Improving quality of local life style in Novokuznetsk municipal district

Novokuznetsk Municipal District Mission:Sustainable improving of population life quality, due to economic and social

SEA limitations and assumption• Ex-post SEA: the Strategy/Program has started in 2007:
– For addressing this limitation, the SEA has been connected to the process of the re-consideration of the Program.
• No national SEA legislation/provisions; SEA Protocol is not a part of Russian legislation:– The main SEA Protocol provisions have been followed on the voluntary basis
as much as possible.• Limited responsibilities of municipal authorities in addressing of local
environmental problems:– The recommendations on strengthening of the environmental management
on the municipal level have been developed.• The evaluation of the Program efficiency has been never done:
– This limitation has been pointed out;– The environmental performance (including public health) has been analysed;– The environmental indicators have been developed to the Program
