Section 5410.02 – Additional Requirements, page 10

This section was revised to allow the district to comply with HB 7069. This sections removes the mandatory placement into intensive courses.

• 5410.02, page 10 – As a result of HB 7069, students scoring at Level 1 or 2 on statewide assessments for ELA may be enrolled in a remedial course or a content area course in which remediation strategies are incorporated into course content delivery.

• 5410.02, page 11 – Also from HB 7069, similar language is represented for mathematics.

Section 5410.02 – Additional Requirements

Minor changes were made to the following sections:

• Sixth grade reading: revised to allow any 6th graders in a district application program be exempted from 6th grade reading, page 10.

• Career Education and Planning: Students will complete a course before they leave 8th grade to generate a personalized academic and career plan, pg. 11.

• Health requirement for 6th & 8th grade: language changed from 18 weeks to 1 semester. Additional language was added to allow 6th & 8th graders enrolled in yearlong electives to opt out of both health and physical education with parental consent, pg. 11.

Section 5410.02 – Promotion and Retention

Minor adjustments were made to this section to provide clarity:

• Removal of the language regarding the usage of statewide/standardized assessments to determine the promotion of students, page 13.

• Added a recommendation for 6th or 7th grade students failing 3 or more basic courses, page 13.

• Removal of the language regarding the need for a student to pass 5 additional courses beyond the REQUIRED CORE COURSES, page 13.

Section 5410.02 – Enrollment in PVS or FLVS

Minor adjustments made to this section to provide clarity:

• Item # F: revised to match the new requirements of assigning a W/F code to students who withdraw before completing a course, page 15. Student transcripts will still reflect in course history as a WF code, but it will not count in computation of GPA.

• Item #H: this item was removed as this practice is not used in Middle Schools, page 16.

5210- Late Entries (separate policy being added to Student

Progression Plan)

• Rationale for Changes:

• More often than not, late entries into high school are dictated by parent mobility/homelessness/ foster care placement and other factors not controlled by students

• If the student enters school late and performs well, the assumption can be made that they came with the prerequisite skills for success in their current classwork

5420.03- Reporting Student Progress/Class Ranking High School(p. 27 of 76)

Under Final Examinations (A) (1)

• Rationale:

• High School Education Department will phase in Pinellas County Common Assessments with most enrolled/required for graduation courses first.

• Additionally, after a 1st year of data collection/analysis where teachers will continue to determine final exam grades/scales, we wish to use a score-norming process through AAR to ensure consistency in final exam grades across the district.

5420.03- Reporting Student Progress/Class Ranking High School (pp. 29-32 of 76)

Under Final Grades

• For the section that describes grade points starting in 2014-15 and subsequent years, we removed all references and GPA information to courses identified as “basic courses”- they do not exist any longer.

• Change in letter H corrects an error/omission from last year, Pre-IB courses receive the 0.5 Q point and not the 1.0 Q point (that was in place for 2014-15).

5420.03- Reporting Student Progress/Class Ranking High School (page 33 of 76)

• Forgiveness Policy

• Change “end of 2nd semester of senior year” for awarding grade forgiveness to end of summer term.

• Rationale:

• DOE rules allow students to finish earning required credits/raising GPA for graduation throughout the summer of the senior year.

• Encourages all students to improve skills/knowledge and master standards by engaging in grade forgiveness for any D or F grade earned.

5430- Class Rank (p. 34)

• Changes in A, D, E reflect Summer Bridge program and when it ends as well as the loss of “basic” classes from our Course Directory.

• Changes in Val/Sal reflect statute that allows the 18 credit Accelerated Graduation students to be eligible for valedictorian and salutatorian honors with their cohort groups (the students in their same year of entry).

5455 – Bright Futures Scholarship Program (p. 44)

D- Awarding Academic Letters and Chevrons

Rationale:

• Last year we changed the honors and deans list certificate designations to recognize weighted GPAs as we are encouraging students to engage in the most challenging classes possible. This brings the academic letters and chevrons in line with that. We are not recommending a change in the total GPA.

5460- Graduation Requirements(pp. 47-48)

• Removed the graduation requirements for students who entered high school during 2010-11 as there are no students from this cohort in high schools in 2015-16 (it would be their 6th year).

• Page 48 (#3) removed language re: level 1 courses (these are the previously referenced basic courses that no longer exist).

5460- Graduation Requirements (p. 50, 51 of 76)

Remedial Courses

• Rationale- changes in legislation (HB 7069) regarding placement of students into reading courses (for reading remediation)

• No longer required by state statute although as for middle grades, schools must still remediate and progress monitor students.

Exceptional Student EducationDr. Lisa Grant

• Due to the significant changes made in policy for 2014-2015, the edits are minor, and they include a date change on page 64 to match a correction sent after the fact for students to identify the special diploma option by June 20,

2014, not July 1, 2014.

• Further details of the exceptional student education plans will be reviewed again to the Board after September when the Exceptional Student Education Policies and Procedures (SP & P) comes back from DOE with approval, and then approved by PCS School Board.

In closing….• Lots of changes, but the district is already responding in positive

ways to impact both students and adults in the process

• This will be accomplished by:

-Professional Development

-Conversations with school leaders

-Communication tools to be used for parents for websites
