• Beleid van program reviews heeft geleid tot begrotingsoverschot en dalende overheidsschuld
• Perverse effecten program reviews: uitholling van ondersteunende functies en besparingen op opleiding en onderzoek
• Politieke besluitvorming begrotingsproces en expenditure management onvoldoende systematisch
• Weinig impact op parlementaire controle. Instrumenten tot parlementaire controle onderbenut. Accrual accounts complex voor parlementsleden.
• Asymmetrie begroting-boekhouding leidt tot onvoldoende gebruik van accrual informatie in intern management

• Begrotings- en boekhoudhervormingen op twee snelheden
• Prestatiemeetsystemen en rapportering onvoldoende gekoppeld aan boekhoudsystemen. Cost accounting niet systematisch uitgebouwd
• Besparingen op interne audit leidden tot gebrek aan continuïteit en expertise
• Plannings- en rapporteringsstructuren reflecteren de dagelijkse werking niet genoeg
• Office of the Auditor General vult taken in van Treasury Board Secretariat

3.2. Faal- en succesfactoren• Gebrek aan systematiek. Te snelle opvolging van
initiatieven• Te weinig leiderschap en ondersteuning van
Treasury Board Secretariat• Organisatorische opslitsing van macro-economisch
en micro-economisch begrotingsbeleid en competitie tussen Department of Finance en Treasury Board Secretariat
• Spanning binnen Treasury Board Secretariat tussen « management side » en « expenditure side »
• Weinig wettelijke verankering van hervormingen Vb. Interne audit

• Onvoldoende politieke steun voor reallocaties• Weinig interesse bij leidend ambtenaren en ministers
voor management agenda• Weinig centrale opvolging van program reviews
leidde tot besparingen op ondersteunende functies• Onvoldoende uitbouw van kostenanalytische
systemen• Planning en rapportering niet prioritair• Groot verloop van Deputy Ministers• Dominantie van beleidsexpertise op
managementvaardigheden bij selectie topambtenaren
