1. Associate Vice President for Academic, Faculty, and Global Programs; University of Wisconsin System Administration Madison, Wisconsin September 2008 – present Scope of Responsibilities The University of Wisconsin System consists of two doctorial universities, eleven comprehensive universities, and thirteen two-year colleges. Together these institutions serve over 180,000 students, employ more than 35,000 faculty and staff, and have a budget over $5 billion. As Associate Vice President (AVP), I serve as a member of the President‟s cabinet, deputy to the system‟s Senior Vice President for Academic and Student Affairs, and have direct responsibility for the office of Academic, Faculty, and Global programs. Major areas of direct responsibilities include the following:

Academic Program Planning and Array Management I implement and monitor policies and procedures addressing all facets of academic programming. This includes exercising oversight over the academic array of the entire system, as well as the implementing academic guidelines and regulations approved by the Board of Regents. As AVP, I work with the UW System institutions, the Senior Vice President of Academic and Student Affairs, and the Education Committee of the Board of Regents in the development and approval of new academic degree programs, and in reviewing existing programs to ensure high quality and to avoid unnecessary program duplication. I participate in all Board of Regents meetings and makes regular presentations to the Education Committee of Board of Regents on matters pertaining to the system-wide academic array and other academic issues.

Member of the President's Cabinet I serve as a member of the President's cabinet. In this role, I advise the President on strategic matters pertaining to the academic array and faculty concerns. I participate in, and contribute to decision making around strategic issues and policies of importance to the system as a whole. I assist with planning and attend the President's semimonthly Administrative Staff meetings (meetings with

Student Access and Support Programs I have oversight at the system-level for admissions, academic and career advising, prior learning assessment, the registrars and residency matters, student transfer policies, the Wisconsin Covenant, veteran programs and benefits, and enhancing the STEM pipeline;

Faculty Policies My role includes developing, implementing and monitoring policies and guidelines regarding a broad range of matters including sabbatical leaves and other leaves of absence. I also serve as a resource regarding academic policies approved by the Board of Regents and Chapter 36 of the Wisconsin Legislative Code.

Faculty Professional and Instructional Development I have oversight for faculty and instructional development at the system level. I work closely with the Director of the Office of Professional and Instructional Development and other colleagues in providing leadership for fostering the pursuit of effective and innovative teaching to enhance student learning and to promote academic quality throughout the University of Wisconsin System;

Pk-16 Initiatives Supervises the Director of the system‟s office of Pk-16 Partnerships and Initiatives. I work closely with the Director in providing leadership for system-wide efforts aimed at addressing quality issues related to teacher preparation and operating an educator preparation program with a focus on urban education. I currently serve a member of the State‟s Superintendent of Public Instruction Collaborative Council;

Applied Research Grant Program This grant program is closely tied to the goals of the UW System that pertains to advancing economic development in the state. The program helps to promote technology transfer and economic development throughout the state. Potential benefits of these activities include fostering business expansion and improving profitability, creating jobs and enhancing workforce quality, reducing costs and increasing efficiency, and improving the quality of Wisconsin‟s products and services. The state legislature and the governor make approximately $550,000 available annually for the support of these programs. I add value to this endeavor by : (1) leveraging these funds to advance economic development opportunities among the faculty at the comprehensive universities within the system; (2) developing policies and practices around the management and awarding of these funds; and (3) ensuring that the funds are expended in accordance to their intended use. I make the final decisions on the awarding of these funds;

Women’s Studies Consortium I have oversight at the system level for the Women‟s Studies Consortium and work closely with the Director and other leaders to ensure the continued development of Women's Studies in the UW System, as well as maintaining UW System‟s current national prominence in this interdisciplinary field;

Wisconsin Distinguished Professorship Program The Distinguished Professorship Program is designed to recognize and support professorships in areas of vital or emerging economic significance to the State of Wisconsin. I am responsible for the

implementation of the Wisconsin Distinguished Professorships based on Wisconsin State Statute 36.14, enacted in 1987;

International Education and Engagement My role includes working with educators and administrators throughout UW System to promote international academic programming, facilitating student study abroad and faculty exchanges, and developing global partnerships with higher education systems abroad;

Primary Liaison for the UW System Administration to the Faculty and Academic Staff Representatives on Shared Governance I serve as the shared governance liaison for UW System Administration to the Faculty Representatives and Academic Staff Representatives. In this role, I establish and maintain effective communication channels relating to academic policies, and other matters among the faculty, academic staff, and the UW System administration. I convene monthly meetings with the Faculty Representatives and Academic Staff Representatives to discuss wide ranging topics. As appropriate, I support the interests of faculty and academic staff to the leadership of the system. As a member of the President‟s Cabinet and a senior leader in the Division of Academic and Student Affairs, I work collaboratively with colleagues in UW System Administration in addressing faculty and academic staff concerns;

Emerging Opportunities and Challenges I work closely with the Senior Vice President for Academic and Student Affairs in identifying and assessing opportunities and challenges relating to academic planning and the competitiveness of the UW System. Recently these have included: (1) the implementation of the United States Department of Education Program Integrity Rules; (2) developing guidelines to make textbooks more affordable for students; (3) developing a framework for three-year baccalaureate degree tracks; (3) enhancing the system‟s nonmedical leave of absence for faculty to allow for engagement in economic development activities; and (4) assessing the entire UW System undergraduate degree program array for viability in light of the state wide budgetary challenges.

Selected Accomplishments as Associate Vice President

Worked with system-wide provosts, deans, faculty, staff, to review and revise policies, guidelines, and practices (established more than 20 years ago) pertaining to new degree program approval and all other matters relating to academic program planning and review. The revisions received the approval of the University of Wisconsin System Board of Regents, and is now resulting into a more efficient process for establishing new degree programs. The roles of the central administration and those of the universities in the system in the approval of degree programs and the management of the program array were redefined as a result of this undertaking. The new policies and procedures became effective on September 4, 2012.

Worked with universities in the system (since 2008) in gaining the authorization by the Board of Regents for the establishment of more than 100 baccalaureate, master‟s, and doctoral degree programs.

Led the working group charged with developing the framework and obtaining buy-in from all University of Wisconsin (UW) institutions for establishing the University Wisconsin System E-campus. The overall goal of the University Wisconsin System E-campus is to increase access for nontraditional and place bound students to degree and certificate programs offered online by all UW institutions. Worked with system-wide provosts in developing and offering a leadership development program for department chairs across the system.

Developed guidelines that were adopted by the Regents for the establishment of professional doctorates at any of the 11 UW comprehensive universities. Prior to that, doctorial degree offerings, including professional and clinical doctorates, were restricted to the University of Wisconsin-Madison and the University of Wisconsin-Milwaukee, or were offered only in collaboration with either of these two doctorial institutions by any of the other 11 comprehensive universities within the University of Wisconsin System. As a result of this effort, the 11 comprehensive universities in the University of Wisconsin System can now offer professional and clinical doctorates independently if certain specified requirements are met.

Led a group of provosts and faculty representatives in a review of the entire baccalaureate program array for the UW System with the goal of assessing the viability and productivity of each program. Negotiated this politically charged task with great diplomacy leading to the following important outcomes:

a) Establishment of system-wide guidelines for addressing low-degree-producing programs;

b) Establishment of system-wide guidelines for suspending and eliminating programs; and

c) Suspending programs experiencing low demand.

Worked with interested campuses in developing a framework for establishing three-year baccalaureate degree tracks within the UW System.

In response to ongoing concerns of the Board of Regents, worked with provost and faculty representatives to develop a system-wide policy for addressing the rising cost textbooks.

2. Acting Senior Vice President for Academic Affairs

University of Wisconsin System Administration Madison, Wisconsin July 21 – 31, 2011 I was appointed by the President of the system to serve as Acting Senior Vice President and Chief Academic Officer during a transition period between the outgoing Senior Vice President and the incoming interim Senior Vice President.

3. Founding Dean and Research Director, Institute of Agricultural and Environmental Research (IAgER)

Tennessee State University, Nashville, Tennessee February 2003 – August 2008

Scope of Responsibilities and Selected Accomplishments Had overall responsibility for the oversight and direction of a comprehensive research program related to agriculture and agricultural induced environmental concerns. This included administration and management, program development, the hiring and evaluation of faculty and senior level administrative staff, and the planning of strategic and productive partnerships with public and private partners that resulted in extramural support for research activities. I was responsible for creating a culture of change in response to emerging and critical issues. Accomplishments included the following:

Envisioned the establishment of the Center of Agricultural Biotechnology and Bio-security at Tennessee State University. Developed plans and obtained approval from Tennessee State University and the United States Department of Agriculture and secured more than $1.5 million towards this effort prior to my departure. The Center opened in the Spring of 2014;

Provided leadership for about 64 full-time equivalent faculty and staff in fulfilling the mission of IAgER;

Played a highly significant leadership role in securing $4 million in recurring appropriation from the state of Tennessee for fund agricultural research and extension activities at Tennessee State University. This was the first time the state made such funding available to the university;

Planned and managed an annual funding of about $8 million;

Provided oversight for a complex of research laboratories and support facilities (64,900 sq. ft.), farmland (464 acres) and research equipment (valued over $6 million) supporting a broad range of fundamental and applied research in two separate locations – at Tennessee State University‟s main campus in Nashville and at the state-of-the-art Otis Floyd Nursery Research Center in McMinnville, Tennessee);

Recruited highly qualified scientists/faculty for IAgER thus increasing it competitiveness among other Land Grant Universities in securing extramural funds to undertake research and out research in very important areas in the food and agricultural sciences;

Developed an objective and effective evaluation instrument to assess faculty productivity and merit performance;

Provided leadership that made IAgER to become one of the top three research centers at Tennessee State University in terms of productivity and overall management;

Provided leadership that made IAgER one of the top five agricultural research centers in the 1890 Land-Grant System that consists of 18 universities;

Emphasized and increased student experiential learning and professional development opportunities;

Emphasized and increased professional development opportunities for all faculty and staff in IAgER;

Emphasized and created opportunities for shared governance;

Emphasized and created opportunities to recognize and reward outstanding job performance;

Established and equipped state-of-the-art laboratories for (1) Bioremediation/Phytoremediation, (2) Animal Genetics and; (3) Molecular Plant Pathology;

Enhanced the accommodations of faculty and staff by transferring them from cubicles to modern enclosed offices.

4. Director/Research Director, Cooperative Agricultural Research Program (CARP) Tennessee State University, Nashville, Tennessee 1998 - 2003 Scope of Responsibilities and Selected Accomplishments As Director/Research Director of the Cooperative Agricultural Research Program, I had the overall responsibility of administering agricultural research at Tennessee State University. This responsibility included oversight for budgeting, hiring staff, and setting the research agenda. Accomplishments included the following:

Provided overall and successful leadership for faculty and staff;

Increased funding from about $2.3 million in 1998 to $5 million in 2003;

Established the Research Faculty track at Tennessee State University (in 2002). This was the first time such a track was established in any department, school, or college at the university. Prior to my arrival at Tennessee State University, research scientists were considered staff and there was no mechanism to promote researchers to higher ranks. A research scientist was hired either as an Associate Investigator or a Principal Investigator. Associate Investigators could not be promoted to the higher Principal Investigator title unless through the occurrence of a vacancy at the Principal Investigator level. In such cases, the Associate Investigator would be required to apply for the vacant position and compete with other applicants for the position. Also, at the time (2002), the salaries for all researchers holding terminal degrees ranged from $36,000 to $55,000, with a majority making less than $45,000 a year (twelve months). This situation was a major impediment to attracting and retaining highly productive scientists. Thus, we expended considerable efforts to demonstrate to the administration of Tennessee State University and the Tennessee Board of Regents that the establishment of a Research Faculty track at Tennessee State University would be in the long term interest of the University. It was demonstrated that such a designation would benefit not only agriculture, but also have a significant impact on research across the entire campus. The proposal was approved in 2002, and for the first time in the history of Tennessee State University, the research faculty ranks of Research Assistant Professor, Research Associate Professor, and Research Professor were established. Concurrently, the salaries were improved significantly for all research faculty;

Established standards for advancing research faculty to higher ranks;

Increased the number of persons with terminal degrees in the program;

Acquired the latest technologies to enable cutting-edge research in food safety, agricultural biotechnology, and water quality;

Established the first intensive meat goat research program in the State of Tennessee to support the growing meat goat sector of Tennessee;

Established the first Geospatial Information System (GIS) laboratory in agriculture at TSU for training faculty and staff;

Diversified the funding portfolio for agricultural research at TSU.

Elevated agricultural research at Tennessee State University from Research Program status (CARP) to Research Institute status (IAgER).

5. Coordinator, Forest Resources Program

Tuskegee University, Tuskegee, Alabama 1990 – 1998 Scope of Responsibilities and Selected Accomplishments The Forest Resources Program at Tuskegee University is the oldest forestry academic program established for the purpose of providing forestry education to minorities. As Coordinator of this historic program, I had the challenging and rewarding responsibility of administering the program including attracting/recruiting minorities to seek careers in forestry. Other responsibilities included the following:

Curriculum development and monitoring;

Developed articulation agreements with selected majority institutions to facilitate the 2 Plus 2 degree option provided by the program;

Developed articulation agreements with Auburn University and Duke University to facilitate the combined B.S. and M.S./M.F. degrees option (3 plus 2);

Established a forestry research component to the program;

Provided leadership for Tuskegee University to confer its first B.S. degree in forestry.

6. Acting Department Head, Department of Agricultural Sciences Tuskegee University, Tuskegee, Alabama August 1994 Scope and Selected Accomplishments In August of 1994 I was appointed as Acting Department Head for the Department of Agricultural Sciences at Tuskegee University while the Department Head pursued a professional leave opportunity.

Presided over the commencement of the 1994-95 school year for the Department;

Provided oversight for registration of students and new student orientation;

Addressed various concerns of faculty and students.

7. Community Assistant, Department of Residence, Iowa State University, Ames, Iowa 1987 - 1990 Scope and Selected Accomplishments This was a part-time residence hall position I held during my final years of graduate school to acquire experiences in the area of student services.

Planned and executed several educational and social programs for more than 390 graduate and adult students from different cultural and social backgrounds;

Explained and enforced university policies regarding living in graduate residence halls, and harmonized roommate conflicts;

Organized and moderated panel discussions on potential areas of conflicts as a means of preempting or minimizing conflicts among residents;

Contributed to the overall development of a residence hall environment that valued diversity and inclusiveness.

TEACHING/ACADEMIC AND STUDENT LEARNING EXPERIENCES Tennessee State University

1. During my tenure Tennessee State University, I maintained student-centered philosophy. Consequently, I used my skills and influence to enhance the overall learning experience of students. The following are examples of my accomplishments:

a. Successfully sought and allocated resources for the establishment of state-of-the-art research

laboratories in the areas of environmental science, animal genetics/biotechnology, food safety, water quality, and plant pathology. These laboratories were among the best at Tennessee State University, and major attractions to both undergraduate and graduate students from across campus (agricultural sciences, biological sciences, chemistry, and environmental engineering) for undertaking senior projects, thesis and dissertation research work;

b. Successfully sought and allocated resources to increase student experiential learning and student

professional development with the overall goal of developing the next generation of scientific workforce;

c. Emphasized research in environmental sciences and added a major environmental science

component to the agricultural research portfolio with the goal of precipitating an environmental science curriculum in the School of Agriculture and Family and Consumer Sciences at TSU;

d. Expanded the size of the research faculty (in terms of number and expertise) with short and long

term goals of enabling the School of Agriculture and Family and Consumer Science at Tennessee State University to expand course and degree offerings. This array of expertise included human nutrition, food microbiology, bioremediation, plant and animal genetics, poultry science, forest measurements/biometry, entomology, horticulture, and molecular pathology.

2. Member, Academic Master Plan Steering Committee, Tennessee State University, August 2006 –

August 2008. 1. 1998 – 2008: Responsible for administering of a comprehensive agricultural research program at Tennessee State University. This responsibility has included developing various research programs, seeking funds to implement those programs, and recruiting scientists to conduct the research. During this period, the size of agricultural research more than doubled at Tennessee State University in terms of research productivity, funding, and scientists and research staff.

2. 1998 – 2008: Principal Investigator for Federal grants totaling more than $22 million for administering

and implementing agricultural research at Tennessee State University.

Tuskegee University

3. As a faculty member at Tuskegee University, I also held a research appointment in the George Washington Carver Agricultural Experiment Station at Tuskegee University (1990 – 1998).

Attracted several grants as Principal Investigator and established a successful research program in forestry. Combined grants as Principal Investigator, co-Principal Investigator, and Senior Collaborator reached about $5 million for about 22 projects within an eight-year period (see attached).

1990 – 1998: Authored/coauthored more than 20 research papers.

1990 – 1998: Presented more than 20 invited papers to various professional audiences throughout the United States.

Among the first group of three researchers to successfully influence or advocate for the inclusion of minority forest landowner management constraints in the forest stewardship research agenda in the United States through some groundbreaking work in the state of Alabama (Gan, Jianbang; S.H. Kolison Jr. and A.T.G. Siaway. 1994. "Constraints and opportunities to socially disadvantaged forest landowners in selected counties in Alabama." A paper presented in the Annual Southern Forest Economics Workshop, Savannah, GA. March 29, 1994). Since that presentation in Savannah, this area of work has gained considerable amount of attention.

(ARD) is a federation of agricultural and food systems research centers at the eighteen autonomous Historically Black Land-Grant Universities. ARD works for the advancement of agricultural and food systems research at the 1890 Land-Grant Universities. This includes advocating for agricultural research and instruction, and securing adequate Federal and other support for research at the 1890 Land-Grants. ARD responds appropriately to various needs of the communities served by the 1890 Land-Grant Universities, and disseminates the collective research discoveries by member institutions to various publics. As Chair of ARD, I accomplished the following during my term:

Provided overall and successful leadership for the organization;

Provided leadership to increase Federal formula funding for agricultural research to the 1890 Land-Grant Universities;

Increased participation by agricultural research deans/directors in the affairs of ARD through increased usage of information technology and organizing regular face-to-face meetings;

Provided overall leadership in organizing the largest ARD Research Symposium (about 650 participants and more than 400 papers and posters presented) in the history of the organization;

Established a memorandum of understanding on behalf of ARD with The Ohio State University /Ohio Agricultural Research and Development Center aimed at developing opportunities for collaboration in research, student matriculation, and faculty exchanges;
