A sharp focus
on students,
a clear vision for academic and personal growth, and
community insight to illuminate the path to excellence — these key
ingredients make up the heart of Blue Valley Schools’ 2015-2020
Strategic Plan, Vision 2020. Built upon the successes of the previous
strategic plan—a plan that has guided the district toward extraordinary
achievement and established a thriving culture of collaboration and
excellence—Vision 2020 serves as the lens through which Blue Valley
Schools approaches its mission of unprecedented academic success and
unparalleled personal growth for every student.
Vision 2020 began with more than 150 parents, teachers, students,
administrators, elected offi cials, and business and community leaders
coming together for an evening full of discussion about the state of the
district, ambitions for the future and the challenges that may lie ahead.
From these rich discussions, the Board of Education and the district’s
senior leadership team formulated the plan summarized in this
document. Vision 2020 is highlighted by the following:
• This plan is focused on a district-wide systemic eff ort.
• Annually, Blue Valley’s executive leadership team will develop
action plans around the items that must happen in order to move
the plan forward.
• District staff will continue to revisit this plan with further
refi nements and additions to the performance indicators and
benchmarks.

Led by the Board of Education, Vision 2020 contains a specifi c and targeted set of strategic initiatives designed to be eff ective accelerators toward meeting the strategic goals established in this plan. � e initiatives are built around three important areas including academic success, exemplary teachers in every classroom and technological advancement.
• We will create and implement a system that will result in Blue Valley students being among the world’s leaders in academic achievement.
• We will create and implement a system of selection, retention and professional development that will ensure every Blue Valley student has an exemplary teacher in the classroom.
• We will become a digitally managed system that integrates digital solutions and supports personalized learning.
Summary of Strategic Measures
Evidence that Blue Valley students can meet and exceed learning
standards.
Kansas Assessment Program (KAP)— The new KAP is
currently in development. When the Kansas State Department of
Education releases assessment data and interpretation, Blue Valley
Schools will develop appropriate performance standards.
Measures of Academic Progress (MAP)— By 2020, student
growth as measured by the “Percent of Projection” will equal or
exceed 130 percent at each grade level on the spring MAP test.
Grades at or above 130 will demonstrate continuing increases.
Measures of Academic Progress (MAP)— By 2020, 80
percent of students in grades 5-8 will meet or exceed the predicted

Measures of Academic Progress (MAP)— By 2020, the
percent of students scoring “Geometry Ready” (RIT 245 or
above) at each middle school will equal or exceed 70.
We will improve the academic Goal 1: performance of each student.
Evidence that Blue Valley students are academically competitive on
an international level.
OECD Test for High Schools/PISA— By 2020, the district
reading mean score will meet or exceed 565, the district math
mean score will meet or exceed 560 and the district science mean
score will meet or exceed 565.
Evidence that Blue Valley students are college and career ready.
ACT— By 2020, 60 percent of students taking the ACT will meet
the “College Readiness Benchmarks.”
Advanced Placement (AP)— By 2020, the percentage of
enrollment in Advanced Placement courses will be representative of
the ethnicity subgroup enrollment in each high school.
Advanced Placement (AP)— By 2020, 75 percent of all seniors
will have chosen to take at least one Advanced Placement course
during their high school careers.
College Enrollment—By 2020, based on the National Student
Clearinghouse data, at least 90 percent of Blue Valley graduates
who enrolled in college during the fall following graduation will
return for a second year of college.

Social Responsibility—Blue Valley Schools will provide students
opportunities to develop as socially responsible citizens within
their schools and communities as demonstrated by understanding
of the Blue Valley Virtues, participation in voluntary service and
development and implementation of culturally responsive schools.
Evidence that Blue Valley students develop the skills and mindsets
for success.
High Level Functioning—Blue Valley Schools will provide
students opportunities to experience and learn skills associated
with success through appropriate well-being programming to meet
the needs of students, as well as opportunities for students to learn
and demonstrate executive functioning skills such as collaboration,
interpersonal skills, independence, resiliency and perseverance.
Evidence that Blue Valley Schools explores opportunities that
improve and support the educational program.
Digital Citizenship— Blue Valley Schools will provide students
opportunities that ensure innovative, challenging and engaging
learning experiences through active evaluation of existing programs
as well as access to curriculum-embedded technological tools that
prepare students to assume the responsibilities of digital citizenship.
