IXFA:STRY.

1. The Infantry consists of seventy-three battalions of Riflemen and Infantry, num

bering 3i ,26'\ ofiicers an<l men. They aro all arme<l with Snider breech-loading

rifle•. The accoutrements in possession are not of the latest or best description,

though quite serviceable ; and l would recommend that. whenever the same

can be effected, accoutrements of a more mo1lern description. and better suited for

carrymg a larger supply of ammunition be substituted.

:?. There are few of these battalions without some officers or men who haY'C pre

viously ser>ed in the regular army. and many of them, at some time, actively in the

field. The presence of these men in the ranks i'3 of the utmost importance, ancl tends to

impart a feeling of military strength and steadiness throughout tho whole; for there are a

very largo number of men who ha.Ye previously serYcd a.s soldiers settled in the

Dominion. The mral Battalions are almost entirely composerl of the agricultnrnl popu·

lation-the bone and sinew of the land who have a s•ake i11 the country au l in very many

instance , are the proprietors and sons of proprietors of the J mil; and it is impossible to

see a hardier rnce, or finer material for soldiers. 111 many instance their physique is most

remnrl::ahle, and they all appear imbue 1 with a spirit of tho greatest loytLlty anJ <le\·otion to

their Queen and country, and the me pirit and a.ptitud for milituryservico is exhibiteil

by the C1ty Bnttalions, v; ho are comp l ma.inly of inU?lligent nnd educated o.rtimns and mechanics ; consi lering, more vcr, the short period of time allowed for the o.nnual drill,

the d"gree of advancement at w}1icb they have &1-rive<l is most creditable, and they a.re all now quite roo.drto go into brigade

11

3. With regard to thG drill and effici ncy of the batnllions, from the result of my

lint hy the combin"d act.ion of tho three .Arms of tho Senicc, (Artillery, ,'airy, a.ml Infantry,) in Brigaues and Divi ions, to fit the F"oroe f.,r the p1 uper defence of the

practical military instruction in Fi Id duties and thn applicntion of the three fin in

combined moYements, as in the c'·ont of a.cth·o service, would prove of tho titmost importn.nco.

Although future battles will probably be fought at t.'1e usual distances hitherto observed, the requirements of moforn warfar<?, resultin,; from the use of rifles

of long range r.nd precision, do not im·oh e the same character of <lriU. rigidity of movement, and closeness of formation. as wns formerlv necessary · but

what is inilispemalilc now, especially in Cano.do, is the pmc~ice of a Judieiou

an<l intelligent system of skirmishing drill, suited to the character of the

country, and in the taking up of positions, either for attack or defence, in connection with the other arms. Ft'Om tho extent of range. precision, and rapidity

of fire, which co.n be 1' v Jqx:cl by th" arms now in u e, it is e\'1clrnt that ill all future \\ ru'S. gr :i.t ho<lie of men and nnnies must be more than e•cr po ~ more

liOXTR£AL, JANUARY 2~iD, 1870.

!5rn.-ln ticcordnnre "ith your instructions, I have the honor to transmit to you

herewith, 1m abstrnct of Heport of the Corps, in the District under my command,

v.·hich h::n e perfo1·med the nnnnnl drill for the "Pinnncial yenr" ending June 30th, 1870.

In presenting this r<'port to you, I have respectfully to draw your attention to the l~u:t that of the Corps belonging to the City of :J[ontreul, in rny District, none haYO ns yet

undergone tho nnnunl inspection for the Ctu'l'ent year, ns their drill has not, .ns yet, been

performed ; tltis ill in tl. great measw-e owing to the fact that no facilities in the way of

Drill Hall arnl Armoury lun-e been at their disposal. The commanding officers of all the

Corps however, inform me that it lli their intention Yigorously to prosecute the drill of

their CO?'}JS directly the new Drill Shed, lately erected by the City of Montreal, is anilnble.

_.\!though it would be premature for m~ to report individually on the ~Iontreal Corps

in my District, I may state g1merally that with a. few exceptions much re-organization is

1.?quired to bring them ton sati,,factory condition of efficiency, ancl I shall have the honor,

at an early date of making a specilJ report to you on this subject.

Turning from the City to the rural corps in my District, it is highly gratifying to me

lo be enabled ngain, this }·ear to mnke a most satisfactory report of thrse fine battalions,

"'hich, drawn nlmo:it exclusively from the backwoods, and frontier districts, present a body of men whose phyRique i~ only equalled by their zeal for, nTHl aptitude in acquiring military knowledge.

The spirit which nniruates this force is, I tLink, hcst exemplified hy the extraor

ui.narily large 1woportion of men, a;; comparec.l to the nominal strength of corps, which i:1

"bown iu tl1e attenun.nce in camp for the annual drill ; und this, too, it is to be remarked·

in tht> face of n certain amount of disnppoint111eut, im oh·ed l1y the curtailment of 11.

pvttion of the nnnual drill pny. Reference to tl1e .Ahstuct of Tnspcctiorn1 whicl1 1 have

pre..,.iously nllud•xl to,\\ ill show a larger proportion of men than lun-t" previously attended

any annual drill, since I havo had cl1Rrge of the District.

'l'l1e system of annual training in camp, instead of, w; heretofore, (with partial
