• Mannual of Office procedure (Para 3.2.3)---RTI Act has overriding effect as per sec 22 of the ACT.

• Amendments in respect of Assam Civil Services (Conduct) Rules 1965 done

• Right to Information:– Trainers are developed (Trg.Division, DoPT),– Regular specialized trainings are imparted for the Appellate

career/Foundation courses

– A docu-feature film has been made for spreading awareness amongst citizens at all levels.

– RTI Handbook with latest Rules Notifications has been published

4th report- Ethics in Governance

6th Report-Local Governance• Capacity bldg for self governance -SIRD conducting training for PRIs -one day module to above 18000 PRI members -5000+ PRI through 5 Day Module -UDD initiated construction of Urban Management Institute at

Guwahati and Tezpur, Golaghat, Silchar. -Training for elected rep would be taken up there after.• UDD is considering outsourcing of solid waste management on PPP• DPC is in existence for Decentralized planning - Municipal Act 1956 is already amended to facilitate• Activity mapping already done• Citizens charter in some services notified for GMC under RTPS

9th Report-social capital• Assam Co-op Societies Act 2007 enacted on 10-

3-2012 as per model law suggested by T/ Force• Signed MOU with GOI/NABARD on 26/5/08 for

revival of short Term co-op credit structure

11th Report-e-governance

• CM heads IT Deptt. Pr Secy is also Pr Secy for ART• Apex committee headed by Chief Secy for better co

ordination• Proposal moved for utilizing 2-3% plan budget for e-

governance/G2C services. • Executed Agreement with CIPS for networking for

innovation in public service delivery• ATI is conducting regular training for e-governance• .

11th Report

• State Data Centre is in advanced stage .Mini centre has been made functional .SWAN is functional. 3888 CSC operational

• E-District roll out is underway• IT deptt is in touch with P&RD for involving GPs

in G2C delivery of services• Assam online portal is functional • Sectt less paper office started for ART,Personnel

and IT Department

12th report-citizen centric administration

• Process re-engineering for public service delivery has taken place• RTPS citizens charter for 55 services made effective In limited

way• Financial Information System –CTMIS in existence• Innovation in administration and Public Service Delivery:

– Trainings imparted/Local innovative practices are highlighted,• “Dharitree”• “e-Panjiyan”• “livelihood projects”

• In house capacity is sought to be developed,• An impact study is proposed in the area the

effective implementation of RTI Act in 5 districts of Assam.

• A proposal for financial assistance is sought from DARP&G.

Institutional Mechanism and Networking

• Cell for Documentation and Dissemination in place,• A proposal of networking with other training

institutes viz.– Police Training College,– Forest training School,– State Training Institutes of

• PHE Department,• Health & FW department,• Rural Development Department and • Sericulture Department

– ASDMA---underway

Trainers’ Development

• Master trainers are available – (Trg.Div.), DoPT,– DARP&G

• Potential trainers are being nominated,• ‘Train the Trainer’ programmes will be
