In a letter of January 15,1926, the Director-General of the NationalStatistical Department gave information about Rumanian pre-war ad-gration statistics. He wrote: "Aside from the stream of emigration toAmerica, which took place among the Jewish population in 1903 and1904, the migration question did not exist in Rumania before the war,and, so far as we know, migration statistics were not published con-cerning this event."
In pursuance of an Order of the Minister of Labour, issued in agree-ment with the Minister of the Interior, frontier stations have beeninstructed since 1920 to compile migration statistics. These statisticscover continental and intercontinental emigration and immigration ofcitizen and alien wage earners, but exclude persons visiting or leaving thecountry for business purposes.
Statistics about the number of migrants from Rumania to Palestine(1922-24), Argentina (192 1-24), Brazil (1908-24), Canada (1900-24), Cuba(1911-24) and the United States (1880-1924) will be found in the nationaltables for those countries. Statistics about the number of migrants re-turning to Rumania from the United States (1908-24) will be found in thenational tables for the latter country.

SERB, GROAT AND SLOVENE STATE
I. PEE-WAR SERBIA
The following explanation is made about the figures in tables I toIII. "The Serbian police authorities keep registers of persons who crossthe frontiers. These registers are utilised by the statistical departmentfor the purpose of preparing comparative tables to discover whether thereis an excess of emigrants over immigrants or the reverse."
Moreover, no precise data are available about migration on the sideof Austria-Hungary during the years 1860 to 1862 and so the dataabout migration on the side of Turkey and Rumania have been ignored.Only the principal data concerning the three frontiers have beenretained.
II. SERB, GROAT AND SLOVENE STATE
The emigration statistics are based on the contracts of emigrantswith transport companies.
Statistics about the number of pro-war migrants from the area nowincluded in the Serb, Groat and Slovene State to the United States andalso about the number of pre-war migrants returning from that countrycan be approximated by combining certain racial statistics of migrationinto and out from the the ]atter country. They are shown in tablesXIII and XIV.

The statistics for Palestine begin with the year 1922: The immi-gration figures are based on the permits issued by the Department of Irn-migration and Travel to persons intending to reside permanently in thecountry.
The emigration statistics concern persons leaving the country forpermanent residence abroad and relate to two categories: (a) emigrants,that natives of Palestine or inhabitants of the country before it becamemandated territory (citizens), and (b) "returning immigrants," that is,aliens arrived in Palestine since "the British occupation".
