master of CeremoniesBiLLY A. roBBins is an Intellectual Property Attorney for Novak Druce Connolly Bove+Quigg LLP. Mr. Robbins handles all phases of Intellectual Property Law with particular emphasis on China. Mr. Robbins is frequently quoted in print and broadcast media outlets on current issues dealing with Intellectual Property Rights and Business Privacy and Protection. He continues his leadership role as Co-founder and President of the Technolink Association, a trade association celebrating its twentieth year. Technolink Association was created to generate economic development in the greater Southern California Region through “links” to national and international partners. Mr. Robbins is an active member of the Los Angeles Area Chamber of Commerce and serves on the Global Initiatives Council.

Ms. Forte O’Neill has been recognized for her endless efforts in strengthening the economic and scientific cooperation between California and The State of Israel. She has also been cited for her outstanding visionary leadership and community commitment by The United States House of Representatives. She received special recognition from Governor Arnold Schwarzenegger for her creation of Technolink Association and for her dedication to creating life-changing opportunities for at-risk youths in the area. She has been recently recognized by the United States Department of Homeland Security for her perseverance and dedicated leadership in developing effective models for public private partnerships in the greater Southern California region.

Throughout her career, she has held leadership positions with various regional and national professional and non-profit organizations. She also serves as a Public Private Partner for the United States Department of Homeland Security. She has frequently been quoted in major media outlets as a thought-leader on industry and societal trends. Ms. Forte O’Neill is an artist and published author. Most recently, she was curator of the Technolink Association’s Recipes for Life Community Cookbook created to raise funds for the disabled and fallen military families of the Folds of Honor Foundation.

THE HonorABLE sAnDrA HuTCHEns was sworn in as the 12th Sheriff-Coroner for Orange County in June of 2008. She began her law enforcement career with the Los Angeles County Sheriff’s Department in 1976. With more than thirty-five years of service in law enforcement, Sheriff Hutchens possesses invaluable experience in nearly every facet of law enforcement.

Sheriff Hutchens leads more than 3,800 sworn and professional men and women who serve in areas as diverse as Patrol Operations, Criminal and Special Investigations, the County’s Crime Lab and Courts, Coroner’s Office, as well as those who serve in Orange County’s five jails that collectively comprise the eighth largest jail system in the nation. The department provides a variety of vital public safety services to our communities. These include direct patrol services to more than 700,000 residents within the county’s unincorporated areas and via contract to thirteen municipal cities, the County’s three harbors, John Wayne Airport, and the Orange County Transportation Agency.

Professional affiliations include membership in the Major County Sheriffs’ Association, where she serves as vice-president, the National Sheriffs’ Association, the International Association of Chiefs of Police, and the Orange County Chiefs’ of Police and Sheriff’s Association. Sheriff Hutchens serves as a board member for the California State Sheriffs’ Association and the Orange County Gang Reduction and Intervention Partnership. Recently, she was appointed to the POST Commission by Governor Jerry Brown. In addition, the Sheriff serves on the Board of Directors for the Orange County United Way and as an Advisory Board Member for the National Law Enforcement Cancer Support Foundation.

Counter-terrorism training received in Israel, travels to Pakistan and Russia, and leadership training at the FBI National Academy, the FBI National Executive Institute and the National Preparedness Leadership Initiative course at Harvard University have provided Sheriff Hutchens with the expertise and vision needed to effectively lead an organization as diverse as the Orange County Sheriff’s Department.

LArrY D. JAmEs is a Deputy Director of the Jet Propulsion Laboratory (JPL). At JPL he is the Laboratory’s Chief Operating Officer responsible to the Director for the day-to-day management of JPL’s resources and activities. This includes managing the Laboratory’s explorations of the solar system and of Mars; the astronomy, physics, Earth science and interplanetary network programs; and all business operations. These activities employ 5,000 scientists, engineers, technicians, and business support personnel, generating $1.5 billion in annual revenues.

Prior to his retirement from the Air Force and his appointment as JPL Deputy Director, Lt. Gen. James was the Air Force Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance (ISR) at the Pentagon. He was responsible to the Secretary and Chief of Staff of the Air Force for policy formulation, planning, evaluation, oversight, and leadership of Air Force intelligence, surveillance and reconnaissance capabilities. As the Air Force's Senior Intelligence Officer he was directly responsible to the Director of National Intelligence and the Under Secretary of Defense for Intelligence. He led more than 20,000 ISR officers across the Air Force ISR Enterprise.

Lt. Gen. James’ 35 year military career included assignments as a Space Shuttle Payload Specialist, GPS Program Manager, Titan IV Launch Director and Commander of the 50th Space Wing at Schriever AFB, CO. James has also served on the staffs of US Space Command, Air Force Space Command, and HQ Air Force. He was commander of the 14th Air Force at Vandenberg AFB, CA, responsible for all military satellite, launch and C2 operations, and was Director, Signals Intelligence Systems Acquisition and Operations Directorate, National Reconnaissance Office, Washington, D.C. He was the Director, Space Forces for Operation Iraqi Freedom at the Combined Air Operations Center, Prince Sultan Air Base, Saudi Arabia.

Lt. Gen. James received his Bachelor of Science in Astronautical Engineering (1978) from the US Air Force Academy (Distinguished Graduate) and his Master of Science in Aeronautics and Astronautics (1983) from the Massachusetts Institute of Technology. He was a Draper Fellow at the Charles Stark Draper Laboratory in Cambridge, MA.

Dr. CHris LAnDon is President of Landon Pediatrics Foundation. Board Certified in pediatrics and pediatric pulmonology, Landon received his medical degree from the University of Southern California and is currently a Clinical Associate Professor of Pediatrics. He completed his internship and residency in pediatrics at Stanford University Hospital and a fellowship in allergy, immunology and respiratory diseases at the Children's Hospital at Stanford. Dr. Landon is Director of the Pediatric Diagnostic Center, a pediatric multi-specialty referral clinic dedicated to treating children with every-day health problems as well as those needing specialized care. Dr. Landon is Director of Pediatrics at the UCLA affiliates Family Medicine Residency and is Clinical Assistant Professor of Family Medicine at UCLA.

JoHn LEArY is an Executive Vice President of Transdigm, a $42.5 billon custom engineered aerospace component company. For 40 years, Mr. Leary has transformed custom engineered manufacturing sites into successful businesses. Mr. Leary has developed six individual saleable, patented products. As program leader on the complex “Cockpit Security” challenge in response to the terrorists attacks of September 11th, 2001, the team developed a solution that is now utilized on 85% of the world commercial aircrafts.Throughout his career, Mr. Leary has been recognized for his leadership, team building and mentoring which has included many years of teaching Leadership and Management as it applies to Operations, Sales, and Engineering.

Before obtaining his engineering degree, Mr. Leary learned the value of meaningful teamwork as a United States Marine Sergeant serving in Vietnam in 68 and 69. Mr. Leary is a member of the Marine Executive Association, offering guidance to Marines with more than 25 years of service as they transition to the civilian world.

TErrY o’nEiLL is the Founder, President and CEO of The O’Neill Company, celebrating over three decades providing small to mid-size companies with comprehensive advice and economic expertise in the areas of corporate benefit arrangements, risk management, insurance, retirement plan alternatives, in addition to estate, financial and investment planning services. Mr. O’Neill is an advisor to the Small Business Council of America in Washington

D.C. and served on committees that advised the U. S. Treasury and Congress on numerous financial topics.

Mr. O’Neill also has advised two California Governors on economic and business issues. More recently he has been nominated to serve as an advisor on the Federal Open Market Committee for the Federal Reserve Board. He has served on numerous local and national boards. The Institute for the Study of Economics and Finance, (ISEF).

Mr. O’Neill has appeared frequently as a guest on television and radio to discuss the economic ramifications of issues in health care, employee benefits and retirement planning. He is the author of the book The Life Insurance Kit and speaks regularly on economic and financial topics at national conferences

LEE PEnrosE is President and Chief Executive Officer of St. Jude Medical Center (SJMC), one of Southern California’s most respected and technologically advanced healthcare organizations.

SJMC is a faith-based, not-for-profit 329-bed tertiary care facility. With 500 of north Orange County’s finest physicians on staff, St. Jude offers nearly every medical specialty and sub-specialty. Intellectual property (inventions, trademarks, copyrights, trade secrets) is the catalyst for creating new wealth. Prop-erly protected by obtaining patents and registering trade-marks and copyrights this intellectual property provides the creator the exclusive right to exploit it for a limited time. Thus the creator can start a new business or enlarge an existing business and thereby create jobs and add to the economy. It is anticipated that the new Congress will enact meaning-ful legislation in the near future to strengthen the patent law and further enhance the ability of entrepreneurs to exploit their intellectual property and create wealth.

Under his leadership, SJMC has gained national recognition from the Joint Commission, American Stroke Association, American College of Surgeons, and Society of Thoracic Surgeons and while many California hospitals are closing or downsizing, SJMC continues to expand. SJMC has seen unprecedented growth with the completion of the Southwest Tower, St. Jude Medical Plaza and state-of-the-art surgical center and Centers for Rehabilitation and Wellness. In addition to his experience in the hospital industry, he also has worked in the insurance industry and with physician practice management. His career includes experience with FHP, Integrated Physician Services, Orange Coast Managed Care, and St. Joseph Heritage Healthcare. He serves as a member on multiple boards within the St. Joseph Health System and is also on the Orange County board of the Hospital Association of Southern California.

Mr. Penrose received his bachelor of arts in Business/Economics from the University of California, Santa Barbara, and earned his master’s in business administration from the University of Maryland.

KEnT PETErson is Vice President and Chief Engineer at P2S Engineering with over 30 years of experience working in consulting engineering and commissioning. He assists in improving best practices in building sustainability and energy efficiency through his efforts with codes and standards.He is currently working with the DOE to develop a common definition for Net Zero Energy Buildings. Mr. Peterson is a past ASHRAE Society President and a member of the Office of Federal Green Buildings Advisory Committee for federal agencies. He also served as Chair of ASHRAE/USGBC/IES Standard 189.1 – Standard for the Design of High-Performance Green Buildings. Mr. Peterson is an ASHRAE Distinguished Fellow.

Dr. JEFFrEY rEED is the Director of Emerging Technology for the Sempra Energy utilities — Southern California Gas Company and San Diego Gas and Electric. In that capacity he leads development of policies and initiatives aimed at supporting the development and deployment of sustainable energy solutions and leads the natural gas RD&D, low-emission vehicle and environmental affairs programs. He has also lead numerous company initiatives related to renewable low-carbon energy technologies. Prior to joining the Sempra utilities, Mr. Reed was a senior strategy consultant and was an officer with ABB Power Generation in Switzerland. Dr. Reed holds a doctorate in engineering from UC Berkeley and a masters degree in management from Stanford University. Jeffrey Reed was recently appointed President of the California Hydrogen Business Council.
