Madhya Pradesh Energy Efficiency Improvement Investment Program

ADB Funding Amount– US$ 200 million. For each Tranche 1 and Tranche 2

Impacts: 28 Project Districts covered under ADB Funding in Madhya Pradesh receive a 24- hour, quality supply of electricity; Time savings (20%) by women for household tasks; Increased study time (25%) for children.

Outputs include: Separated power supply to agricultural and households , through 11 KV feeder with upgraded distribution system; 20,000 women micro-entrepreneurs trained for business improvements; 500 women’s self help groups (SHG) trained on business development services across 28 districts; new meters installed; new household connections; 10% increase in microenterprises headed by women.

Gender Analysis

Gender and Development Index ranking 33rd out of 35 states in 2006

Less than half of women were literate; literacy gap between women and men was high

Knowledge of microcredit programs is not widespread and only 1% of women had taken a loan from a microcredit program

State policy commitments to gender equality include: 50% representation of women in local decision-making; commitment to hiring women in at least 33% of government jobs; compiling budget information on women’s empowerment–focused programs

During project preparation- A household survey was conducted:

Around 53,600 women-operated microenterprises in the project area

Around 30% of home-based microenterprises were operated by women

50% reported severe constraints to existing microenterprises due to lack of electricity

18% women entrepreneurs said they would expand their business activities and 9% said they would start new businesses with improved, electricity supply

• Enable power distribution companies to supply quality 24-hour power supply to rural households will contribute to poverty reduction and promote rural development

• Promote equitable rural development • Access to electricity will provide the poor with equal

opportunity to enjoy an improved quality of life, facilitating their participation in economic activities

Major Impact Indicators

• Increased income of women entrepreneurs trained on energy–based business support activities,

• Improved health conditions of household members, including women, children and the elderly

•At least 20% increase in time spent by women on rest, recreation and learning activities

• Increased study time for children

Key Achievements & Conclusion (1) Status of Project Completion • Impact evaluation is being conducted for feeder separation program

and the TA (85% work of FS completed - 5659 feeders completed). • Initial findings suggest that the feeder separation project benefited

agricultural and non-agricultural (domestic) consumers significantly. Domestic consumers received regular supply of proper voltage. This resulted in reduced use of kerosene and other alternative energy sources in the households. The farmers increased use of electricity for pumping while reducing diesel consumption. This resulted in net saving of irrigation water usage as well as diesel consumption.

• With the improvement in power supply and with permanent pump connections above 2.1 million in the state, farmers are able to produce 3 to 4 crops in a year. State has received Krashi Karman Award from Government of India for four consecutive years.

Key Achievements & Conclusion (2) Status of Project Completion • Under the TA: A total of 20,729 women provided IEM

training to gain access to energy-based income-generating business opportunities; 517 SHG women were trained on BDS provision; 506 SHG women were trained to become trainers on Gender & Energy.

• Feeder separation project significantly contributing to the rural agricultural economy.

• Women can benefit and also contribute significantly to local economic development.
