Stakeholder Engagement

• Policy was updated to cover our key stakeholders in Liberia

Provision of Clean Water and Sanitation

• 15 water wells have been fitted with metal pumps to supply potable water to the RAP site

• Continued to install and maintain water wells within the communities in which we operate

• The quality of water in the villages around the mine is monitored throughout the year

Education

• Focused on rehabilitating and equipping schools within the local communities and assisting with teacher salaries throughout mining licence

• One of the first buildings completed at the RAP site was the school building, it was furnished and painted in time for the school year to start

• We have also provided bursaries to university students, donated books to schools and constructed school buildings across our licence

Health

• Aureus’ medical clinics help to cater to the needs of our local employees and their families

• Emergency medical support provided for others within the local community

• The site ambulance is available for medical evacuation to the regional hospital

• First aid training program was undertaken and several of the participants were locals from Kinjor

• The RAP Community Centre includes a clinic which will be handed over to the Liberian Health authorities to run and maintain

• An anti-malaria fogging program is performed twice per week covering the local village, and mosquito nets are supplied

• Malaria awareness & sexual health talks occur regularly and are integrated into work-related meetings by clinic staff

• New Kinjor Township is under construction approximately 3km east of the current village

• Land was chosen in close proximity to the mine and purchased from the local land owners

• New Kinjor Township will be the source of the majority of the mines local workforce

• A community centre, market place, shops, mosque, church, two school buildings, and communal ablution facilities have been constructed

• 318 houses built as duplex units are nearing completion for the affected community. Expected completion is December 2014

• Land has been set aside for people who arrived after the initial census and who would thus not directly benefit from the RAP

• Unique project as the community is 100% involved in all aspects of building their new town and directly benefiting from constructing it

• The houses and land will be owned by the local community & title deeds will be signed over to them upon completion

• Three Hydraform Brick making machines were purchased and local people trained in the craft of brickmaking. These machines will be handed over to a community cooperative at the end of the project to enable sustainable business and work opportunities

• Aureus also provided seeding capital for a wood-working cooperative which provides all the doors, door frames, windows, window frames and roof trusses for the RAP buildings

• Local people have been trained to build houses, a valuable skill-set which could be used for both building contracting at New Liberty and within other communities

• The RAP area makes provision for farmland where vegetables will be grown

• Aureus intend to purchase these fresh vegetables, any excess will be sold in local markets or further afield

• For longer term sustainability, the growing, packing and marketing of cashew nuts will be investigated. This product is growing wild locally, but has never been commercially farmed

• The new community centre will house a sewing shop where local women will manufacture overalls for the mine, school uniforms and other clothes

• Surplus overalls will be sold to other companies, who are presently importing these goods

• A clinic and police station will be housed within the new community centre and handed over to the government to manage upon completion

• An area was set out for the construction of traditional adobe houses

• The purpose of this temporary relocation is to house the families of Kinjor whilst the construction of New Kinjor Township is in progress

• This strategy bought an extension in the timeline which enabled Aureus to avoid bringing in a third-party contractor to build New Kinjor and hand this project over to the local community

• A total of 265 additional families who moved into Kinjor after the initial census will also be accommodated in this area

• This is being undertaken as a sign of good faith and does not form part of any formal agreement

• Aureus have drilled water wells and built brick toilet facilities and assisted in the layout and planning of the housing units

• Aureus provides roof material and transportation for traditional building materials

• New Liberty is an equal opportunity employer and will become a major employer in the local area

• For every one direct employee of the Project there will be approximately 15 indirect employment opportunities created

• During the construction phase a workforce of 1,600 employees are on site

• Of this workforce 950 are permanent Liberian employees

• A further 550 are Liberians employed as temporary contractors

• During the operational phase of the project, New Liberty will employ ±300 direct employees. 80% of which will be Liberian

• The aim is to have over 80% operational Liberian workforce after on the job training

• Aureus also employs a further 62 permanent Liberians within its exploration teams and 70 temporary contractors

• To date over 12,000 hours of training has been provided to the workforce

• Training topics include:

• building and construction training,

• health and safety & first aid training,

• job specific training,

• leadership and conflict management training,

• community training covering items such as sexual health, women empowerment, adult literacy and environmental protection

• An adult basic education program has been started focussing on educating women and enabling them to compete with men for jobs at New Liberty, which will be an equal opportunity employer

• Aureus has partnered with MonuRent who will supply the mining fleet for New Liberty. MonuRent have committed to provide simulators for the training of drill-rig, dump truck, excavator and dozer operators

• Initial training will focus on women, who have a traditional disadvantage in obtaining operator jobs

• Applications received from +/- 100 women for the training program. 50 of these will be taken through simulator training, with up to 30 eventual appointments

• The mobile equipment simulators will be housed in a modern training centre facility which will also house the computer simulator environment for training of process plant operators

• These facilities will be run by the New Liberty Safety, Health and Environmental department who will ensure that the training is enhanced with programs focusing on safety, health and environmental awareness

• Regular refresher training will form part of the overall training program to ensure that operators are continuously re-evaluated and possible issues identified early on and corrective measures taken

• Aureus is committed to collaborating with both the local government and community to help enhance the benefits of the project to the local community

• The collaborations aim to empower the community and reduce the dependence on artisanal mining, whilst creating sustainable employment and educational opportunities

• The community involvement in the construction of the New Kinjor Township has allowed for the development of skills including, brick making, brick laying, general construction, carpentry, roofing, plastering and plumbing

• It has also allowed the formation of both the Hydraform brick-making and also the wood-working co-operatives, which will provide future sustainable income within the community

• Upon completion of the construction activities, attention will be switched to farming and the sale of fresh vegetables

• A community co-operative will sell these vegetables to Aureus for consumption at New Liberty, with any excess being sold further afield

• The farming and sale of cashew nuts will also be investigated. This product is growing locally, however has never been commercially farmed and sold

• A further cooperative will be established for the manufacturing of overalls and other protective clothing. Surplus will be sold to other mining companies in Liberia

• All products produced or manufactured at New Kinjor will be transported on empty supply trucks returning from New Liberty. Therefore enabling the community to access a wider market and to earn money elsewhere in Liberia

• The project will contribute directly as well as indirectly to the Liberian economy through fiscal contributions, employment opportunities and the creation of significant support services

• It is estimated that corporation taxes and royalties of US$80 million will be paid to the Government of Liberia, based on a royalty rate of 3% of net revenue and a corporate tax rate of 25%

• Additional to this will be other indirect taxes and the Government’s free and carried interest of 10% in the Project which are estimated at US$42 million

• There are ancillary taxes and duties that are not readily quantifiable that will further benefit the Liberian economy, e.g. employment taxes

• There will be significant in-country expenditure with local Liberian suppliers which at this stage is not easily quantifiable, e.g. catering

• ±300 direct employees of which 80% will be Liberian

• The Project will also contribute to the Liberian economy through the multiplier effect. It is estimated that for every one direct employee of the Project there will be approximately 15 indirect employment opportunities created

• In addition to the fiscal benefits created, further indirect benefits include:

– the creation, rehabilitation and maintenance of infrastructure,

– employment of the country’s citizens,

– a transfer of skills & expertise through shadow job training

– a growth in small and medium size local Liberian enterprises providing services and goods to the mine

– improved social and educational activities

– further investment and development opportunities are available though considerable investment in mineral exploration across our exploration licence portfolio

• UN Women representative visited the project and met with senior women group in local community & toured the RAP village

• Expressed a strong interest to support the CDP programmes and were positive about the details of the RAP / CDP programme

• Government of Liberia representatives from Ministry of Gender accompanied the UN Women delegation to site

• Delegation expressed a strong interest to use the project as a model for other developments in Liberia

• World Bank representatives visited the site to assess the project and to assist the Government of Liberia in defining an overall strategy for promoting export diversification and mainstreaming trade in the country’s development agenda

• International Finance Corporation representatives visited site to undertake detailed technical and environmental due diligence and have now received approval for their proposed investment in the project

• The delegation were given a tour of the Project and a presentation upon Aureus’ Corporate and Social Responsibility initiatives

• Of key interest to the party were the sustainable employment and training opportunities created by the project

• The unique RAP element whereby title-deeds of the houses are handed over to their local owners

• The community cooperatives and collaborations that will help provide employment for those not directly benefitting from employment by the project
