Creating a vibrant and activated Tauranga

The items mentioned in this submission include points of fact from my previous reports and submissions.

Whilst we are all from diverse backgrounds we all agree that this is an exciting time for the city and adjacent city living zones. With the opporrunities to discuss ideas and plans with the Consultants Warren & Mahoney and Council Staff we are pleased to again contribute to the submission process.

A Local Authority has a responsibility to ensure its citizens feel a connection with, and take pride in any new civic p'oject it undertakes. Although we can see that the Consultants and Council Staff have spent extensive periods of time talking to citizens in part groups and substantial money on the report and presentation we feel that the essential element of activation is lost in the eionomics of the report and in what appears to be a mass building protocol that is reminisant of past decades and not an innovative, inspiring or futuristic approach.

With that said we do look forward to working with and supporting Councilors in their quest to provide the City with a master plan for the city centre and to provide Council Managers and Staff with a much needed new off ce facility.

Tauranga City requires a Master Vision Activation - this word is used in the overall message to the people of Tauranga as is the word Civic Heart and Civic Centre. It is confusing to most as to what the objective is. If it is to define and build a Civic Heart then activation will happen. If it's just to provide a Civic Centre then we will have no more than what we have now. Focus on people will generate the city change not masses of buildings. The current proposal has no connection to people on a large scale nor does it link from the high ground to the waterfront in a humanistic linkage. It is over thought, over detailed and quite frankly a fete-accompli.

Connection The current proposal needs those connections frcm top to bottom and sideways across the downtown area to be paramount to this vision / plan succeeding.

Linking the City Heart to the remainder of the inner City and thus other areas further afield over time is the key to the future of this City. An overall Plan has to be established now that allows for building commercial premises, retail M /> 7 " premises and residential accommodation. Requirements for visual linking, not necessarily via straight lines, is part ofthe process people think about. From water's edge, to inner Civic Heart, to Domain. One-way streets, closed public only areas and service vehicle accesses are required. This requires a plan now as to how all those linkages and the new building spaces perform this vision as part of that connectivity.

Public Space Activation All buildings adjacent streets and public spaces should have interconnectivity with that street and back into the building. Such as the current Art Gallery having main connectivity with Masonic Park via a main Entry point and / or movable walls.

Public owned properties bounding Masonic Park need to be developed to allow more interconnectivity with the Park without taking over the space as appears at present. Demolishing existing buildings and adding large scale building blocks on the land bordering Wiliow, Hamilton, Durham and Wharf Streets does not and will not activate the City Heart.

S p a c e s Public gathering in spaces that are defined and well planned in conjunction with buildings that are placed with the interconnectivity approach will be successful. Providing shelter from the elements, sunshine exposure, soft and hard surfaces will attract people. The current proposal does not address any of these to the extent it should. With the proposal at the moment all areas that have been dedicated as public will be cold, wet and inhospitable. A site visit a few weeks ago on a clear crisp sunny mid-morning showed that the land adjacent Hamilton Street was in shadow and cold and wet from overnight dew. It remained so for most of the day when I returned to Council on business. This is what the area between the proposed Council building and Baycourt and further down towards Willow Street will be like. Building on the Northern perimeter ofthe land block will inhibit all the elements that are essential to public gathering areas.

Geographic Connection The massing of building footprints should follow the land. Cameron Road is the obvious position for high rise offices up to approx. 1 2 storey, with Durham Street at possibly 8 storey, then stepping down to four or two storey closer to the water. To obtain this the City Plan needs to reflect a better resolution to this with Council working with and accepting input from Developers and Building owners re set-backs to allow openness to public zones and supporting activation.

Transportation There is a clear and distinct lack of planning that should be in the proposed Plan from the outset as to what happens to the public transport elements. This is essential for any Civic Heart to succeed as transportation will provide major access to the inner city by the public when events are planned. Also day to day commuter transport needs a transport centre that will function better than Willow Street and is possibly better linked to the remainder of the city from a site closer to Cameron Road. Perhaps Council should consider smaller people movers as a circulating pick-up / drop-off style public transport for the inner city zone. Even the use of vehicles capable of road and rail use be considered as separate means of transport for public.

Conc lus ion Prior i t ies ^ ' 3 ) L l A new modern / leak-proof building that will house current Council staff plus say 10% staff increase over the next twenty years is seen as essential. It must have interaction with external Public spaces and another essential part is the public connection to the Mayor and Councilor's offices. The existing building design has important visitors and business leaders entering via a back door. This new building should definitely be the first build.

A modern Library should follow, that can be interconnected to public spaces and in effect have the outdoor and indoor space physically connect at certain times. It should have reference lines to public gathering spaces and to view lines to the water. It should be future connected to the University Precinct so that further learning and study can be undertaken by students and public alike within the same building.

An International Hotel site should be discarded from the Plan completely as this has been holding back many uses for a valuable piece of real estate owned by the city / rate payers for many years. This could very likely be where the Council building could be built. Prominent, inspiring and a building all users can be proud to call the Civic City Hall.

Open spaces that interconnect to be provided that will allow small and large gatherings and events to be planned throughout the year. It has been proven that when events are well planned and initiated that people utilize the inner city as it should be used.

I suggest a plan be drawn, that covers a similar area to what we at Activate Tauranga undertook last year, covering from Elizabeth Street to Trinity Wharf nominating all other buildings and spaces and interactive zones required for an active City Heart. This could be discussed and drawn up by the Council staff, Design Group, Developers, Museum Trust, Business Owners and such other entities together. Not in separation as has been happening. This couid negate all the extra costs that Council Staff have indicated would be required to investigate the Museum, Library, Performing Arts / Cultural Centre, etc..

From that outcome, costs can be apportioned to each project based on actual industry build costs. At this time a real apportionment of who will undertake and pay for such development can be done in privacy if required. Hopefully the Ratepayers will not wear all the burden of costs as Developers and Building owners alike will benefit immensely from the activated city centre.

Once an overall Plan has been decided on that covers the inner City as a whole and takes into account all of the above, then and only then can we all move forward to create a vibrant activated inner Heart.

Introduction

Mainstreet Tauranga supports the establishment of a fully functional civic amenities hub in the city centre. We commend council for looking at the wider opportunity that the toxic mould in the existing council offices presents and for seeking long term solutions that will future proof the amenities on offer in the city centre. A civic space is an extension of the community and allows for social and economic exchanges, where cultures mix and people interact. We welcome the expansive opportunity this offers the city centre and congratulate council on seeking the views of the business sector in relation to the proposed Civic Administration building and use ofthe surrounding open space.

We further congratulate Council on the prudent and pragmatic decision to keep the civic administration building in the city centre and for Council and Elected Members recognising the importance of doing so. As Mainstreet Tauranga's own focus is on demonstratively contributing to city centre revitalisation through initiatives and measures that support the growth and development of our city centre as the civic, commercial and cultural hub of our region. Council's decision to remain in the city centre supports this.

We understand the focus is to resolve the immediate issue of providing Council staff a workable space in one location to maximise productivity but Mainstreet Tauranga would urge Council to;

• Consider placing the prioritisation and development of new amenities as a stronger priority by bringing these developments forward

• Revisit the proposed high cost and funding model options for the civic administration building

A civic 'heart' wiil not be achieved by the provision of 'buildings'. Whilst we acknowledge and support the need for Council to address the housing of their staff in adequate and efficient premises, a new Council building will not adequately achieve a civic heart.

It is the activity within buildings that builds a civic heart and draws people. By reprioritising the provision and development of amenities outlined in the Council proposals (including a library, museum and performance venue) and then incorporating Council facilities in and around these amenities we will achieve the civic heart we all strive for.

Submission

Civic Administration building with surrounding open space - Council's proposed option A

No - Mainstreet Tauranga does not support the investment of $68.6 million but we support in principle the need for a civic administration building.

As mentioned in our introduction Mainstreet Tauranga urges council to consider the best model of development, applying different funding and ownership models ensunng that the prionty is the best value for

ratepayers. If this can be achieved with a reduced upfront investment cost from Council then this would allow for the amenities desperately needed in the city centre to be given the higher priority and status that they deserve. A new civic administration building although justified will not deliver on Councils three project objectives of;

• A more active, safe and vibrant city centre • improved value for money for the community • Improved local and regional economic development

whereas the Masonic Park Civic Square, Museum, Performance Venue and improved Library amenities would significantly enhance the city centre amenities adding to activity, vibrancy and economic return.

We would further encourage Council to use the opportunity to look at different ways to deliver services more effectively and efficiently for the ratepayers and users. It could be pragmatic for example to consider having the Customer Service Centre arm of council as part of the expansion of the library enabling an extension of hours of service to be considered (7days a week instead of the current 5).

Civic Square on Masonic Park

Yes

Mainstreet agrees that the creation of a civic square would create a meeting point for people to connect. The city centre has outgrown Red Square and no longer has an adequate civic square. We would suggest however that the new Civic Square will be better utilised if developed in association with the amenities rather than the civic adm nistration building.

Future Proofing our City Library

Do you support us doing a feasibility study to investigate the best options for providing fit-for-purpose future-proofed library services?

Yes

Mainstreet Tauranga has always maintained that the main city centre library should offer the most up to date library services. Libraries are no longer just book depositories a library should be a seamless blend of knowledge, technology and good design creating an inspiring place for people to learn. The continued investment in our library will be recognised as adding value in both direct economic benefit and in wider social cohesion.

Feasibility Study for Museum

Yes

Mainstreet Tauranga supports a feasibility study and urges Council to interlink this with work already undertaken by various Trusts and groups to date. Modern museums are inspiring, interactive and engaging they interweave modern technology with items of yesteryear. They help invoke pride in ones heritage and a sense of belonging. These days museums are interactive with attractions with elements of awe and amazement, in fact the building itself can be a tourist attraction as demonstrated by the newly constructed Govett-Brewster Art Gallery in New Plymouth.

Mainstreet Tauranga supports a feasibility study and urges Council to progress with building amenities such as the New Performance Venue in the city centre upon the completion of a favourable report. It is the added amenities that are going to assist with regional economic development and increasing activity and vibrancy to the city centre and therefore we encourage the quick progression of these amenities. Tauranga currently lags behind other major cities in attracting national and international performances and shows due to our inability to provide the facilities needed to cater for the required seating and fit for purpose flat floor space

These types of amenities also provide the catalyst for improving the feasibility of a Hotel development to the scale envisaged for the city centre, one that includes a much needed convention centre and in house parking for hotel guests.

Hotel Development on Durham Street

Do you support us seeking a private developer to build a hotel on the Council-owned 21-41 Durham Street site?

Yes

Mainstreet Tauranga is confident that if Council commits to building the proposed amenities, surrounding open space and civic square then the building of a hotel on the Durham Street site will be not only be feasible economically for a private developer but also cement the need to incorporate an integrated convention centre that Tauranga needs to attract large national and international conferences.

New Harington Street Parking Building

We note in the Proposed Amendment to Long Term Plan Consultation Document that the new parking building in the city centre will replace the parking that is being removed to make way for the development of the Tertiary Campus, waterfront and other projects, and to support future demand in our growing city. Mainstreet would ask that this be monitored closely and reviewed as we would question that the 556 car parks to be provided is adequate to cater for future growth based on the peak occupancy rates of the city centre now and the demand that will be created with the new developments (taking into consideration the decrease in parking facilities that are currently on the proposed sites). We would further request that city centre access form a part of the overall plan for the city centre to ensure all facets of vehicle, pedestrian and cycle movement is catered for.

Mainstreet Tauranga urges Council to invest in amenities for the city centre that will add vibrancy and activity and as such ask that the necessary feasibility studies be expedited and funds allocated in the ten year plan to deliver those amenities that will deliver the desired outcomes for Tauranga city ahead of the investment in a Civic Administration building.

Civic Administration Building

I do not support the development of a replacement building, when the present one is less than 3 decades old, rectify, the leaks, and shift the employees back in. Had you required additional premises, for staff, why did you not retain, the Mount borough Council, and Cossie Club buildings?

Masonic Park

I don't support the development of a civic square, this block of land, should be put up for sale, you are committing additional millions of rate payer funds to further development, of the Tauranga waterfront, that's more than adequate space.

Future Proofing Library

I do support a feasibility study, its time the library moved closer to the community, relocate the services, closer to where people reside. A library building similar in size to that of Mt Maunganui, be build to serve central Tauranga, Otumoetai, and Brookfield, as examples.

This would free up much of the present administration building

Feasibility Study for Museum

I don't support a feasibility study, since the 1960's, Tauranga has had 2 museums, 1 ' located on comer site of Cameron Road now occupied by Justice Department Building, 2"* located at the Historic Village, both were poorly patronised. Tauranga's history is well represented, by the Elm's, this should be further developed.

New Performance Venue

I don't support a feasibility study, while we have a perfectly adequate existing building

Durham Street Site

Council owned land at 21-42 Durham Street should be sold off, and privately developed.

Once the Amendment to the Long Term Plan 2015-2025 is adopted, submitters will be sent a summary of key decisions. Council will not be prcviding individual responses to submissions.
