lunch at the Town Hall. St Helier won the pétanquecompetition, but all agreed that developing close friendships between the two towns wasthe most important part of the visit. On the Sunday afternoon we all visited SamarèsManor and played some very interesting and equally competitive games of pétanquebefore the Avranches players return to St Malo that evening.

REDEVELOPMENTUPDATE

The Parish of St Helier appointed‘Jersey Demolition Contractors’ tocarry out the demolition of

numbers 3 and 5 Conway Streetfollowing the closure of the toilets on23rd September 2013. Demolitioncommenced on site on 1st October 2013,with this phase of the work anticipatedto be completed early November 2013.

Following the demolition of thebuildings there will be a three weekperiod where investigative works willbe undertaken to establish groundconditions and boundaries and enablethe drawings to be finalised. Followingthis the project will go out to tender forthe construction phase.

We are hopeful to commenceconstruction in January 2014 with ananticipated completion date ofOctober/November 2014; however wewill update parishioners once we haveappointed a main contractor to deliverour new building.

The Parish would welcome expressionsof interest for the rental of the upperoffice spaces to start-up companies andwill consider charities.

There is also an opportunity for therental of the kiosk concession on theground floor. This is an exciting aspectof the scheme, offering a window,literally, onto one of the busiest gatewaystreets in St Helier to market goods orservices typically seen in city centres inthe UK but seldom in St Helier.

Here are some details of the latestenvironmentally friendly options.

Here in Jersey wehave plenty of choice of both to suit yourhome, your lifestyle and your budget, plusit is easy to replace your existing boiler.You can retain your traditional water-fedradiators, luxuriate with all-round, spacesaving under floor heating or enjoy thesimplicity and economy of the latestslim-line storage and panel heaters.

Powering a wet systemThe most efficient way to power a wetheating system and produce domestichot water is through the heat pumptechnology. Heat pumps are a highlyefficient renewable energy technologybecause they convert naturally occurringheat in the air or ground to a temperaturesuitable for heating the home or hot water.

Heat pumps can be integrated into newor existing radiator or under floor piped

heating systems. Installed correctly in awell-insulated property, they can offer200%–300% efficiency, meaning that forevery kilowatt (1kWh) used to power theheat pump, a heat pump will producebetween 2 and 3 kWh of heating energy.This technology is also available to heatswimming pools.

Now, for customers seeking to reducetheir gas and oil bills – and their carbonemissions – but who remain daunted bya total switch to renewable energy, theanswer could be a new ‘hybrid’ heatpump system. The hybrid heat pumpintegrates with an existing heating system,allowing customers to retain their existingboilers but vastly reducing their use.

The hybrid heat pump is an intelligentsystem that automatically calculates andselects the most cost effective energysource to heat a home, be that gas, oil, orLPG through a traditional boiler orelectricity through an air-to-water heatpump, and switch between the two. Thismeans a home will always be heated bythe most cost effective energy source.

The more traditional boilers today comein compact shapes and sizes to suit yourneeds and, with no flue or storage tankneeded, they can be installed almost

anywhere in your property. Other meansof water heating are by direct immersionelement or pipes or links to solar panels.

Solar heating systems can work inconjunction with a conventional electricheating element (immersion heater) or belinked to a thermal store water cylinderserved by either a boiler or heat pump.

Under floor heating provides a safeenvironment, with an even distributionof heat and, with no radiators to place, itfrees up wall space. Underfloor heatingcan be a water-fed piped system, served bya boiler or heat pump, or, alternatively, acable system that heats up like an element.

Both systems are embedded in the solidfloor, topped by a layer of screed,underlay, then the floor covering of yourchoice. They can also be laid undersuspended wooden floors. Electric underfloor heating is therefore an ideal choicefor new build, extension or renovationprojects.

If you simply want to add warmth to atiled area or give your bathroom anadded touch of luxury, under tile heatingmatting has the same effect as underfloor heating but is simpler to lay,provides flexible, instant heat and a safe,warm, comfortable surface to walk on.

BAD WURZACH PARTNERSCHAFT UPDATE A group of 14 peoplecomprising former internees, family and friends, together with the Constable,visited Bad Wurzach last month to celebrate 25 years of twinning. Visits to thehistorical town of Memmingen, the surrounding nature reserve and museum werejust a couple of the places visited, and a special service of commemoration washeld to remember the twelve internees who did not return. OPERATION HAMPER 2013APPEAL Once again Age Concern,sponsored by Sandpiper, will bedelivering hampers to older peoplein our community to ensure that theyhave food in the cupboard forChristmas. Last year’s appeal was anoverwhelming success and your helpis needed to make it even moresuccessful this year. This can bedone in two ways: 1) by placing foodin the various receptacles left at theParish Halls, and 2) by helping withdeliveries. A PERFORMANCE OF THEHARROW APOLLO MALE CHOIRWITH THE HARMONY MEN tookplace at the Town Hall on 28thSeptember. The UK choir, which becamestranded on a visit to the Island as aresult of the Icelandic volcano ashincident three years ago, returned toperform a special concert with the Jerseychoir which befriended them during thatdifficult time, performing a programme ofsongs from the shows and popularclassics. The choir celebrated their 70thanniversary in 2011 and, in July last year,sang at the formal opening of the BomberCommand Memorial in Green Park,London, at which HM The Queenofficiated. The evening raised £800 byway of a retiring collection for the charityJersey Kidney Patients’ Association.

THE CAESEAREA QUILTERS(Patchwork and Quilters) meet on thethird Monday of every month. Mobile phones may appear confusing and expensive, butwith a bit of help and advice you can get one that’s simple,reliable and useful.

The Co-operative and Airtel-Vodafone are teaming up togive help and advice on the mobile phones that meet theneeds of those who, in many ways, need them the most.

Representatives fromAirtel-Vodafone will be inGrand Marché St Helieranswering any questionsthat shoppers may haveand showing them howeasy and cost-effectivemobile phones can be.

As well as offering help andadvice, all shoppers who request it will be given aleaflet that offer tips how on how people who are lesstechnical minded can better understand and use mobilephone technology.

TOP FIVE TIPS■ Keep the functionssimple. Not everyoneneeds a smart phone,and if it’s only going tobe used for reachingsomeone quickly in anemergency, then get aphone with speed dialand little else.

■ Phone Lock/Unlock.– How the phone locks and unlocks is important forpeople with arthritis. Normally, to lock or unlock a phone,a person has to press a series of buttons. Flip-stylephones are sometimes better because the phoneunlocks as soon as it is flipped open.

■ Understand the basics

■ Turn it on and off■ Dial and speed dialing■ Hang up■ Charge the battery

■ Get a phone that’s the right size. It shouldbe large enough to hold comfortably.

■ Make sure the screen is big and the right resolution.The words and numbers should be big and brightenough to see, the font size should be adjustable.
