Why Week 22 - 36hr possession on the
Airports?
► This critical OLE stage was identified by the Team in long term planning meetings a regular handback risk on midweek or shorter weekend possessions, a critical part of Christmas 14 Stage G commissioning.
► Constrained worksite access to deliver approx 450m of wires and 5 portal booms (see next slide). Plan was developed with Hex and a solution was agreed to utilise a unique 36 hour possession with an extended isolation to Heathrow, which affects the inter terminal services.
► Further opportunities developed within team to advance signalling scope for Christmas 14 Stage G commissioning in HEX tunnel
► Week 22 Scope:-Carillion: Erect 5 new portal booms (using 2 road cranes and 3 rail mounted) -Carillion: Install new SPS and transfer wires on the Up and Down Airports on to the new structures-Carillion: Install wire run 46 from just outside the Heathrow tunnel onto the new Up Airport Relief-Carillion: Remove existing structures -SSL: Signal head SN324 alterations and track circuit changes in HEX tunnel-Amey: 650v power changeovers-Lowery/Starc: 7no cable pulls

Possession Achievements
► Carillion: 5no portal booms landed
► Carillion: Wire Run 46 installed
► Carillion: All transfers, registration and droppering complete
► Amey: 650v power changeover complete
► SSL: Track circuit and signalling advance works complete
► Lowery/Starc: 7no cable pulls complete
► SSL: SN324 work lost work due to gauge clearance issues (existing derogation
would be exceeded – engineering solution required)
► New Type 2 reporting successfully trialled for coming weekends and Xmas

Possession Development and Issues
Management
The OLE section adjacent to worksite required to remain live to feed the Heathrow inter
terminal service. Staggered DEPs created risk to staff and threat to HEX’s customer
aspiration.
Agreed through joint development to block the ITT service for 12hours to allow tie in to
section insulator.
To allow this to work practically, HEX trains had to be stabled at Terminal 4/5 with pans
down. This required negotiation with Route Operations to provide amended work
instructions.
Identified that OLE foundations clashed with existing retaining wall. Successful mitigation
strategy agreed with Carillion Civils to remove using a temporary works design.

Planning – keep challenging!
Material allocation checks before possession identified error with a section of boom not fitting with the
design. Designer was engaged and a solution was developed that the manufacturer was able to deliver
prior to works commencing.
Signalling team identified cable pulls and changeovers associated with SSL scope and other interfacing
works. Although late addition to the IWP, work successfully planned prior to Week 22 by Starc/Lowery
supervisors and integrated to work safely alongside portal boom lifts with Carillion. QSRAs updated
through Ravi Anantharamu who supported the late introductions.
Briefings with Railway Operations team identified Hex specific issues such as that only the maintainer is
allowed to take isolations in the tunnel and agreed additional for signal black out period.
Development of integrated team rosters/directions through NR Team Organisers and presentations by
Carillion/HEX to brief out works to all teams.
Team led internal peer reviews outside of DWWP process challenge plans. Ideas developed included
food management in possession for staff, laminating OLE cross sections on site and working with HEX
to control parking in HEX compound next to tunnel portal.

Lessons Learnt – The Successes
► Long term planning meetings to assess constructability of design are critical
► Develop issues requiring access in collaboration with the train operator, NR central team planners and contractors together face to face
► Don’t panic! Several issues came up, but on reflection solutions to deliver the work were always available
► Keep asking safety questions – good practice from Carillion in segregating the worksite where RRVs had to travel under live
► Signalling team made right call in possession to not proceed with SN324 works

Lessons Learnt – to improve for next time
► Validate designs 100% with delivery and procurement teams (Carillion OLE booms & SSL signal head) 2-3 weeks ahead of possession
► Order materials to arrive in advance to allow for any errors
► Lock down signalling scope earlier, through single discipline readiness reviews
► Ensure issues like wall removal are correctly aligned with normal critical procedures, such as CRT management; issue occurred on the Airports and team subsequently re-briefed by Sean Murray, IP Principal Track Engineer
► Ensure Bridgeway are involved in the long-term planning meetings
► Ensure reporting quants are aligned with the planned scope of works, including late changes.
► Validate all HEX processes in a timely manner, to ensure compliance at an earlier stage.
