PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION

SUBJECT: Supplemental to Advice 4036-E, Southern California Edison Company’s Attestation of Compliance with the Safety Requirements Checklist

PURPOSE

In response to the Public Advocates Office at the California Public Utilities Commission (Cal Advocates) recommendation that Southern California Edison Company (SCE) submit this supplemental advice letter to provide additional information on how SCE’s Priority Review Projects (PRPs) meets the Safety Requirements Checklist, SCE hereby submits this supplemental information to its attestation of compliance with the Safety Requirements Checklist, in compliance with Decision (D.)18-01-024. This advice letter supplements in part and does not change the substance of the original Advice 4036-E. BACKGROUND

On January 11, 2018, the California Public Utilities Commission (Commission or CPUC) issued D.18-01-024 (Decision), which approved PRPs proposed by the utilities and ordered the sponsoring utility for each PRP to submit a Tier 1 Advice Letter containing an attestation signed by the project manager describing efforts to comply with the Safety Requirements Checklist within 18 months after the Decision’s effective date.

SCE submitted its attestation of compliance with the Safety Requirements Checklist (Advice 4036-E) on July 11, 2019, in compliance with D.18-01-024. On July 21, 2019, Cal Advocates protested SCE’s Advice 4036-E (the Protest). In the Protest, Cal Advocates recommends that the Commission require SCE to submit a supplemental AL because it asserts that SCE’s description of efforts to comply with the Safety Requirements Checklist is too vague.

DISCUSSION

SCE did not object to Cal Advocates’ recommendation and, as such, submits this supplemental Advice Letter that provides additional detail describing how each of SCE’s PRPs meet the Safety Requirement Checklist and noting when requirements are not applicable to particular PRPs.

Please see Attachment A for SCE’s attestation of compliance with the Safety Requirements Checklist. Additional details describing how each of SCE’s PRPs meet the Safety Requirement Checklist is provided in Appendix A of that document.

As discussed in SCE’s attestation, SCE has complied with all applicable Safety Requirement Checklist requirements for its PRPs approved in D.18-01-024.

TIER DESIGNATION

Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.1, and D.18-01-024 this advice letter is submitted with a Tier 1 designation.

EFFECTIVE DATE

This advice filing will become effective July 11, 2019, the same date requested as Advice 4036-E.

PROTESTS

SCE asks that the Commission, pursuant to GO 96-B, General Rule 7.5.1, maintain the original protest and comment period designated in Advice 4036-E and not reopen the protest period. The modifications included in this supplemental advice letter do not make substantive changes that would affect the overall evaluation of the advice letter.
