Introduction: ITS Benefits

• Real Time Information about bus arrival and departure

• Reduction in waiting time for passengers

• Increase in patronage to Public Transport System

• Reduction in traffic congestion

• Improvement in efficiency of traffic operations

• Improvement in environmental quality

• Reduction in fuel consumption

• Improvement in economic activity

Implementation Challenges

• Introduction of ITS in KSRTC for the first time

• Lack of domain knowledge and dependence on consultants

• Multi-level monitoring, co-ordination and correspondences –Management, State, MoUD, PMU, World Bank, Consultants, Evaluation

Committee, Mysore City Administration, Vendors etc.

• World Bank Procurement Practices – Goods & Services,

Consultancy Services

• Financial Management – Different funding agencies, JnNURM and GEF,

Formalities, Utilization Certificates, Auditing Norms, Fund Flows etc.

• Infrastructural Assistance – Bus Shelters and CCS.

Implementation Challenges

• Global Tender as per World Bank Procurement Guidelines –

Pre-bid conference, evaluation of bids

• RFP for Consultancy Services – PMC, M&E, CSOA

• Acceptance by Bus Drivers - Drivers will be under severe scrutiny

• Meeting Commuter Expectations – Real Time PIS Display, SMS

queries, Commuter friendly website, Help Desk Management etc.

• Oversight of Solution Provider

• ‘Just Do It’ Culture

• Synchronising Technology and Consultancy domains

Implementation Challenges

•Documentation by Solution Provider with justifications

• Detailed Site Survey

• Project Implementation Plan

• Design Calculations (Power, Communication Bandwidth etc)

• SRS and SRS v/s RFP Mapping

• CCS Layout

• Test Plans and FAT for VMU, PIS and System Software

• ETA Algorithm

• GIS Mapping

• Third Party Contracts – DRS, GSM, GIS

Implementation Challenges- Approach• Building Knowledge Base - In-depth study, thread-bear discussions,

consultations

• Multi-lateral Co-ordination - City Administration, PMU, WB, Consultants,

State Govt. etc.

• Acquaintance with WB Procedures – Finance, Procurement

• Team Work – RFP preparation, handling Pre-bid queries, Evaluation and

Contract Awarding, Project implementation etc.

• Detailed Project Planning and Documentation

• Sound Management Review Techniques – Weekly Meetings,

Monthly Steering Committee Meetings, Field visits, Adhoc meetings, consultations

with PMC etc.

• Comprehensive Training Program

These tests are conducted at Environmental Test Laboratory,

Systems & Quality Assurance Group, ECIL, Hyderabad.

VMU software should be

upgradable/ configurable over the

air (OTA).

Field Test

• CCS will send a command about application patch file

containing the changed configuration (refresh rate of the

screen for e.g.)

• After successful receipt of the patch file information by VMU

• VMU logs into server to download the file

• After receiving the file, VMU resets itself and reboots. The

effect of patch can be verified.

The new patch is

updated in VMU

The VMU and its any of

the part should not be

damaged

Lessons Learnt• Acquaintance with World Bank Procurement Procedures

• Identification and Construction of bus shelters in time

• Ensuring power supply at bus shelters

• Placement of PMC and M&E services in time

• Exposure to the crew about the system in advance

• Location and designing of CCS

• Budgeting of project components should have practical approach

• Value of detailed implementation plan and in-depth

documentation
