Commission (Commission), and in compliance with Decision (D.) 15-03-042, Ordering
Paragraph (OP) 1, Southern California Edison Company (SCE) hereby submits for filing its
Quarterly Report regarding the status of third-party demand response direct participation for
2020 Quarter 1 (January 1, 2020, through March 31, 2020). SCE’s report is attached hereto as
Appendix A.

Utility Implementation Status
SCE has experienced some delays in delivering complete data, and SCE continues to work with DRPs as data delivery issues are identified. SCE is continuing to implement solutions that include upgrades to its data warehouse production environment and plans to increase server and storage capacity to perform optimizations to support data delivery.

CAISO System Status:
While the release of Phase 2 of the Demand Response Registration System (DRRS) in November 2016 was successful in automating a majority of the registration steps, the process still requires some manual steps. First, the Demand Response Providers (DRPs) must either log into DRRS or ask the CAISO directly for the available Resource IDs that will be tied to the registrations. It would be more efficient if the CAISO released an Application Program Interface (API) that allows the DRP to extract the IDs automatically.
SCE still suggests that the CAISO remove the Service Accounts with “End Dated” statuses from the data extract from the Demand Response Registration System as it is likely that the Acceptable Use Policy limit will be reached soon, or alternatively there may be a way to query CAISO by filtering by Service Account status.
Other improvements to the registration processes at the CAISO could be made with the separation of the DRP, UDC, and LSE roles for the DRRS emails. Currently, all three entities at SCE receive emails when a SA is submitted, approved, or rejected or when a registration is completed. SCE suggests that the emails containing SA specific information only be sent to individuals with UDC roles and the emails containing registration details be sent to the DRP, UDC, and LSE.
An improvement to the Location validation process in the DRRS could be made where the UDC or LSE could retrieve Locations where a change has taken place. SCE suggests a “change indicator” in the XSD where an additional API could be used to retrieve only the delta Locations. Currently, the identified UDC and LSE must retrieve all Locations and comb the data to locate the deltas for processing. The CAISO recently presented its plans to release this enhancement to the DRRS system, though the exact timing is uncertain.

7 Resolution E-4868 states, “The Utilities shall report the money spent on both OAuth Solution 3 and API Solution 1 in the Quarterly Rule 24/32 Report using Generally Accepted Accounting Principles.” 8 SCE finalizes expenditures for each month by the middle of the following month. SCE will correct the quarterly expenditures in the next quarterly report filing, which may cause differences in reported expenditures between reports.
