OVERVIEW

The certification process is designed to help agencies adhere to specific minimum standards in the field. By doing so, it assures clients, families and referring agencies that they are doing business with an organization that values the client and keeps safety, organization and services as a priority.

Eligibility:

To be eligible for pursuing certification with the American Association of Adult Residential Communities, an ARC must voluntarily agree to adhere to all standards within this manual. Upon agreeing to adhere to these standards, AAARC will provide the ARC with this standards compliance checklist manual and instructions for use. Upon entering into this agreement, the ARC will notify AAARC when they are ready to be surveyed. However, the initial survey must take place within six months from entering the agreement to be certified. Agencies/programs that can be certified under AAARC are those programs that are commonly referred to as “sober living homes”, “transitional homes”, or “half-way houses”. The certification process starts when the ARC completes the certification application.

Applicant Status:

When the certification application is accepted by AAARC, the ARC moves to the first stage in the certification process: Certification Preparation. During this stage, AAARC will request that the ARC provide a written summary of the ARC. This can take the form of a program description, program manual or standard operating procedures manual. AAARC will review the information and determine the ARC’s suitability and readiness for certification. AAARC will provide the ARC with this determination, along with the standards compliance checklists for completion.

The ARC then moves to the next stage in the certification process: ARC Verification. During this stage, the ARC is compiling AAARC files, each containing a standard compliance checklist along with supporting documentation as noted on the checklist. The ARC has six months to complete this phase. Upon completing this phase, the ARC will notify AAARC that they are ready to set a date for the Certification Survey, which is the third stage in the certification process.

The size of the ARC will determine the length of the survey and the number of AAARC surveyors that will be sent to the ARC to conduct the survey. Surveyors will check each AAARC certification file and complete the Surveyor Verification portion.

The ARC will be required to provide a tour to the Surveyors at the start of the survey and must be readily available to surveyors in order to answer questions, clarify documentation and show proof of certain standards compliance. Surveyors will also interview ARC staff and clients at random to further verify compliance with standards. Upon completion of the survey, the ARC will be notified of their results. 100% compliance of all mandatory standards and 90% compliance of all non-mandatory standards is required for certification.

Should an ARC fail the certification survey (meaning they failed any of the mandatory standards or did not comply with at least 90% of the non-mandatory standards or both), they can request a review. The ARC will have 90 days to meet compliance with those standards they failed in order to reach the minimum of 100% mandatory/90% non-mandatory compliance. At the end of 90 days, AAARC surveyors will return to the ARC and review those standards that were in non-compliance. The ARC will obtain certification should they meet the 100% mandatory/90% non-mandatory compliance mark at that time. Should the ARC fail to meet that mark, they will be denied certification and may re-apply for certification in 6 months. The ARC will be on record for having failed the certification process.

Recertification:

Agencies maintain certification for 12 months and must be recertified to maintain certification status. The same procedure for obtaining the initial certification will be followed.

Revocation of Certification:

Referral agencies may report standards violations to AAARC. Agencies are required to maintain 90% compliance with AAARC standards while having status as a certified facility. Any deficiencies reported to AAARC will result in the ARC having to correct the deficiency for a specific period of time not to exceed 90 days. Evidence of compliance must be provided to AAARC or the ARC’s certification will be revoked. If this happens, the ARC will have to reapply for certification after a 6-month probation period.

General Information:

Certification files are to be maintained by the ARC at all times and be made available for inspection. They should be safeguarded against misuse.

The ARC has a written policy and procedure that establishes a client Bill of Rights. The ARC prohibits discrimination based on a client’s race, religion, national origin, sex, adult daily living, or political views in making administrative decision and in allowing access to services. Clients are treated with dignity and not subjected to unusual punishment, humiliation, mental abuse, or punitive interference with the daily functions of living, such as eating and sleeping. The Bill of Rights is provided to each client.

The ARC provides for access to community services, including treatment and counseling services, health care, including mental health care, and a system for responding to complaints or emergencies regarding clients’ health. Access to community education and/or vocational programs, and basic life skills education is also available to clients.

This policy, which is reviewed annually, includes, at a minimum, the following: - prohibition of the use of illicit drugs and alcohol while on duty or when representing the ARC– prohibition of possession of any illegal drug and alcohol, except in the performance of official duties – procedures to be used to ensure compliance, including drug testing for all employees and managers– and penalties for violation of the policy.

These articles include the following, at a minimum: soap, shampoo, toothbrush, toothpaste, a comb, toilet paper, and for female clients: special hygiene supplies.

The debriefing should a review of both staff and client actions during the incident, a review of the incident’s impact on both staff and clients, a review of corrective actions taken and needed, and a plan for improvement to avoid another critical incident.

The disciplinary guidelines and client rules are reviewed with each client upon their admission to the program. Clients are to sign for receipt of this manual. The policy shall require that employees report when they have a reasonable belief that a client has violated a program rule. Appropriate action is taken within seven days.
