2. All the copies of tenders shall be complete in all respects with all their attachments/enclosures duly numbered and signed on each and every page.

3. In addition to the offer for supplying the machine, the tenderer shall quote for the installation, commissioning, and training charges separately.

4. The total cost inclusive of all elements as cited above on FOR India Security Press, Nashik Road (Maharashtra), India, basis should be indicated clearly both in words and figures in the price bid.

5. AFTER SALES SERVICE : It must be clearly indicated in the quotation whether the after sales service shall be provided by the

supplier himself or by their authorized Indian agent after satisfactory installation / commissioning of the machine and expiry of Guarantee/Warranty period. All terms and conditions related to after sales services must be clearly mentioned.

6. The supplier shall have to provide the technical support of the machines and make available required spares and consumables for a period of atleast Five years from the date of expiry of the Warranty. The list of two years spare parts with rates shall be attached separately with the price bid and the same shall be remain firm for a period of three years from the date of expiry of warranty.

7. The supplier shall supply commissioning spares, consumables as may be required during installation, testing till completion of successful commissioning and commencement of regular operations.

8. The supplier shall also supply fast wearing spares as initial operating and maintenance spares to ensure free operation and maintenance of the system for three years.

9.FALL CLUASE : The price quoted for machine to be supplied against this tender by prospective seller shall in no event exceed the lowest price at which the seller sells the said machine of identical specification to any other party. A declaration / certificate to this effect will have to be furnished along with the price bid.

10.RISK PURCHASE:

(a) If the supplier after submission of tender and due acceptance of the same, i.e. after placement of notification of award of contract fails to abide by the terms and conditions of these tender documents, or fails to supply the material as per delivery schedule given or at any time repudiates the contract, the purchaser shall have the right to:

(i) Forfeiture of the EMD and

(ii) Invoke the Security-cum-Performance Guarantee if deposited by the supplier and procure stores from other agencies at the risk and consequence of the supplier. The cost difference between the alternative arrangement and supplier tendered value will be recovered from the supplier along with other incidental charges, including excise duty, taxes, insurance, freight etc.

(b) For all the purpose the Notification of award of contract will be considered acceptance of tender and formal contract pending signing of agreement. Supplier has to abide by all the terms and conditions of tender.

(c) In case of procurement through alternative sources and if procurement price is lower, no benefit on this account will be passed on to the supplier.(d) If the contract holder reduces its price or sells or even offers to sell the contracted good, following condition of sale similar to those of the contract, at a price lower than the contract price, to any person or organization during the currency of contract, the contract price will be automatically reduced with effect from that date for all the subsequent supplies under the contract and the contract amended accordingly. Any violation of the fall clause would be considered a serious misdemeanor under clause of the GIT and action, as appropriate, would be taken as per provision of that clause.

TECHNICAL SPECIFICATIONS FOR THE AUTOMATIC SHRINK-WRAP MACHINE

Introduction:

This machine is required for automatic wrapping sealing and shrinking our high security products of various thickness and sizes. It shall be portable versatile machine suitable for the various products as per our requirement and shall be capable to have change over facility for the different product sizes and different Film types.A) Machine Specifications :-

1. Operating Voltage: Four wire, T.P.N. 415 Volts ac, 50 hertz. (+/ - 6 %)

2. It shall be Energy Efficient, Eco-friendly, Sturdy, Vibration free and free from harmonics and shall provide all the safety to the human and products.

3. Machine Output: It shall be minimum 12 to 15 packs per minute.

4. The machine shall have facility to Shrink & Wrap bundles of below mentioned minimum and maximum sizes :

5. The machine shall be sturdy, trouble free, easy to operate & maintain.6. Working height of the machine shall be around 90 cms to cause

convenience to the operator while operating the machine.7 .If air is required for any operations, the firm shall state the same and

shall clearly mention the air requirement. They shall also mention whether they will supply the compressor or otherwise, and the rates of the compressor shall be quoted separately.

8. The machine body shall be made out of :- MS material / Casting material of suitable size so that it will not deform its shape while in use over the years or due to regular wear and tear, pressure, load etc. The sheet gauge, thickness etc. shall be clearly specified in the quotation.

9. It shall have Heat resistive paint/powder coating of siemens gray color through seven-tank process.

10. All the main equipment and sub equipment shall be so aligned that at any stage there will be no restriction to the free flow of the bundle or requiring manual regime.

1. In feed mechanism shall have the provision of feeding the packets in a queue one after another.

2. There shall be suitable sensors and pushers on the chain or pneumatic/mechanical system to ensure that the bundles while traveling in a queue will not collide with each other and will have sufficient time gap before they enter the sealing unit.

3. The in feed shall have suitable guide plates, tunnel, or something of the sort so that while in transportation the bundle will remain aligned until it reaches to the sealing and cutting section. If possible, it shall have some fixed or moving jogging arrangement.

4. This arrangement shall have easy to operate, easy to access, user friendly setting provisions so that the tunnel or guide width, height, length can be changed as per product requirement. The equipment for size setting shall be sturdy, easy to operate and suitable.

5. It shall have suitable arrangement to install the plastic film / roll to unwind and feed the film as per the packet size. It shall have suitable load carrying capacity and arrangements for easy accommodation plus setting of the various film bundles as per product size, film size and thickness and type of perforation, without any restriction to the film passing.

Sealing and film feeding section:-

1. The fixed and moving sealing knife should specifically be a hot knife blade design having special Teflon quoting required for the PE film which should not stick up to the hot knife blade. It shall not have loose, bare conductors, which have tendency to fly after over heating.

2. To avoid accidental burn injuries to the operators the heating knife blade should fit in a slot and should not be exposed. The bundle sealing shall have facility to seal on three sides as per requirement.

3. It shall have all the electromechanical safety measures to protect the operator from accidental operation of the moving sealer / sealing bar and the resultant burn or hand sandwiching injuries.

4. Necessary PVC / Metallic mesh or guards or electromechanical safety guards needs to be provided at such suitable points.

5. There should be sensors to sense the arrival of the packet on the sealing and cutting conveyor. This sensor shall sense the packet and actuate a pneumatic Cylinder or any other mechanism like conveyor or so which is turn will operate the sealing bar mechanism. After a predetermined timing, the sealing bar should retract and take the sealing mechanism up. Till this time the next bundle shall not come in or collide with existing bundle.

6. There should be cool air nozzle or suitable system to blow air on the sealed packet immediately after the seal is over to ensure that the sealed packet is cooled before it is transported to the Shrink Tunnel.

7. There shall be suitable robust motorized or any other mechanism to collect and rewind the waste film material after the cutting and sealing operation.

8. After the bundle is cooled, the sealed bundle should be transported to the sealing chamber through robust roller having heat resistive bearings or through steel slant plates or pushers directly on the rollers of the conveyor chambers. It shall be ensured that, in any case the bundle shall not stay stuck while being transported to the chamber and shall be free from any type of operator assistance.

Shrink Tunnel:

1. The shrink tunnel should have similar motorized conveyor / roller / chain system having heat resistive bearings and rollers. The speed of the conveyor and temperature shall be variable with provision of necessary operator control according to the bundle size and film requirement.

2. The shrink tunnel shall provide circulating hot air from all sides, to shrink the bundle as they are transported on the conveyor through the tunnel. The heat shall be forced circulated throughout the chamber in such a manner to have uniform shrinking to the bundles from all the six sides. The air circulating fans or mechanism shall have suitable mesh guards at the top to avoid accident if fans are used.

3. It should have suitable number and rating heaters of spiral / tubular type wit PID controller for accurate heat control. The heaters shall be robust and of suitable rating to shrink the bundles with any of the above films with a clean and smooth seal.

4. The shrink tunnel shall have suitable heatproof covering at both the entry and exit ends of the tunnel to avoid the escape of the heat from the tunnel and shall no way cause injury or inconvenience to the operator.

5. The outer body of the tunnel shall be made heat resistive by suitable material to ensure that the outer body will not get affected due to the inside high heat and will remain cool / at ambient temperature at all the time.

Out bundle conveyor:-

1. There shall be a conveyor of around one meter length to carryout the hot shrinked bundle and its speed shall synchronize with the machine.

C) General operating requirements:-

1. The electrical panel shall have hinged door for maintenance purpose and shall be located suitably to have easy access for repairs and maintenance. All the wiring in the panel, in and around the machine shall have lugs, glands, male female connectors, ferules / wire nos atc. with suitable legends, tags, labels for all the electrical switchgear used on the machine wherever necessary.

2. All the wiring shall be of concealed type laid through channels in aesthetic manner and shall not be visible at all.

The operator interface / machine panel shall have :- The main machine and heating chamber panel shall consist of : -- Digital voltmeter and Ampere meter for the input supply, Mains ON / PFF switch, Double Earthling terminals, Machine On and Off indications, P.I.D. controller

stop at both the ends. Tunnel conveyor speed up and down control buttons, digital speed display, sealing and shrinking tunnel temperature controller setting buttons / knobs and necessary display, Auto manual operation selection buttons for operation of the individual sections independently.

D) The general important spares shall be of following makes:-

Pneumatic Cylinders:- Festo / Legris / Rexroth or any other ISI or CE mark and certification only.

Motor and Gear boxes: - Panasonic / Siemens / ABB / Baumuller or ISI or CE mark and certification only.

Contractor and Relays: - Pla / ABB / Klocknermoeller / Siemens / L&T or ISI or CE mark and certification only.

Programmable Logic controllers: - Siemens / ABB / Telemechanique / Omron or ISI or CE mark and certification only.

Temperature controller Timers, sensors: - Omron / Festo / Wangler / Data logic or CE certification only.

Motor Drives: - Siemens / ABB / Telemechanique / Omron / Baumuller or with CE mark and certification only.

Sealing Knife: - Shall be made out of solid Copper with Teflon Coating.Wires and cables: - All the wires and cables shall be ISI stamped and

certified or of known reputed firms in the industry.

E) Terms and conditions:-

1. The firm will be give 1 year’s warranty of the machine.2. The firm will have to confirm that they will able to provide the required

spares after sale service for next 10 years.3. The firm will have to annex the list of their clients whom they have

supplied such type of machines along with proof of supply like supply order or endorsements from the firms.

4. It shall be a turnkey basis work, which included supply installation, commissioning and on load trials of the machine for at least 15 working days on our various products of given sizes and various films without any interruptions.

5. The firms will have to submit colour details product brochures providing all the electromechanical details and features.

6. The firm will have to mention the overall dimensions of the machine indicating the space required for the operation and maintenance of the machine.

7. The firm shall clearly specify whether the offered machine will fulfill all our (minimum) requirements of production or otherwise.

8. Wherever there is a deviation from the required specification, it shall be clearly specified in the quotation. Moreover, the additional features, if any, shall also be clearly specified.

9. If possible, the firm will have to supply CD / DVD’s for their machines live demonstration in working, for our evolution.

10. The firm shall clearly mention the exact requirements of Power whether TPN 415 volts ac or other wise, air pressure required, space required for the day-to-day operation and any other additional provisions to be made by ISP.

11. The firm will have to provide the soft and hard copies of the microprocessor, drives and logic controller programme. The drawings and documentations shall be a comprehensive one and shall include the machine programme, Cross reference list, Drive parameters, Circuit diagrams, Line diagrams, wiring diagrams, detail operation and maintenance manual and spare parts catalogue with cost valid for min next 3 years.

12. The firm will have to impart training to our Engineers and operators for the operation and maintenance of the machine for period of week at ISP.

13. If required, for capacity inspection, the firm will have to arrange to show their work site and shall arrange for the visit of ISP officials to see the similar machines installed by them at their other client’s location or at their work.

14. The machine shall be inspected at the firm works prior to dispatch and the firm will have to make necessary arrangements for the ON LOAD trials of the machine with all the required size bundles, films etc.

15. The firm shall clearly mention the time required in supplying and installing the machine after confirms order from ISP.

16. ISP reserves the right to change / alter or cancel the bid at any stage of its finalization in the interest of the organization.

17. ISP shall provide only free electricity and water the firm will have to bring their own tools tackles and skilled / unskilled laborers for the installation work.

Note : Tenderer’s attention is drawn to GIT clause 17 and GIt sub-clause 10.1. The tenderer is to provide the required details, information, confirmations, etc. accordingly, failing which it’s tender is liable to be ignored.

Section VIII: Quality Control RequirementsFAT (FINAL ACCEPTANCE TEST) AND FAC (FINAL ACCEPTANCE CERTIFICATE):

(a) FAT: Upon completion of erection and commissioning work, Purchaser will conduct testing of the system in presence of supplier’s representatives. The FAT will be carried out for a period of two working days to the satisfaction of Purchaser.Note: All the rules and FAT norms will be finalized between Purchaser

and the successful bidder, which is to be followed scrupulously while executing the FAT.

(b) FAC: Upon satisfactory completion of FAT, Purchaser shall issue FAC (Final Acceptance Certificate).(c) The machine will be accepted on manufacturer’s guarantee certificate to be sent to purchaser. If any defects observed or the mamchine found unsuitable, then the same will be returned to the supplier for free replacement upto India Security Press, Nashik Road.

Section IX: Qualification/ Eligibility Criteria

MINIMUM ELGIBILITY CRITERIA1. The following shall be the minimum eligibility criteria for selection of bidders technically.

(a) Legal Valid Entity: The Bidders shall necessarily be a legally valid entity. A proof for supporting the legal validity of the Bidder shall be submitted.

(b) Financial Capacity : The bidders shall have the minimum total turnover of Rs. 4,50,000 each in the last three financial years viz. 2008-09,2009-10,2010-2011. Relevant proof for supporting the above shall be submitted.

(c) PAN: The Bidder should be registered with the Income tax. Relevant proof in support shall be submitted.

(d) Experience: The bidder should have experience in supplying atleast one AUTOMATIC SHRINK WRAP MACHINE during last five years. Relevant proof in support shall be submitted.

(e) Authorised Dealer: In case the bidder is an authorized dealer for “AUTOMATIC SHRINK WRAP MACHINE”, relevant proof in support shall be submitted. The bidders, who are not authorized dealer and distributors of the Original Manufacturer companies shall not be entertained for the bidding process.

2. Documents supporting the Minimum Eligibility Criteria:(a) In proof of having fully adhered to the minimum eligibility criteria

at 1(a), attested copy of Sales Tax Registration/ VAT Registration. (b) In proof of having fully adhered to minimum eligibility criteria at

1(b), attested copy of the audited balance sheets (audited by Chartered Accountant) for the completed three financial year i.e. for 2009-2010, 2010-2011 and 2011-2012.

(c) In proof of having fully adhered to minimum eligibility criteria at 1(c), attested copy of PAN.

(d) In proof of having fully adhered to minimum eligibility criteria at 1(d), attested copy of experience certificate issued by the parties for which the material has been supplied.

(e) In proof of having fully adhered to minimum eligibility criteria at 1(e), manufacturer’s authorization letter as per the standard form provided under section XIV of the tender document.

Note : All experience, past performance and capacity / capability related data shall be certified by the authorized signatory of the bidder firm. The credentials regarding experience and past performance to the extent required as per eligibility criteria submitted by the bidder should verified from the parties for whom work has been done.All financial standing data should be certified by certified accountants e.g. Chartered Accountants (CA) in India.
