House Resolution No. 21—Relative to Developmental Disabilities Awareness Month.

line 1 WHEREAS, March is recognized nationwide as Developmental line 2 Disabilities Awareness Month, and this year’s awareness month line 3 looks to focus on the inclusion of people with developmental line 4 disabilities in all areas of community life, as well as awareness to line 5 the barriers that people with developmental disabilities still line 6 sometimes face in education, employment, and community living; line 7 and line 8 WHEREAS, The United States Congress enacted the line 9 Developmental Disabilities Assistance and Bill of Rights Act (DD

line 10 Act) in 2000, and a precursor in 1975, to ensure that individuals line 11 with developmental disabilities and their families can access quality line 12 services and supports that promote self-determination, line 13 independence, productivity, and integration and inclusion in all line 14 facets of community life; and line 15 WHEREAS, The California Legislature enacted the Lanterman line 16 Developmental Disabilities Services Act in 1973, and amended it line 17 in 1977; and line 18 WHEREAS, As of January 1, 2019, the population of California line 19 was 39,810,000. An estimated 628,998 Californians are living with line 20 a developmental disability, and 328,466 of them are served by line 21 regional centers; and line 22 WHEREAS, Continued information and acceptance are effective line 23 and informative methods to help address the societal barriers faced

line 1 by people with developmental disabilities in being fully included line 2 in all aspects of community life; and line 3 WHEREAS, The general public is increasingly aware and line 4 accepting that disabilities should not prevent individuals from line 5 being fully included at school, work, or home, as members of their line 6 families and communities; and line 7 WHEREAS, By observing Developmental Disabilities line 8 Awareness Month, California recognizes leaders who have sought line 9 to bring people with developmental disabilities into the

line 10 conversation, including the statewide programs funded under the line 11 DD Act, such as the State Council on Developmental Disabilities line 12 and Disability Rights California, and other advocates and service line 13 providers, such as The Arc, the California Disability Services line 14 Association, Futures Explored, Disability Voices United, the line 15 California Disability Communication Action Network, and the line 16 Association of Regional Center Agencies; now, therefore, be it line 17 Resolved by the Assembly of the State of California, That the line 18 Assembly recognizes the month of March 2019 as Developmental line 19 Disabilities Awareness Month, commends the efforts of the line 20 individuals and organizations that have worked diligently to line 21 increase the awareness and acceptance of people with line 22 developmental disabilities, and celebrates and supports the diversity line 23 of the human condition, particularly individuals who experience line 24 developmental disabilities; and be it further line 25 Resolved, That the Chief Clerk of the Assembly transmit copies line 26 of this resolution to the author for appropriate distribution.
