Defence is a critical sector for South Australia’s economic prosperity and currently employs 27 000 workers (direct and indirect) and contributes around $2 billion to our economy annually.
The cornerstone of our advanced manufacturing future, it creates long-term employment, attracts significant investment and drives innovation.
South Australia makes a major contribution to the national defence effort. We are home to a critical mass of world-class industry delivering many of Defence’s largest most complex projects – the $8 billion air warfare destroyers and sustainment of the Collins submarine fleet and Orion aircraft to name just a few. South Australia also has a large and varied Defence presence, including key Air Force, Army and Defence Science Technology Organisation elements.
We are on track to achieve the defence targets in South Australia’s Strategic Plan - 37 000 defence sector jobs (direct and indirect) and annual economic contribution of $2.5 billion by 2020. And we have a clear direction for the future – driving sustainable defence industry growth and attracting additional Defence activity to South Australia.
SOUTH AUSTRALIA’S DEFENCE STRATEGY 2025
These are ambitious targets, in a sector not without challenges. The partnership between governments and industry needs to be stronger than ever given Australia’s increasingly dynamic national security and defence environment and fiscal constraints. We need to work together and we need to work smarter.
Over the next decade, South Australia is committed to partnering with Defence, industry and academia to build on our strong foundations. We will capitalise on the state’s existing strengths as we strive to achieve the following sector strategic outcomes, with particular focus on the Maritime, Systems and Cyber domains:
Maritime – national centre of complex warship and submarine build and sustainment
Systems and Cyber – centre of expertise for electronic and information systems
Aerospace – national hub for airborne maritime surveillance and weapons system test and evaluation
Land – centre for military vehicles and integration of combat systems
Science and Technology – centre of expertise for defence science and technology
Achievement of the state’s defence strategy will be driven by Defence and defence industry, strongly supported by an efficient, effective and responsive South Australian Government and education, training and research and development sectors.
We will focus our efforts where we can have the greatest impact: effective advocacy, investment in strategic infrastructure and skills programs and fostering a competitive business environment. This is a strong commitment that Defence and industry can count on – with confidence in a state that supports them, and their investment.

STRATEGIC OUTCOMES 2025
MARITIME
National centre of complex warship and submarine build and sustainment
• Future Frigate and Future Submarine projects centred at Techport Australia
• Successful delivery of current naval programs: Hobart air warfare destroyer, Collins submarine, ANZAC frigate and Canberra amphibious ship combat systems
• Naval architecture and submarine platform design capability centred in South Australia
• Increased local industry participation in major naval projects
SYSTEMS & CYBER
Centre of expertise for electronic and information systems
• Intelligence, surveillance, reconnaissance and electronic warfare capabilities further consolidated in South Australia
• Integrated ISR ground environment operational in South Australia – capturing, processing and unlocking intelligence value from surveillance and reconnaissance data
• Niche combat, cyber and autonomous system technologies developed and exploited
• Jindalee Over the Horizon Radar Network operations and upgrade successfully delivered and new systems programs underway in South Australia
AEROSPACE
National hub for airborne maritime surveillance and weapon system test and evaluation
• P-8A Poseidon and Triton aircraft operational and sustained from RAAF Base Edinburgh
• Maritime border surveillance, armed reconnaissance and special purpose aircraft operated and sustained in South Australia
• Increased local industry involvement in Joint Strike Fighter and other major aerospace projects
• Successful development and growth of RAAF Base Edinburgh superbase
• Capacity use of the upgraded Woomera Test Range
LAND
Centre for military vehicles and integration of combat systems
• Centre for integration of Land combat systems (vehicles, platforms, weapons, communications, sensors) established in South Australia
• Land 400 armoured fighting vehicles manufactured and supported in South Australia
• Increased Army presence in South Australia
• Increased use of expanded Cultana Training Area
The South Australian Government will partner with and support Defence and defence industry to achieve strategic outcomes across key sectors over the next decade, capitalising on the state’s existing strengths.
SCIENCE AND TECHNOLOGY
Centre of expertise for defence science and technology
• Expanded DSTO activities in South Australia, especially in support of major projects such as submarines, frigates, armoured vehicles, ISR, cyber and autonomous systems
• Increased research, development and commercialisation of defence science and technologies through a collaborative university, industry and government approach

COLLABORATIVE PARTNERSHIP
Defence policy and capability decisions are rightly matters for the Commonwealth Government.
State governments have an important role to play and South Australia has made a long-term investment and commitment to support the Commonwealth to deliver its ambitious defence program.
In supporting delivery of South Australia’s defence strategy, the state will collaboratively partner with the Commonwealth, industry and the education and training and research and development sectors to meet Defence’s current and future requirements.

EFFECTIVE ADVOCACY
We will continue to actively advocate on key issues to ensure that our defence industry can sustainably deliver on Defence’s operational requirements and to ensure the nation’s self-reliance in key military capabilities.
SKILLS DEVELOPMENT
Our commitment to skills development is long-term and unwavering. We will continue to partner and invest heavily in developing the defence workforce of the future through state training, education and dedicated STEM programs.
PRODUCTIVE INFRASTRUCTURE
We will maintain our investment in strategic infrastructure at key defence precincts - Techport Australia, Edinburgh Parks and Technology Park Adelaide – and invest further in common use facilities where it makes sense to industry, state and national interests.
We will maintain unparalleled support of Defence operations and growth in South Australia, including fast-tracked expansion processes and Defence estate planning certainty.
COMPETITIVE BUSINESS ENVIRONMENT
We will maintain our focus on ensuring South Australia is a cost competitive and welcoming investment location for Defence and defence industry, with a strong and diverse local supplier capability.
We will support defence industry sustainability efforts through industry diversification, transformation and global supply chain participation.
WE WILL FOCUS OUR EFFORTS WHERE WE CAN HAVE THE GREATEST IMPACT
Defence SA leads the state’s defence industry development efforts, offering focused and responsive service to Defence and defence industry to drive the sector’s growth in South Australia and to support the delivery of key defence projects and facilities. Defence SA works closely with a range of state agencies, as well as the Defence Teaming Centre, to ensure the right climate for further growth of South Australia’s defence sector.
The state’s defence activities are assisted by the Defence SA Advisory Board, which is comprised of Australia’s very best Defence and industry minds. Chaired by former Chief of Defence Force, Air Chief Marshal Angus Houston AC MC, the board serves as South Australia’s focal point for high-level strategy and policy advice.
