State Farm Insurance, which is the Official Sponsor of Awards for the Arkansas Activities Association, presented 10 high school seniors with $1,000 scholarships at the 16th Scholar-Athlete Awards Program lun-cheon at the Holiday Inn Presidential Hotel in downtown Little Rock on Monday, May 23, 2011.

The State Farm insurance Scholar-Athlete Scholarship Program at-tracted 165 student-athletes from 74 member schools.

Mark Cramer, a State Farm representative out of Little Rock, was the guest speaker. State Farm’s Clayre Messenger served as master of ceremonies.

The winners in the girls’ division were Jacy Danielle Allen of Waldron (volleyball), Karaline Paul of Monticello (basketball), Taylor Allison of Hot

Springs Lakeside (softball), Caitlyn Roma Trostel of Jessieville (track) and Emily Ann Callaway of Russellville (soccer/swimming).

The winners in the boys’ division were Ethan Lance Dollar of Wynne (football), William Wesley French of Hot Springs Lakeside (basketball), Ryan Wesley Taylor of Parkers Chapel (baseball), Connor Prewitt Rob-ertson of Springdale Har-Ber (track) and Nathan Bracy of Bentonville (soccer/swimming).

INDIANAPOLIS, IN – A new coach education course – Coaching Sports in Middle School – is now available online through the Na-tional Federation of State High School Associations (NFHS) at www.nfhslearn.com. This course is the newest addition to the NFHS Coach Education Program.

Coaching Sports in Middle School focuses on middle school issues and how to address them. All NFHS coaching education courses are applicable to the middle school/junior high level, but this one has been tailored to the unique characteristics of that level. It factors that middle school athletes aren’t young adults yet and are at a dif-ferent skill level.

NFHS Assistant Director Tim Flannery encourages all coaches to take the new course in order to make certain that middle school students receive the proper instruction.

“Every coach and administrator at the middle school level should be required to complete the online course Coaching Sports in Middle School to ensure the students who participate in athletics have an educational experience,” Flannery said. “Some schools have been

using middle school teams as feeder systems for their high school programs, but that is not how they are intended to be used. This course is a reminder that middle school activities should be funda-mentally about participation.”

Coaching Sports in Middle School takes approximately one hour to complete and costs $20.

The NFHS Coach Education Program was started in 2007, and more than 160,000 coaches have taken the core course — Fundamentals of Coaching. Forty-five of the 51 NFHS member associations have adopted the course.

The NFHS offers coaches the ability to become certified as an Ac-credited Interscholastic Coach. In addition to the Fundamentals of Coaching course, coaches must complete NFHS First Aid for Coaches, or its equivalent, and one of the sport-specific courses or Teaching Sport Skills, and then can apply for certification online.

NFHS Now Offers Middle School Coach Education Course

Emilee Scroggins of Cutter Morning Star High School is the recipient of the sixth Nancy Amanda (Mandy) Coats scholarship award for the 2010-2011 school year.

The Mandy Coats Memorial Scholarship was established in 2004 and first awarded in 2005 to memorialize Nancy Amanda Coats.

Born on November 14, 1977, in Pine Bluff, she was the daughter of Jimmy and Sandy Coats. After graduation from White Hall High School in 1996, Mandy attended the University of Arkansas at Mon-ticello until her diagnosis with Batten’s Disease. At the age of 26, Mandy joined her Lord on May 23, 2004. She was an active member of First Baptist Church in White Hall.

AHSCA Selects All-Star Coaches for Spring Sports

NORTH LITTLE ROCK – The Arkansas Activities Association an-nounced the head coaches and coaching staffs for soccer, baseball and softball for the 2011 East-West Tyson/Arkansas Army National Guard/Arkansas High School Coaches Association All-Star games in June.

This marks the 8th year of All-Star soccer, baseball and softball competition.

The All-Star soccer games will be played on Tuesday, June 21st at Razorback Field on the University of Arkansas campus in Fayette-ville. The girls’ game will start at 6:00 p.m. and the boys’ game is scheduled to start at 8:00 p.m.

The All-Star baseball doubleheader will be played on Monday, June 20th at Baum Stadium starting at 5:00 p.m.

The All-Star softball doubleheader will be played on Monday, June 20th at Bogle Park starting at 5:00 p.m.

The head coach for the East girls’ soccer team is Ron Teat of Valley View. Coach Teat will be assisted by Debbie Atkinson of Mountain Home, Johnathon Burgess of Batesville and Kerry Castillo of Cabot. The head coach for the West girls’ soccer team is Earl Roberts of Mena. Coach Roberts will be assisted by Chris Pratt of Harrison, Tommy Roy of Shiloh Christian and Russell Winfield of Hope.

The head coach for the East boys’ soccer team is Amanda Carter of Jonesboro Westside. Coach Carter’s staff will include Walter King of Searcy, Brian Strandlund of Vilonia and Britnee Wright of Monticello. The head coach for the West boys’ soccer squad is Don Earnest of Berryville. Coach Earnest will be assisted by Stan Cooper of Lake Hamilton, Craig Moses of Hot Springs Lakeside and Matt Page of Greenbrier.

The head coach for the East baseball team is Clay McCammon of Searcy. McCammon’s coaching staff will consist of Shawn Hearn of Piggott, Kirk Bock of Bryant and Mark Crafton of Beebe. The head coach for the West baseball team is Jeff Eddleman of Elkins. Eddleman’s coaching staff will consist of Pete Rose of Mena, Craig Neumeier of Bigelow and Gary Curtis of Lake Hamilton.

Dell Leonard of Mountain Home will serve as the head coach for the East softball team. Leonard’s staff will include Jason Hughes of Viola, Brian Nivens of Magnet Cove and Fred Denison of Southside Batesville. Jason Shirey of Fayetteville was selected as the head

coach for the West softball team. Shirey will be assisted by Mike Godwin of Hope, Mike Scarbrough of Malvern and Eddie Woodall of Sheridan.

ACT 1214 of the 88th General Assembly requires all school districts to develop procedures to address athletic health care concerns re-garding, but not limited to, heat illness, environmental concerns, ath-letic concussion, and communicable diseases. The ACT also requires all coaches to complete training (every three years) in dehydration/heat illness, concussions, and communicable disease (MRSA).

The Arkansas Activities Association and the Arkansas High School Coaches Association will be sponsoring the following training ses-sions on Heat Illness, Emergency Action Plans, Football Pre-Season Parent Meeting, and Procedures for Hot Weather Practices:

The AAA Sports Medicine Advisory Committee is creating “Sample Emergency Action Plans” and “Sample Procedures for Hot Weather Practices.” We will release these to member schools after the June AAA Board Meeting. We will also be sending each member school a copy of the NFHS Sports Medicine Handbook. The handbook will be a great resource for addressing sports medicine concerns. We look forward to working with you as we all continually attempt to create the best possible environment for Arkansas student athletes and coaches.

Penalties for Fouls during Throw-insChanged in High School Basketball

INDIANAPOLIS, IN – The most significant changes in weight classes in high school wrestling in 23 years will take place in the 2011-12 season.

In its April 4-6 meeting in Indianapolis, the National Federation of State High School Associations (NFHS) Wrestling Rules Commit-tee approved an upward shift of the weight classes, beginning with the 103-pound class moving to 106 pounds, which resulted in new weights for 10 of the 14 classes. The changes in weight classes, along with 17 other rules revisions, were subsequently approved by the NFHS Board of Directors.

The 14 weight classes approved by the committee for 2011-12 are as follows: 106 (pounds), 113, 120, 126, 132, 138, 145, 152, 160, 170, 182, 195, 220 and 285. Three middle weight classes – 145, 152 and 160 – were retained, although they are 7-8-9 in order now rather than 8-9-10. The largest weight class (285 pounds) remains unchanged as well.

The last wholesale shift in weight classes occurred in 1988, when the lowest weight class was increased from 98 to 103 pounds. The only other changes since then were in 2002, when the number of classes went from 13 to 14 and the 215-pound weight class became mandatory, and in 2006, when the 275-pound class was increased to 285 pounds.

Among changes in wrestling holds, the Figure 4 around the head has been ruled an illegal hold/maneuver. Previously, the Figure 4 was illegal around the body or both legs.

Another significant change was made in Rule 2-1-3, which now makes the boundary line inbounds and, thus, expands the wrestling

area. Previously, a wrestler was out of bounds if he or she was touch-ing any part of the 2-inch-wide line which marks the wrestling area.

An additional exception was added to Rule 8-2-1 stating that if the second injury time-out is taken at the conclusion of the second period, and the opponent already has the choice at the beginning of the third period, the opponent would then have the added choice at the first restart after the beginning of the third period.

In other changes, a revision in Rule 3-1-13 allows the referee the flexibility to determine his or her best position to monitor the clock and wrestlers during injury, blood or recovery time-outs. Also, lan-guage in Rule 6-2-2 was changed from “forfeit” to “disqualification” to reflect correct terminology.

The rules committee also devoted considerable time to developing rules for multi-team dual meets and team-formatted tournaments. Previously, the NFHS Wrestling Rules Book addressed only dual meets and individually bracketed tournaments. Definitions for indi-vidually bracketed tournaments, dual meet/team-formatted tourna-ments and combination tournaments will be contained in Rule 1-3.

The final change is one that has been approved by the NFHS Board of Directors for use in all NFHS rules books regarding the meet ref-eree’s jurisdiction. The rule extends the clerical duties of the referee beyond the end of the meet through the completion of any reports required from actions that occurred while the referees had jurisdic-tion.

Points of emphasis adopted by the committee for 2011-12 include communicable diseases, injury time-outs, coach/referee conference, and concussion recognition and management.

Weight Classes Changed in High School Wrestling

INDIANAPOLIS, IN – Penalties for fouls during throw-ins have been changed in high school basketball, effective with the 2011-12 season. The throw-in revision, as well as several other rules changes and editorial revisions, were approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 11-13 meeting in Indianapolis. All rules changes recom-mended by the committee were subsequently approved by the NFHS Board of Directors.

Definitions within Rules 4-12-1, 4-12-2 and 4-12-6 were changed to reflect that team control will now exist during a throw-in once the thrower-in has the ball at his or her disposal. The new rule will no longer grant free throws to the defending team in the bonus if the throw-in team commits a foul.

The committee also approved an editorial change to Rule 9-2-10, Penalty 4 to clarify that when an opponent contacts the thrower-in, an intentional foul will be charged to the offender. The defender will not have to have broken the plane to be charged with an intentional foul.

The committee edited Rule 1-3-1 to reflect the current basketball court design, which many high schools already use. The rule now permits at minimum a ¼-inch-wide single line and a line no wider than 2 inches for the center circle.

The committee also added Rule 3-5-3, which provides guidelines for arm compression sleeves. Sleeves may be white, black, beige or a single solid school color, and all sleeves must be the same color

for each team member. Also, any manufacturer’s logos must not exceed 2¼ inches square.

In addition to the throw-in change to Rule 9-2-10, the committee approved several other editorial revisions, including reorganizing the definition of an intentional foul, clarifying when an alternating-possession throw-in shall be administered and clarifying penalty administration for when single fouls occur as part of a multiple free-throw situation.

Two other editorial changes to the Basketball Rules Book are ones that the NFHS Board of Directors has approved for use in all NFHS rules books.

The first rule extends the clerical duties of officials beyond the end of the game through the completion of any reports required from actions that occurred while the officials had jurisdiction.

The second authorizes state associations to grant exceptions to NFHS playing rules for participants with disabilities, special needs or extenuating circumstances.
