Introduction

The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes.

In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons

of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

An additional credit of US$42 million was approved in June 2010 to scale up municipal infrastructure upgrading or

construction, and municipal capacity building, namely: (i) the Bangladesh Municipal Development Fund pipeline of

already-appraised sub-projects; (ii) continued municipal capacity-building and some 2007 flood damage

rehabilitation works by the Local Government Engineering Department; and (iii) preparatory studies/technical

assistance for a new project for municipal development to be prepared in the context of the new Bangladesh Country

Assistance Strategy and innovative approaches for a generation of Bank's urban sector assistance.

Progress toward achieving development objective(s): The project has made adequate progress and expected to

achieve its development objectives, having supported: urban infrastructure construction and upgrading in about 170

municipalities; rehabilitation of municipal infrastructure damaged by 2003 and 2007 floods; and information and

fiscal capacity upgrading of some 140 municipalities.

Project Development Objectives: The project's development objective is to develop effective and efficient

financing and institutional arrangements for improving the access to local infrastructure and basic services through

the implementation of community-driven small-scale infrastructure works and social assistance programs.

Progress toward achieving development objective(s): The project (which includes three additional financings) is

on track to meet its development objective, albeit after about a one year delay. The implementation has now picked

up the speed, though more time may be needed to complete all activities by the closing date of June 2011. All

development objective indicators (measuring inclusion and voice of the poorest, better quality of life and services to

the poor, and livelihood improvement) show positive improvements. About 1,350 village communities (75 percent

of project villages) have qualified to receive village development funds, and have benefitted from 1,700 community

infrastructure subprojects. About 80 percent of target beneficiaries have formed nearly 21,500 savings and lending

groups, with 90 percent women membership and about 50 percent of them have started income generating activities.

Project Development Objectives: The project's development objective is to achieve a strong and effective

regulatory and supervisory system for Bangladesh's banking sector through modernization of the Bangladesh Bank

(central bank) by automating its operations and implementing change process and strengthening regulatory regime

for bank supervision through enhanced on-site supervision, off-site surveillance, tighter prudential regulations and

credit information service.

Progress toward achieving development objective(s): This status report represents the second review of project

progress since its restructuring was approved in July 2009. Significant progress has been made in terms of building

Bangladesh Bank's (BB) capacity to regulate and supervise the banking sector including (i) finalization of MOU

with all banks to ensure that they meet regulatory capital provisions; (ii) issuance of circulars to ensure soundness

and stability of the banking system; (iii) amendment to Bank Companies Act and Bangladesh Bank Order to

improve corporate governance; (iv) establishment of modern Human Resources policies and performance

management systems; (v) establishment of a dedicated policy analysis unit; and (vi) completion of a training-need

analysis and training of BB staff in core central banking skills.

Despite progress with policy and capacity building components, project disbursements lagged at only 16% as

progress in automation of BB's operations had been constrained by major procurement problems. Information

Technology (IT) equipment represents 80% of project costs. As of this status report, significant and visible progress

on all fronts continues to be made with the disbursement rate improving to 31% and major IT packages awarded.

Project Development Objectives: The project's development objectives are to: (a) improve national water

resources management by involving the local communities to play an expanded role in all stages of the project cycle;

and (b) to enhance institutional performance of the two principal national water institutions (Water Resources

Planning Organization and Bangladesh Water Development Board).

Progress toward achieving development objective(s): Implementation has been slower than expected due to

delays over two years in hiring international implementation consultant teams, of which five teams have been

mobilized recently and the remaining two teams are about to be mobilized. US$8 million was cancelled in January

2008 and another US$34.4 million was reallocated within the Credit to undertake 2007 flood damage and 2009

Cyclone Aila damage repairs. The project aims to achieve major institutional reforms in the water sector, coupled

with urgently required improvements and rehabilitation of selected flood control, drainage and irrigation

infrastructure of the country. Given the prevailing level country ownership, leadership, and drive for the reforms and

difficult nature of the envisaged reforms by itself, full achievement of the development outcomes within the

remaining project period seems difficult.

Project Development Objectives: The project's development objectives are to provide rural communities with

improved access to social services and economic opportunity, and to enhance the capacity of relevant government

institutions to manage rural transport infrastructure.

Progress toward achieving development objective(s): Targets for performance indicators to measure progress

towards achieving the project's development objectives have been met ahead of the scheduled closing date. The

average travel times and transport costs were already reduced by more than 50 percent as of December 2007, well

ahead of the targeted reduction of 25 percent at the end of the project (EOP). The target of 6,200 kilometers (km) of

rural roads in good condition in the project area, by the EOP, has already been achieved. As of March 2010, 6,425

km of roads are in good condition. Civil works contracts already executed have resulted in the creation of 26,690

person-years of employment in the project area surpassing the EOP project target of 24,000 person-years. Overall

progress in implementation of both the Local Government Engineering Department (LGED)-centered Institutional

Strengthening Action Plan (ISAP) and of the LGED-administered Local Government Improvement Plan is about 90

percent. Key final-stage ISAP actions--particularly on Financial Management improvements--are now being

restarted, after pausing pending the results of the LGED-centered Operational Risk Assessment.

Project Development Objectives: The project development objective is to increase access to electricity in rural

areas of Bangladesh.

The project was restructured, or received Additional Financing during FY 10

During Fiscal Year 2010, the project received US$130 million in additional financing to scale up the renewable

energy components and introduce energy efficient Compact Fluorescent Lamps (CFLs). The additional financing

will support: (a) an additional 300,000 Solar Home Systems; (b) promote renewable energy based mini-grid

operations in remote rural areas of Bangladesh; and (c) introduce 10.5 million energy efficient CFLs in exchange for

incandescent lamps.

Progress toward achieving development objective(s): Considerable progress has been made under the additional

financing: 136,212 solar home systems have been installed; and about 5.5 million CFLs have been distributed in

exchange for incandescent lamps. The remaining 5 million CFLs are expected to be distributed in October 2010.

Project Development Objectives: The project development objective is to assist the Government of Bangladesh in the

implementation of its Strategic Investment Plan (SIP) (2003-2010), for the Health Nutrition and Population Sector

Program. It will do so in cooperation with a large group of development partners through a Sector Wide Approach

(SWAp). The main purpose of this SIP will be to increase availability as well as access and utilization of user-centered,

effective, efficient, equitable, and affordable quality services. The program will focus on three major reform areas: (a)

strengthening public health sector management and stewardship capacity; (b) health sector diversification; and (c)

stimulating demand for essential services by poor households through health advocacy and demand-side financing options.

The project was restructured, or received Additional Financing during FY 10

The main purpose of the restructuring was to extend the closing date of the project by one year through June 30,

2011, in order to complete the activities related to improving maternal and child health, which are critical for the

achievement of the program development objectives.

Progress toward achieving development objective(s): The objectives of the project continue to progress satisfactorily as

reflected by the achievement of four performance indicators, while six indicators are on track and two are making slow

progress. Bangladesh has made commendable progress in improving some health outcomes, particularly infant mortality,

child mortality and fertility rates that have shown marked decline. Impressive gains have been made in the equitable

coverage of vertical programs--immunization, vitamin "A" supplementation and family planning methods. Maternal health

and nutritional indicators, however, have not progressed well. Also, utilization of essential health services by the poor

remains low. While it is difficult to ascertain the magnitude of changes in maternal mortality due to limitations in data

availability and accuracy, even under the most optimistic scenario, the millennium development goal (MDG) target of no

more than 143 maternal deaths per 100,000 live births will not be reached. With respect to nutrition, after a dramatic

decline in child underweight rates between 1990 and 2000, progress nearly stagnated between 2000 and 2007, and at this

rate Bangladesh will not meet the MDG target for nutrition.

Project Development Objectives: The overall program objective is to improve quality, equitable access, and

efficiency in primary education through a sub-sector program approach.

Progress toward achieving development objective(s): Based on available data, progress towards the development

objectives appears mixed. While some improvement has been made towards increasing access and participation

levels in primary schooling (i.e. net enrolment reported as 93.9% in 2009, gender parity achieved), completion rates

have remained low at 54.9%. Student learning achievement also remains generally low, based on the 2008 National

Assessment for Grades 3 and 5. The next round of National Assessment will be completed in 2011 with an improved

methodology. While an appreciable advance in progress has been made to provide updates on all program outcomes,

the available data are still quite limited. Some technical assistance is currently being provided to help strengthen this

critical monitoring domain.

Project Development Objectives: The project development objective aims to create a sound institutional

foundation in the power sector--at the policy making, operational and regulatory levels--on which to ramp up the

investments and services needed for the sector to contribute more effectively to economic growth and poverty

alleviation.

Progress toward achieving development objective(s): The Government is progressing on power sector reform

including new areas like cross border power trade. Notable progress made includes: cross border dialogue brought

two nations (India and Bangladesh) closer, a power Trade Agreement was signed, and construction of the first ever

interconnector was started; and the Government's massive generation and fuel diversification program attracted

many local and global investors. Other key achievements include: power utility financial workout is at final stage;

communication strategy on gas pricing and reforms is prepared; a "Roadmap for Energy Efficiency Improvements

and Demand Side Management" has been disseminated; the Bangladesh Energy Regulatory Commission issued

tariff orders in power and gas and about 1,100 licenses on power, gas and petroleum products. However, the South

Zone Power Distribution Company functioning is delayed. The Government is preparing a proposal to seek

additional financing and an extension of the closing date to complete some ongoing tasks and undertake some

additional tasks.

Project Development Objectives: The project's development objectives are: (a) to trigger employment generation

through private sector enterprise growth and modernization of the banking system; and (b) to promote urgently

needed reforms within State- owned Enterprises and the Nationalized Commercial Banks.

Progress toward achieving development objective(s): The project will close on December 31, 2010 and is well on

its way to achieving its objectives. On the enterprise growth front, the Small Enterprise Fund component has

produced good results with provision of credit to some 2,500 small enterprises and by creating jobs for over 4,000

individuals--a figure which is above the target. The refurbishment work of converting two closed, state-owned

enterprises into Export Processing Zones is fast nearing completion and new private industries are being set up.

Some of these have already gone into production and already generated over 15,000 new jobs. Under the Voluntary

Retirement Scheme component, payments have been made to about 90,000 workers and about 43,000 people

counseled; 13,000 took specialized training; and more than 1,000 new jobs were created under the Re-training and

Counseling component. On the banking sector, the key element of the ongoing banking sector reform program has

been the performance-based management support provided to three state-owned commercial banks (SCBs) - Sonali,

Janata and Agrani banks. Indications are that the management support has had positive impacts on governance,

operational efficiency, and financial conditions of these banks.

albeit after an initial delay in implementation. Progress in award of research projects under both the Sponsored

Public Goods Research and the Competitive Grants Program sub-components is being made. Seventeen-thousand-

seven-hundred (out of a project target of 18,000) farmers' Common Interest Groups have been mobilized.

Preparation of demand-driven extension plans is underway, and 580 Farmer Information and Advisory Centers have

been established.

Project Development Objectives: The development objective of the project is to contribute to Bangladesh's efforts

to achieve the Millennium Development Goals in water supply and sanitation by 2015. Specifically, the project will

(i) deliver increased access to the water and sanitation services in selected rural villages and small towns, focusing

on areas affected by the 2007 floods and cyclones, and (ii) pilot some innovative service provision measures,

including private sector participation in rural schemes.

Progress toward achieving development objective(s): Project implementation is on track towards achieving its

development objective. Pilot activities under the Community Development and Non-piped Arsenic Mitigation

component in selected Arsenic hot-spot sub-districts are completed. Works for municipality water supply and

cyclone relief and reconstruction works are nearing completion with 90 percent works for both components already

completed. Eleven rural piped water supply schemes are now completed of the targeted 21 schemes as part of

piloting rural piped water schemes under innovative service delivery framework including Public-Private

Partnership mode. The project is also implementing additional (extension) works in all three components in order to

maximize the development impact while utilizing possible project savings.

Project Development Objectives: The project development objective is to reduce the number of out-of-school

The project was restructured, or received Additional Financing during FY 10

Additional Financing of US$35 million was approved by IDA on May 4, 2010. It extends the IDA support to the

project which has already enabled enrolment of over 500,000 out-of-school children in 60 upazilas (sub-districts)

with high incidence of poverty and low enrollment. The additional financing will also help all the current students in

these 60 upazilas with an opportunity to complete the primary cycle and also scale-up the project in about 30 more

upazilas, enrolling an additional 250,000 out-of-school children.

Progress toward achieving development objective(s): The project has substantially achieved its project

development objectives, exceeding many of the Key Performance Indicators: (a) 510,987 out-of-school children

have been reached against a target of 500,000; (b) 1.48 million student-years against a target of 1.4 million; (c)

teacher assessment of student competency in Bangla and Mathematics is around 80 percent, against a target of 65

percent; (d) the average student attendance rate is 90 percent against a target of 75 percent; (e) the average grade

completion rate is 91 percent against a target of 80 percent); (f) the average teacher attendance rate is 90 percent

against a target of 90 percent; and (g) availability textbooks (of the National Curriculum and Textbooks Board) for

all students. With the additional financing, the project aims to scale up the impact on access and quality for children

that come from the poorest households in the targeted areas.

Project Development Objectives: The project objective is to accelerate private sector-led growth by providing

term finance for infrastructure development and promoting domestic infrastructure finance capacity. The project

will make available partial debt financing through private sector financial intermediaries for eligible,

government-endorsed infrastructure projects to be developed by the private sector and will strengthen capacity for

ensuring the sustainable provision of private infrastructure.

The project objectives remain unchanged. The additional financing will expand the set of sectors where public -

private partnerships (PPPs) are being promoted beyond the current project involvement in small and captive

power plants, to other infrastructure sectors such as transport, water treatment, waste management, services for

economic zones, and others, as already provided for in the original project document. The Credit Line Component

is being scaled up by US$250 million and the Technical Assistance component is scaled up to US$7 million. The

scope of PPPs to be financed is expanded to also include larger infrastructure transactions, which requires a

thorough re-working of the environmental and social framework. The maximal permissible World Bank share of

funding is increased from 56 percent to 60 percent, in view of the aftershocks of the global financial crisis on

private sector liquidity, as well as the element of market-opening for PPPs in sectors other than power. By the

same token, the United States dollar loan pricing for the on-lending phase is decreased from 0.5 percent to 0.3

percent above the relevant interbank rate for floating rate loans, and from 0.25 percent to 0.2 percent above the

relevant swap rate for fixed-rate loans. The remaining aspects of the pricing mechanism and other terms and

conditions as laid out in the project document remain unchanged.

Progress toward achieving development objective(s): The project has added 178 megawatt of electricity

generation capacity to the national grid and two special economic zones: Dhaka Export Processing Zone and

Chittagong Export Processing Zone. This accounts for around 5 percent increase in the national electricity

generation capacity. The project has fully exhausted the available funding in a record three years, and has secured

additional financing, scaling up the original project size five-fold. Specifically, the project has achieved the

following results: an increase in private sector participation in infrastructure (19 transactions), US$64.16 million

private investment realized; 7 financial institutions participating in the structuring and implementation of PPP

deals and 425 staff of the participating financial institutions were trained in PPP implementation.

reducing air pollution and improving energy efficiency are very encouraging. New regulations were issued in March

2010 to encourage cleaner and environmentally friendly brick making industry in Bangladesh. On the transport side,

much needed revision of the Dhaka Transport Coordination Board and Motor Vehicle Act are underway. The

construction of 5 new foot over bridges, to enable safer pedestrian movement, has also started.

the project design, HPAI outbreaks that began in 2007 are still continuing but frequency and intensity of occurrence

has declined from 226 outbreaks in 2008 to 32 in 2009 and 31 in 2010. The Government managed to control avian

influenza outbreaks with financial assistance from the project and other donors. Capacity of the Government,

community and private commercial sector for preparedness, diagnosis, response, and containment of HPAI has been

enhanced due to the project and other donor supported activities.
