Inspection of brake blocks against development order done and IC issued on 26.03.15.Trial scheme has been issued on 30.04.15.Fitment/performance details sought from sheds vide letter dt. 29.07.15. Reminder issued dt. 30.12.15 & 18/19.05.16.

4. High friction brake block

M/s ILPL, Mumbai 15.07.09 Firm has been advised to submit improved sample for testing at BDL/RDSO along with testing charges. Firm’s letter dt. 08/09/15 received and under scrutiny.

5. Air Compressor (Water cooled)

M/s KPCL, Pune 07.11.12 Manufacturing 3 nos. of prototype air compressor has been cleared vide letter no. SD.Dev.GM.Compressordt. 21.01.13. Firm has informed on 24.03.15 that internal testing is carrying out & prototype will be offered till Feb 2016. Firm again informed that prototype will be offered in first week of July 2016.

6. Brake Interface Unit (BIU)

M/s Lotus, Visakhapatnam

09.04.15 Development order for 10 Nos. BIU has been recommended to DMW/Patiala on 03.11.15. Functional testing is carried out from 18/11/15 to 21/11/15 & limitations observed in BIU Design are communicated to firm on 16/12/15. Type test results have also been sought from the firm. Firm reply received on 16.12.15 regarding type test. Some clarification is asked from firm on 15.01.16. Firm reply regarding type test was received on 25.01.16 & firm was advised on 27.01.16 to submit type test result accordingly. Firm has submitted the type test results. Clearance for BIU against WCR PO has been provided vide note, addressed to EC group, dt. 08/05/2016.

An e-mail dated 09.12.2013 sent to the firm for submitting required documents

before approval. An e-mail dated 13.12.2013 sent to the firm for submitting required documents before approval. The firm submitted some documents along with their letter dated 11.02.2014 but not all documents as advised to the firm as per latest guidelines, ver-8.0. Letter for balance documents sent to the firm on 26/27.03.2014. Some of the documents submitted on 28.04.2014 by the firm but there were errors in documents. On 09.05.2014 the firm submitted documents but there were error in some documents. The firm assured that they will submit those documents after correction by 19.05.2014. Documents from the firm have been received on 20.05.2014. The firm has submitted justification letter on 06.06.2014 for not submitting factory license and another letter for waiver from field trial. An inspection at firm’s premises has been planned for checking the men power and installed power capacity to verify the claimed “none requirement of factory license”. Verification report submitted on 18.06.14 regarding substitute of factory license. Letter for developmental order issued on 16.07.2014. A letter for status of developmental order sent to DMW/PTA on 02.11.2015. A letter for status of field trials has been sent to the firm on 11.03.2016.

Prototype inspection of 77 teeth and 90 teeth bull gears of HHP (EMD) locos have been carried out by RDSO from 30.11.2015 to 4.12.2015. On 10.12.15, IC issued for both items. 77 teeth and 90 teeth bull gears pressing have been carried out at DLW, Varanasi from 9/2/2016 to 11/2/2016 and found that Pressing pressure of

77 Teeth bull gears are within the specified limit. While one no. 90 teeth bull gear of WDG4 loco was rejected due to low pressing pressure. On 15.2.2016, RDSO informed the firm and CDE/DLW about failure of prototype inspection of 90 teeth bull gears. On 28.3.2016 firm informed that 90 teeth bull gears will be ready for prototype inspection on 2.4.2016. 0n 12.1.2016, firm submitted 17 teeth pinion’s incomplete internal inspection report and called RDSO for prototype inspection. On 17.2.2016, RDSO advised the firm to compile shortcoming and submit the same to RDSO. On 03.03.2016, firm submitted clarification on shortcoming which is under scrutiny. First inspection carried out in May 14 against firm’s inspection date 23.04.2014. Deficiencies advised in

MOM. Further inspection carried out on 26.08.14 after removal of deficiencies testing was started. Testing is going on in one set of radiator. Hatch cycle test has been completed. Thermal cycle test is going on and may take one month more. Final visit carried out on firm premises 6 &7th October 2015 of further course of action. Radiator all concerned tests completed and for clearance I.C. issued on 09.11.2015 for prototype one set of radiator. I.C. reissued on 29.12.2015. One set fitted on WDG4D locomotive based at Diesel Loco shed Gonda. Remaining fitment of 07 sets of radiator on HHP locos are awaited for field performance.
