• The 7 parks will “work collaboratively to design and implement a Network Monitoring Program” … that will provide “timely and relevant, scientifically credible information to Park managers and the public.”

The National Park Service

• Provide relevant, timely, scientifically-sound information on the status and trends of selected indicators of resource condition for management decision-making, park planning, research, and education

• Provide early warning of abnormal conditions to protect resources and reduce costs.

• Effectively leverage current monitoring investments by NPS and other partners.

• Make data and information more available and useful by promoting good data management analysis reporting practices.

A flexible but coordinated long-term ecological monitoring program for >300 national parks

designed to:

More than 1,000 scientists, park managers, subject-matter experts from NPS, other federal and state agencies, 150+ universities helped design the program

I&M Network Concept – It’s Working! The 32 park networks are large enough for

efficiencies through sharing staff & funding

Networks are small and local enough to respond to park-level issues and data needs and allow for local cost-leveraging opportunities

• Inventory and monitoring data from “boots on the ground” data collection, analysis, and routine reporting

• Compilation, analysis, translation, and delivery of data collected by other programs and agencies (e.g., climate data, air quality, NPScape).

• Expertise: >350 scientific and technical staff, e.g., ecologists, botanists, physical scientists, data managers, science communication specialists.

• Connection/communication between land managers and scientists through network Board of Directors and Technical Advisory Committee.

NPS – USFWS Collaboration on I&M

“The Inventory and Monitoring program of the NWRS will look remarkably similar to the Inventory and Monitoring

Program of the NPS” – Mark Chase, FWS

The FWS has co-located the national staff of their new National Wildlife Refuge System I&M Program with NPS national staff in Fort Collins, Colorado

NPS & FWS will be working closely together on inventories, monitoring, data synthesis and modeling, and integrated data system development

Four Factors key to the success of the I&M networks:1. Flexible, but well-coordinated approach to leverage funding and staffing

with other programs and agencies. (“one size fits all” wouldn’t work)

2. Large, up-front investment in planning and design, with explicit link to park management and planning.

3. Early establishment of minimum standards for technical design, protocols, data management, reporting, peer review.

4. Strong accountability: to the parks through Board of Directors and Technical Committee, and to Congress and the taxpayers through network, regional, and national program managers.
