1. Introduction The quality requirements contained in this document has been developed specifically for steel
structures fabricated to the New Zealand Steel Structures (NZS 3404.1) and Welding Standards
(AS/NZS 1554 series) in order to safeguard safety and reliability of our structural steelwork in New
Zealand seismic environed.
The document takes into account a risk-based approach introducing four Construction Categories
(CC) for steel structures covering a wide range of applications. While CC1 and CC2 apply for low risk
structures such as low rise buildings, car parks, etc., CC3 and CC4 are specified for critical seismic
applications, railway bridges, etc.
Construction Categories are defined and allocated to the structural steelwork and/or its individual
components by the Design Engineer. Guidance on specifying construction categories is given the SFC
Framework – Part 3 document. .
In order to undertake structural steelwork to the requirements of the individual Construction
Category, the fabricator shall be certified to this Construction Category before the fabrication work
commences.
This document sets certification requirements for the Construction Categories referred to as Steel
Fabrication Certification Scheme (SFC).
The scheme is largely based on the requirements of the above standards taking into account a
quality management standard for welding AS/NZS ISO 3834. A graphic overview of the SFC Scheme is
given below:

Overview of the SFC Scheme
2. Scope This document sets out minimum requirements for the construction of structural steelwork
fabricated to NZS 3404.1 and to the AS/NZS 1554 standard series. It applies to complete structures,
individual members and components and manufactured components pre-fabricated for inclusion in
a steel structure.
It covers buildings, general structures, crane runway girders, monorails, roadway bridges, railway
bridges and pedestrian bridges. Its application includes complete structures, individual members and
manufactured components subject to seismic actions or to fatigue.
The requirements of this document are based on NZS 3404.1 1997, NZS 3404:2009 and AS/NZS 1554
standard series as well as Structural Steelwork Fabrication and Erection Code of Practice developed
in cooperation with Australian Steel Institute.

Manufacturer: The business operating the hot-rolling process producing the finished steel product.
Design Engineer: the person or organisation responsible for defining the technical data and requirements for a particular steel structure, as contained in the design documentation.
Construction Category (CC): – set of requirements specified for the construction of the works as whole, of an individual component or of a detail of a component.
IIW MCS: IIW Manufacturer Certification Scheme According to ISO 3834
SFC Assessor: A qualified person appointed by the HERA Certifications Ltd to lead assessments in relation to Steel Fabricator Certification scheme.
Shall: Indicates that a statement is mandatory.
Should: Indicates a recommendation.
5. Selection of Construction Categories Construction Categories are defined and allocated to the structural steelwork and its individual
components by the Design Engineer. Contraction Category required shall be listed on the project
specification, drawings and other relevant documents.
In order to undertake structural steelwork to the requirements of the individual Construction
Category, the fabricator shall be certified to this construction category before fabrication work
commences. Guide on selection of Construction Category is given in the Table 1.

6. Materials of construction
6.1. Materials A product that used for fabricating a component and which remains as part of it shall be subject to
full or partial traceability as subject to the requirements of Construction Categories and Customer’s
specification.
6.2. Full traceability Full traceability requires all material (including cleats, brackets etc.) to be traceable to the material
test certificates supplied to the fabricator, at all stages of fabrication and erection
6.3. Partial traceability The delivered material must be accompanied by test certificates to verify that the steel grade is
correct. Once issued from stock into the manufacturing/fabrication system, the grade of steel shall
remain identifiable, but individual plate and section components need not be traced back to the test
certificate for example by the heat number. Copies of test certificates shall be retained in the project
documentation. The grade of each piece of an assembled component shall recorded for example on
as built drawings.
7. Requirements for Construction Category Normative requirements for the Construction Category are given in the Table 2. Compliance of the
Fabricator with requirements related to the selected Construction Category shall be verified by a
third party audit conducted by the SFC Certification Body that shall issue a corresponding certificate.
Compliance with a higher Construction Category also covers lower Construction Categories.

1. Compliance of the Fabricator with all normative requirements of AS/NZS 1554.1 shall be verified by a
third party audit conducted by the Certification Body.
2. Secondary attachments as designated by the Design Engineer may require only partial traceability
subject to agreement between fabricator and Design Engineer.
3. The fabricator shall be certified by a third party audit to AS/NZS ISO 3834 Part 2.
4. The minimum extent of non-destructive examination (NDE) shall be specified by the Design Engineer.
Guidance is given in NZS 3404.1:2009, Section 8.
5. The following shall be undertaken by the Design Engineer or his/her nominated representative before
prior to the start of welding:
a. The Design Engineer shall specify welding requirements in accordance with AS/NZS 1554 Part
1 to 7 as applicable. This includes weld category, weld size and extent of inspection [ref.
clause 14.3.4, NZS 3404.1:1997]
b. All welding requirements shall be adequately reviewed by the Design Engineer, who on the
basis of experience or qualifications is competent to undertake the review. The extent of
review to be undertaken shall be nominated by the Design Engineer, taking into account
those materials and workmanship factors which are likely to influence the ability of the
finished construction to perform in the predicted manner [Ref. clause 1.6.3.1 NZS
3404.1:1997].
c. The fabricator’s welding procedures shall be approved for the job by the Design Engineer or
by his/her nominated representative who is competent to undertake the review prior to the
start of welding [Ref. clause 1.6.3.2 Note (4) NZS 3404.1:1997 Part 1].
d. The extent of non-destructive examination (NDE) shall be nominated by the Design Engineer.
6. Traceability of welders to individual welds shall be available either by documentation (e.g. weld plan)
or welder ID stamp for primary connection welds.
7. Documentation allowing traceability of welding procedures (WPS) to individual welds shall be
available.

8. The fabrication supervisor shall have sufficient technical knowledge and experience suitable for the
scope of work. Competency of fabrication supervisor should be verified through the professional
interview.
9. Sub-contractors should comply with the same Construction Category as the main fabricator. However,
a lower level may be appropriate, depending on the extent of the sub-contract and the services or
products provided. It is the responsibility of the main fabricator to ensure that the sub-contractor’s
activities are controlled according to the applicable Construction Category. This may require auditing
of a sub-contractor’s premises by the main fabricator.
8. Welding requirements - ISO 3834 Welding is a so-called “special” process, which means that a complete verification of the welded join
is not possible without destroying it. Therefore, to ensure the proper quality of the welded product
and to optimise manufacturing cost, the whole welding process must be controlled from the very
start. For structural steel applications, this is achieved by applying a quality management system ISO
3834.
A key feature of this standard is the requirement to ensure that people with welding responsibilities
are competent to discharge those responsibilities. This is achieved by incorporation of another
standard: ISO 14731 “Welding Co-ordination – Tasks and responsibilities”.
Certification of the Fabricator to ISO 3834 Part 2 is normative for the Construction Category CC3 and
CC4. ISO 3834 is considered the key element of the SFC Scheme approximately covering two third of
the requirements of the SFC. Therefore the Scheme is sometimes referred to as ISO 3834 “PLUS”.

9. IIW MCS ISO 3834 The International Institute of Welding (IIW) has developed an integrated and specialised Certification
Scheme to assure companies’ compliance with ISO 3834. This Scheme is referred to as the IIW
Manufacturer Certification Scheme according to ISO 3834 (IIW MCS).
The IIW Rules establish the mechanism by which the the IIW Manufacturer Certification
Scheme according to ISO 3834 is implemented uniformly by all countries involved.
In New Zealand, IIW MCS ISO 3834, which is the part of the SFC, is provided by HERA ANBCC, the IIW
Authorised National Body for Company Certification.
10. Welding requirements of AS/NZS 1554 Design standard NZS 3404.1 requires all welded fabrication to comply with AS/NZS 1554 applicable
part. Therefore, for the Construction Category CC2, CC3 and CC4, compliance of the Fabricator with
all normative requirements of AS/NZS 1554.1 shall be verified by a third party audit conducted by
the Certification Body
A check list to assess compliance with normative requirements of NZS 3404.1 and AS/NZS 1554 is
given in the Appendix A.
11. Competency of Personnel Staff competency is a key element of the SFC. For all tasks assigned, staff shall be able to
demonstrate adequate technical knowledge to ensure satisfactory performance of the tasks
assigned.
Welding coordination is one of the key concepts of ISO 3834. That is why Fabricators must appoint
only competent personnel as the responsible welding coordinator (RWC) and supervisors taking into
consideration ISO 14731. A minimum recommended qualification for the Welding Supervisor is AS
2214. IIW qualification as International Welding Specialist (IWS) or higher is the recommended
option.
For Construction Category CC3 and CC4, welding coordination personnel shall demonstrate
“specific” and “comprehensive” technical knowledge to ISO 14731. Technical knowledge of the

welding coordinators is verified by a professional interview conducted by the assessors within the
scope of the product standards applied.
For Construction Category CC2, qualification of the welding supervisor shall be in accordance with
Section 4.12.1 Item (a) to (e), AS/NZS 1554.1.
Other staff members including welding inspectors, NDE personnel and welders shall also be suitably
qualified to carry out the welding procedures for which they will be employed. Qualification
requirements for are spelled out in this document.
12. Documentation and quality In any control system there is a need for documentation. The term documentation embraces a range
of different types of documents such as quality manual, procedures, records, instructions and
certificates.
SFC does not specifically require a quality management system. However, it identifies those
elements that shall be considered in order to demonstrate compliance with the Scheme.

The fabricator shall operate an effective Quality System. The Quality System shall be documented in the Quality System Manual (QSM) and associated procedures. The QSM shall include following items:

2. Acceptance of materials

The fabricator shall develop a procedure to ensure compliance of supplied materials. It shall include the review of mill certificates, acceptance criteria and approval (by the design engineer).
3. Tolerances Check lists,

The fabricator shall have procedures to ensure work is within fabrication and erection tolerances as specified by the contract. The dimensional checks should be identified in the Quality Plan.

ISO 3834 Part 6 gives examples of different types of welding-related documents that shall be available in order to claim compliance with this standard.
13. Essential steps to achieve SFC certification A Step-by-step procedure for certification of a quality management system to the requirements of
the Steel Fabricator Certification Scheme (SFC) is listed below. A fabricator considering achieving SFC
certification, as a first step, should establish compliance with welding requirements and then
address all other items of SFC.
Overview: Essential steps to achieve SFC certification
Step 1: The Fabricator contacts SFC in writing. The Scheme Manager sends to the Fabricator
all relevant SFC documentation. In order to provide the Fabricator with information

on the Scheme, a specific orientation meeting may be organised with the Fabricator
and Technical Experts
Step 2: The Fabricator defines the Construction Category and certification level required in
order to cover the range of structural steel products considered.
Step 3: The Fabricator establishes and implements a welding quality management system to
the requirements of the Construction Category (CC). For CC 3 and 4, the Fabricator
shall be certified to AS/NZS ISO 3834 Part 2. For CC 2, Compliance of the Fabricator
with all normative requirements of AS/NZS 1554.1 shall be verified by a third party
audit conducted by the SFC. This is usually performed within the same audit that
also covers other requirements of the SFC (see Step 4).
Step 4: The fabricator implements all other requirements of the SFC and applies for the
certification.
Step 5: Once the application has been accepted by the SFC, a pre-audit meeting will be
organised by the Scheme Manager and a contract signed.
Step 6: On receipt of the order from the Fabricator by SFC, the Scheme Manager will
appoint the Assessment Team that consists of the Lead Assessor and Assessor to
carry out an assessment and sign the contract.
Step 7: The Fabricator sends the Quality Manual and relevant documentation to the
Assessment Team, who then carries out a document review. Once the
documentation has been accepted an on-site audit by the Assessment Team is
conducted. The Audit can be conducted as a joint ISO 3834.2 (CC3&4) (or AS/NZS
1554 (CC2)) and SFC (other than welding), or as a SFC (other than welding) one in
case the Fabricator holds a current ISO 3834.2 certification.
Step 8: The audit report, a review of any corrective actions and a final report are submitted
to the Certification Panel of the SFC for approval.
Step 9: Once the final Audit report is satisfactory, a certificate confirming that the company
has proven its ability to fulfil the requirements of SFC will be issued. The Fabricator
shall not have nonconformities pending when the certificate is issued. The
Certificate is valid for a maximum of five years, subject to satisfactory annual
surveillance audits. The certificate is valid for the Construction Category the
Fabricator was assessed to.
The assessment audit using usually requires half a day. For the duration of the
ISO3834 audit.
Following the Fabricator’s application, the scope of certification can be extended to
a higher Construction Category. This step normally requires an audit visit.
Step 10: Annual Surveillance audits are required in order to maintain the SFC certification.
Step 11: Reassessment against SFC is required every five years (Step 6 to 9).
