Since the year 1890, Raipur city depends on non-perennial Kharun river for raw water for various purposes. With a benchmark of 100 percentage coverage water supply network and 135 litres per capita distribution of potable water, the city is capable of covering only 47 percentage and providing 127 LPCD of water 1 (as per the present status of water supply service levels). In Raipur city, the water supply pipelines are not properly laid and illegal public tap connections increases the extent of non-revenue water up to 42 percentage which creates a gap of 22 percentage with respect to non-revenue water as per the prescribed benchmark by MoUD. The estimated total demand of water (in LPCD) is 270 which includes demand of water for various purposes like domestic, commercial, industrial and demand from the floating population of the city 2 . RMC along with Chhattisgarh PHED are responsible for supply of water, planning and design of water supply projects within RMC Administrative area 3 . When compared with the SLB, presently, the city has 100 percentage gap in coverage of sewerage network services and efficiency of collection of sewerage due to absence of sewer lines which should be laid in the city as per the requirement. However, the city has separate drainage system 4 . The responsibilities of sewerage management in the city lies with the Public Health and Sanitation department of RMC as well as state’s PHED 5 . Laying of sewerage & septage network, management and connection with STP for recycling work is undertaken by RSCL and RCOS is responsible for redesigning and implementing a revamped storm water drain network and channelizing for recharging of water bodies 6 . CSPDCL, and CREDA are responsible for 24 x 7 electricity supply to Raipur Central City Area by Feeder Augmentation and Transformer rationalization 7 . Energy to the city is primarily supplied by Korba Power Plant. Presently, the total energy demand (consumption) in the city is 1,28,89,703 watt. 8 The city has a short term as well as long term traffic and transportation plan by RITES for Raipur UA. Only few locations have footpath allocated for pedestrian and few lanes are reserved for NMV. RNNTL, UMTA are the active organisations responsible for public transportation in the city Raipur. RSCL, PMCs, RMC, RUPTS, PPP Partner are responsible for project funding, project coordination, project planning with respect to augmentation of cycle rickshaw and conversion of diesel Auto-rickshaw to e-rickshaws 9 . The total waste generated per day in Raipur city is 408 tons where the primary sources of waste generation are from households which accounts to 220 tons per day 10 . Around 400 grams of solid waste is generated per capita per day in the city. Health and Sanitation department of RMC is responsible for solid waste management in the city 11 . However, RMC has signed a concession agreement with Kivar Environ for the implementation of the Integrated City Sanitation and Municipal Solid Waste Management Project in Raipur, under design, build, operate, finance, and transfer (DBFOT) basis 12 . No user charges is collected from the citizens by RMC for SWM.
