1 PREFACE

The Study on the Provision of International Assistance and Host Nation Support (hereinafter the Study) presented hereby was undertaken within the scope of the Programme on Prevention, Preparedness and Response to man-made and natural Disasters in the ENPI East Region (PPRD East), running as part of the Eastern Partnership Flagship Initiatives between 2010 and 2014 and financed by the European Union.

The overall objective of the Programme is to contribute to the peace, stability, security and prosperity of the Eastern Partner Countries1 and to protect the environment, the population, the cultural heritage, the resources and the infrastructure of the region by strengthening the Partner Countries’ resilience, prevention, preparedness and response to natural and man-made disasters.

This Study is considered as an analysis of the existing status of the legislation and structures of the Partner Countries relevant to the provision of international assistance and host nation support, as well as an input for the eventual development of regional guidelines on cross-border movement of disaster relief assistance including expert teams, equipment and in-kind assistance.

The terminology used, the interpretations, findings and conclusions expressed here are those of the author and do not necessarily reflect the views of the European Commission.
