1. ROADS    

• After   intensive  discussions  with  Union  Minister   for  Road  Transport  and  Highways  and  senior  officials,   succeeded   in  ordering  revival  of  the   long-­‐‑dormant  Kovalam  –  Kaliyikkavila  National  Highway   (NH-­‐‑47)  Bypass  work.  This  has  brought  succour   to   thousands  of   families  whose   lands  and  properties  had  been  ear-­‐‑marked   for   acquisition  as  well  as  for  the  tens  of  thousands  of  road-­‐‑users  who  had  been  denied  a  much-­‐‑needed  quality  infrastructure  facility.    

• The  NHAI  allotted  Rs.  1170  crores  for  the  project.  

• Subsequently,  followed  up  to  have  the  all-­‐‑important  land  acquisition  notification   in   the   matter   issued.   Further,   put   forward   a   practical  plan,   immediately   accepted   by   the   NHAI,   to   have   the   project  undertaken   in   two   parts,   Kazhakuttam-­‐‑Mukkola   and   Mukkola  Kaliyikavila   in  order   to  achieve  a  quick   start   and  avoid  any   further  paralysis   of   the   entire   work   due   to   minor   procedural   and   legal  bottlenecks  in  respect  of  certain  small  stretches.    

• Convened   high-­‐‑level   meeting   attended   by   the   District   Collector,  officials   of   the   NHAI   and   other   State   Government   departments   to  review   the   progress   made   and   devise   a   new   time   schedule   for  completion  of  the  all-­‐‑important  land  acquisition  process.  As  a  result,  the  work  was  completed  in  time  before  the  expiry  of  the  mandatory  one-­‐‑year  period  from  the  date  of   the  preliminary  notification   issued  under  the  ‘National  Highways  Act,  1956’.        

• Took   steps   to   ensure   that,   in   the   first   instance,   the   compensation  package  envisaged  in  the  National  Highways  Act,  1956  was  provided  and  later,  to  utilize  the  arbitration  process  envisaged  therein  to  obtain  more   liberal  and  extra  benefits.  Further,  steps  will  be   taken  to  bring  the   entire   project   under   the   provisions   of   the   recently   enacted   ‘the  Right   to  Fair  Compensation  and  Transparency   in  Land  Acquisition,

Rehabilitation   and   Resettlement   Act,   2013’,   to   enable   these  beneficiaries  to  obtain  even  more  benefits  under  the  latest  legislation  on  the  subject.  The  land  acquisition  process  relating  to  the  project  and  disbursement  of  the  compensation  amounts  are  nearing  completion.    

• The  NHAI  has  approved  the  Request  for  Qualification  (RFQ)  for  the  initial  Kazhakuttam-­‐‑Mukkola  stretch.  The  Planning  Commission  has  approved   the   contract   details   and   issued   the   RFQ   and   RFP.     Four  firms  have  been  shortlisted  for  finalizing  the  contract  for  making  the  entire   Kazhakuttam-­‐‑Mukkola   stretch.   The   entire   Kazhakuttam-­‐‑Kaliyikavila   stretch  will   be   completed   as   a   state-­‐‑of-­‐‑the-­‐‑art   four-­‐‑lane  highway.    

• Was  successful   in   obtaining   for   Thiruvananthapuram   constituency  record   allocations   of   Rs.   75.55   crores.   Rs.   35   crore   allotment   was  obtained   for   the   Pallichal-­‐‑Venganoor-­‐‑Vizhinjam   and   Venganoor-­‐‑Pachalloor-­‐‑Kovalam  road.  Further,  sums  of  Rs.  23.5  crores  for  (i)  the  Aakkulam-­‐‑Sreekariyam-­‐‑Mannanthala-­‐‑Kodappanakkunu-­‐‑Vattiyurkavu-­‐‑Kundamankadavu;  and  (ii)  Rs.  14  crores  for  the  Neyyar  dam-­‐‑Shorlacod   road   was   obtained   from   the   Central   Road   Fund  during  2010-­‐‑2011.    

• Funds  were  also  obtained  from  the  Central  Road  Fund  for   two  new  roads.  These  are  Rs.  11  crores  for  a  new  20  km  stretch  from    Vellayani  junction  –  Ukkode  –  Kalliyode-­‐‑Vellayani   junction-­‐‑Pookulam  and  Rs.  12   crores   for   improvement   of   23   kms   of   the   Udayankulangara   –Plamootikada  –Chenkavila-­‐‑  Idichackaplamoodu  road.    

•  As  MP,  substantially  contributed  to  efforts   for  starting  work  on  the  widening   and   re-­‐‑construction   of   the   all-­‐‑important   NH-­‐‑47   stretch  between   Karamana   –   Kaliyikkavila   NH-­‐‑47   the   existing   major   road  life-­‐‑line   serving   the   southern  parts   of   the   constituency.   Successfully  requested   the  Chief  Minister   to   convene   a   break-­‐‑through  high-­‐‑level  meeting  of  Ministers  and  officials  convened  under  his  chairmanship,

following  which  the  relevant  land  acquisition  notification  was  issued,  the  prime   action   essential   for   getting   the  work   started.   Successfully  intervened   with   Chief   Minister   and   Finance   Minister   to   make  sufficient   allocations   for   the  work   in   the   State   Budget,   2013-­‐‑14.   The  first   stretch  of   the  project   is  expected   to  be  completed  within  next  2  years.  The  global  tender  for  the  entire  project  has  been  issued.    

• Substantial  allocations  were  obtained  for   the  constituency  under  the  Prime  Minister’s   Grameena   Sadak   Yojana   (PMGSY).   The   details   of  the  projects  and  the  allocations  under  each  are  given  below:    • Dhanuvachapuram  –  Udayinkulangara  road  (Rs.  121.13  lakhs)  

 • Eythukondakani-­‐‑Palappally  road  (Rs.  172.55  lakhs)  

 • Aryanad-­‐‑Mylachal  road  (249.77  lakhs)  

 • Rs.   299.38   lakhs   for   (i)   Amboori-­‐‑Kumbichal   Kadavu   road;     (ii)  

Katthipara-­‐‑Panthaplamoodu;   (iii)   Mylalikara-­‐‑Koranjiman   road;  and  (4)  Kandathitta-­‐‑Paruthipara  road.

2.  RAILWAYS  

• Made  sustained  efforts  at  highest   levels  and  achieved  key  advances  in   the   development   of   the   Railways   in   the   constituency.   These  include:    

*  14  (Fourteen)  new  trains  for  Thiruvananthapuram  Central.

-­‐‑  Thiruvananthapum  –  Nizammuddin  Express  

           -­‐‑Nagercoil  –  Punaloor  Passenger  

• Actively  pursuing  the  starting  of  a  new  suburban  train  service  on  the  Thiruvananthapuram-­‐‑Chengannur-­‐‑Haripad   sector   to   benefit   daily  passengers.  The  Mumbai  Rail  Vikas  Corporation  is  preparing  a  mega  signal   network   which   will   enable   more   than   one   train   to   proceed  between  two  stations  in  the  same  direction.  

• Actively   pursuing  with   the  Delhi  Metro   Rail   Corporation   the   time-­‐‑bound   implementation   of   the   prestigious   Monorail   Project   for  Thiruvananthapuram.  

• Succeeded   in   obtaining   a   special   package   of   Rs.   10   crores   from   the  Union   Tourism   Ministry   to   implement   a   number   of   projects   for  enhancing  passenger  facilities  and  amenities  at  Thiruvananthapuram  central  station.  Work  on  four  escalators  and  a  new  booking  office  at  the  station  has  been  inaugurated.  

• Out   of   the   5   stations   in   the   country   earmarked   for   upgradation   to  world-­‐‑class  standards,  Thiruvananthapuram  has  been  first  to  get  off  the  blocks   in   terms  of  completing  all   formalities  and   for  proceeding  with  the  actual  works  envisaged.    

• A  project  report  for  the  setting  up  of  a  Railway  Water  Bottling  Plant  for  Thiruvananthapuram  was  completed  and  tender  has  been  called  for  setting  up  the  plant  at  Parassala  by  the  IRCTC.    

• Efforts   made   for   the   setting   up   of   a   Railway   Medical   College   at  Thiruvananthapuram.   Even   though   the   proposal   to   set   up   such  Medical  Colleges  have  not  made  much  headway  in  other  parts  of  the  Country,   in   Thiruvananthapuram   the   matter   is   still   under   active  consideration  for  a  PPP  model  project.

 • Personal   visits   and  discussions  with   various  Railway  Ministers   and  

senior   officials   yielded   many   benefits   to   the   constituency   some   of  which  are  the  following:    • Dhanuvachapuram  station  on  the  Tvm-­‐‑Parassala  sector  which  had  

been  only  a  minor  halt  station  has  now  been  allotted  Rs.  2  crores  for  improvement  and  enhancement  of  facilities  and  buildings.  The  related  works  have  been  inaugurated.    

• Increased  funding  was  made  available  for  raising  and  lengthening  the   platform   of   the   Balaramapuram   station   and   for   arranging  other  facilities.    

• Approval   was   granted   for   a   Railway   Over   bridge   (ROB)   at  Nemom.    

• Construction  of  a  new  ROB  at  Kazhakuttam  was  started.    

• Frequency  of  a  number  of  long-­‐‑distance  trains  was  increased.    

• In  fulfillment  of  the  demand  of  the  employees  of  Technopark  and  the  residents  of  Kazhakuttam,  stops  have  now  been  allowed  for  a  number   of   long-­‐‑distance   trains   at   Kazhakuttam   station.   These  include,  the  16649  Mangalore-­‐‑Nagercoil  Express,  16650  Nagercoil-­‐‑Mangalore  Express,  16526  Bangalore-­‐‑Kanyakumari  Express,  16525  Kanyakumari-­‐‑Bangalore   Express,   16620   Thiruvananthapuram-­‐‑Mangalore   Malabar   Express,   16303   Ernakulam-­‐‑Thiruvananthapuram  -­‐‑Vanchinad  Express

• Additional  stoppages  for  important  trains  at  Parassala  including  the  Jayanti-­‐‑Janata   Express,   Ananthapuri   Express   and   Parashuram  Express,   fulfilling   a   long-­‐‑standing   demand   of   the   people   of   the  region.    

• Additional  coaches  attached  to  the  Nagercoil-­‐‑Kochuveli  passenger  to  solve  the  problem  of  overcrowding  for  the  daily  commuters.        

• The  prestigious   ‘Parashuram  Express  extended  to  Nagercoil   thereby  providing  an  important  direct   link  for  people  of   the  region  with  the  rest   of  Kerala   in   addition   to   increasing   travel   facilities   on   the  Tvm-­‐‑Parassala  sector.      

• The  Madurai-­‐‑Kollam  Passenger  extended  to  Punalur.    

• Actively  worked   for   clearing  various  bottle-­‐‑necks   for   the  starting  of  the   long-­‐‑awaited   MEMU   train   services   between   Kollam   and  Nagercoil.   The   service   which   has   been   started   from   1st   December,  2012   will   significantly   augment   the   rail   travel   services   in   the  constituency.   The   MEMU   service   has   since   been   extended   to  Kanyakumari  as  announced  in  the  Railway  Budget,  2013-­‐‑14.    

•  Improvements   in  services  at  all  stations  located  in  the  constituency,  including   new   footbridges,   elevated   platforms,   computerized  reservation   facilities,  etc.  A  significant  allocation  of  Rs.  6  crores  was  made   for   development   works   at   Kochuveli   station   in   the   Railway  Budget  of  2013-­‐‑14.      

• Efforts  being  made  to  improve  facilities  at  Veli  station.

• Two   automatic   ticket   vending   machines   were   installed   at  Thiruvananthapuram  Central  which  has  provided  speedier  ticketing  services  to  daily  passengers.    

• Took   the   initiative   to  persuade   the  Railway  administration   to  create    an  exclusive  Office  of  Chief  Administrative  Officer  (a  first  for  Kerala)  to   oversee   development  work   for   the   two  Railway  Divisions   in   the  State  and  to  locate  it  in  Thiruvananthapuram    

• New   Passenger   Reservation   Services   (PRS)   was   started   under   the  MP’s   1000   PRS   scheme   in   the   Civil   Station   premises   at    Kodappanakkunu.   In   addition,   two   more   PRS,   one   at   the     State  Secretariat  and  the  other  at   the  Medical  College  Campus,  have  been  set   up.   This   has   resulted   in   a   quantum   jump   in   services   to   the  travelling   public.   A   new   PRS   centre   at   Technopark   has   also   been  announced  and  will  start  functioning  soon.

3. VIZHINJAM  PORT    

• Provided   leadership,   both   as   MP   and   as   member   of   the   Board   of  Directors   of   the   Vizhinjam   International   Seaport   Ltd.   (VISL),   for  bringing  about  tangible  progress  on  the  proposal  for  the  construction  of   the   prestigious   seaport.   Intervened   to   have   the   master   plan  modified  and  maintain  the  landlord  model  included.    

• The  change  to  the  Landlord  Model  for  the  project  led  to  smoothening  of   the   preparatory   process   considerably   and   enabled   the   State  Government   to   finally  announce   the  Master  Plan  of   the  Project.   14th  November,   2013.   The   project   received   the   approval   of   the   Central  Government  on  14.11.2014.  After  completion  of  RFQ  requirements  of  the  breakwater  construction  the  tender  process  the  main  work  on  the  port  is  expected  to  commence  in  May,  2014.  

•  Played   key   role   in   pursuing   with   the   Ministry   of   Environment   &  Forests   to   grant   early   approval   for   the   Terms   of   Reference   for   the  Environment   Impact   Study   of   the   project.   Pursued   the   work,  including  through  meetings  with  the  Ombudsman  of  the  High  Court    and   discussions  with  members   of   the   Expert   Committee   reviewing  the  project.  

• Held   detailed   discussions   with   the   Vice-­‐‑Chairman   and   senior  officials   of   the   Planning   Commission   and   played   a   key   role   in  obtaining   the   approval   for   extending   a   20%   viability   gap   for   the  project.  

• Moved  the  Govt.  of  India  to  take  action  for  developing  basic  rail  and  road   infrastructural   facilities   for   the  Vizhinjam  Seaport  Project  area.  A   two-­‐‑km   stretch   from   the   National   Highway-­‐‑   47   bypass   was   got  included   in   the  National  Highway  Authority  Scheme.  The  Railways  have  already  completed  survey  work  for  a  dedicated  8-­‐‑km  rail  track  from  Vedivachankovil  in  Balaramapuram  to  Vizhinjam.

• As  a  member  of  the  Board  of  Directors  of  the  Vizhinjam  International  Seaport   Ltd,   worked   assiduously   to   expedite   progress   on   the   port  project,   pursue   environmental   clearances   and   pursue   early   and  effective  implementation.      

Poovar  Shipyard  

Strongly  took  up  with  the  Minister  for  Shipping  Poovar’s  case  for  being  selected  as  the  location  for  the    new  shipyard  proposed  to  be  set  up  on  the   West   Coast   of   the   country.   Provided   detailed   suggestions   for  developing  Poovar  as  a  major  shipyard-­‐‑cum-­‐‑port  and  maritime  hub.  

Poonthura,  Valiyathura  Fishing  Harbours  

Actively  pursuing  with  the  Central  Government  the  cases  of  developing  the   fishing   harbours   at   Poonthura   and   Valiyathura   in  Thiruvananthapuram.

4. HIGH  COURT  BENCH  

• Sustained   intervention   made   with   Central,   State   and   judicial  authorities   for   the   re-­‐‑establishment   of   a   High   Court   Bench   in  Thiruvananthapuram.      

• The   interventions   included  personal  meetings  with   three   successive  Chief  Justices  of  the  Kerala  High  Court  to  extend  their  consent  for  a  bench.   Following   these   sustained   interventions   Chief   Justice  Bennurmath   conducted   hearings   in   Thiruvananthapuram   in   2009-­‐‑2010.   The   matter   was   also   discussed   with   the   Chief   Minister   and  Union   Law   Ministers.   These   efforts   finally   yielded   positive   results  when   the   Hon’ble   Chief   Justice   of   the   Kerala   High   Court   recently  issued   orders   constituting   a   5-­‐‑Judges   Committee   to   look   into   the  issue.    

• Introduced  a  Private  Member’s  Bill   for   the   setting  up  of  Benches  of  High  Courts   in   State  Capitals   to   clinch   the   issue.  Bill  was   listed   for  consideration  during   the  Monsoon  Session,   2012.  The  Bill   could  not  be   taken  up   for   consideration  only  because  of   the   total  wash-­‐‑out  of  the  Session  due  to  obstruction  by  the  Opposition.

5. EDUCATION  

In  the  short  period  since  re-­‐‑induction  to  the  Union  Council  of  Ministers  in  November,  2012   (as  Minister  of  State   in   the  Ministry  of  Human  Resource  Development)   was   able   to   bring   about   achievements   in   the   education-­‐‑related  matters  in  the  constituency.  

• The   foundation   stone   of   the   capital   city’s   campus   of   the   Central  University  of  Kerala  was   laid  by   the  Prime  Minister  on  4th   January,  2014.   Vigorously   and   successfully   argued   in   favour   of   locating   at  Thiruvananthapuram   the   prestigious   Off-­‐‑Campus   site   of   Central  University   of   Kerala   set   up   in   Thiruvananthapuram   to   offer   an  integrated  BA/MA  Course  in  International  Relations.    

• Succeeded   in   relocating   the   proposed   regional   office   of   the   Central  Board   of   Secondary   Education   (CBSE)   at   Thiruvananthapuram.  Earlier,  the  nearest  regional  office  was  at  Chennai.  The  location  of  the  new   Regional   Office   at   Thiruvananthapuram   will   benefit   students  and  parents  of  CBSE  Schools  in  the  area  immensely.  

• A   new   Regional   Office   of   the   AICTE   for   Kerala   and   Lakshwadeep  was   established   at   Thiruvananthapuram.   A   new   four   storeyed  building  for  the  Office  was  constructed  and  inaugurated  in  a  record  time  of  180  days.  

• Succeeded   in   getting   a   significant   allotment   of  Rs.   33   crores   for   the  AICTE  in  Kerala  during  2012-­‐‑13.  

• Action  was   taken   to   include   studies   on   Sree  Narayana  Guru   in   the  CBSE  syllabus.  

•  Successfully   pursued   the   setting   up   of   a   Chair   in   the   name   of  Mahatma  Ayyankali  in  the  Central  University  of  Kerala,  Kasargode.

• Arrangements  made  for  admission  with  scholarships  for  25  students  from   the   BPL   category   for   undertaking   MBA/BBA   courses   in  prominent   educational   institutions   throughout   India.   The   funds   for  purpose   were   made   available   from   the   Chandran   Tharoor  Foundation.  

• Coordinated   with   Bharti   Foundation   and   Chandran   Tharoor  Foundation  (CTF)  to  bring  educational  assistance  to  schools  catering  to  underprivileged  children  in  the  district.  

• Successfully   intervened   with   CBSE   to   allot   three   new   centres   in  Kerala  for  the  JEE  Exam,  2013.  The  new  offline  Centres  were  set  up  in  Thrissur,  Kottayam  and  Thiruvananthapuram.    Thiruvananthapuram  already  had  an  online  centre  and  the  starting  of  an  offline  centre  also  made  it  the  only  city  in  Kerala  to  have  both  an  online  centre  as  well  as  offline  centre  for  the  examination.  This  brought  relief  to  thousands  of  candidates  from  Kerala  who  were  earlier  forced  to  travel  to  centres  both  within  and  outside  the  state.    

• Successfully  intervened  to  have  a  test  centre  for  the  prestigious  CAT  (for  entrance  to  IIM  etc.)  at  Thiruvananthapuram  from  the  CAT,  2013  onwards.  Earlier,  the  only  other  Centre  in  the  State  was  at  Kochi.    

• Intervened   successfully   for   accommodating   aspirants   from   Kerala  appearing   for   the   National   Medical   PG   Entrance   Examination   at  Centres  in  Kerala  itself.      

• Intervened  successfully  to  have  a  centre  for   the  All   India  PG  Dental  NEET   Examination   at   Thiruvananthapuram.     Earlier,   Chennai   was  the  only  Centre  in  South  India  for  the  Examination.

• Rs  4  Crores  allotted   for  establishment  of  SC/ST  Hostels  at   the  Govt.  Engineering  College,  Barton  Hill  and  Govt.  College  of  Engineering  at  Thiruvananthapuram.  

• Rs  1  Crore  allotted  for  establishing  a  Research  Park  at  the  College  of  Engineering,  Thiruvananthapuram.    

• Sustained   effort   is   on   for   setting   up   a   Regional   Centre   of   National  Board  of  Examinations  at  Thiruvananthapuram.  

 • Succeeded   in   obtaining   under   the   Rashtriya   Madhyamik   Shiksha  

Abhiyan   (RMSA)  of   the  Union  HRD  Ministry  an  outlay  of  Rs.  59.71  crores   for   2012-­‐‑13   for   improving   physical   facilities,   quality  enhancement   and   social   equity   in   Govt.   Secondary   Schools   in   the  State.   This   will   include,   among   others,   financial   assistance   for  upgradation  of  112  Schools  in  the  State.    

• Got   substantial   allotment   of   Rs.   120   crores   for   Kerala   under   the  Rashtriya  Uchhasthan  Shiksha  Abhiyan  Programme.    

• Rs.   105   crores   allotted   for   the  Malappuram   campus   of   the   Aligarh  Muslim  University.    

• Intervened   successfully   in   getting   approval   of   the   State   Govt.   for  allotting  70  acres  of  land  at  Malappuram  for  an  off-­‐‑campus  centre  of  the  prestigious  English  and  Foreign  Languages  University   (EFFLU),  Hyderabad      

• Strongly   intervened   for   locating   the   proposed   ‘Knowledge   City’  project  of  the  State  Government  in  Thiruvananthapuram.

• Took  steps   to  cancel   the   termination  of  Training  Colleges  under   the  National  Centre  for  Teacher  Education.    

• Set  up  coaching-­‐‑cum-­‐‑  guidance  centre   for  SC/ST  students  under   the  Ministry  of  Labour.    

• Efforts  being  made  to  set  up  a  regional  center  of  the  National  Board  of  Examinations  at  Thiruvananthapuram.

6. AIRPORT    •        Strong   and   repeated   personal   intervention   to   have   the   work   on   the  International   Terminal   at   Thiruvananthapuram   International   Airport  completed.  The  Airport  is  now  fully  operational.  

• Took  action  to  ensure  completion  of  work  amounting  to  Rs.  50  crores  on  the  Hangar  Unit  of  Air  India  at  Thiruvananthapuram  Airport.  The  Unit  was  made  operational  on  16th  December,  2011.  

• A  major   investment   of  Rs.   130   crores  was   obtained   for   the  Airport,    The  projects  which  will  be   implemented  using  this  allotment  within  14   months   include   a   Rs.   70   crore   parallel   taxi-­‐‑way,   a   fourth   aero-­‐‑bridge  for  Rs.  20.98  crores,  new  turning  pad  for  Rs.  15.77  crores,  Rs.  an  additional  apron  for  Rs.  14  crores  and  additional  security  systems  for  Rs.  10.36  crores.,  etc.  

•        Intervened  strongly  to  reduce  User  Development  Fee  in  respect  of  new  terminal   at   Thiruvananthapuram   International   Airport.   Constant   and  effective   intervention   whenever   necessary   in   all   matters   concerning  facilities   and   problems   of   air   passengers.   Intervened   to   bring   about  improvements  in  parking  facilities.    

• Successfully   took  up  with   the  Centre   the  starting  of  Visa-­‐‑on-­‐‑Arrival  (VoA)  facilities  at  Thiruvananthapuram  and  Kochi  Airports  to  benefit  citizens  of  11  countries  and  enhance  tourism  to  Kerala.    

• Working   with   State   government   on   providing   the   “multi—nodal  hub”   and   “Aeropolis”   concept   to   link   the   airport   by   road,   rail,   sea  and  canal  as  well  as  to  develop  ancillary  facilities.    

• Obtained   approval   for   starting   of   logistics   post   air   services   from  Thiruvananthapuram  Airport.

7. HEALTH  SERVICES  

• Effective   intervention   to   ensure   speedy   completion   of   the  construction   of   the   buildings   and   related   infrastructure   of   the     six  super-­‐‑specialty   departments   in   the   Thiruvananthapuram   Medical  College  Hospital  complex  involving  a  cost  of  Rs.  179  crores  under  the  Prime   Minister’s   Swasthya   Suraksha   Yojana.   Project.   These   super-­‐‑specialty  departments  have  already  started  functioning.  

• Was   successful   in   getting   Rs.   10   crores   allocated   for   completing  building  works  at  the  Central  Ayurveda  Institute  at  Poojappura.    

• Obtained  approval  for  a  new  Virology  Lab  of  the  Union  Ministry  of  Health  &  Family  Welfare  at  Thiruvananthapuram.  

• Personally  intervened  with  the  Union  Health  Minister  and  succeeded  in  obtaining  financial  assistance  for  treatment  of  individual  cases.  The  total  assistance  so  obtained  was  to  the  tune  of  Rs.  57.35  lakhs.  

• Took  up  individual  cases  of   financial  assistance  for   treatment  under  the  Prime  Minister’s  Relief  Fund.  The  total  assistance  so  obtained  was  to  the  tune  of  Rs.  43.91  lakhs.  

• Intervened  successfully  with  the  Union  Health  Ministry  for  including  the  Govt.  Medical  College,  Thiruvananthapuram  as  Regional  Centre  for  the  new  National  Geriatric  Programme.  

•  Active   intervention   for   facilitating   the   next   stage   of   expansion   and  development   of   the   Sree   Chitra   Institute   of   Medical   Sciences   &  Technology,  Thiruvananthapuram.    

• Took  up  and  pursued   the   case   for   raising   the   status  of   the  Regional  Cancer  Centre,  Thiruvananthapuram  to  that  of  a  National  Institute  for  Cancer  Research    at  a  cost  of  Rs.  120  crores..

 • AYUSH   holistic   treatment   centres   started   in   Neyyatinkara   and  

Poonthura    

• Succeeded   in   getting   additional   allotment   of   funds   for   improving  facilities  at  the  ESI  hospitals  at  Pettah,  Peroorkada  and  Karamana.    

• Succeeding   in   obtaining   approval   for   establishing   an   ESI   Super-­‐‑specialty  hospital,  including  trauma  care  facilities,  at  Kazhakuttam.    

• Efforts  made  to  raise  Peroorkada  Mental  Health  Centre  to  the  level  of  a   ‘Centre   of   Excellence’   under   Central   Scheme.   Though   initially  successful,   the   decision  was   reversed   under   pressure   from   the   then  LDF  State  Government.  Central  Government  has  nonetheless  granted  Rs   3   crores   for   Perrorkada..  MP   brought   Central  Health  Minister   to  visit   the   Peroorkada   Centre   and   he   has   promised   further   support  under  the  forthcoming  Five-­‐‑Year  Plan.    

•  Made   a   strong   intervention   with   the   military   authorities   to   make  major   improvements   in   the   functioning   of   the   ECHS,   Thirumala   to  resolve  many   long-­‐‑pending   functional   and   infrastructural   problems.  This   has   led   to   significant   changes   in   the   working   of   that   facility  bringing   relief   to   thousands   of   ex-­‐‑servicemen   and   their   families  belonging  to  the  constituency.  

 • Intervened   immediately   with   the   Union   Health   Ministry   when  

production   of   vital   medicines   used   by   patients   suffering   from   the  skin-­‐‑disease   ‘Psoriasis’   was   stopped   with   at   the   Central   Ayurveda  Institute,  Poojapura.  The  production  of  the  medicines  was  re-­‐‑started  bringing  great   relief   to   tens  of   thousands  of  patients   suffering   from  the  disease  in  the  State.

8. DRINKING  WATER    

• Successfully   intervened   with   the   Minister   of   Environment   and  Forests  for  granting  in-­‐‑principle  approval  for  raising  the  water   level  at  Peppara  Dam  to  augment  water   supply   for  Thiruvananthapuram  city.  Also,   took  up  with  State  Government  the  need  for  taking  long-­‐‑term  measures   for  meeting  Thiruvananthapuram  city’s  water  needs  by  laying  of  a  10  km  connecting  pipe-­‐‑line  to  transport  water  from  the  Neyyar   dam   to   the   Aruvikkara   reservoir   and   for   construction   of  check   dams   along   the   33   km   canal   connecting   Peppara   dam   to   the  Aruvikkara  reservoir.  

• Intervened  with   the  Vizhinjam  International  Seaport  Limited   (VISL)  to   incorporate   a   Rs.   36   crore   turnkey   water   project   using   its  Corporate  Social  Responsibility  funds  to  meet  the  requirements  of  the  people  residing  in  Vizhinjam  and  surrounding  areas.  

• Successfully  intervened  with  the  Ministry  of  Urban  Development  for  allotment   of   an   additional   Rs.   10   crores   under   JNNURM   for  providing  adequate  water  supply  in  the  panchayats  newly  added  to  Thiruvananthapuram  Corporation.

9. URBAN  WASTE  MANAGEMENT  

• Obtained   central   government   funds   to   the   tune   of  Rs.   80   crores   for  setting   up   1070   lakh   litre   sewerage   treatment   plan   at  Muttahara   in  Thiruvananthapuram.  

• Took   initiative   to   include   Thiruvananthapuram   Corporation   as   a  under   the   Urban   Infrastructure   and   Governance   (UIG)   Scheme’s  ‘Mission  City’   programme   and  got   allotment   of  Rs.   24.56   crores   for  the  purpose.  

• Obtained   from   the   Central   Ministry   of   Urban   Development  additional   central   allocation   (ACA)   of   Rs.   10.45   crores   for  Thiruvananthapuram   Corporation   for   drinking   water   schemes   and  Rs.  2.94  crores  for  garbage  disposal  under  JNNRUM  funding.  

• Succeeded   in   obtaining   Rs.   57   lakhs   for   Thiruvananthapuram  constituency  for  the  ‘Total  Sanitation  Campaign’  mounted  under  the  Central   Rural   Sanitation   Programme   of   the   Ministry   of   Rural  Development.

10.  CONSERVATION  OF  WATER  BODIES  

• Provided   active   leadership   for   action   to   save   and   preserve   the  Vellayani  lake.    Obtained  Rs.  50  lakhs  central  government  assistance    for  the  purpose.    

• Succeeded   in   getting   a   major   sum   of   Rs.   24.56   crores   under   the  National   Lake   Conservation   Scheme   for   conservation   of   the   Veli-­‐‑Akkulam  backwater  lakes  in  the  city.  

• Provided  leadership  and  financial  support  for  the  work  to  clean,  de-­‐‑weed  and  develop  the  Valiakulam  water  body  in  Chenkal  panchayat.  

11.  AGRICULTURE  

Actively   intervened  with  concerned  departments  of   the  State  and  Central  Governments   and   was   successful   in   obtaining   the   following   schemes    under  the  Rashtriya  Krishi  Vikas  Yojana  (RKVY)  for  Thiruvananthapuram  constituency:-­‐‑  

• Cleaning  and   renovation  of  Asarikulam    water  body   (pond)to  facilitate     agricultural   activities     in   the   Keezhkolla   ela   in  Chenkal   panchayat.     A   sum   of     Rs.   66.91   lakhs   was   made  available  for  the  purpose.  

• Conservation   works   of   the   Venkulam   waterbody   in   Karode  Panchayat  to  facilitate  rice  cultivation  in  the  area.  A  sum  of  Rs.  90  lakhs  was  made  available  for  the  purpose.

12.  FISHERIES  

Succeeded   in   obtaining   sanction   for   the   following   schemes   under  NABARD  funding  in  Thiruvananthapuram  :-­‐‑  

• Rs.  232.90  lakhs  for  drinking  water  scheme  for  the  fishing  villages  of  Karikulam  and  Poovar.  

• Rs.   256.50   lakhs   for   developing   modern   fish   landing   centres   at  Parithiyur,  Poovar  and  Puthiyathura  villages.  

• Rs.   138.70   lakhs   for   constructing   water   channels   in   Adimalathura,  Ambalathumoola  and  Kottukal  villages.  

• Rs.  59.85  lakhs  for  constructing  a  solar  fish  drying  unit  at  Poovar  

• Rs.  34  lakhs  for  a  drinking  water  project  at  Kollengode  fishing  village  

• Rs.   34.40   lakhs   for   constructing   a   beach   road   at   Pulluvila   fishing  village  

• Ensured  higher   allocations  of   central   assistance   for   the   construction  of   houses   for   fisher   folk   under   the   National   Fishermen’s   Housing  Scheme.  

• Succeeded   in   obtaining   funds   to   the   tune   of   Rs.   8   crores   for  constructing   a   new   building   for   the   Central   Marine   Fisheries  Research  Institute  (CMFRI)  to  enable  the  Unit  to  continue  functioning  in  Vzhinjam.  The  work  was  completed  on   time  and  made  ready  for  inauguration.

13.  HOUSING  

• Vigorously   intervened   with   Central   Government   Ministries   and  guided   the   required   modification,   of   the   State   Government’s  proposal  for  construction  of  residential  structures  at  a  total  cost  of  Rs.  71.28  crores  to  rehabilitate  1032  families  living  in  crowded  huts  in  the  Harbour  Ward   of   Thiruvananthapuram   city   under   the   Rajiv   Awas  Yojana.  

• Successfully   intervened   with   the   National   Housing   Bank   to   issue  revised  guidelines  in  respect  of  ‘Reverse  Mortgage  Loan’  by  national  banks  to  allow  those  who  have  inherited  properties  to  also  be  eligible  to   apply   for   the   loan.   This   change   has   been   widely   appreciated  nation-­‐‑wide  by   thousands  of  people  who  were  enabled   to  apply   for  the  loan  facility  which  had  been  denied  to  them  till  now.    

14.  DEVELOPMENT  OF  TOURISM  

• Successfully   intervened   with   the   central   Ministry   of   Tourism   to  provide   a   special   Rs.   10   crore   package   for   enhancing   facilities   to  maintain  Kovalam’s  reputation  as  a  major  international  tourist  centre.  

• Succeeded   in  obtaining  funding  of  Rs.  2  crores   from  the  Ministry  of  Shipping   for  developing  a  children’s  park,  museum  and  other  basic  facilities  in  the  Vizhinjam  Light  House  and  surrounding  areas  .  

• Successfully  pursued  and  got  included  Thiruvanthapuram  airport  as  one   of   the   airports   where   bulk   arrival   permits   were   extended   to  tourists  arriving  from  abroad.

15.  CENTRAL  GOVERNMENT  INSTITUTIONS.  

• Served   effectively   as   elected   representative   of   Lok   Sabha   on   the  Institute  Body  of   the  Sre  Chitra  Tirunal   Institute  of  Medical  Science  and  Technology,  (SCTIMST),  Thiruvananthapuram.  

• Served   as   ex-­‐‑officio   member   of   the   governing   body   of   the   Rajiv  Gandhi   Biotechnology   Centre   (RGBC),   Thiruvanathapuram.  Effectively  intervened  with  Union  Health  Ministry  to  rush  testing  kits  and   other   equipment   to   Thiruivanathapuram   for   use   by  RGBCC   in  the  campaign  to  control  Chickenguneya  and  Dengue  outbreaks  in  the  city  and  other  parts  of  the  State.      

• Intervened   effectively   with   the   Government   of   India   to   pursue  Central   takeover   of   the   ‘Centre   of   Earth   Science   Studies’,  Thiruvananthapuram,   in   order   to   elevate   its   resource   base   and  capacity  for  excellence.  

• Successfully   intervened  with   the  Centre   for   cancelling   the  proposed  move   for   closing   the   branch   office   of   the   NFDC   at  Thiruvananthapuram.   The   office   has   now   been   allowed   to   be  continued  at  new  premises  at  Vellayani.    

• Successfully   intervened   to   ensure   that   the   newly   created   Regional  Office  of  the  CPWD  for  Kerala  is  located  at  Thiruvananthapuram.      

• Successfully   pursued   with   the   Central   Department   of   Labour   for  establishing  a   sub-­‐‑centre  of   the  ESI  at  Thiruvananthapuram  and   for  setting  up      a  ‘Centre  of  Excellence’  facility  in  the  Kazhakuttam  ITI  for  Women.

16.  DEVELOPMENT  OF  SCIENCE  &  TECHNOLOGY    

• Successfully  intervened  for  ensuring  the  establishment  of  a  Rs.  110   crore   Bio   -­‐‑Innovation   Center   of   the   Rajiv   Gandhi  Biotechnology  Centre    at  Akkulam.      

• Succeeded   in   obtaining   approval   for   setting   up   a   National  Centre  for  Molecular  Materials  at  Thiruvanathapuram    at  a  cost  of  Rs.  76.7  crores.    

• Approval   was   obtained   for   setting   up   a   Model   Science   &  Technology  village  at  Kottukal.    

• Successfully   pursued   the   case   for   including  Thiruvananthapuram   in   the   Union   Ministry   of   Non-­‐‑Conventional  Energy  Sources  ‘Solar  City’  project.    

• Obtained  approval  of   the  Ministry  of  Home  Affairs   for  setting  up  ‘Radiation  Detection  Dosimeter’  in  Thiruvanathapuram,

17. INFORMATION  TECHNOLOGY  

• Convinced  Oracle  Corporation,  the  second  largest  IT  company  in  the  world,  to  start  its  operations  from  Technopark.  Oracle  is  the  first  international  IT  giant  to  enter  Kerala  and  its  entry  has  already   had   significant   impact   on   employment   and   other  benefits   by   motivating   other   global   majors   to   set   up   their  centres  in  Thiruvananthapuram.    

• Ensured   that   infrastructure   facilities   including   buildings  were  made   available   for   the   Third   Phase   development   of  Technopark,  Thiruvananthapuram.    

• Successfully   pursued   approval   for   development   of   C-­‐‑DAC,  Software  Development  Park  of  India,  etc.  

 18. INDUSTRY  

 • Approval  for  releasing  Rs.  17  crores  out  of  a  total  package  of  Rs.  

39.34  crores  for  developing  a  Textile  Centre  Infrastructure  Park  at  Thiruvananthapuram.    

• Efforts   are   being   made   to   start   a   Global   Support   Center   of  ‘Ernst   &   Young’   at   the   Kinfra   Film   and   Video   Park   in  Thiruvananthapuram.

19. POSTAL  SERVICES  

• Intervened   successfully  with   the  Ministry   of   Communications  to   give   a   quantum   fillip   to   postal   services   in  Thiruvananthapuram   by   getting   approval   for   construction   of  three   major   infrastructure   projects   involving   construction   of  post   office   complexes   at   Poojapura,   Sasthamangalam   and  Karamana  and  for  significantly  enhancing  postal  services  in  the  city  and  its  environs.  

20. SPORTS  

• Was  effectively  involved  with  the  State  Government’s  efforts  to  make   a   start   in   creating   a   state-­‐‑of-­‐‑the-­‐‑art   modern   stadium   at  Kariyavattom  in  Thiruvananthapuram  for  the  National  Games  that  can  also  be  used  for  cricket  in  the  future.  

• Played   a   crucial   role   in   gaining   an   IPL   team   for   Kerala.   This  placed  Kerala  cricket  on  the  national  and  world  map,  enhanced  possibilities   for   local   cricketers,   and   attracted   many   more  visitors   and   tourists   to   our   state.   Despite   the   subsequent  disbanding  of   the       team,   the   boost   to  Kerala   cricket   remains,  and   the   possibility   of   Thiruvananthapuram   getting   a   cricket  stadium  of  international  standard  has  also  been  strengthened.

 21. OTHER  

 • Obtained   central   assistance   of   Rs.   1,5   crores   for   modernization   of  

facililites  at  Poojappura  Central  prison.  

• Provided   a   secure   fibre-­‐‑glass   boat   at   Amboori   crossing   from   the  Chandran  Tharoor  Foundation   in  order   to  ensure  safety  of   the   local  public   following   the   tragic  death  of   a   young   student   in   an   accident  there.    

• Made   vigorous   and   sustained   efforts   with   the   Central   Ministry   to  obtain  environment  clearance  certificate  for  re-­‐‑starting  the  renovation  work  of  the  famous  pilgrimage  Shrine  at  Vettucaud.  As  a  result,  the  work   has   now   re-­‐‑started   and   the   re-­‐‑construction   is   expected   to   be  completed  very  soon.  

• Obtained   assistance   of   Rs.   1.24   crores     under   the   Central     Suvarna  Jayanti  Gram  Rozgar  Scheme  for  raising  BPL  families  to  APL  level.  

• Arranged,   through     funds     provided   by   the   Chandran   Tharoor  Foundation,  a  sea-­‐‑outing  at  Kochi  for  81  students  and  accompanying  teachers  of  the  Government  Vocational  Higher  Secondary  School  for  the  Deaf,  Thiruvananthapuram  

• Took   a   principled   and   consistent   stand   on   the   issue   of   banning  ‘Hartals’  and  Bandh’  for  the  greater  good  of  the  long-­‐‑suffering    public  and  the  State.        

• Strongly  took  up  with  the  Ministry  of  Finance  the  case  of  improving  pension  facilities  for  EPF  beneficiaries  across  the  country.

• Strongly   took   up   with   the   Chief   Minister   the   case   for   providing  reservation   in   the   State   Government   services   for   ex-­‐‑servicemen  hailing  from  the  State.    

• Provided  support  and  personal  resources  for  meals  and  recreational  outings  for  inmates  of  various  Homes  for  the  Aged,  orphanages  and  students  of  the  School  for  Hearing,  Thiruvananthapuram.  

• E-­‐‑Toilets   were   set   up   in   selected   schools   and   water   purifiers   were  distributed   in   schools   in   the   coastal   areas   through   the   Chandran  Tharoor  Foundation.

22. QUALITY  OF  LIFE  /  CULTURE    

• Personally   intervened   to   bring   the   world-­‐‑renowned   Hay   Literary  Festival,   which   had   never   before   been   held   in   India,   to  Thiruvananthapuram   in   November,   2010.   The   annual   event  showcased  international  celebrities,  writers,  artists  and  policy  makers  who   converged   on   Kerala’s   capital   to   brighten   the   intellectual  horizon  of  the  city.  The  Festival  was  held  for  a  second  year  running  in  November,  2011.  

• Put  forward  proposal  and  successfully  pursued  with  the  ‘National  Flag   Foundation   of   India’   to   install   the   National   Flag   at   the  Kanakakkunu  Palace   grounds   in   Thiruvananthapuram   city.     The  iconic   flag   is   one   of   the   tallest   and   largest   in   the   country   and   a  spectacular  adornment  to  the  city  today.  

• Actively   pursuing   proposal   to   issue   a   commemorative   postage  stamp  in  honour  of  the  father  of  Malayalam  language,  Thunjathu  Ramanujan  Ezhuthachan.  

• Took   up   proposal   and   succeeded   in   getting   the   Department   of  Posts   to   issue  a  commemorative  postage  stamp  in  honour  of  Shri  C.V  Raman  Pillai.    

• Actively   pursuing   proposal   to   issue   a   commemorative   postage  stamp  in  honour  of  Dr.  Palpu  the  great  social  reformer.    

• Successful  in  getting  Central  Government  a  major  allocation  of  Rs.  26  crores  for  renovating  the  iconic  Tagore  Centenary  Hall  Cultural  Complex  in  Thiruvananthapuram.

•  Action   taken   to  make  Barcelona   city   of   Spain   the   ‘Twin  City’   of  Thiruvananthapuram.   Through   the   MP’s   negotiations,   avenues  were   opened   for   cooperation   for   development   in   the   fields   of  tourism,  urban  development,  sports,  etc.  The  possibility  of  world-­‐‑class   training   in   football   was   also   raised   in   liaison   with   FC  Barcelona,  including  arranging  training  by  experts  from  Barcelona  for   children   of   coastal   areas.   Representatives   from   Barcelona  arrived  in  Thiruvananthapuram  three  times  and  held  discussions.  The   agreement   only   required   approval   by   the  Thiruvananthapuram  Corporation,  but  as  a  result  of  petty  politics  by  the  Left-­‐‑dominated  Municipal  Corporation,  the  agreement  was  sadly  allowed  to  lapse.  

•        As  a  precursor  to  the  above-­‐‑mentioned  agreement,  world-­‐‑class  artists   in   various   disciplines   were   brought   to  Thiruvananthapuram   from   Barcelona   and   they   performed   in  events  held  over  three  days  on  23rd,  24th  and  25th  May  2010  in  the  city.

23.  NON-­‐‑RESIDENT  INDIAN’S  WELFARE    

• Successfully   intervened  with   the   Prime  Minister   arguing   in  favour  of  removing  NRI  remittances  from  the  Service  Tax  net  This   resulted   in   the   Prime   Minister,   then   holding   direct  charge   of   the   Finance   portfolio,   to   get   the  Central   Board   of  Direct   Taxation   (CBDT)   to   issue   a   clarification   that  remittances   by   NRIs   will   not   be   brought   under   the   new  Service  Tax  regulations.  This  has  provided  immense  relief  to  millions   of   expatriates   and   notably   the   large   Keralite  diaspora  in  the  Gulf  countries.  

 • Successfully   lobbied   for   the   setting  up  of  Sri  Lankan,    UAE  

Consulates   in   Kerala   in   Thiruvananthapuram.   This   will  provide  major   consular   services   and   other   conveniences   in  general   to   the   people   of   the   region   in   particular   to   the  constituents   of   Thiruvananthapuram   Parliamentary  constituency   in   particular.   The   move   is   also   expected   to  influence  other  countries  to  locate  their  consulates  in  the  city.  Succeeded   in  setting  up  an  honorary  consulate  of  Sri  Lanka  in   the   city.   A   proposal   for   a   Trade   Office   of   the   UK   High  Commission  is  under  consideration.

24.  WORK  AS  UNION  MINISTER  OF  STATE  FOR  FOREIGN  AFFAIRS  

 

• Your  MP’s  work  as  Minister  of  State  for  External  Affairs  (2009-­‐‑10)   the   period   in   which   he   was   holding   that   Office,   was  nationally  appreciated.  In  that  short  11  months,  he  succeeded  in  opening  new  vistas  for  India  in  Africa,  travelled  extensively  to  the  countries  under  his  charge,  became  the  first  Indian  Minister  to   visit   Haiti   after   the   disastrous   earthquake   in   that   country  which  drew  international  attention  due  to  the  large  number  of  casualties,   and  made  path-­‐‑breaking   progress   in   relations  with  countries  of  Africa,  Latin  America  and  the  Gulf  region.  

•  He   initiated   new   policy-­‐‑planning   activities   on   the   Indian  Ocean  and  represented  India  effectively  at  many  global  events,  creating   new   relationships   especially   with   the   Francophone  countries  in  Africa.  

• Received   appreciation   from   all   quarters   for   guiding   and  implementing   Haj   pilgrimage   arrangements   in   an   exemplary  manner.   These   efforts   led   to   the   pilgrims   completing   their  pilgrimage  with  enhanced  safety  and  without  having   to  make  any  complaints.    

• Made   improvements   in   the   functioning   of   passport   offices.  Action   taken   to   start   Passport   Seva   Kendras   (PSK’s)   at  Vazhuthacaud   in   the   city   and   at   Neyyatinkara.     The  Neyyatinkara  PSK  came  into  existence  only  due  to  the  decision  made  by  the  MP,  as  the  Minister  of  State.

• Whenever   such  help  was   sought  by   the   constituents  or  others  from  Kerala,   the  MP’s  Office  and  he  himself  personally  as   the  Minister   of   State,   intervened   speedily   and   directly     in   cases  where  they  were  facing  problems  relating  to  visas,  repatriation,  compensation  claims,  transportation  home  of  mortal  remains  of  deceased  persons,  etc.

(In-­‐‑between  his  two  stints  as  Minister  of  State)  

• Was  the  Member-­‐‑Convenor  of   the  Parliamentary  Forum  on  Disaster  Management,  and  a  member  of  the  Standing  Committee  on  External  Affairs,  the  Consultative  Committee  on  Defence,  the  Public  Accounts  Committee  and  the  Joint  Parliamentary  Committee  on  Telecoms.  The  five   Committee   assignments   reflected   an   unusual   level   of  responsibility  and  trust  in  the  MP.    

• Participated   prominently   in   many   of   the   important   debates   which  took  place   in   the  House  during  his   tenure,   including  on   the  Lokpal  Bill,   the  Motion  of  Thanks  on   the  President’s  Address,   the  Demand  for  Grants  of  the  Ministry  of  External  Affairs,  the  Demand  for  Grants  of   the   Ministry   of   Commerce   and   Industry,   on   ‘Black   Money’,  Copyright  Rules  and  the  at  the  Special  Sitting  held  to  commemorate  the   60th  Anniversary   of   Parliament.   Your  MP’s   speeches   during   the  debates,   interventions   and   questions   have   been  widely   appreciated  by   leaders  and  other  prominent  members  of   the  parties   represented  in  the  House,  cutting  across  political  lines.    

• Raised   many   specific   issues   relating   to   the   Constituency   through  Parliament   Questions,   interventions   in   debates.   Raised   the   issue   of  the   garbage   crisis   in   Thiruvananthapuram   city   through   a   Special  Mention.    Another  issue  which  was  raised  through  a  Special  Mention  was   the   need   for   enforcing   safety   measures   and   guidelines   for  transportation  of  school  children.

• Introduced   a   Private   Member’s   Bill   on   the   all-­‐‑important   subject   of  setting  up   of  High  Court   Benches   in   State  Capitals.   The  Bill,  which  could   have   added   momentum   to   the   setting   up   of   a   High   Court  bench   at  Thiruvananthapuram   received   selection   through   the   ballot  and  was  slated  for  consideration  of  the  House,  but    that  day’s  sitting  was  cancelled  due  to  disruption  of  the  proceedings  by  the  opposition  benches   and       its   consideration   was   thus,   most   unfortunately,  aborted.
