Outline and Structure for Updated Plan This document sets out the outline and structure that will be used to develop the updated Loudoun County Comprehensive Plan. The Envision Loudoun Project Team has spent time over the last several months to evaluate the structure for the current Revised General Plan, and to use this information to develop a new structure that will meet several objectives:

• Provide a focus on the nine Plan Charter planning topics: Transition Policy Area, Suburban Policy Area, economic development, residential housing choice and diversity, redevelopment / revitalization, community facilities and supporting infrastructure, quality development, fiscal management, and growth management;

• Carry forward Revised General Plan Policies/Guidance that are still relevant, such as the

guidance for the Rural Policy Area and for the County’s green infrastructure policies;

• Create a more strategic and user-friendly comprehensive plan document that will articulate clear planning guidance to multiple audiences, including elected officials, staff, property owners, and all members of the Loudoun community; and

• Create a more streamlined planning document that simplifies the policy structure and illustrates planning topics and concepts to make the plan more visually appealing and easier to understand and navigate.

Planning Framework Loudoun County New Comprehensive Plan will include a planning framework that has been developed from public input gathered during the Envision Loudoun process, the guidance from the Stakeholder Committee, the Planning Commission, staff, and the review and approval of the Board of Supervisors. Different from the current plan, this updated Plan will set out high level aspirations (vision statement), specific outcomes to be achieved (goals and objectives), implementation mechanisms (strategies), and guidance for capital facility planning and development decisions (policies).

Vision (drafted)

The vision statement is the highest level expression of a community’s future. The vision reflects the community’s values, especially as values relate to physical and quality of life conditions. The vision sets the tone for more specific recommendations. The most recent draft of the vision statement was shared with the Board of Supervisors on May 18, 2017 and with the public as part of Round 2 public meetings and online engagement activities.

Goal (drafted)

A goal describes a desired community outcome expressed in simple terms. The most recent draft of the goal statements are organized by the five plan topic chapters (i.e., Compete, Connect, Shape, Support, Sustain) and were shared with the Board of Supervisors on May 18, 2017 and with the public as part of Round 2 public meetings and online engagement activities.

Objective (drafted)

An objective describes a more specific indication of the outcome (goal) and is used to organize more detailed recommendations (strategies). The most recent draft of the objective statements was shared with the Stakeholder Committee on May 15, 2017 and with the public as part of Round 2 public meetings and online engagement activities.

Strategy (to be drafted in current phase of Envision Loudoun)

A strategy specifies a particular implementation approach that will be undertaken to achieve the plan’s goals and objectives. These strategies can come in the form of programs, initiatives, projects, and investments. Strategies will be drafted during Phase 4: Plan that will occur over the coming months. The Stakeholder Committee will be given opportunities to weigh in and provide comments on these strategies. Provided here is an example of how strategies will be drafted: “Review and update the County’s Zoning Ordinance to include new zoning districts that align with new land use Place Types.

Development Policies (to be addressed in current phase of Envision Loudoun)

A development policy provides guidance for a variety of land use decisions and establishes the foundation for potential ordinance regulations. Below is an example of a development policy: “Off-street parking areas, outside service and storage areas, and areas for collection of refuse should be screened to protect residents of adjoining residential neighborhoods from similar adverse impacts.”

Community Framework Areas and Place Types

The updated Plan will take a slightly different approach to guiding growth management and land use for the County. This framework is made of two components: (1) the Community Framework map and categories, and (2) the Place Types map and categories. Many of the policies or policy topics included in the current Revised General Plan will be addressed in the New Plan through the Community Framework Areas and Place Types.

Community Framework The Community Framework areas are intended to provide high level guidance regarding land uses, overall density, provision of utilities, and other general land use guidance. The Community Framework map and categories are very similar to the County’s current Policy Areas planning approach. The Community Framework carries forward the majority of the Policy Areas from the existing plan: Rural, Transition, Town, and JLMA. The main distinction is that the Community Framework separates the Suburban Policy Area into five areas that will allow the County to address unique conditions that apply within areas of different character. These areas are currently defined as Maturing Neighborhoods, Suburban Neighborhoods, Commerce Districts, the Silver Line TOD (Transit-Oriented Development) and

the Dulles International Airport and MWAA Western Lands. The Community Framework areas have been used to guide discussions during recent public engagement activities (i.e., Round 2 public workshops and online activities) and at the May 15 Stakeholder Committee small group activity focusing on the Suburban Policy Area Potential Change Areas. This framework will be presented in greater detail at a future Stakeholder Committee meeting.

Place Types The Place Types provide the specific guidance for mix of land uses, densities, character, form, transportation service, and other development considerations that can be applied within each of the Community Framework Areas. The Stakeholder Committee was presented with the working draft of the Place Types at the May 15 Stakeholder Committee meeting.

Carrying Forward Relevant Policies The current Revised General Plan includes more than 1,200 individual policies throughout the various plan chapters. The Project Team has reviewed all of these policies and has determined that many of the policies are still relevant, some are redundant with other policies in the Plan, and some have already been achieved or are no longer relevant. The policies that will be carried forward using the new Plan outline will be set out as part of the Planning Framework (vision, goals, objectives, strategies), as part of the Community Framework or Place Types, or these policies may be carried forward as part of the implementation section called the “Development Policies Manual.” Many of the policies in the currently adopted Revised General Plan are drafted to provide very detailed guidance for development approvals or to guide design of developments, and are more aligned with zoning district and development standards that are traditionally included in a land development ordinance (i.e., zoning or subdivision ordinance). Some of these policies may already be codified through the Loudoun County Zoning Ordinance, and others may not. Placing these policies in a Development Policies Manual will allow for carrying forward relevant detailed land use policies with a goal of incorporating them into the zoning ordinance in the future. The New Comprehensive Plan will be focused on strategic, long-range, planning guidance.
