Kuhn, City Manager FROM: Shawn Cunningham, Interim Director of Public Works/City Engineer SUBJECT: CITY COACH FISCAL YEAR 2012/13 ANNUAL REPORT DISCUSSION: Vacaville City Coach had another exceptional year in Fiscal Year 2012/13. From ridership to positive community comments, the City’s public transit program has achieved a significant level of success. City Coach ridership continued to climb, this year posting a 14% increase over the previous year, which, for the first time, pushed City Coach ridership over a half-million passenger trips in a single year. The final fixed route ridership total for Fiscal Year 2012/13 was 508,247 passenger trips. City Coach marked the seventh consecutive year of meeting the State’s ridership and farebox recovery mandates, something that no other transit system in Solano County has achieved. In October 2012, City Coach was awarded $232,000 by the Metropolitan Transportation Commission through the Transit Performance Incentive Award Program for increasing passenger ridership. Of the total 14 transit operators throughout the Bay Area, City Coach ranked No. 2 in Increase in Passengers and Increase in Passenger Trips per Hour. The financial award to City Coach was the highest received of any operator in Solano County. In November 2012, City Coach received the Project of the Year Award by the Solano Transportation Authority (STA) for the City Coach Travel Training and Transit Ambassador Program. The City’s Travel Training and Transit Ambassador Program has since become the County model for travel training to be used by its partner transit agencies. In April 2013, after 9 months of planning and testing, City Coach implemented a series of route improvements and adjustments designed to increase passenger convenience and ease of use of the transit system in general. This past year, staff invested time and resources to partner with the Chamber of Commerce and Downtown Vacaville Business Improvement District marketing campaigns. Using the “Shop Vacaville” concept, several marketing campaigns were developed to enhance interest in the Downtown area by using City Coach as the mode of transportation for a safe, reliable and comfortable shopping experience. Over the past year, the City has received numerous positive community comments and news articles regarding Vacaville City Coach. Notes of thanks and support were received from the Principals of Vaca Pena and Jepson Middle Schools, the Vacaville High School Special Education Department, Vacaville Opportunity House, Boys and Girls Club and Genentech.

• On the financial side, the Transit Sustainability Study, commissioned by the STA, was

completed in May 2013. The Transit Sustainability Study detailed the financial standing of Vacaville City Coach, as well as a comparison to a peer group of similar transit agencies throughout California. The report included the following bullet items, in addition to several other positive statements, on the financial health of City Coach:

o Vacaville City Coach carried more passengers per hour on average than

comparable systems.

o On a system-wide basis, Vacaville’s farebox ratio ranked among the highest during the 3-year period of comparison.

o City Coach has effectively controlled costs; expenses are flat while the agency is also building a strong reserve for future bus replacements and facility maintenance.

• Numerous public outreach programs and collaborative efforts were undertaken , some of

which included the Back to School with City Coach event, Winter Break Youth Ride Free campaign, Holiday Lights Tour, the development of a City Coach Youth Outreach and Training Program, 2013 Summer Youth Pass, and this year, the celebration of the completion of a half-million passenger trips.

Fiscal Year 2012/13 proved to be another successful year for the City’s transit program. With the increase in City Coach ridership to over 500,000 passenger trips annually, staff is working to build on our success through additional enhancements to the City’s public transit system and to continue to develop City Coach’s role as a partner in the community. At the August 27, 2013 Council meeting, staff will present for Council’s consideration the extension of the transit agreement through the second option-year contract extension covering the period July 2014 thru August 2015. Staff will be presenting two alternatives to secure future transit services for the Council’s consideration: 1) Approve a second option-year contract extension with our current contractor, First Transit; or 2) Embark on an 11-month process to prepare, solicit and evaluate Request for Proposals (RFP), soliciting new transit contractors to operate City Coach. FISCAL IMPACT: There is no impact to the General Fund as a result of this action. RECOMMENDATION: Receive the City Coach Fiscal Year 2012/13 Annual Report.
