Instructions'for'Completion'of'the'College''Student'Success'and'Support'Program'Plan!

'INTRODUCTION'The!purpose!of!the!Student!Success!and!Support!Program!(SSSP)!Plan!(Credit!Students)!is!for!the!

college!to!plan!and!document!how!SSSP!services!will!be!provided!to!credit!students1.!The!goal!of!the!

Student!Success!and!Support!Program!is!to!increase!student!access!and!success!by!providing!students!

with!core!SSSP!services,!including!(1)!orientation,!(2)!assessment!and!placement,!and!(3)!counseling,!

advising,!and!other!education!planning!services,!and!the!support!services!necessary!to!assist!them!in!

achieving!their!educational!goal!and!declared!course!of!study.!!!

More!specifically,!colleges!are!to:!

• Provide!at!least!an!abbreviated!SEP!to!all!entering!students!with!a!priority!focus!on!students!

who!enroll!to!earn!degrees,!career!technical!certificates,!transfer!preparation,!or!career!

advancement.!

• Provide!orientation,!assessment!and!placement,!and!counseling,!advising,!and!other!education!

planning!services!to!all!firstKtime!students2.!

• Provide!students!with!any!assistance!needed!to!define!their!course!of!study!and!develop!a!

comprehensive!SEP!by!the!end!of!the!third!term!but!no!later!than!completion!of!15!units.!

• Provide!followKup!services,!especially!to!students!identified!as!atKrisk!(students!enrolled!in!

basic!skills!courses,!students!who!have!not!identified!an!education!goal!and!course!of!study,!or!

students!on!academic!or!progress!probation.! your!document!to!understand!the!manner!in!which!the!program!will!be!implemented,!and!resources!

it!will!take!(especially!in!terms!of!staffing).!

1 Colleges!operating!SSSP!programs!for!noncredit!students!must!prepare!a!separate!noncredit!plan.!!The!noncredit!SSSP!

Plan!will!be!developed!in!2013K14.!2!A!firstKtime!student!is!defined!as!a!student!who!enrolls!at!the!college!for!the!first!time,!excluding!students!who!

transferred!from!another!institution!of!higher!education,!and!concurrently!enrolled!high!school!students.!3 The!program!plan!is!now!required!on!an!annual!basis!due!to!new!SSSP!requirements!focusing!funding!on!core!services,!

changes!related!to!priority!enrollment,!mandatory!core!services,!and!the!significant!increases!in!funding!in!2013K14!and!

additional!increases!expected!in!2014K15.!!As!implementation!and!funding!stabilizes,!this!requirement!may!be!revisited.!

City!of!Los!Angeles!approximately!two!miles!south!of!the!Central!Business!district.!LATTC!is!the!

oldest!of!the!nine!colleges!in!the!Los!Angeles!Community!College!District!(LACCD)!and!serves!the!

entire!882!square!mile!service!area!of!the!LACCD.!

The!college!serves!its!students!and!the!community!by!providing!highKquality!academic,!technical,!

and!professional!opportunities!in!an!accessible!learning!environment!that!fosters!student!success!

through!the!attainment!of!certificates,!degrees,!transfer!and!industry!recognized!credentials.!

In!2013K14,!LATTC!served!20,924!credit!students!unduplicated!headcount.!The!target!audience!for!the!core!services!of!the!Student!Success!and!Support!Program!are!all!new!nonKexempt!students.!The!Los!Angeles!Community!College!District!(LACCD)!defines!a!new!student!as!a!person!who!has!never!attended!or!enrolled!at!any!of!the!nine!LACCD!colleges.!Based!on!the!above!definition,!LATTC!expects!approximately!7,106!new!students!(approximately!30%)!for!the!2014K2015!academic!year.!

Since!new!students!at!LATTC!fall!into!two!specific!groups:!incoming!high!school!seniors!and!all!other!new!students,!different!types!of!activities!and!delivery!strategies!are!employed!to!meet!our!responsibility!under!title!5!section!55531!and!to!successfully!guide!students!on!their!academic!pathway.!

Matriculation!is!conceptualized!as!a!comprehensive!process!and!pathway!with!multiple!points!of!contact,!developed!in!coordination!with!Academic!Affairs!and!Workforce!Development!and!Student!Services.!The!Bridges!to!Success!(BTS)!center!serves!as!the!centralized!hub!for!the!majority!of!the!core!services!required!by!the!SSSP.!!

This!multiKpronged!approach!begins!with!Orientation.!The!new!student!orientation!process!is!divided!into!delivery!strategies:!preKorientation!activities,!orientation!activities,!and!post!orientation!activities.!!

Pre:Orientation'Activities'

• The!orientation!process!begins!at!the!point!of!initial!interest!in!attending!LATTC!and!is!coordinated!through!the!Bridges!to!Success!Center!(BTS).!LATTC!will!provide!services!to!local!high!schools!regarding!the!matriculation!process!including!designated!events/activities!at!LATTC!targeting!high!school!student!populations.!!

• Marketing!and!promoting!the!campus!to!the!community!is!important.!This!includes!the!development!and!dissemination!of!materials!that!describe!the!pathway!to!orientation,!assessment,!counseling,!advising,!and!other!educational!planning!services.!These!materials!

• The!LATTC!Bridges!to!Success!Center!(BTS)!maintains!working!relationship!with!counselors!and!administrators!at!feeder!high!schools,!community!based!organizations!and!other!organizations!throughout!the!service!area.!The!staff!provide!information!and!assistance!in!English!and!Spanish!and!assist!potential!new!students!throughout!the!academic!year!for!enrollment!into!LATTC!during!the!fall!and!spring!primary!terms!as!well!as!the!winter!and!summer!intersessions.!!

• New!students!receive!preKadmission!information!and!guidance!in!completing!the!LATTC!online!and!paper!application.!Over!1600!high!school!students!are!invited!to!participate!in!the!Construction!and!Associated!Careers!Awareness!Day!each!Spring,!held!on!the!LATTC!campus.!This!is!a!collaborative!effort!of!LATTC!and!Los!Angeles!Unified!School!District!(LAUSD).!The!day!includes!a!campus!tour,!highlights!higher!education!options!and!SB!1456!readiness!and!assistance!for!those!students!ready!to!transition!from!high!school!to!college.!We!plan!to!expand!these!activities!for!additional!high!school/!new!student!populations!(i.e!Pathway!Overviews,!Welcome!Days,!etc.)!!

Orientation'

New!student!orientation!includes!an!introduction!to!LATTC,!the!various!academic!pathways!(clusters!of!related!programs),!the!various!student!support!programs!available!at!the!college!and!mandated!polices!and!procedures!listed!below.!Orientation!is!delivered!to!all!new,!nonKexempt!students!in!a!one!of!two!rooms!equipped!with!computers!in!a!group!setting.!A!classified!staff!member!utilizing!a!structured!powerpoint!facilitates!these!sessions.!!Orientation!is!provided!to!all!new!students!prior!to!registration.!!!!LATTC!Orientation!process!is!as!follows:!

• Students!submit!their!online!application!to!the!college,!and!receive!a!welcome!letter!by!return!email.!In!this!email,!they!are!notified!and!forwarded!links!to!the!web!pages!for!orientation!and!assessment,!which!are!coordinated!through!the!Bridges!to!Success!Center.!!!

• All!new!nonKexempt!students!who!apply!to!the!college!are!required!to!complete!the!in!person!orientation,!prior!to!the!completion!of!assessment.!!

• The!LATTC!orientation!is!delivered!in!person!in!groups!of!approximately!40!students!per!session.!Orientations!groups!range!from!35!students!to!100!(depending!on!the!room!capacity!and!demand).!The!orientation!includes!a!powerpoint!presentation!of!general!college!information!and!lasts!approximately!an!hour.!!!!

• Orientations!are!available!in!the!morning,!afternoon!and!evening!with!the!number!of!sessions!offered!(increasing/decreasing)!depending!on!the!time!of!year.!During!peak!times!(e.g.!prior!to!the!start!of!the!semester/intersession)!additional!sessions!are!offered.!!

• Given!the!number!of!new!LATTC!students!requiring!access!to!orientation!the!shortKterm!plan!

• The!orientation!complies!with!both!the!ADA!standards!and!Section!508!of!the!Rehabilitation!Act.!!

• The!online!orientation!will!be!available!in!English!and!Spanish!in!order!to!meet!the!needs!of!our!student!population.!!

• The!Bridges!to!Success!Center!classified!staff!and!student!workers!assist!in!scheduling!students!for!orientation!sessions.!Students!can!call,!email!or!arrive!in!person!to!reserve!a!spot!in!an!orientation!session.!Students!will!be!able!to!schedule!their!spot!in!an!orientation!session!through!the!online!scheduling!component!of!SARS!Grid!in!the!near!future.!

• Once!the!orientation!is!finished,!staff!enters!the!completion!into!the!LACCD!Student!Information!System.!!

Post:Orientation'Activities''

In!addition!to!orientation,!all!new!students!are!required!to!complete!assessment!and!an!abbreviated!SEP.!These!services!are!described!in!detail!in!separate!sections!of!this!report.!!

Instructional!and!CareerKTechnical!programs!clustered!into!pathways!provide!Pathway!Overview!Sessions.!These!sessions!are!intended!to!expose!students!to!the!various!career!options!within!each!pathway,!review!program!requirements,!expectations,!services,!policies!and!procedures.!These!Pathway!Overview!Sessions!will!be!entered!into!the!LACCD!Student!Information!System.!

Special'Program'Orientations:'

Bridges!to!Success!provides!orientation!for!all!new!students!in!the!following!areas:!GED!and!Bridges!to!College!(concurrent!enrollment.!!

• GED:!!all!new!student!orientation!categorized!as!GED!are!now!referred!for!enrollment!in!the!Basic!Skills!course!through!Academic!Connections.!

• Bridges!to!College:!facilitated!through!Bridges!(offered!once!a!week)!!

The!LATTC!special!programs!(EOPS/CARE,!DSPS,!GAIN/CalWORKS,!Puente,!Veterans,!Foster!Youth,!Umoja!and!International!Students)!conduct!enhanced!orientations!for!new!students!in!their!programs.!!These!orientations!are!considered!as!providing!information!above!and!beyond!the!general!college!orientation!and!considered!supplemental.!Counseling!faculty!and!staff!provide!information!specific!to!their!program!requirements,!expectations,!services,!policies!and!procedures.!!

The!individual!programs!enter!all!data!collection!for!student!contacts!within!the!special!programs!

2. Identify!the!staff!providing!orientation,!including!the!number!of!positions,!job!titles!and!a!brief!oneKsentence!statement!of!their!role.!!

!Bridges!to!Success!classified!staff!will!participate!in!all!aspects!of!the!orientation!process!including!preKorientation!activities,!orientation!and!postKorientation!activities.!These!staff!include:!

• Dean!of!Student!Services!who!coordinates!all!services!and!staffing!in!the!Bridges!to!Success!Center.!!

• Student!Services!Assistant!that!maintains!relationships!with!current!high!school!counselors!and!administrators,!community!based!organizations,!other!partners.!Additionally,!the!Student!Services!Assistant!provides!direct!student!information!and!assistance!to!students!needing!to!access!orientation!information!as!well!as!delivering!the!orientation.!!

• Specially!Funded!Program!(SFP)!Program!Technician!that!assists!with!orientation!scheduling!and!facilitating!sessions.!!

• Student!Support!Services!Representatives!are!classified!employees!that!provide!all!preKorientation,!orientation!and!postKorientation!services.!They!are!the!primary!staff!responsible!for!delivering!orientations.!!

• Student!Workers!provide!support!and!assistance!with!the!preKorientation,!orientation!and!postKorientation!services.!They!receive!work!direction!from!classified!staff!and!the!administrator!over!the!area.!!

• Counseling!faculty!and!staff!refer!students!to!Bridges!to!Success!for!assistance,!orientation!information!and!sessions.!!

• Assessment!Center!staff!refers!students!to!complete!orientation!prior!to!assessment.!!• Admission!&!Records!staff!will!continue!to!process!student!applications.!!• Informational!Technology!(IT)!staff!will!continue!to!implement!updates!and!enhancements!

and!provide!ongoing!technical!support.!!• Campus!Institutional!Research!(IR)!will!continue!to!collect!and!analyze!data!to!measure!the!

effectiveness!of!orientation.!!In!order!to!meet!the!demand!of!all!new!students!completing!orientation,!additional!staff!is!needed:!

• Five!(5)!Student!Support!Services!Assistant!Representatives!!

!3. If!orientation!is!provided!through!the!full!or!partial!use!of!technology,!identify!any!commercial!

products!or!describe!inKhouse!products!in!use!or!under!development,!including!any!annual!subscription!or!staff!support!requirements.!!!

ACADEMIC PROBATION AND DISQUALIFICATION

8200. STANDARDS FOR PROBATION. The following standards for academic and progress probation shall be applied as required by regulations adopted by the Board of Governors of the California Community Colleges.

8200.10 Probation. A student enrolled in the LACCD shall be placed on academic or progress probation under the following conditions:

8201.12 Notification. Each college shall make reasonable efforts to promptly notify students that they have become subject to academic probation and/or dismissal. Notification shall be made at or near the beginning of the semester in which it will take effect but in no case later than the start of the Fall semester.

Each college shall make reasonable efforts to provide counseling

and other support services to help students on probation overcome academic difficulties.

Each college shall make reasonable efforts to notify a student of

removal from probation or reinstatement after dismissal within timelines established by the District. Probation and dismissal policies and procedures shall be published in the college catalog.

8202.10 Dismissal – Academic Probation. A student who is on academic probation shall be subject to dismissal if the student has earned a cumulative grade point average of less than 2.0 in all units attempted in each of three (3) consecutive semesters.

A student who is on academic probation and earns a semester grade point average of 2.0 or better shall not be dismissed as long as this minimum semester grade point average is maintained.

8202.14 RE-ADMISSION AFTER DISMISSAL. A student who has been dismissed must wait two semesters before requesting readmission. The student shall submit a written petition requesting re-admission to his/her home college. Re-admission may be granted, denied, or postponed subject to fulfillment of conditions prescribed by the colleges. Readmitted students are returned to probationary status.

ARTICLE III

GUIDANCE

8300. COUNSELING SERVICES: The Los Angeles Community College District is committed to a philosophy of open access, offering educational opportunities to all adults who are able to benefit. Underlying this philosophy is the objective of student development which promotes both intellectual and personal growth through identification of career and life goals and assistance in planning and attaining these goals.

Board Rule 1304 designates counseling and guiding as a major function of our colleges, "to assist students in the establishment of educational goals and in the selection and pursuit of a life work compatible with students' interests, aptitudes and abilities." This function contributes to the mission of the District which stated in Board Rule 1201 endeavors "to provide support services which contribute to instructional and student success."

The open access philosophy of our colleges contributes to the diversity and complexity of attributes, skills and abilities of our students. This diversity requires a comprehensive counseling program as a critical element in the student development model. Through the counseling process, students' goals, skills, abilities, and individual motivation need to be assessed in order to direct students to programs and courses commensurate with these attributes and where they can be expected to succeed. It involves an exchange between counselor and counselee, supported by all the necessary and appropriate resources of the institution. Ultimately, it is the students' responsibility to identify personal and career goals and educational goals and educational plans. It is the institution's responsibility to assist and nurture students in pursuit of their educational goals.

Counseling services further support student success through a systematic process of monitoring student progress and providing student feedback.

To accomplish these ends, the following counseling service goals are established for the District:

1. Each college shall provide an adequate credentialed counseling staff, to

accomplish counseling goals.

2. Each college shall provide academic counseling in which the student is assisted in assessing, planning and implementing his or her immediate and long-range academic goals.

3. Each college shall provide career counseling, in which the student is assisted in assessing his or her aptitudes, abilities, and interests, and is advised concerning current and future employment trends.

4. Each college shall provide personal counseling in which the student is

assisted with personal, family or other social concerns, when that assistance is related to the students' education.

5. Each college shall provide coordination with the counseling aspects of other

services to students which exist on the campus, including, but not limited to, those provided in programs for students with special needs and financial assistance programs.

6. Each college shall provide appropriate follow-up and feedback in order to

assess and inform students of progress toward their goals.

7. Each college shall ensure communication between the counseling office staff, with the teaching faculty, and the college administration to promote increased institutional understanding of students' aptitudes, needs, and outcomes.

8. Each college shall encourage departmental advisement in coordination with

counseling services to supplement information to students regarding specific majors and employment opportunities.

9. Each college shall provide comprehensive counseling services, activities, and

programs for diverse student populations, to specifically enhance their access to college resources, transfer institutions, and occupational and vocational opportunities.

8300.11 Advising by Members of the Teaching Faculty. Each member of the

teaching faculty will, during assigned office hours and at other times, provide students with advice on matters within his or her area of competence.

Adopted 02-03-70 8302. PERSONAL AND SOCIAL COUNSELING; REFERRALS. Members of the

counseling staff at any college and other members of the faculties when engaged in guidance may counsel and guide students in matters of personal and social adjustment when this relates directly to educational advisement. Students who appear to have severe or marked needs in social or personal adjustment shall be referred to the Health Center of the College or to an appropriate community agency.

8302.10 Release of Information Contained in Counseling Records. Except as

noted below, any information of a personal nature disclosed to a school counselor during counseling by a student 12 years of age or older or by a parent or guardian of a student 12 years of age or older is confidential. None of this information will become part of the student record without the written consent of the person who disclosed the confidential information.

Personal information disclosed in a couseling session shall not be revealed, released, discussed or referred to except as follows:

a. Discussion between health care providers for the sole purpose of referring the student for treatment;

b. Reporting of child abuse or neglect as required by the Child Abuse and Neglect Reporting Act;

c. Reporting to the chief administrative officer or parents of the child where the counselor reasonably believes there is a clear and present danger to the health, safety or welfare of the student, parents or others in the school community;

d. Reporting to the chief administrative officer or other college officials, the parents, or others when the student indicates that a crime that will result in physical injury or substantial property loss will or has been committed;

e. Reporting to one or more persons specified in a written waiver of confidentiality that the student has read and signed;

f. Reporting information to law enforcement officials pursuant to a court order to aid criminal investigation or when ordered to testify in a judicial or administrative proceeding.

A school counselor shall not disclose confidential information about the student to the student’s parents where the counselor reasonably believes disclosure would result in a clear and present danger to the health, safety or welfare of the student.

The limitations set forth in this Board Rule only apply to personal information revealed during counseling sessions. These requirements are not intended to limit the access to students records provided in Education Code section 76243 and Board Rule 8401.11 or to prohibit a counselor from conferring with other staff members about modifying a student’s academic program, as appropriate.

8305. COUNSELORS AS DISCIPLINARY OFFICERS. Members of the counseling

staffs at the community colleges of this District shall not be considered disciplinary officers as the term "discipline" is used in connection with externally administered rewards and punishments of student conduct. The President of each college shall carefully delineate the duties of the counseling staff to insure that this concept is supported.

Adopted 02-03-70 8306. ADMINISTRATION OF STANDARDIZED PSYCHOLOGICAL TESTS.

Standardized psychological tests shall be administered only by a counselor, licensed mental health service provider or by faculty members who have had special training in the administration and interpretation of such tests.

8307. ARTICULATION WITH SCHOOLS AND COLLEGES. Each college in the District shall provide for appropriate articulation between the college and other levels of education. The articulation agreements arranged under this provision shall be available to counselors, to other members of the faculty, and to students for the improvement of guidance services and the facilitation of student transfers.

CHAPTER VIII

ARTICLE VI

STUDENT SUCCESS AND SUPPORT

8600. STATEMENT OF PHILOSOPHY. The Los Angeles Community College District is committed to increasing student access and success through the provision of matriculation services, with the goal of providing students with the support necessary to assist them in achieving their educational goals.

5 C.C.R. section 55502 Adopted 11-18-87 Amended 06-26-91 Amended 05-28-14 8601. STUDENT RESPONSIBILITIES. Students are encouraged to establish a

“home  college”  for  purposes  of  receiving  matriculation  services.  Matriculation  services provided at one college shall be honored at other colleges within the LACCD. All students shall be required to:

A. Identify an education and career goal;

B. Diligently engage in course activities and complete assigned coursework; and;

C. Complete courses and maintain progress toward an educational goal

and completing a course of study; Effective Fall 2014, first time non-exempt students seeking priority registration shall be required to:

a. Identify a course of study, b. Participate in the assessment placement process, c. Complete an orientation activity provided by the college, and d. Participate in counseling, advising, or another education

planning service to develop, at a minimum, an abbreviated student education plan.

Effective Fall 2015 all new non-exempt students shall complete a-d, above.

Effective Fall 2015, all non-exempt students shall develop a comprehensive education plan after completing 15 units of degree applicable course work, or prior to the third semester of enrollment, whichever comes first. Failure to comply  with  the  requirements,  above,  may  result  in  a  hold  on  the  student’s  registration and/or loss of registration priority until the services are completed.

REGISTRATION PRIORITY

Students may register for no more than 19 units per semester (primary terms of Fall and Spring), and no more than 9 units during the Winter and Summer sessions. Students in good academic standing shall be granted registration priority on the basis of cumulative units completed within the LACCD in the order listed below, from highest to lowest:

1. New and fully matriculated students as follows:

■ Members of the armed forces or veterans pursuant to Education Code

66025.8, ■ CalWORKs recipients in good standing with fewer than 100 degree-

applicable units, ■ Disabled Student Programs and Services (DSPS) students in good

standing with fewer than 100 degree-applicable units, ■ Extended Opportunity Programs and Services (EOPS) students in

good standing with fewer than 100 degree-applicable units, and ■ Foster youth or former foster youth, pursuant to Education Code

section 66025.9 regardless of academic standing and units taken.

2. Continuing students in good standing with fewer than 100 degree-applicable units, middle college students in good standing with fewer than 100 degree-applicable units, new, fully matriculated students, returning exempt students and new students who are exempt from matriculation.

3. Students who have lost their enrollment priority, as set forth below.

4. Special K-12 admits pursuant to Education Code section 76001.

To be eligible for registration priority as listed above, students must have completed orientation, assessment, and developed student education plans.

LOSS OF REGISTRATION PRIORITY Students, with the exception of foster youth or former foster youth, will lose registration priority at the first available registration after: a. They are placed on academic or progress probation, or any combination

thereof, for two consecutive terms. b. Have earned one hundred (100) or more degree-applicable units in the

District; however, non-degree applicable basic skills units do not count towards the 100 units.

Appealing Loss of Registration Priority Each college shall establish a Registration Priority Appeals Committee to review requests from students appealing the loss of enrollment priority. Colleges shall inform students of the appeals process and the time period by which appeals must be submitted. A student may appeal on one or more of the following grounds: a. The student has extenuating circumstances. Extenuating circumstances

are verified cases of accidents, illnesses or other circumstances beyond the  student’s  control.

b. The student applied for reasonable accommodation for a disability, but did not receive it in a timely manner.

c. The student has demonstrated significant academic improvement. Significant academic improvement is defined as achieving no less than a 2.0 grade point average in the prior term.

The  College’s  Registration  Priority  Appeals  Committee  shall  notify  the  student within ten (10) business days of its decision. The decision of the college Registration Priority Appeals Committee shall be final.

Title 5, CAC, Section 55530 (d) Adopted 06-26-91 Amended 05-28-14 8602. EXEMPTIONS. Colleges shall exempt any student from participation in

orientation, assessment, counseling or advisement who:

A. Has completed an associate degree or higher, or Title 5, CAC, Section 55532 Adopted 06-26-91 Amended 10-20-99 Amended 05-28-14 Chapter VIII – Article VI – Page 3 8602.

B. Has enrolled at the college solely to take a course that is legally mandated for employment or necessary in response to a significant change in industry or licensure standards, or

C. Has enrolled at the college as a Special Admit student.

Any student exempted in accordance with this section shall be notified that he or she is exempted from participating in all or part of the matriculation process, and shall be given an opportunity to choose whether or not to participate.

Title 5, CAC, Section 55532 Adopted 06-26-91 Amended 10-20-99 Amended 05-28-14 8603. LIMITATIONS ON ENROLLMENT. All courses shall be open to enrollment,

however, enrollment in specific courses or programs may be limited as follows:

(a) Students meeting prerequisites and corequisites established

pursuant to Title 5, and Board Rule 8600.

(b) Health and safety considerations, facility limitations, faculty workload, the availability of qualified instructors, funding limitations, the constraints of regional planning or legal requirements imposed by statutes, regulations, or contracts. Fair and equitable procedures will be used for determining who may enroll in affected courses or programs. Such procedures shall be consistent with one or more of the following approaches:

1) Limiting  enrollment  to  a  “first-come, first-served”  basis or

2) Limiting enrollment using a registration procedure

authorized by Title 5, section 58108; or

3) In the case of intercollegiate competition, honors courses, or public performance courses, allocating available seats to those students judged most qualified; or

4) Limiting enrollment in one or more sections of course to

a cohort of students enrolled in one or more other courses, provided however, that a reasonable percentage of all sections of the course do not have such restrictions.

5) Students on probation or subject to dismissal, consistent

with the provisions of Title 5, and Board Rule 8200 et seq., may be limited to enrollment in a total number of units or to selected courses, or required to follow a prescribed educational plan.

A student may challenge an enrollment limitation on any of the following grounds:

1) The enrollment limitation is either unlawfully discriminatory or is being applied in an unlawfully discriminatory manner;

2) The District is not following its policy on enrollment limitations; or

3) The basis upon which the District has established an enrollment

limitation does not in fact exist.

The student shall bear the burden of showing that grounds exist for the challenge. Challenges shall be addressed within 5 working days and, if the challenge is upheld, the enrollment limitation shall be waived.

The college shall, upon completion of the challenge, advise the student that he or she may file a formal complaint of unlawful discrimination pursuant to Title 5, California Code of Regulations, section 59300 et seq. Completion of this challenge procedure shall be deemed to satisfy the requirement of Title 5, California Code of Regulations, section 59328(b) that the District and the student attempted to informally resolve the complaint. 8605. PREREQUISITES, COREQUISITES AND ADVISORIES

A prerequisite is a condition of enrollment that a student is required to meet in order to demonstrate readiness for enrolling a course or educational program. Corequisities are courses that a student is required to take simultaneously in order to enroll in another course. An advisory is a course that a student is advised, but not required, to take in conjunction with, or prior to, a course or program. Colleges shall ensure that course pre and corequisites are properly validates pursuant to Title 5, Section 552001, and Board Rule 8600 et seq.

Adopted 08-31-94 Amended 05-28-14 8605.10 College Policies and Procedures. Provision of Information

Colleges shall provide information in the Catalogue, Schedule of Classes and website on the definitions of prerequisites, corequisites and advisories as well as any other limitations on enrollment. Information shall also be provided on the procedures for challenging the prerequisites or corequisites, and the right of students to choose a course without meeting the advisory.

Challenge Process

Colleges shall establish procedures by which any student who does not meet a prerequisite or corequisite, or who is not permitted to enroll but who provides satisfactory evidence, may seek entry into the class according to an established challenge process per the provisions of Section 55201(f) of Title 5.

In the case of a challenge because the student believes that the prerequisite or corequisite is either unlawfully discriminatory or is being applied in an unlawfully discriminatory manner, the college shall promptly advise the student that he or she may file a formal complaint of unlawful discrimination pursuant to subchapter 5 (commencing with section 53900) of chapter 10 of Title 5, CCR.

If the student elects to proceed with the challenge, completion of the challenge procedure shall be deemed to constitute an informal complaint pursuant to Title 5, section 59327. Colleges shall enforce all conditions a student must meet to be enrolled through the registration process, so that a student shall not be permitted to enroll unless he or she has met all required conditions except those for which he or she has a pending challenge, or for which further information is needed before a final determination is possible.

Role of the Curriculum Committee

The District and Colleges Curriculum Committees, established pursuant to Section 55002(a)(1) of Title 5, shall:

1) Establish prerequisites, corequisites and advisories on

recommended preparation and limitations on enrollment pursuant to Sections 55002, 55201, and 58106 of Title 5 and Section I.C.3 (1-4) and II.C of the District Policy.

2) Verify and provide documentation that prerequisites or

corequisites meet the scrutiny specified in one of the measures of readiness outlined in Section 55201(b)(1) of Title 5.

3) Provide for a review of each prerequisite, corequisite, or

advisory at least every six (6) years pursuant to Title 5. Any prerequisite or corequisite that is successfully challenged shall be reviewed promptly thereafter to assure that it is in compliance with all other provisions of the law.

ARTICLE VII

FINANCIAL AID

8700. CONCURRENT ENROLLMENT OF STUDENTS ON FINANCIAL AID WITHIN THE LOS ANGELES COMMUNITY COLLEGE DISTRICT.

It is the policy of the Los Angeles Community College District that any person enrolled in the Los Angeles Community College District who is receiving financial aid pursuant to Federal Regulations 35 CFR 600 et seq. may satisfy his/her minimum unit requirements in any one or more of the colleges within the District.

A student's "home school" shall be the college that the student designates as the college where the student intends to complete his/her educational goal and/or complete his/her associate degree requirements. The student's eligibility shall be calculated on the basis of the full course load carried by the student at the several institutions for the award period. However, the student shall receive financial funds only from the home school.

The home school shall be responsible for the following:

1) determining the student's eligibility to receive financial aid; 2) disbursing all financial aid funds to the student;

3) monitoring the student's eligibility, including whether or not the student is maintaining "satisfactory progress" as defined in the federal regulations; and

INTRODUCTION The District is required to adopt and publish procedures and conditions for dismissal, appeal of dismissal, and request for reinstatement. These procedures are outlined below. Standards for dismissal are defined in Board Rule Chapter  VIII,  Article  II,  “Academic  Probation  and  Disqualification.”

I. NOTIFICATION OF PROBATION AND DISMISSAL Each student will receive notification of academic difficulty and availability of college support services before the student is dismissed.

A. Notification Timeline 1. At the end of the first semester and in each subsequent semester

for which the student is on academic or progress probation, the student will receive an electronic notification of their academic standing. The notification will also inform students of available college support services.

2. At the end of the third consecutive semester in which the student is on academic or progress probation, the student will be notified via electronic notification that he/she is subject to dismissal.

B. Fall Dismissals

1. Special circumstances exist for dismissals after the Fall semester has commenced due to the fact that students enroll before Fall grades are posted. Subject to Dismissal notifications will be sent no later than the end of March informing students:

a. If the student is enrolled in the Spring semester, they will be

permitted to continue on probation. Dismissal status will be reevaluated at the end of the Spring semester.

b. If the student is not enrolled in the Spring semester, they have

the right to appeal the dismissal in accordance with Section II.A.

C. Electronic Notification Letters 1. Probationary Notification. The electronic communication notifying

the student of his/her probationary status will cover, at a minimum, the following points: explanation of the significance of being on probation and description of the services available.

2. Dismissal Notification. The electronic communication notifying the

student that he/she is subject to dismissal will cover, at a minimum, the following points: reference to appropriate Board Rules, explanation of what dismissal means, procedure for reinstatement, and procedure to appeal dismissal.

II. APPEAL OF DISMISSAL The student has the right to file a written petition with the college Admissions and Records Office to appeal a proposed dismissal action, he/she experienced extenuating circumstances beyond his/her control which warrant an exception to the proposed dismissal.

A. Appeals Process

1. Except as provided in Section II.C. below, the student must file the written petition of appeal within fifteen (15) calendar days after the dismissal notification was sent. If the student fails to file a written petition within the 15-day period, the student waives all future rights to appeal the dismissal action. The petition must include a clear statement of the grounds on which continued enrollment should be granted, and provide evidence supporting the request.

2. The student will be continued on probation until the student’s  

appeal is concluded. 3. Petitions will be reviewed by an Appeals Committee consisting of, at

a minimum, the Vice President of Academic Affairs or his/her

designee, the Chief Student Services Officer or his/her designee, the Admissions and Records Officer or his/her designee, one Academic Senate representative and the Counseling Chair or his/her designee. The committee will designate a chair of record.

4. The Appeals Committee will consider the request and issue its

decision by electronic notification. The Admissions and Records Officer will notify the student of the  committee’s  action  electronically within 15 calendar days of the filing deadline.

5. The student may appeal the decision of the Appeals Committee, in

writing, to the College President or designee within 5 working days of the date of notification. The decision of the College President, or his/her designee, is final.

6. If the appeal of the dismissal is granted, the student will be

continued on probation for an additional semester. At the end of that  semester,  the  student’s  academic  record  will be evaluated to determine whether the student shall be removed from probation, dismissed, or continued on probation.

B. Standards for Evaluating Appeals

Dismissal appeals may be granted: 1. If the dismissal determination is based on the academic record for a

semester  in  which  the  record  does  not  reflect  the  student’s  usual  level of performance due to accident, illness, or other circumstances beyond the control of the student. The  student’s  petition must include a clear statement of the grounds on which continued enrollment should be granted, and provide evidence supporting the request.

2. When there is evidence of significant improvement in academic achievement, colleges may make as a condition of granting an appeal that the student meet certain requirements designed to aid him/her to improve his/her academic performance, such as obtaining academic counseling, and/or limiting course load.

C. Appeals Timeline for Dismissals as a Result of Fall Semester Grades

Appeals for students subject to dismissal as a result of the Fall grades must be filed within 10 calendar days of notification during the Spring semester. The following conditions apply:

1. Students who are enrolled in the Spring semester will not be

required to file an appeal but will be allowed to continue on probation and have their dismissal status evaluated at the end of the Spring semester.

2. Students who have not enrolled in the Spring semester will be dismissed unless an appeal is granted in accordance with procedures set in Section II.A.

III. CRITERIA TO EVALUATE STUDENTS SEEKING RE-ADMISSION AFTER DISMISSAL

Uniform criteria will be used in considering whether or not students may be re-admitted after a dismissal and two semesters absence. The following criteria will be considered in reviewing individual situations:

1. Documented extenuating circumstances presented during their appeal.

2. Marked improvement at an educational institution outside of the

LACCD during the time the disqualification was in effect. 3. Semesters on which disqualification was based were atypical of past

academic performance. 4. Improved GPA as a result of grade changes, fulfillment of

incompletes, or academic renewal.

CHAPTER VIII

ARTICLE VIII

TRANSFER CENTERS 8800. TRANSFER CENTERS: MINIMUM PROGRAM STANDARDS.

The District recognizes that assisting students with transfer to baccalaureate colleges and universities is one of its primary missions. The Board directs each college president, or his/her designee, in consultation with the college Academic Senate, to develop and adopt a Transfer Center Plan for each college describing the activities of the college’s transfer center and the services to be provided to students, including underrepresented students as defined by 5 C.C.R. section 51027, incorporating the provisions established herein. Plans shall identify target student populations and shall establish target increases in the number of applicants to baccalaureate institutions from these populations, including specific targets for increasing the transfer applications of underrepresented students among transfer students. Plans shall be developed in consultation with baccalaureate college and university personnel as available. Each college plan shall be submitted to the Chancellor or his/her designee for approval. These plans shall be developed in accordance with the provisions in Chapter XVIII of Board Rules -- Academic Senate and the Board of Trustees Shared Governance Policy. Plan components shall include, but not be limited to services to be provided to students; facilities; staffing; advisory committees; and evaluation and reporting.

1. Required Services: The college president, or his/her designee shall:

a. Identify, contact, and provide transfer

support services to targeted student populations as identified in the Transfer Center Plan.

b. Ensure the provision of academic planning

for transfer, the development and use of transfer admission agreements with baccalaureate institutions, where available and appropriate, and the development and use of course-to-course and major articulation agreements. Academic planning and articulation activities shall be provided in cooperation with student services, with faculty, and with baccalaureate institution personnel, as available.

c. Ensure that students receive accurate and up-to-date academic and transfer information through coordinated transfer counseling services.

d. Monitor the progress of transfer students to

the point of transfer, in accordance with monitoring activities established in the Transfer Center Plan.

e. Support the progress of transfer students

through referral, as necessary, to such services as ability and diagnostic testing, tutoring, financial assistance, counseling, and to other instructional and student services on campus, as appropriate.

f. Assist students in the transition process,

including timely completion and submittal of necessary forms and applications.

g. In cooperation with baccalaureate institution personnel, develop and implement a schedule of services for transfer students to be provided by the baccalaureate institution staff.

h. Provide a resource library of college

catalogs, transfer guides, articulation information and agreements, applications to baccalaureate institutions, and related transfer information.

2. Facilities. Each college president, or his/her

designee, shall provide space and facilities adequate to support the transfer center and its activities. A particular location on campus shall be chosen as the focal point of the transfer functions. This location should be readily identifiable and accessible to students, faculty, and staff.

3. Staffing. Each college president, or his/her

designee, shall provide clerical support for the transfer center and assign college staff to coordinate the activities of the transfer center; to coordinate underrepresented student transfer efforts; to serve as liaisons to the articulation programs, to student services, and to instructional programs on campus; and to work with baccalaureate institution personnel.

4. Advisory Committee. Each college president, or

his/her designee, shall establish, in consultation with the college Academic Senate, an advisory committee to plan the development, implementation, and ongoing operations of the transfer center. Membership shall be representative of campus departments and services. Baccalaureate institution personnel shall be included, as available.

5. Evaluation and Reporting. Each college president, or his/her designee, shall include in its Transfer Center Plan a plan of institutional research for ongoing internal evaluation of the effectiveness of the college’s transfer efforts, and the achievement of its Transfer Center Plan.

The District shall submit an annual report to the State Chancellor describing the status of the District’s efforts to implement its transfer centers, achievement of Transfer Center Plan targets and goals, and expenditures supporting transfer center operations. Each college president, or his/her designee, shall be responsible for submitting this information for each college to the Chancellor or his/her designee, for purposes of drafting the report to the State Chancellor on an annual basis.
