If the permit is issued directly to the owner, the owner must do the construction. The Accessory Dwelling housing plan is not to be used for construction of homes in the Lockwood Valley area or other areas above the 4,000 ft. elevation. The Ventura County Building Code does not allow approval of these standard plans in those areas. These standard plans are not to be used for construction of homes in the La Conchita area or other areas with adverse geotechnical conditions. The foundations for these structures have not been designed to accommodate adverse geotechnical forces or movement.

Standard plans are available for three different sizes and accessory dwelling unit configurations:

1. 700 square foot, one-bedroom unit 2. 900 square feet, two-bedroom unit 3. 1,200 square feet, three-bedroom unit

When an applicant applies for permits to construct an accessory dwelling unit using one of the standard plans, the standard plan cannot be modified in any way.

Checklist for using a Standardized Plan

___________________________________________________________

Conduct Initial Review

Step 1: Verify the lot status and if the zoning for the property allows this type of building. Contact or visit the County’s Planning Division to check zoning consistency and legal lot status. Each Zone has development standards requiring appropriate building setbacks, lot coverage, etc. that must be met.

Step 2: Verify that the property is not subject to adverse geotechnical conditions and meets slope setback requirements. Contact or visit the Building & Safety Division. In some cases, you may then be referred to the Public Works Agency.

Step 3: Verify that the property will have adequate water supply. For properties served by a private water well (1-4 connections, less than 25 people served annually) located on the property, obtain clearances from County’s Watershed Division and a Certification of Water Quality from the Environmental Health Division. Separate review fees will apply. Private water wells must meet minimum flow and water quality standards to obtain approval. For properties connected to a public water system, obtain a clearance or Will Serve letter from your local water purveyor.

Step 4. Verify that the property will have adequate sewage disposal. If the property is served by an on-site waste treatment system (septic system), contact or visit the County’s Environmental Health Division. Separate review fees will apply. See attached table for preliminary septic system design information. If served by a pubic sewer entity, a clearance from that entity must be provided.

Step 4. Verify if the building must have a fire sprinkler system and if fire access and water flow are adequate on the site. Contact the Fire Protection District.

Obtain Final Clearances…Obtain the following permits/clearances and pay associated fees:

• Planning – Zoning Clearance, and tree permit, if necessary; if standards are met, this is usually issued in one day.

• Environmental Health (septic system) – approved septic system plan; Environmental Health staff will review the septic system design and geotechnical report. The review process takes approximately two weeks and is followed by the issuance of a permit to construct a new septic system, or a full certification of an existing septic system.

• Environmental Health (well water) – approved certification of water quality; Environmental Health staff will review information such as: water quality results, an approved pump and recovery test, and a site plan. The certification process takes approximately two weeks, includes a site inspection, and is followed by an approved certification of water quality form.
