Many of the positions included on the contract with our MFC are positions not included on our Market Pricing listed below. 541 5 --- Integrated Marketing ServicesThis SIN will be used to offer a complete solution that integrates various services found under the other SINs. Services required under this SIN may include the creation of comprehensive solutions using strategically targeted marketing plans that include full service execution of media planning and creative multimedia campaigns. These comprehensive solutions include services available separately under: 541-1 Advertising, 541-2 Public Relations, 541-3 Web Based Marketing, and 541-4 Specialized Marketing. Contractors must have the capabilities to provide services identified within all Special Item Numbers. NOTE: SIN 541-5 may not be used to fulfill individual requirements that are covered separately by other SINs in this schedule. SIN 541-5 may only be used to fulfill comprehensive agency requirements that span multiple service offerings from the schedule.

LABOR CATEGORY DESCRIPTIONProject/Account Manager Acts as the working level manager making day-to-day decisions for

assigned projects and delivery orders. The Project Manager will be the liaison between the firm and the Government for project-related administrative and technical matters. A minimum of 5 years experience is required

Project/Account Assistant Handles day-to-day tasks and deliverables and assists in coordinating and all aspects of the project.

Media Director Responsible for managing the purchasing of print space in newspapers and magazines, and broadcast time on radio and television using statistical models to determine the best media plan for the client, based on maximum media effectiveness for the client. They deal with media sales representatives and determine where to place ads based on the client’s objectives and budgets. At least 10 years of experience working with multicultural media.

All prices included on Allied Media’s Commercial Market Prices are based use of contractor’s facility, Allied Media’s headquarters in Alexandria, VA. Company-site Overhead Pool accumulates costs associated with divisional Allied Media Corp leased facilities. These costs benefit company-site labor and include such costs as rent, utilities, property taxes, and allocated Administrative Support costs. Allied Media utilizes 6% escalation factor in all future years.

TRAVELTravel will be handled in accordance with clause C-FSS-370. Costs for transportation, lodging meals and incidental expenses incurred by the contractor are allowable subject to the limitations contained in the Federal Travel Regulations and/or Joint Travel Regulations. Should travel costs occur, they will be considered at the task order level.

COMMERCIAL SALES PRACTICESThe Commercial Sales Practices Format (CSP) has been completed and is attached (see attachment 9). Estimated annual GSA contract sales are based on 50% of Allied Media’s sales in the last fiscal year. These sales came while working outside of the GSA schedule, and it is Allied Media’s goal to grow into utilizing GSA for half of our annual sales in the future. All rates offered to GSA are equal to or better than those offered to Allied Media’s current MFC. All discounts can be seen on the attached CSP document. Percent discounts can be applied to all positions within each SIN.

PROFESSIONAL COMPENSATIONAllied Media Corp’s Fringe Benefit Pool accumulates costs associated with divisional labor-related fringe benefits and associated payroll costs. These costs benefit all divisional employees and include such costs as Paid Time Off, employer paid FICA, FUTA, SUTA, and worker’s compensation insurance.The following information is only a summary of Allied Media Corp’s benefits. It is not all-inclusive and all details are not included. Benefits are provided to regular full-time employees. In an environment of escalating health costs when more and more companies are shifting the burden of expense to the employee, Allied Media Corp continues to provide family coverage at an employee contribution level of 50% per pay period.

INDIRECT RATESAllied Media Corp is divided into four divisions: Media and Advertising, Creative and Graphic Design, Public Relation, Market Research and Analysis. Each division has an independent indirect rate structure. The indirect rates provided below have been performed with existing clients.Allied Media Corp has incorporated these approved provisional Billing Rates in the proposed labor rates for all contract types for the base period and all option years. The table below demonstrates the application of approved indirect rates to derive the load factors incorporated in Allied Media Corp’s labor rate tables.

UNCOMPENSATED OVERTIMEFor all labor exempt from the FLSA, Allied Media Corp has established direct labor rates by using representative employees qualified to perform in each labor category. Historically, Allied Media Corp’s Exempt employees have delivered an average of 42.5 hours per week. Hourly rates for Exempt employees are derived by dividing an employee’s annual salary by the 2,210 total historically available hours for Exempt employees. Productive hours for Exempt employees are calculated by reducing 2,210 total available hours by 80 hours Holiday and 80 hours Paid Time Off (PTO) to equal 2,050 hours. This is consistent with Allied Media Corp’s standard estimating practices for proposed exempt labor.Allied Media Corp has not, and does not intend to utilize uncompensated overtime. Therefore, no uncompensated overtime has been included in this proposal.

12ORGANIZATIONAL AND ACCOUNTING CONTROLS

Allied Media Corp’s capabilities rest heavily on our current personnel, organizational structure, and ability to fill needs by staffing, producing, and managing requirements.

When a client provides us with a requirement, Allied Media Corp first considers the relevant capabilities and experiences of our internal manpower. Next, our organization closely arranges future work flow amongst our teams. The team’s within Allied Media work closely with one another, with each having experienced specialists capable of organizing and implementing projects from a culturally relevant prospective.

Because our success has required Allied Media to grow very rapidly, our team has developed a strong ability to recruit and acquire needed personnel. Allied Media Corp thrives on recruiting the best video production, public relations, research, and marketing specialists available in the market. We evaluate future employees based on personal interviews, education, past performances, background checks, and references. These professionals are tested and prepared for tasks by receiving appropriate briefings and specifications on the mission as a whole, and in particular, the requirements of the contract in a timely fashion.

Likewise, our accounting team controls which teams/individuals are working on each project or task order and ensures that additional personnel is recruited and acquired in the most cost cost efficient manner. This accounting team closely controls each step of our work by analyzing, processing, and classifying Allied Media’s billing and transactions.

QUALITY CONTROL

(i) Client’s orders and requests are carefully reviewed immediately upon receiving to assure meeting Allied Media’s objectives and capabilities. Decision makers strategically assign tasks to associates responsible for proposals writing after briefing all project managers and discussing associated costs and length of completion for each received request. After agreement of terms and conditions with clients, Allied Media submits complete proposals within 3 days or up to three weeks of receiving the request, depending on the complexity of the project.

(ii) The Quality Control Group monitors quality and reliability prior, during and after startup. Project managers in this group review and discuss final project outcomes. Quality control manager’s main task is to assure meeting and exceeding required standards by clients. Quality control mangers are responsible to deliver all projects before deadline directly to clients domestically and overseas. Quality control managers are also responsible to finalize payment procedures Allied Media’s accounting department. Key individuals in the Quality Control Group include Project Director Mohammad “Jalal” Sayed, Creative Director Karim Lounes, and Allied Media President and Media Director, Mostapha Saout.

(iii) Project managers conduct daily briefing sessions to ensure that every group member is fully aware with the final required objectives; project managers also lead their group to resolve and troubleshoot any issues that may occur during any project.

(iv) Allied Media’s team understands the importance of producing quality performances, even while meeting urgent deadlines. Our Project Managers and Quality Control Groups carefully examine the requirements and deadlines of each project before starting. Once we determine that our team can produce only the highest possible quality while meeting the deadline, our Project Mangers oversee all personnel to make sure that deadlines are met, and Allied Media quality work is produced.

With rising threats to both the American people’s safety and Americans’ civil liberties, building relationships with many religious and Ethnic American communities can be challenging. Our team trains government officials, military officers and soldiers to overcome cultural barriers and understand the cultural sensitivities. Our cultural awareness training is fully integrated to incorporate lessons on situations that may arise when dealing with different cultures.

Allied Media Corporation (AMC) has been serving government and corporate clients with outreach campaigns to hard-to-reach groups, through advertisement and grassroots efforts since 1999. Allied Media Corp. is the leader in multicultural communications.

AMC has a proven track record serving U.S. Government clients. We produce culturally sensitive messages and leverage long-standing relationships with community leaders, ethnic organizations and media outlets to ensure message delivery and results.

In today’s market, there is a clear need to communicate with ethnic american segments of the population. The Department of Homeland Security, the U.S. Military, along with the Intelligence Community all compete to recruit a mission capable workforce to aid efforts in foreign countries and in the U.S. The requirements are often strict: U.S. citizenship, security clearance (or able to attain one), education, and specialized language proficiency in Urdu, Arabic (with the diffrent dialects: Yemeni, Lebanese, Egyptian, Syrian, Iraqi, Jordanian, etc.), Farsi, Dari, Pashto, Russian, central Asian, South Asian and African languages.
