Pakistan Engineering Council the &tatutory egulatory body entrusted to regulate the engineering profession in Pakistan has undertaken among others6 the standardization of country specificdocuments to regulate and streamline the procurement of engineering consultancy services and

procurement of works" &tandard Procedure for Pre*ualification of Constructors is one suchdocument prepared by a team of experts comprising Employers6 Constructors and Consultants" $tis expected that use of this document will provide an e*uitable and -ust basis for pre*ualificationof constructors for transparent bidding and award of construction contracts in line with theinternational practice and relevant PEC 7ye8aws thus minimizing ambiguities and likelycontractual disputes"

,lthough under blank spaces6 in various sections of this document instructions to the user have been included to fill in" 5hese instructions should be deleted in the document to beissued after completion" Dowever6 following additional procedure may be taken intoaccount and kept in mind for completing or fillingin the blank spaces before the $nvitationfor Pre*ualification is issued to the prospective ,pplicants:

iii) $t is preferable to package a pro-ect in such a way so as to allow medium sizedconstruction firms to bid" ,lso preference to provide benefit to local construction

9.! INTRODUCTION

9.9 Adanta1+s o* Pr+ai*ication

Pre*ualification is an assessment made by the Employer6 of the appropriate level of experience and capacity of firms expressing interest in undertaking a particular contract6

before inviting them to bid"

Pre*ualification of constructors is very useful for the Employer (also to the constructors)to carry out selection of firms for award of contracts" 5he basic aim of the pre*ualificationis intended to eliminate6 early in procurement proceedings6 Constructors that are notsuitably *ualified to perform the Contract" ,lso some times Constructors are reluctant to

participate in procurement proceedings for high value Contracts6 if the competitive field istoo large and where they run the risk of having to compete with unrealistic tenderssubmitted by un*ualified or disreputable Constructors" ?urthermore6 the Pre*ualification isthe basic tool to:

(i) Encourage realistic bids by the 7idders because they know that they are competingagainst *ualified bidders who have cleared the minimum competence criteriaG

(ii) ,ssess the interest of the prospective bidders in the bidding processG(iii) #ake any ad-ustmentsmodifications in the bidding documents if a pointer is available

from the lack of interest by the prospective bidders applying for pre*ualificationG(iv) educe the effort and so the time in evaluation of bids from un*ualified biddersG(v) Delp the bidders to evaluate and take stock of their capability and conse*uently to

form -oint ventures with other firmsG(vi) educe the problems associated with low priced bids from bidders of doubtful

capability andG(vii) Delp the bidders who are insufficiently *ualified to avoid the expense of bidding"
