Dear parents and carers

Starting primary school is a huge milestone for you and your child. If your child is due to start primary school in2018, I hope that this brochure will help to clarify the process of deciding which school is right for your child byproviding useful information about the different types of primary schools in Southwark. I regularly visit ourprimary schools, and I can assure you that by choosing to send your child to a Southwark school, your child willgo to a school that maintains some of the highest standards in the country.

Our primary schools have significantly improved levels of achievement in English and maths and 91 per cent ofour schools have been judged good or outstanding by Ofsted, which is in the top quartile of performancenationally. We are also working with our popular local primary schools to guarantee a local primary schoolplace for every child. We have agreed a series of expansions at schools across the borough to increase thenumber of places in primary schools in Southwark, bringing the number of additional places provided in the sixyears from 2011 to 2017, to 2,900.

As well as maintaining high academic standards, we are also helping to improve our children’s health andwellbeing by offering free, healthy school meals to all primary school children, over and above thegovernment’s national scheme which only includes reception, year 1 and year 2 pupils. In addition, all ourprimary school pupils now receive fruit as a morning snack.

Applications for our primary school places will only be accepted online. To access an online application formplease go to southwark.gov.uk/schooladmissions. If you don’t have access to the internet, please go to oneof our Southwark libraries or MySouthwark customer service points which offer free access to the internet withstaff on hand to help you.

It’s important that when you select the six preferred schools you would like your child to attend, that you readthrough this brochure carefully so that you understand what each school offers. I would also advise you toattend one of the open days so that you can tour the school and meet the teachers. That way you know youare selecting a school for your child where they will thrive and meet their full potential.

Please let me know if you have any questions about primary education in Southwark. You can contact me byemailing [email protected] or calling 020 7525 1969.

I wish you and your child the very best.

n Southwark Council’s school admissions teamhold waiting lists for all Southwark schools until31 August 2018.

n You may also ask for your child’s name to beadded to the waiting list of any out of boroughschool listed on your application form.

n The School Admissions Code 2014 requiresadmission authorities to hold their waiting liststrictly in order of the priorities of theiroversubscription criteria. Please note, if yourchild's name is added to a school's waiting list, their position may go up or down the listdepending on whether any late applicants havebeen added and how the oversubscriptioncriteria applies to these children (i.e. if a late

applicant meets a higher admissions criterionthan others already on the list, they will be givena higher waiting list position). This then ensuresthat if a vacancy arises at a school at any time, the oversubscription criteria is used to determinewhich child is offered a place from the waiting list.

n If a conditional offer made from a waiting list is not accepted within five working days it will be withdrawn and offered to the next childon the list.

n If you change address whilst on a waiting list, evidence of the new address will be requiredwhen measuring for the home to school distance criterion.

Oversubscription criteria – September2018 intake (for all years excluding nursery)

In the event of there being more applications thanplaces available, places will be allocated in thefollowing order of priority:

1. Children in public care (looked after children) andchildren who were previously looked after butceased to be so because they were adopted (orbecame subject to a child arrangements order orspecial guardianship order) immediately followinghaving been looked after (see note a)

2. Children with siblings who are already on roll atthe school and will still be on roll at their date ofentry (see note b)

3. Children with exceptional medical, social orpsychological needs, where it is agreed by the LocalAuthority (“LA”) and the headteacher that these canbest be addressed at a particular school [see note c]

4. Children living nearest to the school as measuredby a straight line from the child’s home to the mainschool gate / entrance (see note d)

Notes(a) A ‘looked after child’ is a child who is (a) in thecare of a local authority, or (b) being provided withaccommodation by a local authority in the exerciseof their social services functions (see definition inSection 22(1) of the Children Act 1989) at the timeof making an application to a school.

This includes children who were adopted under theAdoption Act 1976 (see section 12 adoption orders)and children who were adopted under theAdoption and Children’s Act 2002 (see section 46adoption orders).

Child arrangements orders are defined in section 8of the Children Act 1989, as amended by section 12of the Children and Families Act 2014. Childarrangements orders replace residence orders andany residence orders in force prior to 22 April 2014is deemed to be a child arrangements order.

Section 14A of the Children Act 1989 defines a‘special guardianship order’ as an order appointingone or more individuals to be a child’s specialguardian (or special guardians).

References to previously looked after children in theSchool Admissions Code 2014 means such childrenwho were adopted (or subject to childarrangements orders or special guardianship orders)immediately following having been looked after.

(b) Sibling includes full, half, step, foster andadopted brother or sister living in the same familyunit and at the same home address as the child.

The home address is where the parent/carer livesand the child permanently resides unless otherwisedirected by a Court Order. This will also apply toinformal care arrangements. Where a child spendstime with both parents/carers in separate homesand both have parental responsibility, the school willneed to establish where the majority of schoolnights (Sunday to Thursday) are spent. This will thenbe treated as the home address.

Siblings attending the nursery or in Year 6 who willbe transferring to secondary school will not beregarded as a sibling under this criterion.

(c) Supporting evidence to substantiate that the childor their family has a medical, social or psychologicalneed must be provided at the time of application. Theevidence must be in a written format and should setout the reasons why, in their view, a particular schoolis the most suitable and the difficulties that would becaused if the child had to attend another school.

This evidence must be current and either from thechild's registered general practitioner or any anotherrelevant qualified professional that the child has beenreferred to and/or who is providing directcare/support/treatment to the child on an ongoingbasis in their professional capacity e.g. a child oreducational psychologist, a child psychiatrist, anorthopaedic consultant or a social worker.

(d) The LA uses the eastings and northings linked to an applicants address to calculate a straight linedistance measurement to all of our communityschools in Southwark which is generated by ourCapita pupil database.

Due to Ivydale School being based at two sites thedistance for this school only will be calculated usinga straight line from each applicant’s home addressto the main gate / entrance of both school sites. Theshorter of the two distances will then be used.

If a child lives in a block of flats where a communalentrance is used, the LA will use the grid referencesfor the block, not for the individual flat. Whendealing with multiple applications from a block offlats to the same community school, lower doornumbers will take priority.

(e) Tie break – where a school becomesoversubscribed once all the criteria have beenapplied, places will be offered to children livingnearest to the school measured by a straight line asdescribed under criterion 4. If however there is a tiebreak lots will be drawn to decide which child isoffered a place.

(f) A child’s attendance at a co-located nursery classdoes not guarantee admission to the school forprimary education. A separate application must bemade for transfer from nursery to primary school.

(g) Multiple births – if only one place is available atthe school and the next child who qualifies for aplace is one of multiple birth siblings, Southwarkcommunity schools will admit all qualifying siblingsas ‘excepted pupils’ by going over their publishedadmission number.

Important information

Parents are advised that websites which provide distance measuring facilities such aswww.googlemap.co.uk will not give an accurate measurement and cannot be relied on for schooladmissions purposes. Also the school finder facility on Southwark Council’s website givesapproximate distances to schools based on postcodes alone and cannot be relied on to identify theschool which is the closest to an actual address.

Southwark Council has experienced an increase in demand for places. This growth is forecast tocontinue and will require an increase to the number of forms of entry provided in Southwark’sprimary schools. It is our aim to have finalised the locations of additional forms of entry forSeptember 2018 later in 2017. We will publicise these on our website (www.southwark.gov.uk/schooladmissions).
