BRITISH COLUMBIA OFFSHORE SCHOOL PROGRAM

In this consent:

“Owner/Operator” means the school authority outside British Columbia that is a party to a British Columbia Offshore School Pre-Certification

Agreement or British Columbia Offshore School Certification Agreement;

“Personal Information” means recorded information about an identifiable individual and includes the name and student record of the student;

“Province” means Her Majesty the Queen in right of the Province of British Columbia, Canada as represented by the Minister of Education;

“School” means Hayat Universal School (HUBS-Qatar) in Doha, State of Qatar, operated by EduGlobe Corporation.

1. the Owner/Operator disclosing mine and/or the student’s Personal Information to the Province;

School-wide Rules for Students - Parent Acknowledgement Form 1. Commit to wearing the school uniform every day:

Comfortable closed-toe shoes should be worn. Colors should be suitable for the school uniform. Only white, black, brown and beige are allowed. Bright colors must be avoided.

Athletic shoes should also match the school uniform (white or black), soccer cleats are prohibited so as not to cause harm to other students.

Girls in higher grades may wear a black Abaya with long sleeves and no open front. Simple black embroidery and/or the use of some white, beige or brown fabric on the sleeves or edges of the Abaya is allowed. The use of other colors and/or glitter embroidery or stones or excessive ruffles is not allowed.

Open abayas may only be worn over the school uniform.

If the school introduces an Abaya as part of the school uniform, all students must adhere to wearing the school Abaya.

2. Girls must not wear make-up, accessories or jewelries.

3. Girls must tie their hair back and have their nails cut and unpolished.

4. Boys must have their hair and nails cut, and commit to personal hygiene.

5. Students must bring their belongings with them at the start of the school day. The administration will not receive any belongings, such as books, notebooks, glasses, food, etc, after the start of the school day. This is to ensure students develop their sense of responsibility and to avoid constant interruption of classes.

6. Technological devices such as cell phones, iPads, and electronic games are not allowed at school without permission from the Administration. Violation will eventually lead to confiscation of the device and keeping it until the end of the year.

7. Do not bring Arabic or English books/stories that have inappropriate content that is against or Islamic traditions to school.

8. Commit to eating healthy food. Do not bring junk foods like chips, chocolate, or soft drink. Such foods will be confiscated.

9. Commit to praying at school.

10. Respect each other and welcome others from different nationalities, religion, and tribes.

11. Never use bad words at school.

12. Commit to regularly attending school every day beginning at 7:00 a.m.

13. Do not leave the class and stroll around the school, for any reason.

14. Commit to the school and classroom rules. Administrative instructions should not be violated.

Consequences for Violating School Rules

1. First infraction – remind the student of the expectation. Follow up the

next day to ensure compliance.

2. Second infraction – contact the parents of the student informing them of the school rules and

seeking their support in changing the student’s behaviour

3. Third infraction – send a letter to, and contact by telephone, the student’s parents informing them

that a fourth infraction will result in the student spending two hours working in the Guidance

Centre.

4. Fourth infraction – student spends two hours working in counselor’s office. Parents are contacted

by telephone, informing them that a fifth infraction will result in either the student being sent

home or the parents bringing appropriate clothing and/or shoes for the student.

5. Fifth infraction – student is sent to the office. Parents will be contacted to pick up the student or

to bring him appropriate clothing and/or shoes.

Consequences for not following the School Rules – Technology

1. First infraction – remind the student of the expectation. Confiscate the device until the end of

the day. At that time the student will sign an agreement not to bring technological devices

without permission from the Administration. The student needs to be accompanied by the adult

picking them up from school.

2. Second infraction – Confiscate the device for two days. Contact the parents to come and pick up

the device and sign an agreement that the student will not bring technological devices without

permission from the Administration. Parents will be informed that a future infraction will result in

the confiscated device being kept until the end of the year.

3. Third infraction – Confiscate the device until the end of the year.

Bringing Student Belongings after the Start of the School Day

The administration will not receive any belongings, such as books, notebooks, glasses, food, etc, after

the start of the school day. This is to ensure students develop their sense of responsibility and to

avoid constant interruption of classes.

Promotion and Retention Policy

A. Preamble

At Hayat Universal School, we believe that all students can learn in a caring and stimulating environment that recognizes and addresses their individual differences, talents and learning styles.

As a BC Offshore School, we strive to achieve this by developing the individual potential of students to acquire the knowledge, skills and abilities to grow in their learning and contribute to their society in a positive manner.

The BC system is designed to be personalized, flexible and enabling of student success.

Students are promoted to the next grade as a result of acquiring the skills and competencies needed to succeed in their coursework, and demonstrating growth in personal and social responsibility; all while meeting the requirement for attendance for class study at Hayat

To be successful our school must also be effective and accountable to students and parents.

Thus, occasionally, in spite of the best efforts of the student, the teacher and the parent, the student does not achieve success. In such cases, it may be necessary for the student to be retained in the same grade the following year.

In general, all students are/will be moved to the next higher grade except those who are not successful in courses, or in attending regularly as detailed in the following policy guidelines:

B. Pre-KG, KG1 and KG2

Given the developmental nature of Pre-KG, KG1 and KG2 young students, and their introduction to the English Language as ELL (English Language Learners), they will not be considered for retention regardless of the number of courses failed, unless the parents and the school Administration are in agreement that retention is in the best interests of the student.

Where parents request that their child be retained, it is the parent’s responsibility to determine the student’s eligibility for Government or corporate funding in the year of retention.

C. Lower Elementary Program (Grades 1 – 3)

Students in Grades Grade 1 to Grade 3, who receive a final grade of ‘Not Yet Meeting’ in two primary courses are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Students who receive a final grade of ‘Not Yet Meeting’ in the same primary course two successive years are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Primary courses are: English Language Arts, Mathematics and Arabic

Students who have demonstrated chronic absenteeism (i.e. are absent without excuse for more than 10% of the school year) which is equivalent to 18 days, are subject for retention in the same grade.

Notwithstanding the policy to fail students as noted, students in the Lower Primary program should be judged on a holistic basis. These very young students learn at different rates and in different ways. Therefore, when making recommendations to the Principal regarding Lower Primary students, the Adjudication Committee should give every consideration for promotion

based upon such considerations as chronological age, the number of years registered in the BC Program, the past record of success or failure, and the students’ overall performance in all the courses.

D. Upper Elementary Program (Grades 4 – 6)

Students in Grades Grade 4 to Grade 6, who receive a final grade of ‘Fail’ in two primary courses are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Students who receive a final grade of ‘Fail’ in the same primary course two successive years are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Primary courses are: English Language Arts, Mathematics and Arabic.

Students who have demonstrated chronic absenteeism (i.e. are absent without excuse for more than 10% of the school year) which is equivalent to 18 days, are subject for retention in the same grade.

E. Middle School Program (Grades 7 – 9)

Students in Grades 7 to 9 who receive a final grade of ‘Fail’ in two primary courses, or one primary course and two or more secondary courses, are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Students who receive a final grade of ‘Fail’ in the same primary course two successive years are subject to retention in the same grade and may be required to re-register to repeat that academic year.

Primary courses are: English Language Arts, Mathematics and Arabic

Secondary courses are: Science and Social Studies

Students who have demonstrated chronic absenteeism (i.e. are absent without excuse for more than 10% of course) which is equivalent to 18 classes, are subject to fail the course.

F. Graduation Program (Grades 10, 11 and 12)

Students in Grades 10 to 12 must pass all subjects identified as Graduation Requirements. They need to refer to the BC Secondary Program Head for more detailed information on the Graduation Requirements.

A student failing any single course may be promoted to the next higher grade. Failing a course may not result in retention. However, when a required course is not passed, and a student must re-take it in a successive year, the student may see his or her graduation delayed by one year to provide the time necessary to make up the required course or courses.

A student who has demonstrated chronic absenteeism (i.e. is absent without excuse for more than 10% of the duration of a course), which is equivalent to 18 classes, is subject to fail the course.

G. Credit Recovery

Credit Recovery is the process by which a student will undertake additional work and/or assessments, as required by the Adjudication Committee, to demonstrate an adequate level of achievement in a course to receive a passing grade and ‘credit’ for that course.

When a student is successful in achieving Credit Recovery in the course or courses previously failed to the extent necessary to allow promotion, he/she will be promoted to the next highest grade. If the student is not successful with Credit Recovery, he/she will be considered for Retention.

Credit recovery in the BC program usually requires the completion of additional work and/or assignments prior to sitting a new final exam in the course or courses failed.

Students who fail in any of the Primary or Secondary subjects at the end of the year after passing the subject in Term 1 and Term 2 will receive an I in that particular subject on their final Report Card. They will have to appear for the August test for that subject. The mark on the Report Card will be changed based on their performance in the August test. This procedure is based on the BC Education law, which mandates students receive an I (Incomplete) before getting an F.

H. Adjudication Committee

The Adjudication Committee is comprised of i) one Arabic Vice-Principal or representative, ii) one or more BC Educational Administrators (BC Heads), and, iii) may include one or more classroom teachers. The Principal chairs the meetings.

The Adjudication Committee makes recommendations to the principal regarding the status of students who are failed and who are therefore candidates for retention. The decision of the Principal in matters of promotion or retention, subject to the requirements of the Qatar Ministry of Education and the BC Ministry of Education, is final.

Note Regarding Re-registration Settling the re-registration fee does not constitute a guarantee on the part of the school that the student will be promoted to the higher grade. The purpose of the fee is to book a seat in the following year. Promotion to the higher grade, as is the norm in schools, requires meeting specific academic requirements including regular attendance. This is detailed in the policy above and has been sent with Term 1 report cards. The school will continue to communicate with parents to follow up on students who need support to improve their academic achievement, behavior or attendance. If a student does not succeed in meeting the promotion requirements and parents do not want to have their child retained, booking will be cancelled and the re-registration fee will be refunded in full.

Procedure for Behavior Modification March 2018

Procedures for Behavioral Modification Including Consequences of Violating the Behavioral Policy

Steps of the Student Discipline Procedure consist of three cumulative stages. Steps continue and expand from one stage to another.

1st Stage: Educating Students about Positive Behavior and Implementing Strategies to Proactively Address Negative Behavior

To avoid discipline issues the school proactively addresses negative behavior; members of administration and teachers teach positive behavior and model to help students behave positively and avoid being disciplined. The following steps are taken:

1. Clear school and classroom expectations established, and

2. Positive Behaviour Programs, Rewards and Recognition

Should discipline issues arise they will be addressed through classroom and behavior management strategies such as:

1. Have one to one discussion with the student to remind them of good and acceptable behaviors and to use applicable programs and rewards. Arabic/Islamic Education teachers may remind the student of related teachings of the Quran, Prophet Mohammed Hadith and positive behavior norms within the Qatari culture.

2. Moving the student to another spot in the classroom (near the teacher) and/or separating the child from others

3. Teacher gives the student more responsibility in the classroom, such as sharpening pencils, handing out or collecting materials, organizing books, etc.

4. Loss of privilege such as recess, computer lab or PE activities, or going on fieldtrips.

5. Teachers will inform parents by email or Plus Portal as early as possible when discipline issues arise, especially when behaviour has resulted in loss of privilege.

2nd Stage: Developing the Individual Behavior Modification Plan

Should discipline issues persist after using classroom management strategies, the teacher, school Administration and parents will work to jointly create a behaviour plan.

The behavior plan is signed by the parent, teacher and concerned member of administration. A copy is sent to the parent. The counselors also receive copies so that they will open a file for the student, where the plan will be kept, and start working on the case. Also an electronic file will be created for the student in the Discipline Module of the Student Information System (Rediker). In this file, the repeated infractions that have led to the creation of the behavior modification plan will be entered. The consequence section will show a behavior plan has been created.

If the parent refuses to meet with the teachers and Program Heads, the behaviour plan will be created and implemented. A hard copy of the plan will be sent to the parent. A soft copy will be uploaded on Plus Portal.

Important Notes

If the school invites a parent to attend a meeting regarding the behavior of their children and the parent does not attend the meeting; nor do they reschedule it for some other time, the meeting will be held without the parent. The school will send the minutes of the meeting to the parent including any planned actions that may result from the meeting. The minutes will also be placed on the PlusPortal for the parent to access it.

The student will not be allowed to re-register in the following year if:

o They receive three warning letters in one school year,

o They receive four warning letters in two years,

o They receive five warning letters in three years.

Parents will be informed of the status of their children before the end of the school year.

If a student is not allowed to re-register for repeated violation of the school behavior policy, they will not be allowed to re-register in any other following year and their application will not be entertained.

Academic Consequences forUnexcused Absences, Excessive Tardiness and/or Unexcused Early Exits

1) INTRODUCTION AND RATIONALE

1-1 Compulsory Student Attendance is Required

The school year at Hayat Universal School (HUBS) has 180 instructional school days. The school day starts at 7:00 am and all students are expected to be in their classes at that time. Frequent absences, late arrival or early departure can seriously affect the academic development and performance of a student.

Students must attend school as required and students must attend on time. Students must not leave the classroom during classes and must return to classes on time after recess.

Periodically, there are requests from parents to give students permission to miss school.

We ask that parents not have students absent from school, except in emergencies. Students can only take advantage of the instruction and learning for their formal education if they are in class.

1-2 Negative Impact of Tardiness and Absenteeism

Any absences from school may involve the student missing several, if not all, of the following graded activities: key classroom instruction, participation in discussions, projects, audio-visual presentations, written assignments, reports, quizzes and major tests.

Absences of 10% or greater of instructional time is considered Chronic Absenteeism and is directly related to Academic Success.

The probability of academic success increases as attendance improves; the probability of academic failure increases when attendance is poor.

In particular, it should be noted that the start of the school year is important to school success as routines and expectations are established and learning starts immediately. Late arrivals in the fall are not excusable. As well, valuable learning takes place in the first session of the school day when student alertness is at its peak and critical instruction is provided. The loss of these learning opportunities due to tardiness greatly hampers student success.

2) EXCUSED AND UNEXCUSED ABSENCES AND EARLY EXITS

2-1 Definition

An "Excused" Absence, Late Arrival or Early Exit is one that is approved by the Principal. Without school approval, these cases will be registered as ‘Unexcused’.

2-2 Cases Where Absence/Late Arrival/Early Exit May Be Registered as "Excused"

Absences from school due to personal illness, death in the family, emergency dental or medical treatment, renewal of passport or attainment of documents or other necessary reasons are sometimes unavoidable. Genuine and unavoidable absences will normally be treated as an ‘Excused Absence’. The same applies for lateness or early exits.

It is a parental responsibility to ensure that a child is well enough to attend school, and a pupil who is clearly unwell should not be at school. This is not only to safeguard the sick child but also to prevent any infection being transmitted to other students and staff. If there are any concerns about whether a child should be attending school, please contact the School Nurse for further information.

2-3 Requirements for Requesting an "Excused" Absence/Late Attendance or Early Exit

2-3-1 Non-Emergency Requests

a. Approval of absences, late arrivals or early exits for reasons other than illness or family emergency must be requested a minimum of one day in advance of the expected absence. Parents must do their best to schedule doctor or dentist appointments outside of school time.

b. Requests should be submitted in writing at the Reception Office. It is not sufficient to inform the teacher or any member of the administration.

c. Approvals, if any, are issued from the Principal. d. Parents are required to support their requests with documents such as a doctor appointment card. e. Absences/late arrivals/early exits not approved in advance will normally be considered ‘Unexcused’.

2-3-2 Emergency Requests

a. In case of absence/late arrival/early exit not approved in advance, the parent must submit a request in writing to consider the case as Excused.

b. The request must be supported by a note from a doctor where applicable. Said note, or medical certificate, must be submitted within 24 hours of the return to school for the absence to be marked as ‘excused’.

c. Without a written request clearly specifying the nature of the emergency and providing the required documents, the case will be registered as "Unexcused".

d. All requests are to be submitted at the Reception Office e. Approvals of requests to consider emergency absence/late arrival/early departure as Excused, if

any, are issued from the Principal. f. Requests for Early Exit not approved in advance, may result in a wait of up to thirty minutes for staff

to collect the child. g. When parents request early exit of their children because of an emergency, one of the parents

must come to pick them up. Such students will not be allowed to leave early with a driver.

CONSEQUENCE FOR EXCESSIVE UNEXCUSED ABSENCES/LATES/EARLY EXITS

1. A student is permitted to be miss school days for not more than 10% of the school year. This means students are allowed a total of 18 unexcused absence days for the entire academic year in grades 1 – 6, or 18 classes of a course in grades 7 – 12.

2. Students who miss more than 18 days (in grades 1 – 6) or 18 classes of one course (in grades 7 – 12) are subject for failing the school year/the course. These decisions will be reviewed by the school Adjudication Committee.

3. Three (3) unexcused lates and/or early dismissals count as one (1) unexcused absence. 4. Attendance at all grades is critical to success. Younger students in PreK, K1 and K2 also need to follow

the school policy regarding chronic absenteeism. Should a younger student be regularly absent, the parents will be contacted and advised of the consequences should their child be in a higher grade for the purposes of educating the parents to the school policy. Failing the year will not apply to students in PreK – K2.

3) Attendance procedure:

School day will start at 7:00 am.

Attendance will be taken at 7:05. Any student arriving to school after 7:05 am must go to the Reception for a Late Slip.

The Late Slip will be presented by the student to the teacher for entry to class. Without the slip the student will not be allowed in the class. A student will be registered as Tardy for late the arrival.

In grades 7 – 10, attendance is taken at every session. Students arriving to class after the start of the session will be registered as late arrivals and such incidents will be counted towards unexcused absences for the course.

4) Keeping parents in informed of student attendance:

The school commits to keeping parents informed in a timely way regarding the attendance of their child. This is to encourage improved attendance and to ensure that any errors are quickly addressed.

5) SPECIAL NOTES REGARDING OTHER ATTENDANCE MATTERS

a. School is not responsible for making up work for unexcused absence/tardiness/early exit:

Where a student absence has been ‘approved’, that student may make arrangements with individual teachers to make up missed exams or work. Otherwise, HUBS is not be responsible for covering missed instruction as a result of unexcused absence, tardiness or early exit. This would delay progress on the course year plan. The school also will not allow students who are absent/late to class, or who have been suspended for violating the behavior policy, to receive help in the support program simply because they have missed instruction. This program is meant to help serious students who attend class regularly and are still struggling.

It is the responsibility of families that students not miss school at any time. This is especially important before and after school breaks. Family trips must be planned only on those days during the school breaks. Each day missed is a missed day of instruction for our students.

b. Illness arising during the school day:

Students who become ill during the school day and who are not able to continue in their classroom will have their parents contacted for early dismissal. In PreK – grade 6, once a student attends in the morning, they will be counted as present for the day.

2020-9201Financial Policy For Academic Year

It is our pleasure that you have enrolled your child at Hayat Universal Bilingual School. Following is the financial policy for the academic year 2019-2020, which explains the collection of tuition fees and their due dates and other policies which are necessary to clarify, in order to facilitate your dealing way with the school and help organize and smoothen the flow of our operations. Note that these policies are under review by SEC and you will be notified in case of change.

1- Tuition Fees for the Academic year 2019 - 2020: Below is a table of the tuition fees for 2019 – 2020 for students. Kindly note the tuition fee could be changed, subject to the approvals of Ministry of Education.

Methods & Dates Payments settlement: (a) For New Students: 1. A non-refundable registration fee of QR 2770 is mandatory for all new students, due upon registration and completion of all necessary

enrollment documents. This fee is non-refundable, even in the cases of cancellation of enrollment before the start of the academic year, or withdrawal after the start of the academic year, regardless of the reasons.

2. First Installment is due on 1st September 2019; parents hereby commit to settle this payment before starting-time students. 3. The second installment is due in the first week of January 2020. Parents hereby commit to settle this payment on time.

(b) For Returning Students: 1. A non-refundable re-registration fee of QR 2170 is mandatory for all returning students who wish to continue to stay enrolled with the

school for the coming academic year in order to confirm seat reservation. This fee is non-refundable, even in the cases of cancellation of enrollment before the start of the academic year, or withdrawal after the start of the academic year, regardless of the reasons. The re-registration fee is counted for as part of the first installment.

2. First Installment is due on 1st September 2019; parents hereby commit settling this payment before starting-time students. 3. The second installment is due in the first week of January 2020. Parents hereby commit to settling this payment on time.

(c) For Students whose tuition fees are paid by parents' employers or through State educational coupons:

The parents must hand the proof of payment of tuition fees by their employers or through State educational coupons to the school at the installment payment due date. Parents must also abide by the following:

(a) At the time of either registration or re-registration, parents must pay the registration/ re-registration fee and provide the school the State educational coupon or a letter from his/ her employer confirming its consent to pay the tuition fee during September 2019. Parents, who do not provide the required documents, should pay the due amount during September 2019.

2- Withdrawals: In case of withdrawing the student the parent should inform the registration and financial dept. two weeks before 2nd term due, and fill cancellation form.

1- Registration fees and re-registration fees are not refundable. 2-Student who leaves at the beginning of the official school time and before 31/12 has to pay 1st term and registration fees not consider part of it. 3-Student who leaves at 1/1 or later has to pay full tuition fees. 4-There is no refundable tuition if the parent doesn’t fill cancellation form two weeks before due payment. 3- Late joining: 1-Student joins before 1/1 have to pay full tuition fees. 2- Student joins from 1/1 till 15/3 have a discount 35% from tuition. 3- Student joins after 15/3 a discount of 65% from tuition. 4-Parents should pay full registration fees in all cases and there is no discount for registration fees and it is unrefundable. 4- General Policies: 1. All parents are kindly requested to adhere by the school financial policy and settle payments on the assigned due dates without delay. 2. The school reserves the right to reconsider/ reschedule payment timings in the case of payment delays or emergencies. 3. The school reserves the right to take all necessary legal actions in the case of non-conforming with this policy.

2020-9201Financial Policy For Academic Year 4. The school reserves the right in case of not paying dues to cancel registration of students during the academic year and / or to renew the

registration for the following year in the event that the fees are not paid. This applies even if the guardian paid the seat booking fees for the following year. This includes parents who pay the fees themselves and those who receive support directly from the agencies / companies employed by them, or through the educational voucher system.

5. The school reserves the right to change tuition fees for any stage according to the approvals obtained from the Ministry of Education. 6. Registered students must adhere to school attendance from the first day of school till last day. 7. If the student is absent for five days or more at the beginning or after the beginning of the academic year or during without informing

the school in writing of the delay and obtaining the approval of the school administration to absentee, the school has the right to cancel registration and registration of another student. The parent is not entitled to recover or claim registration fees or re-registration fees in this case.

8. The parent is not entitled to oblige the school to re-enroll his children in the following school year unless he re-enrolls them during the period specified by the school administration and pays the fees for re-registration after paying the installments due for the full year.

9. The school reserves the right to refuse the re-registration of a particular student for the next academic year for reasons such as,

examples limited to: student's academic performance and behaviour during the current year, the school's ability to address his/ her needs without Compromising the needs and/or safety of other students. In such cases, parents will be notified during the re-registration period, before the end of March.

10. It is not permissible to transfer registration fees paid from one student to another even if the other student is from the same family. 11. School transportation is not available. 12. Book fees are charged with the fees of the first semester on the first of September for the students. 13. Students must wear school uniforms since the beginning of the school year. 14. The school has the right to refrain from providing the parents with any certificates or reports about students or official papers for the

student unless all the required school fees are paid. 15. For parents whose children school fees is settled by external parties: the school is not responsible about following up directly with

companies or official entities that are responsible for payment of students' tuition. It is every parent's responsibility to follow up with his/ her employer or the official authority to provide the school with the necessary documents when payments are due, and without delay. Any delay will be the responsibility of the parent and he/ she will have to pay the due tuition fees in full in the case of inability to provide the required documents in due time.

16. In case the external party does not pay the tuition fees or reject payment, the parents are responsible to settle dues to the school and payments should be on dates specified in this policy.

17. Posted dated cheuqes will not be accepted more than two weeks after the check was issued. 18. Rejected cheques: Parents whose cheques have been unaccepted/ rejected from the bank must revert to the school and make their due

payments in full within 2 days of being notified by the school with cheque rejection. In the case of failure to do so, the school has the right to re-present the cheque once more within a week's time. If the cheque is rejected for a second time, the school reserves the right to take appropriate legal action.

19. The number of students per class 25 may exceed this number in some classes if the school had to accommodate its students moving to the higher stages, brothers and children of employees.
