PRESIDING OFFICER: (SENATOR LINK)

Senator Villivalam, for what purpose do you rise?

SENATOR VILLIVALAM:

A -- a point of personal privilege, Mr. President.

PRESIDING OFFICER: (SENATOR LINK)

State your point.

SENATOR VILLIVALAM:

As the first Asian American in the Illinois State Senate, the

first Indian American in the Illinois General Assembly, I wanted

to bring your attention to the significance of today, March 5th,

2019. Today we celebrate Asian American and Pacific Islander

Women's Equal Pay Day. It took Asian American and Pacific Islander

women all of 2018 plus the two months and five days that have

passed thus far in 2019 to earn what Caucasian males earned in

2018 alone. AAPI women live in -- at the intersection of racial

discrimination and economic justice {sic}. Last year, AAPI women

made between eighty-five to fifty cents for every dollar a white

-- what Caucasian males took home. Hmong and Cambodian women earn

on average only fifty {sic} (fifty-seven) cents and sixty cents to

the white -- to the Caucasian male dollar, respectively.

Widespread acceptance of the "model minority" contributes to the

continued gender wage gap and lack of resources funneled to the

AAPI community, especially women. Members of the AAPI community

are assumed to experience greater social -- socioeconomic

background and stability than their white -- their white

counterparts. This is far from the truth. The widely believed

model minority myth makes advocating for AAPI wage discrepancies

nearly impossible, and leads to legislators like us overlooking

the crucial, lifesaving programs that protect and support AAPI

communities. And we know the statistics are even -- more grim for

women of other ethnic and racial backgrounds as well. While today

we bring awareness to our AAPI women, next month we will talk about

the wage gap for women of all backgrounds. Thank you, Mr.

President.

SENATOR KOEHLER:

If I could have everybody's attention, we've got a special

momentous occasion here. The House just passed a resolution

honoring Mary Patton. You know her as a volunteer with AARP. Mary

has spent twenty years working as a volunteer. She's now eighty-

two years young and she's still working as a volunteer. She's an

outspoken champion on policies regarding elder abuse and financial

exploitation. She has been twenty years representing Peoria County

and the AARP as a member of the Peoria County Human Services

Transportation Plan Steering Committee. One fact that they didn't

mention in the House is that Mary is the one person that beat me

in an election in 1984, when we both ran for Auditor, and she wiped

me out. So… Yeah, thanks for… But she's been a friend for --

of the robocall issues that so many of our constituents are being

hit with and with spoofing, where now these -- these mostly

overseas companies are -- are adjusting your cell phone phone

numbers so when you answer the phone it looks like it's a local

phone call when it's really not. So this legislation -- this

resolution is just urging further aggressive action to be taken

against those companies who are doing these robocalls against so

many individuals in this State. Know of no opposition. Would be

-- would appreciate support.

PRESIDING OFFICER: (SENATOR LINK)

Is there any questions? Seeing none, as this resolution

requires expenditure of State funds, a roll call vote will be

required. The question is, shall Senate Joint Resolution 18 pass.

All those in favor will vote Aye. Opposed, Nay. The voting is

open. Have all voted who wish? Have all voted who wish? Have

all voted who wish? Take the record. On that question, there are

48 Ayes, no Nays, none voting Present. Senate Joint Resolution

18, having received the required constitutional majority, is

declared adopted. The Senate will now stand in recess to the call

of the Chair. After committee -- committees, the Senate will

reconvene for further Floor action. The Senate stands in recess

to the call of the Chair.
