Pastor Lewis: "If you'd bow with me in prayer. Father in heaven,
Book of Proverbs likens wisdom to a woman that's crying out
in a busy street for someone to listen, but no one stops
because everyone's chasing after silver and gold. Proverbs
reminds us, blessed is the one who finds wisdom and the one
who gets understanding, for the gain from her is better than
the gain from silver and a profit better than gold. All of us
are tempted by these things, to chase after them. May we chase
after the wisdom that's found in Your word. We're in the final
stretch of the regular Session, three more weeks, I know that
seems very long, it will come and go very fast as it does
every year. Comfort our lawmakers as they spend time away
from home and their staff as well, as many feel exhausted.
May they look to You as their source of joy and strength,
even salvation. In Jesus' name I pray, Amen."

Hurley: "I would like to introduce some members in the House today
from Special Olympics of Chicago. Over… waiving over there is
Pam Munizzi, Dr. Casey Hogan, who is our president, Jim
'Skinny' Sheahan, Michael Sheahan, Kevin Magnuson, and Jen
Kramer. And tonight at 5:00 at the Hilton, they're having an
event and Mr. Sheahan said to remind everybody there's free
booze. So, see you there."
Speaker Lang: "Welcome aboard. And I should add that Pam Munizzi
is a former Member of the Illinois House of Representatives.
Welcome, Pam. Chair recognizes Mr. Poe."
Poe: "Yeah, Mr. Speaker. A point of personal privilege."
Speaker Lang: "Please proceed."
Poe: "Yeah. I'd like to have it really quiet if we can. I got a
very special guest today in the House gallery. I have a… would
like to recognize William Ingram, a Springfield native of
World War II, a POW survivor. Mr. Ingram enlisted in the Navy
in 1941 at the age of 17. You want… There he is, up here.
After boot camp, he was assigned to the heavy cruiser the USS
Houston. Shortly after arrived on the ship, Houston was
operating in the Pacific Ocean, engaged in several battles
with the Japanese Imperial Navy. On February 28, 1942, the
Battle of Sundra Strait began. In the early hours of March
the first, Houston was struck three times by torpedoes, rolled
over and sank. Of 1,061 soldiers and Marines aboard, 693 were
lost. Ingram and 368 sailors abandoned the ship into the
Pacific Ocean. And spending a day in the water, the Japanese
patrol picked up… picked him up. Once they found out he didn't

have any information, interrogated him, they throwed him back
in the water. The next day, 24 hours later, a fishing boat
picked up our… our friend and not sure where to go, they took
him to land and they seen… seen a Red Cross flag. They
received medical attention, clothing, and then during the
night, the Japs come in and took them as prisoners of war.
For the next three years, he was a… he and his fellow POWs
were forced to work in construction on the Tai-Burma railroad.
After the World War II ended, they were still working on that
railroad for the three years. After the war, he remained in
the Navy and was promoted to rank of Chief Petty Officer. He
remained in the Navy and retired in 1961, after retiring to
Jacksonville, Florida, where he lives today. So, Ladies and
Gentlemen of the House, on June 13 of this year, Mr. Ingram
will be celebrating his 90th birthday. Please join me in
thanking him for his service to the country and for a happy
birthday."

Guldenbecker, I have Jack Guldenbecker with me today. He's an
eighth grader at Minooka Junior High. Let's give him a

Welch: "Mr. Speaker, on Saturday, May 10, at about 9:15 p.m.,
Proviso East High School in Maywood suffered significant
damage to its building. Proviso East is 104 years old this
year. It is the home of numerous NBA legends like NBA coach
Doc Rivers, NBA legends Brewer, Michael Finley and many
others, and also the founder of BET television came from
Proviso East High School, as well as my very own Senator,
Kimberly Lightford. I want to personally thank each and every
fire department from the Village of Maywood, Bellwood,
Broadview, Northlake, River Forest, Forest Park, Franklin
Park. All of those heroes came to the 7th District into
Maywood to save our historic building. And I think this Body
should give them all a round of applause."

what's currently practiced within sanitation districts. Just
clarifies that board members will only come from those areas
in which the sanitation district serves, not from areas that
they may have contracted service. I'd ask for passage of this

basically they passed this referendum, the language wasn't

Sullivan: "Representative, we started the discussion last week
when there was not a lot of people on the floor. Can you go
over the reasoning behind why we're coming to the General
Assembly on a referendum that already passed by the voters?"
Walsh: "Okay. What had happened is the language that was put on
the ballot was basically… it says seek voter authorization.
So, when they took that to the bond issuant company, they
basically said the language wasn't right so they wouldn't
issue the bond. Basically, we came back down here to fix that
and… and give them the authorization."
Sullivan: "So, the bond house has asked for this change to make
sure that everything is legal to go forward with the already
voted-on and passed re… referendum."
Walsh: "Exactly right."
Sullivan: "Okay. Thank you very much."
