ABSTRACT

The World Confederation of Past Pupils of Don Bosco is entering a new period in its life. The new Presidency of the World Confederation aims to develop the Association, National Federations, Local Unions and its individual members following the motto: “good Christians and honest citizens”.

The development plan for these 6 years has been prepared in order to move forward in all the areas of the life of the Association. It is mainly focused on qualitative and quantitative growth through a process of institutionalisation and professionalization in order to be strong and functional. We aim to create a worldwide network of people capable to be “salt of the earth and light of the world” in their daily life.

This development is mirrored in the programme that will be put in practice through a new sustainable structure, new flagship projects and strong contribution on the spirituality of Don Bosco.

Seven goals bring together all our objectives and dreams for World Confederation in the period 2015-2021:

• Growth & Sustainable Structure: We aim to increase the number of active National Federations and reinforce their structures with new working methods.

• Formation and Training: We intend to develop a wider training and formation strategy under the umbrella project “Exallievi Academy” for all Past Pupils covering professional, humanistic, Christian and Salesian themes.

• GEX promotion: We are convinced to give young people the leadership of our Association and involve a greater number of youth in our activities promoting School of Leaders, Exallievi Voluntary Service, Job Placement and other concrete youth initiatives.

• Financing and Fundraising: We aim to develop a solid financial strategy to consolidate and increase the number of funding sources such as Business Platform, in order to increase our social commitment in several projects.

• Family Support: We believe in the importance of Families and we want to include them in our Past Pupils Movement

• Salesian Family: We want to increase our commitment within the Salesian Family and supply our professional competence to start projects that tackle the current challenges of our societies: immigration, unemployment, child labour and exploitation.

• Communication and External Relations: We want to develop a Communication Strategy to improve both internal and external communications using all the social networks and new media available. Public Relations Strategy will be also be put in place to increase our impact in society and Church.

Flagship projects

• Permanent Secretariat: Permanent secretariats all around the world, including paid staff that will guarantee the everyday work in Past Pupils Federations and World Confederation, and taking care of technical part of projects and activities.

• Business Platform: Union of entrepreneurs (Past Pupils and Friends of Don Bosco) which try to apply Christian and Salesian principles and ideals to the Business World. They stand f or the values of responsibility, uprightness and human dignity. As part of their commitment, they endeavour to actively support Salesian Family projects.

• Exallievi Academy: Umbrella project which gathers all the formation and education initiatives for Past Pupils, adults and GEX, in several fields: professional, personal, spiritual and Salesian.

• Exallievi Voluntary Service: New initiative that gathers all the volunteering activities organized by Past Pupils, whether in Youth Ministry or in missionary activities, abroad. Cooperation with the Salesian Congregation is crucial for the proper development of this initiative.

INTRODUCTION

8

The Past Pupils of Don Bosco as a movement was organized by past pupils as a concrete proof of their gratitude toward Don Bosco. As a group of the Salesian Family which was not institutionally founded by Don Bosco during his life, however, since its beginning, it was formed as a particular group/network of people who were searching for a meaning in their lives and through their actions they experience something that is valuable and trustworthy.

Although the lack of the spiritual promise until the last V World Assembly, and with an identity difficult to define in few words, but thanks to its large membership, professional competence and knowledge, which can be put at disposal of the society, the World Confederation has the huge potential of making better and improving this world. By being active, past pupils can reach two important goals:

• one as a single past pupil – by living Don Bosco ideals, one can reach the goal of heaven.

• as a group/network of individuals - the society and community in which we live can be changed, improved and modified by the ideals of Don Bosco.

This is a strong potential which exists within this group/community/network. Every past pupil has a double impact character for this world. First, as a good person following the principles of Don Bosco, and secondly, the personal competence and knowledge of every person (and this person is doing well since he is past pupil of Don Bosco).

When this person puts his personal competence and knowledge for a good cause, he can do a lot of good; can improve himself, the people around him, his family, his extended family, his community and the society in which he lives. By creating and organizing numerous people with these characteristics the world can become a better place to live in. That is what a clear identity leads us to, and we have some key elements that we will promote:

• Dissemination and study of World Statute

• Promotion of Prayer – Promise

• Deepen the Salesian Identity (Don Bosco, Preventive system, Pastoral approach…)

• Promotion of Human Dignity and Social Teaching of the Church

By realising this potential within past pupils, it is important to organise a good and proper system, structure and projects to make this possible. Past Pupils have to be better organised, have to know about each other, and have to have the possibility to interact between themselves in every area of their lives.

For this reason, the World Confederation will start to put in practice the programme that will make this possible. It means that the 7 goals of the programme reflect the aims that are to be reached. But since every past pupil has to divide his time between its family, his job and his time to dedicate to God, it is very difficult to find enough time to dedicate to the actualisation of this development programme.

For this reason, the World Confederation has to be institutionalised and professionalised, in simple words, a sustainable structure has to be organized. It means that in every country, we need to establish a fixed secretariat, where full time employed people will work only for the Past Pupils Movement. This will bring more benefits. There will always be people ready to answer to the needs of past pupils and the tasks will be performed at professional level.

Thanks to this, the leadership of the Past Pupils Movement will have time for the strategy and the operational tasks will be performed by the secretaries.

The second part of the professionalization and institutionalisation will be the development of the Business Platforms in every country where there are past pupils. The Business Platforms will gather the past pupils entrepreneurs on a national and international level and will create the likelihood to promote business with the people who share the same values and communicating with the Past Pupils Movement in order to have the possibility to address their donations in a good, well developed and concrete actions and projects.

Last but not least, thanks to the establishment of fixed secretariats, the worldwide network of people will know more about the past pupils activities because the fixed secretaries will be responsible to manage the lists of the members not only by name and email address, but also by their professional competence. Thanks to these lists, various expert groups can be organized and listed not only on the national, but also on the international level.

INTRODUCTION

9

By grouping these competences and by organizing various activities such as seminars, meetings and workshops will discover the incredible competences that can be used by past pupils themselves, by Salesians and by society. (e.g. by listing past pupils who are translators and interpreters, a strong linguistic group can be created, and their services will be utilised during Past Pupils meetings as well as other international events for the whole Salesian Family).

By creating this service and establishing a management unit/group that can be used by the Salesians and the Salesian Family, this can ease them from the management responsibilities and they can dedicate their time to their core business – to the care of our souls. This will also help to improve the society who is in need of the spiritual well-being of people. The management of the Salesian family will work better, because it will be performed by the people who have more expertise.

We believe that our Identity and Mission are so important and global that they cannot be considered as a thematic priority, but are a whole and integral approach to this document. We believe it is important to state this in the opening part of our strategic plan.

Therefore, the present plan rotates around these points, and uses the method “SEE, JUDGE AND ACT”.

It is appropriate to clarify, in a brief summary, the meaning of each step of this method:

• SEE: means acquire knowledge of our situation, in order to seek the causes of problems and/or demands, always with a critical eye and without prejudices.

• JUDGE: Discern the present reality through the Word of God, which is contained in Sacred Scripture and Tradition (Dei Verbum). It must be pointed out that this judge does not mean putting oneself in a position of superiority, but only to see the reality in the light of Revelation.

• Moreover, this judgement also has as its basis the documents of the Salesian Congregation, especially the three letters of the Salesian Family: letter of communion; letter of the mission and letter of charismatic identity.

• ACT: is the concrete action after the analysis of reality illuminated by the Word of God and by the documents of the Congregation. This is an act with the spirit of communion and collegiality, respecting each reality. It also means to act in charity, without the arrogance of those who think always know more than the others.

In this plan, the actions are not just mere words, but an answer two questions: the “how” and the “when”.

We also believe this could be a good motivation for developing regional and national plans, and will allows us to improve our Past Pupils Movement from the smallest Local Union until the whole World Confederation. Several tools (manuals, reports, presentations, etc…) will come soon to help you with each priority, and of course we want to collect all these best practices in the near future

We hope that reading our World Confederation Strategic Plan will inspire you to become “Salt of the Earth and Light of the World” as Good Christians and Honest Citizens in your local communities!

Yours in Don Bosco

We will focus on the re-launch of the Association itself but also within the Salesian Family to became ‘Salt of the Earth and Light of the World“. In order to be significant, the modernization of structures and the renewal of Association’s leadership are crucial.

EXALLIEVI ACADEMY

Exallievi Academy is the umbrella project that will bring together all the formation and training activities falling under the World Confederation, and if desired, it will also include training led by National Federations. Within the Exallievi Academy, we want to coordinate several training activities done in other sectors: past pupils, members of business platform, Family, GEX, etc… so that we have a holistic approach. This means setting an on-line training platform, library of lectures and videos and label any training activity organized by Past Pupils under this initiative.

EXPECTED RESULTS • Coordination between all the formation and educational initiatives achieved.• Learning online structures working and common image (branding)

for all the education projects.• Library achieving 50 Videos and lectures uploaded.• 10,000 Past Pupils taking part in Exallievi Academy.

Young people are the present and the future of every strong movement. Past pupils, as members of the Salesian family, are encouraged by Don Bosco to work for the growth and salvation of the youngsters, especially those in need. Therefore, we want to strengthen the GEX as main actors of the renewal of the Association and to take in their hands the leadership of the Association in certain areas.

SCHOOL OF LEADERS

School of Leaders is a successful experience in some regions as Central America, South America, Europe and East Timor, but we have not yet achieved a worldwide dimension. The World Confederation wants to coordinate the programmes, methods and timing of all the School of Leaders giving the lead to GEX Councillors of each territory.

EXALLIEVI VOLUNTARY SERVICE – EVS

Identity and Mission cannot be separated. The Past Pupils’ identity leads us to service from our lay vocation with professional competence. The World Confederation wants to promote voluntary service, both missionary and pastoral work (in their local place), for all Past Pupils, but especially for GEX. Therefore, we want to organize possibilities of voluntary service by offering corresponding training and support to access financial support from public funds.

by 2021.• Projects, both at national and international level, funded with Public grants.

SCHOOL OF SOCIAL ENTREPRENEURSHIP – HOW TO BECOME AN ENTREPRENEUR

Being an honest citizen and access to decent employment is one of our key elements. Building your own project/company is one of the paths and, some Salesian organisations such as DBYN are already working to promote Social Entrepreneurship. Business Platforms and individual Past Pupils, coordinated by the World Confederation, will offer training and support of young people start initiatives and promote the principles of Human Rights and Dignity.

EXPECTED RESULTS • Social Entrepreneurship training courses established in several regions.• 50% of Business Platforms/National Federations involved in this programme.• 50 GEX having started their projects/companies by 2021.• 100 Past Pupils entrepreneurs involved in mentoring GEX entrepreneurs.

STRONG EXPERIENCES (WEEKENDS, CAMMINO DI SANTIAGO, ETC.)

Meaningful (or “strong”) experiences have proved to be a successful way to involve young people in the Don Bosco Movement. As committed Past Pupils, we have been part of them and we want these experiences to be promoted in the different regions. We believe that GEX can be leading these initiatives as a service to their older brothers and sisters in the Association.

EXPECTED RESULTS • World Confederation organizing one meaningful experience per year.• 20 National experiences carried out by 2021.• Participation of other Salesian Youth Movement representatives

in these activities and other Past Pupils activities.• GEX leading this initiative for the whole Association

(both World and National level).

IV.: FINANCING & FUNDRAISING

Introduction: The World Confederation of Past Pupils was meant by Don Bosco as a mutual aid society. This objective is to be implemented both within the Association and outside in order to help our brothers and sisters who are in need. Therefore, the World Confederation wants to work hard on consolidating the membership fee system, but especially identifying new sources of funding. We wish to underline the involvement of the members of the Business Platforms through contributions and better access to public funding. This requires a professional and legally recognized World Confederation.

1. Standardization of the membership fee system.2. Golden membership donations (Alba d´oro). 3. Partnership projects with large companies and third parties.4. EU funded projects (for social, cultural, educational, and networking activities).5. Social fund - attracting donors for specific campaigns (Christmas greetings). 6. Partnership with fidelity cards. 7. Update treasury procedures (Clear accountancy, Budgeting of the activities in advance).8. Appointment of the internal auditor.9. Creation of the Funding & Finance expert group.

V.: FAMILY SUPPORT

The family anthropological vision was always (with minor exceptions that must not be forgotten) based on the union of a man and a woman. We would like to study in depth: what is family today from an anthropological vision, and examine the needs, rights and duties of a family.

Our departure point on this theme may be facilitated by the conclusion of the Synod of Bishops, giving it a strong Salesian vision. To do so, we will coordinate with Pastoral Family within the Youth Ministry Department, seek to deepen Mamma Margherita’s influence in the work of Don Bosco and also take into account the Rector Mayor’s words in “Don Bosco Today” on the family:

• The family has a central role as an effective sign of the presence of God, the sanctuary of love and life, school of love, school of communion, school of relationships, the privileged place where you learn to build meaningful relationships that help the development of the person. The family is the first school of humanity and therefore must be considered irreplaceable.

• Acknowledge the indisputable tensions in society to recognize the dignity of “family” in different affective unions: male and female homosexual unions, multiple marriages (with a return to polygamy and polyandry, existed in some civilizations).

1. Observatory of Bioethics (by World Confederation).2. National Observatories of Bioethics.3. Research on family rights and duties (by Geographic Areas).4. Participation in Salesian Youth Ministry events regarding Pastoral Family. 5. Structured Dialogue Consultations on Family.6. Past Pupils Family World Forum in 2018 – 2019.7. Develop activities for Past Pupils’ Families at Regional, National and Local level.

BIOETHICS OBSERVATORY

Following the example of the Italian Federation, the World Confederation would like to start an Observatory on Bioethics that could bring several experts’ opinion to all National Federations about current topics: sexuality, sex and gender, the family, affective unions, marriage, etc… The World Confederation would encourage and support National Federations to carry out similar initiatives and help them to find experts.

EXPECTED RESULTS • Bioethics Observatory published by 2016.• 10 National Bioethics Observatories published by 2021.• External experts involved in Bioethics Observatory.

FAMILY ACTIVITIES

Some National Federations have already started successfully activities which involve the families of Past Pupils. The World Confederation wants to showcase these best practices and expand them to some of the activities at Regional and National level: involving families in Congresses and Assemblies, Family weekends and retreats, and why not, letting a concrete space for them to develop their own projects or ideas in social, cultural, economic or ecclesial areas.

EXPECTED RESULTS • Minimum of 2 Regional Congresses including families.• 20 National Federations having activities which involve families by 2021.• 10 new projects led by Past Pupils Families.• Involvement in Diocesan Family activities.

RESEARCH ON FAMILY RIGHTS AND DUTIES

Given the importance of Family, for Past Pupils as individuals, and for the World Confederation in general, we will carry a deep research by Region in order to collect data on family rights such as, “privileged” conditions offered by the State in relation totax incentives for families,, and family duties such as to guarantee children‘s adequate health needs and the best education possible according to theabilities of the children.

EXPECTED RESULTS • Research developed at least in 75% of National Federations by 2017.• Campaign on Family Rights and Duties.

FAMILY FORUM

The World Presidency wants to maintain and improve this successful tool settled by the previous Presidency by organizing an editing/translating team, increasing the quality and quantity of contents and the design (similar to a magazine). CONCLUSION

Dear Past Pupils, dear Exallievi,

We are presenting our plan for the six years to come until 2021. You are the main beneficiaries of this programme and we have prepared this programme especially for you.

We designed it by keeping in mind the incredible richness hidden in our Association and in each of our members. Our main goal for the next period is to be able to use this richness for the development of our members, but also for the Salesian Family and the society in which we live.

We are doing it because we are aware of the most important message of Don Bosco for us: Be saints! Reach the heaven! It is the most important programme of our lives – to reach heaven. It seems complex and difficult, but it isn´t. It´s easy and simple! But we have to be able to imagine it, and to imagine it, we need a lifestyle that will lead us and will help on us on our way to heaven. This way of life is simple: Good Christian and honest citizen.

Be proud of being Past Pupil! Be an exceptional Past Pupil of Don Bosco!
