Mauro Ferrari quits after just three months at helm of EU research agency, citing “uncoordinated” COVID-19 response. But
MEP Ehler denounces the move as ‘window-dressing’
Mauro Ferrari makes a surprise exit
Mauro Ferrari resigned unexpectedly as president of the European Research Council, triggering a noisy public spat over why
and how he left. Ferrari, an Italian-American expert in nano-medicine, fired off an angry resignation memo – provided first to
the Financial Times – castigating the European Commission for “a largely uncoordinated cluster of initiatives.” He said he
pushed to have the ERC, which focuses on frontier research, launch a special funding round for COVID-19 research. As a
result, he said, “I have lost faith in the system itself” and submitted his resignation on 7 April.
But that version of events was quickly disputed in Brussels. Christian Ehler, a German member of the European Parliament who leads
research legislation, issued a late-night statement calling Ferrari’s actions “a window-dressing public relations stand on the coronavirus
crisis and it was a contradiction to the legal basis of the ERC.”
Other sources said the agency’s governing body, the 21-member Scientific Council, had decided days earlier to ask for Ferrari’s
resignation. Among the issues was a belief that he was spending too much time on non-ERC, private activities.
The Commission issued a statement confirming Ferrari’s immediate resignation and noting that his contract as ERC president on ly gave
him the legal powers of a “special advisor” to the Commission. Legally, it said, the Scientific Council “defines the scientific funding
strategy and methodologies of the ERC.” It went on to thank him “for the strong personal investment” he made in the months leading up
to his appointment 1 January.
When he took office on 1 January, Ferrari was allowed to continue some outside activities back in the US, where he had built his career
in engineering, nanotechnology and medicine. Among these was a paid board position at a US biotech company, Arrowhead
Pharmaceuticals. He also continued as an affiliate professor in pharmaceutical science at the University of Washington. But the
arrangement was unusual for an agency like the ERC, and had already prompted some outside criticism. As European nations began
entering COVID-19 lockdown last month, he was in the US, where his grown children work.
A Commission spokesman late on 7 April confirmed Ferrari’s resignation, but declined to elaborate. Ferrari couldn’t be reached
immediately for direct comment, but the Financial Times published his statement excoriating the ERC and the Commission.
In the statement, he said that he proposed that the ERC set up a special COVID-19 programme, because “at a time like this, the very
best scientists in the world should be provided with resources and opportunities to fight the pandemic.” He said it was rejected

unanimously by the Scientific Council “without even considering what shape or form it may take.” He added that he was later invited by
Commission President Ursula von der Leyen “for my input” on COVID-19, which created “an internal political thunderstorm” inside the
Commission bureaucracy.
The ERC, by law, funds research proposed directly by scientists – based on their own judgment of what’s important; they get the money
- €2.2 billion in all for 2020 – if peer review panels organised by the agency agrees with them. Ferrari’s statement says he knew his idea
for “top-down” COVID-19 grants ran counter to the agency’s normal “bottom-up” practice, but it was justified by the emergency.
Agency officials declined to comment publicly, but the MEP, Ehler, issued a public defence of the ERC, pushing back at Ferrari.
Besides calling Ferrari’s COVID-19 plan “window-dressing,” Ehler said Ferrari was “never really acquainting with the independent
nature of the ERC.” He continued: “We are sorry that things have turned out this way for a brilliant researcher and entrepreneur like Mr.
Ferrari. However, this should not serve as argument to accuse the ERC or the EU of not doing enough.”
The ERC focuses on fundamental rather than applied research – and numbers among its existing grantees virologists, epidemiologists
and others who have been doing basic research for the agency, and have now joined applied COVID-research teams in the
Commission’s other programmes.
They include €48.5 million for emergency Horizon 2020 collaborative projects for vaccines, cures and tools; €45 million to its Innovative
Medicines Initiative; €80 million in financial support for German vaccine maker Curevac; and up to €164 million in grants to small
business with COVID-19 solutions to develop.
On taking office in January, Ferrari quickly unveiled ambitious plans for the ERC. In an interview with Science|Business in February, he
spoke enthusiastically of the need for what he called “super-disciplinary” research, in which scientists break out of their normal
disciplines and think across domains. He was also a strong advocate of researchers helping to get their discoveries commercialised
and into widespread use – something he did repeatedly in his own career.
Ferrari, now 60 years old, is credited as one of the founders of nanomedicine. In 2016, his research team made headlines with a new
cancer treatment that uses nanoparticles loaded with a chemotherapeutic to target metastatic cells directly, thereby minimising
collateral damage to healthy tissue and allowing more sustained and aggressive treatment. Ferrari has around 480 publications to his
name, with over 20,000 citations. He also holds dozens of patents for inventions including different varieties of nanoparticles for drug
delivery.
Originally from northern Italy, he studied mathematics at the University of Padua before moving to University of California, Berkeley,
where he studied for a masters and a PhD in mechanical engineering. He went on to become an associate professor at Berkeley and
moved into medicine when he became a professor of bioengineering and mechanical engineering at Ohio State University.
Ferrari later moved to the MD Anderson Center and the University of Texas Health Science Center in Houston. In 2010 he became
president and CEO of the Houston Methodist Research Institute.

The ERC's Scientific Council notes with regret the statement made by Mauro Ferrari concerning his resignation on 7 April. We
here present the facts of the situation.
On Friday 27 March, all 19 active members of the ERC’s Scientific Council individually and unanimously requested that Mauro
Ferrari resign from his position as ERC’s President.
This request was made for four reasons:
1. During his three-month term in office, Professor Ferrari displayed a complete lack of appreciation for the raison-d’être of the
ERC to support excellent frontier science, designed and implemented by the best researchers in Europe. Although voicing his
support for this in public pronouncements, the proposals he made to the Scientific Council did not reflect this position. He did
not understand the context of the ERC within the EU’s Research and Innovation Programme Horizon 2020.
2. Since his appointment, Professor Ferrari displayed a lack of engagement with the ERC, failing to participate in many important
meetings, spending extensive time in the USA and failing to defend the ERC’s programme and mission when representing the
ERC.
3. In contrast, Professor Ferrari made several personal initiatives within the Commission, without consulting or tapping into the
collective knowledge of the Scientific Council, and instead using his position to promote his own ideas.
4. Lastly, Professor Ferrari was involved in multiple external enterprises, some academic and some commercial, which took a lot
of his time and effort and appeared on several occasions to take precedence over his commitment to ERC. The workload
associated with these activities proved to be incompatible with the mandate of President of the Scientific Council.
Professor Ferrari subsequently resigned on 7 April 2020. Therefore, his resignation in fact followed a written unanimous vote of no
confidence. In contrast, Professor Ferrari has stated that the reason for his resignation is that the Scientific Council did not support his
call for the ERC to fund a special initiative focused on the COVID-19 virus. To address this point specifically, we did not support a
special initiative because that is not our remit and the Commission's Research and Innovation Directorate General, with which we are
connected, was already very active in developing new programmes https://ec.europa.eu/info/research-and-innovation/research-
area/health-research-and-innovation/coronavirus-research-and-innovation_en to support this research through the appropriate
channels.
Indeed, many ERC funded researchers have been active for some time in researching the coronavirus family and many other equally
dangerous pathogens. Over 50 ongoing or completed ERC projects https://erc.europa.eu/list-erc-funded-research-projects-related-
coronavirus supported for a total value of about EUR 100 million are contributing to the response to the COVID-19 pandemic by
providing insights from several different scientific fields such as: virology, epidemiology, immunology, paths for new diagnostics and
treatments, public health, medical devices, artificial intelligence, social behaviour, crisis management.

In addition, as stated on its website in reaction to the COVID-19 crisis https://erc.europa.eu/news/coronavirus-business-continuity-
measures-erc, the ERC offers ‘grantees the flexibility to adjust their research project”. This is an efficient measure because several
ERC grantees already enquired about the possibility of addressing COVID-19 related research in their ongoing ERC project. All this

events/magazine/frontier-research-service-coronavirus-epidemic-response from funded ERC grantees on how bottom-up frontier
research is critical to deliver new – and sometimes unexpected – insights relevant for better understanding and fighting the COVID-19
pandemic, as well as for providing social behaviour and crisis management related solutions.
However, the ERC does not make calls for specific topics, since a guiding principle of ERC is that our researchers are free to pursue
the goals they define and to decide on what they wish to work. In our view, this is a crucial way to generate the best science.
The Scientific Council wishes to clarify, in case of any doubt, that they absolutely endorse the view that scientific research will provide
the best solutions to tackling pandemics, such as COVID-19.
Therefore, we regret Professor Ferrari's statement, which at best is economical with the truth. This Scientific Council remains dedicated
to pursuing the mission for which the ERC was established: the support of bottom-up ground-breaking research. It is also worth noting
that despite the pandemic, the ERC Executive Agency is struggling against the odds to actively process applications for our
Consolidator Grants and Starting Grants, which will support researchers throughout Europe to make the discoveries of the future.

Europese onderzoeksinstellingen zijn een petitie gestart over de berekening van personeelskosten in Horizon Europe.
Volgens de ondersteuners zouden de voorgestelde veranderingen tot extra kosten leiden, in plaats van de beoogde
vereenvoudiging.
Versimpeling leidt tot hogere kosten
Beoogde versimpelingsmaatregelen in Horizon Europe zullen leiden tot hogere kosten en meer fouten. Dat betoogt nochtans een
groeiend aantal Europese onderzoeksinstellingen, waaronder de TU Delft, het Erasmus UMC en het VUmc. De petitie http://horizon-
europe-personnel-costs.eu/ richt zich voornamelijk op het berekenen van personeelskosten. De Europese Commissie stelt voor om in
Horizon Europe de kosten per dag te berekenen, waar tot nog toe met uren gerekend werd. Het nieuwe voorstel wijkt daarmee af van
de tot nu toe gebruikelijke berekeningsmethoden. De ondertekenaars verwachten daarom verwarring, meer fouten en extra
administratieve lasten, mocht de ‘vereenvoudiging’ doorgang vinden. Hierin weten zij zich gesteund door grote Europese koepels,

Context
De Europese Commissie deed voor Horizon Europe een aantal voorstellen om het programma te versimpelen. Eerder bleek uit de
consultatie over het strategisch plan voor Horizon dat verregaande simplificatie nodig is. Ook de Raad heeft de Commissie hiertoe
aangespoord. Met de berekening van personeelskosten lijkt de Commissie echter de plank misgeslagen te hebben.

EU and Africa step up research cooperation to combat coronavirus outbreak (8 April

The European Union is stepping up its research and innovation cooperation with Africa in order to combat the coronavirus
outbreak. The European and Developing Countries Clinical Trials Partnership (EDCTP https://www.edctp.org/ ) is launching
calls for expressions of interest to support research on the coronavirus and strengthen research capacities in sub-Saharan
Africa. Three calls in total will be funded with up to €28 million from Horizon 2020, the EU research and innovation
programme.
The first call, with a budget of €2.25 million from Horizon 2020, with additional €1.5 million from Sweden and €1.0 from France has
been launched on 3 April. It will fund research into coronavirus pandemic preparedness in sub-Saharan Africa, to develop point-of-care
diagnostics and validate existing tests. They will also support clinical management by running controlled trials for diagnost ics and
therapeutics of promising agents.
Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and Youth, said:
The coronavirus outbreak is a global emergency, and we need to defeat it together. I am pleased to see the EU and Africa stepping up
their collaboration through EDCTP, which is a key player in the global health research arena.
EDCTP brings together the European Union, 16 African and 14 European countries to fund research to combat infectious diseases in
sub-Saharan Africa. It is fully embedded in the EU-Africa High-Level Policy Dialogue (HLPD https://www.africa-eu-
partnership.org/en/projects/eu-africa-high-level-policy-dialogue-hlpd-science-technology-and-innovation-sti) on Science, Technology
and Innovation, which develops joint long-term research and innovation priorities.
On 10 April, the partnership will launch two more calls to strengthen research capacities in sub-Saharan Africa. They will focus on
infectious diseases affecting sub-Saharan Africa, including on the coronavirus.
• €18 million for Coordination and Support Actions to strengthen EDCTP’s Regional Networks, more specifically their
clinical research capacity to conduct multi-country clinical trials. This should also consolidate South-South and North-South
collaborations between researchers and institutions; encouraging networking to maximise the impact of clinical research in
Africa.
• €5 million to build for capacity development for disease outbreak and epidemic response in sub-Saharan Africa, in
collaboration with the Africa Centres for Disease Control and Prevention (Africa CDC), namely by establishing an African
cohort of epidemiologists through training in institutions in Europe and sub-Saharan Africa.
This means the total amount of funding in the three new EDCTP calls from Horizon 2020 will reach up to €28 million. The Horizon 2020
investment delivers on the commitment to step up scientific cooperation between the EU and the African Union, set out in the
Commission’s comprehensive Africa Strategy https://ec.europa.eu/international-partnerships/system/files/communication-eu-africa-
strategy-join-2020-4-final_en.pdf adopted on 9 March.
Support via EDCTP complements the ongoing major EU research and innovation effort to fight the virus. The Commission has moved
quickly to mobilise public and private funding for urgently needed research and innovation https://ec.europa.eu/info/research-and-
innovation/research-area/health-research-and-innovation/coronavirus-research-and-innovation_en working on diagnostics, treatments
and vaccines. Strengthened global cooperation is an important part of the EU effort. This also includes the coordination of international
initiatives under the Global Research Collaboration for Infectious Diseases Preparedness (GloPID-R https://www.glopid-r.org/), and the
contribution (€20 million so far) to the Coalition of Epidemic Preparedness Innovation (CEPI). This support to research and innovation is

Background
Established in 2003, European and Developing Countries Clinical Trials Partnership (EDCTP https://www.edctp.org/ ) is a key part of
the EU’s longstanding cooperation with Africa in health research. It focusses on the clinical development of new or improved medical
interventions to prevent or treat infectious diseases affecting sub-Saharan Africa – HIV/AIDS, tuberculosis, malaria and other infectious
diseases.
The EU has supported EDCTP through its successive research and innovation programmes - currently through Horizon 2020. The
programme runs on a ten-year basis. For 2014-24, the EU has committed up to €683 million through Horizon 2020, provided that this is
matched by the European participating countries.
Two major EDCTP networks for strengthening the capacities of African countries to respond to infectious diseases outbreaks have

De Jonge Akademie: “Erken en waardeer solidariteit in tijden van crisis” (9 april 2020)

Ook voor wetenschappers is het momenteel geen ‘business as usual’. De Jonge Akademie vreest dat zonder solidariteit en
ruimhartigheid richting collega’s in deze crisis een kloof zal ontstaan tussen wetenschappers. Ze roept op tot solidariteit. Daar moeten
universiteiten, NWO en andere subsidiegevers aan bijdragen.

NWO past planning Talentprogramma’s aan wegens coronacrisis (9 april 2020)

NWO heeft de planning van de Talentprogramma’s Rubicon, Veni, Vidi en Vici aangepast. Op deze manier kan NWO
waarborgen dat aanvragers van financiering over een gelijk speelveld blijven beschikken en dat transparante en zorgvuldige
beoordeling mogelijk blijft.NWO vindt aanpassing van de planning noodzakelijk. Alle betrokkenen bij het aanvraag- en
beoordelingsproces hebben daardoor voldoende tijd en ruimte om hun werk te doen. Niet alleen de beschikbaarheid van aanvragers
maar ook die van referenten van onderzoeksvoorstellen en leden van beoordelingscommissies staat onder druk door de maatregelen
die zijn ingesteld vanwege het coronavirus. Ook moeten NWO-medewerkers het proces op een adequate manier kunnen begeleiden.
Deze nieuwe planning van procedures is tot stand gekomen met vooral het veld van medische wetenschappen en zorgonderzoek in
gedachten. Op deze aanvragers én commissieleden, voornamelijk clinici, wordt momenteel zodanig beslag gelegd in de bestrijding van
de crisis, dat de verwachte beperkte beschikbaarheid van onderzoekers, referenten en commissieleden een gelijk speelveld voor
aanvragers en transparante en zorgvuldige beoordeling niet mogelijk maakt.
Door deze aanpassingen voorkomt NWO dat tijdpaden van rondes van instrumenten binnen de Talentlijn elkaar gaan overlappen. Ook
kan er nu na de zomer geen ongewenste piekdrukte ontstaan. De beschikbare inzet van referenten en commissieleden en de capaciteit
bij NWO houdt met deze aanpassing stand, terwijl tevens de ‘eenheid’ van de Talentprogramma’s gehandhaafd blijft.
Dit zijn de maatregelen:
Rubicon
Rubicon kent drie rondes per jaar. Aanpassingen zijn:
• De deadline voor het indienen van aanvragen in de eerste ronde is verschoven van 31 maart naar 13 mei.
• NWO voegt de tweede en derde ronde van 2020 samen tot één ronde, met als deadline 1 december 2020.
Veni
Voor aanvragers van Veni-financiering gelden deze aanpassingen:
• NWO zendt in de loop van april, met mogelijk uitloop tot in juni, aan hen de resterende weerwoordverzoeken toe.
• De reactietermijn voor deze weerwoorden is verdubbeld van vijf tot tien werkdagen.
• De interviewselectie is verplaatst van mei naar juni 2020. Kort na deze selectie stelt NWO de kandidaten op de hoogte of zij
uitgenodigd worden op interview.
• De Veni-interviews staan gepland voor september 2020. NOOT PJ:
• Het besluit over de Veni-ronde 2020 wordt genomen in oktober 2020.
• NWO verplaatst de deadline voor indiening van vooraanmeldingen in de volgende Veni-ronde (2021) in de domeinen
SGW, TTW en ZonMw van september 2020 naar januari 2021. Dit om ervoor te zorgen dat kandidaten voldoende
voorbereidingstijd hebben.
Vidi
Voor aanvragers van Vidi-financiering gelden deze aanpassingen:
• De interviews met de kandidaten die in oktober 2019 hebben ingediend zouden in maart en april 2020 plaatsvinden. NWO
verplaatst deze interviews naar september 2020.
• De overlap tussen de lopende ronde 2019 en de volgende ronde 2020 is relevant voor die kandidaten die op interview komen,
afgewezen worden en opnieuw willen indienen. Zij krijgen de keuze uit deze opties:
o Aanvraag een jaar later indienen (2021) waarbij voor deze groep de peildatum van 1 oktober 2020 gehandhaafd
blijft. (De peildatum bepaalt of de aanvrager nog mág indienen, namelijk maximaal 8 jaar na de promotiedatum.)

o Meegaan in de reguliere ronde van 2020. Aanvragers krijgen dan tot 1 december 2020 de tijd om de aanvraag aan
te passen en in te dienen.
Vici
Voor aanvragers van Vici-financiering geldt dat de nieuwe deadline voor het indienen van vooraanmeldingen 30 april 2020 blijft. De
deadline was al met een maand verlengd na de eerste set maatregelen die NWO nam naar aanleiding van de corona-uitbraak. NWO
gaat ervan uit dat het merendeel van de Vici-aanvragers deze beknopte aanvraag gereed of goeddeels gereed hebben. Daarom ziet
NWO af van nog verdere verschuiving naar de toekomst om de spreiding van de rondes in de Talentlijn te kunnen handhaven.

Uitloop van onderzoekstrajecten: onderzoeksinstellingen werken aan oplossingen (8

Door de COVID-19 crisis ligt veel onderzoek stil. Onderzoekers hebben geen toegang meer tot labs of collecties, kunnen geen
data verzamelen, of zetten zich in het ziekenhuis in. Dit heeft een grote impact op het Nederlandse onderzoek. Met name
onderzoekers met tijdelijke contracten dreigen hiervan de dupe te worden. VSNU, NFU, NWO en ZonMw nemen deze signalen
zeer serieus. Samen met het Promovendi Netwerk Nederland en PostDocNL werken ze aan oplossingen voor de knelpunten
die deze (jonge) onderzoekers ervaren.
Deze oplossingen berusten op drie uitgangspunten. Allereerst: gezondheid belangrijker dan onderzoek. De verantwoordelijkheid
om te beslissen voor welk onderzoek aanwezigheid in faciliteiten noodzakelijk is en door moet en kan gaan ligt bij de decanen of
instituutsdirecteuren. Dat doen zij op basis van advies van de vakgroepsleider en met inachtneming van de RIVM-richtlijnen. Bij twijfels
of wanneer onderzoek onterecht als noodzakelijk wordt aangemerkt zijn decanen, instituutsdirecteuren het eerste aanspreekpunt. Een
tweede uitgangspunt is dat waar er problemen of vertraging ontstaan ten gevolge van de COVID-19 crisis, het leidende principe is dat
alle bestaande onderzoeksprojecten in alle redelijkheid en op een geschikt moment afgemaakt moeten kunnen worden. Het derde
uitgangspunt is dat maatwerk nodig zal zijn om recht te doen aan de diversiteit aan problemen. De onderzoeksorganisaties willen dat
er passende mogelijkheden worden geboden om het onderzoek te kunnen afronden, zoals: aangepaste procedures om te kunnen
promoveren, extra tijd/ geld bij vertraging van het onderzoekstraject, het aanpassen van de onderzoeksopzet enz. De precieze invulling
van zulke maatregelen is afhankelijk van de financieringsbron en de afspraken die daarmee gemaakt worden. Daarbij roepen de
onderzoeksorganisaties op om ook maatwerk te bieden door in deze bijzondere tijd breder te kijken in het ‘erkennen en waarderen’ van
de bijdrage van eenieder, aansluitend bij het position paper ‘Ruimte voor ieders talent

De onderzoeksorganisaties zijn in gesprek met de ministeries van OCW, EZK en VWS over verschillende urgente aandachtspunten.
Onder meer over: de kosten van uitloop, de mogelijkheden om de contracten van (postdoctorale) onderzoekers langer dan vier jaar te
kunnen laten duren of meer dan twee aanstellingen te kunnen verlengen en verlenging te kunnen bieden aan de verblijfsvergunning
van internationale werknemers die een aflopend tijdelijk dienstverband hebben. Bovendien zijn de organisaties in gesprek met andere
financiers, zoals bedrijven of internationale subsidieversterkers als de EU, om ook daar voor maatwerkoplossingen steun te krijgen.

NWO-call Corona: fast-track data gesloten (8 april 2020)

Afgelopen vrijdag 3 april stelde NWO de call Corona: fast-track data open. De call biedt ruimte aan ongeveer 30 toekenningen.
Inmiddels heeft NWO een dusdanige hoeveelheid aanvragen ontvangen, waardoor het volledig beschikbaar budget benut zal
worden. Daarom is de call inmiddels gesloten.
De call ‘fast-track data’ is in het leven geroepen vanuit de NWO-domeinen Sociale en Geesteswetenschappen, Exacte en
Natuurwetenschappen en Technische en Toegepaste Wetenschappen voor het vergaren van data die alleen nu, tijdens de COVID-19
crisis, kunnen worden verzameld, en dan specifiek voor andere dan medische en zorggerelateerde vraagstukken die zich tijdens de
coronacrisis in de samenleving voordoen.
De belangstelling voor de call was groot. Vanuit verschillende wetenschappelijke disciplines zijn financieringsaanvragen gedaan voor
onderzoeken die zullen leiden tot belangrijke sets aan data.
Om onderzoekers snel van start te laten gaan met de projecten, streeft NWO ernaar om aanvragers binnen een werkweek uitsluitsel te
geven. Binnen enkele werkdagen verwacht NWO meer informatie te kunnen geven over de gehonoreerde aanvragen.

Een computer als volwaardig wetenschapper, die samen met zijn menselijke collega’s een wetenschappelijk onderzoek uitvoert en er
een artikel over schrijft. Dat is de stip op de horizon die een multidisciplinair team van onderzoekers afkomstig van zes Nederlandse
universiteiten neer zetten.
'Binnen dit programma gaat het er uitdrukkelijk niet om dat we kunstmatige intelligentie willen ontwikkelen die mensen gaat vervangen.
We willen juist de unieke talenten van mensen en die van kunstmatige intelligentie samenbrengen en elkaar laten versterken, ' zegt
programmaleider Frank van Harmelen van de Vrije Universiteit.

Op de eerste dag van de MIT-regeling kwamen er al zoveel aanvragen voor MIT-haalbaarheidsprojecten binnen dat het beschikbare
budget ruimschoots is overschreden.
De totaal aangevraagde subsidie van de eerste dag bedraagt ruim € 9,4 miljoen (op een beschikbaar budget van € 3.045.000).
Voor de 2 subthema’s binnen topsector ‘Agri & Food’ ('duurzame visserij en aquacultuur' en 'duurzame dierlijke producten') is nog wel
budget beschikbaar.

Voor de MIT-regeling gelden 5 regio's. Informatie over de de verschillende regionale budgetten kunt u navragen bij de verschillende

New chairwoman round table earth sciences (6 April 2020)

Caroline Slomp (Utrecht University) will be the new Chairwoman of the advisory committee for the earth sciences. This round
table aims to enhance the cooperation between the research field, the NWO board and office.

Oproep bundeling van vragen blijft van kracht NWO realiseert zich dat de universiteiten en haar medewerkers nog steeds hun volle
aandacht hebben bij de gevolgen van de landelijke maatregelen (waaronder de continuïteit van het onderwijs en de zorgen van
studenten en het eigen personeel betreffen). Maar vanzelfsprekend leven er tevens ook vele verdere vragen rondom bij NWO
ingediende aanvragen en/of door NWO gefinancierde onderzoeksprojecten.
Oproep blijft van kracht.
Om concrete vragen als gevolg van de NWO-maatregelen zo effectief mogelijk te kunnen beantwoorden, kunnen de hoofdontvangers
van deze flash (bestuursadviseurs van de kennisinstellingen: Noot PJ voor de WUR Henrieke de Ruiter) concrete vragen en
mogelijke knelpunten voor de eigen achterban nog steeds en bij voorkeur zoveel mogelijk ‘gebundeld’ aanleveren. Of dit te verzoeken

De regeringen van de EU-lidstaten krijgen de mogelijkheid om al hun resterende middelen uit het fonds voor regionale
cohesie van dit jaar te besteden aan het bestrijden van (de effecten van) de Covid-19-pandemie. Dat kan leiden tot een verlies
van ongeveer 18 miljard euro voor innovatie, waarvan 6 miljard euro voor onderzoek en ontwikkeling op regionaal niveau, waarschuwt

Clusters als motor van de Europese economie (9 april 2020)

Het European Observatory for Clusters and Industrial Change (EOCIC) heeft de 2020-editie gepubliceerd van het European
Panorama of Clusters and Industrial Change. Het rapport geeft een overzicht van hoe clusters bijdragen aan het
concurrentievermogen van de Europese economie. Het analyseert de sterkte van clusters in 51 exporterende industriesectoren in
Europa en identificeert 2.950 regionale industriële clusters. Het EOCIC heeft ook een publicatie uitgebracht over het monitoren en
evalueren van clusterbeleid. De Europese Commissie meldt dat het de industriële clusters in Europa zich een week geleden hebben
verenigd in de strijd tegen het coronavirus. Daartoe hebben ze het Covid-19 Industrial Clusters Response Portal opgezet. Een artikel

Regionale Innovatie Strategie 2021-2027 vastgesteld (6 april 2020)

Onlangs hebben de colleges van Gelderland en Overijssel de Regionale Innovatie- en onderzoeksstrategie voor slimme
specialisatie (RIS3) voor Oost-Nederland vastgesteld. Deze Strategie, is de basis voor het Operationeel Programma van het
Europees Fonds voor Regionale Ontwikkeling (EFRO) in de periode 2021-2027.
De RIS3 (ook wel genaamd Slimme Specialisatie Strategie) beschrijft de concurrentiekracht van Oost-Nederland op gebied van
innovatie, ten opzichte van de andere regio’s in Nederland en Europa. De RIS3 geeft inzicht in de sterktes en de zwaktes van de regio
en laat zien waar de kracht zit voor verdere ontwikkeling.
Richting strategie
Het beeld dat uit de RIS3 naar voren komt is dat de regio vooral het verschil maakt door de vele kansen om cross-overs te leggen
tussen de sterke sectoren en daarbij de technologie te verbinden met maatschappelijke uitdagingen. Denk hierbij aan: de landbouw- en
eiwittransitie, de verschuiving naar meer gepersonaliseerde zorg en schone, duurzame materialen voor een circulaire economie. De
mogelijkheid om via die crossovers verschillende expertises samen te brengen maakt Oost-Nederland uniek.
Innovatie-ecosysteem
Voor slagkracht, behoud en groei van het bedrijfsleven is ook een sterk ecosysteem van belang. Om het innovatie-ecosysteem verder
te versterken zet Oost Nederland in op:
• Bundelen van de krachten in Oost-Nederland; investeren in gezamenlijke belangen door de specialisaties van de regio’s met
elkaar te verbinden (focus & massa)
• Investeren in product-verbeterende innovaties en volledig nieuwe innovaties, die van belang zijn voor de economie en
blikvangers worden van de regio.
• Investeren in het behouden van een krachtig en concurrerend Midden- en Kleinbedrijf en nieuwe kansen ontwikkelen via
Startups en Scale-ups
• Aansluiten bij maatschappelijke opgaven en economische transities die de basis vormen voor succesvolle innovaties;
• Zorgdragen voor een integrale innovatieaanpak waarin de businesscase -het verdienmodel- centraal staat;
• Betrekken van boegbeelden die hun netwerk inzetten bij het verbinden van actoren en activiteiten zodat innovaties niet
stagneren door de waan van de dag;
• Innoveren met en voor de mensen van Oost Nederland.

Europese onderzoeksministers scharen zich achter het ERAvsCorona actieplan, dat moet bijdragen aan de strijd tegen het
coronavirus. Onbedoeld onderstreept de crisis ook waarom de ERA snel voltooid moet worden.
10 actiepunten in strijd tegen coronavirus
De Europese onderzoekministers spraken tijdens een informele videoconferentie https://eu2020.hr/Home/OneNews?id=237 hun steun
uit voor tien prioritaire acties in de strijd tegen het coronavirus. Dit betreft onder meer de coördinatie van onderzoeks- en
innovatiefinanciering (O&I) in de strijd tegen corona, het belang van een data sharing platform voor onderzoeksresultaten, toegang tot
onderzoekinfrastructuren en het opstarten van een speciale High Level onderzoek en innovatie werkgroep. Daarnaast zien de
onderzoeksministers potentie in het aanwakkeren van synergieën tussen verschillende Europese programma’s, waarbij ook het
belang van voldoende financiering voor O&I werd benadrukt. Deze actiepunten

korte termijn op Europees niveau worden uitgevoerd. In de komende maanden hopen de ministers dat de Commissie en de lidstaten

Corona onderstreept nut ERA
Het ERAvsCorona actieplan toont nog maar eens aan hoe de Europese Onderzoeksruimte (ERA) onderzoekers kan helpen in hun
werk. Onbedoeld legt het actieplan echter ook de vinger op de zere plek: acties als het delen van data en toegang tot
onderzoeksinfrastructuren zouden immers onnodig zijn geweest, als de ERA al verder gevorderd was. Daarmee geeft corona een
broodnodige impuls aan de vernieuwing van de ERA, zij het gepaard met hoge kosten.
Context
De Covid-19-pandemie wordt door de Commissie gezien als een ongekende uitdaging voor Europa en voor de hele wereld. Op 26
maart onderstreepten de Europese onderzoeksministers onderzoek en innovatie als een van de vijf velden waarin de EU tijdens de
coronacrisis moet blijven investeren en ondersteunen. Het ERAvsCorona actieplan vormt hierop een concrete opvolging.

De Commissie heeft Stephen Quest benoemd als nieuwe directeur generaal van het Joint Research Centre. Hij zal zijn nieuwe
positie beginnen op 1 mei.
Nieuwe positie voor Quest
Stephen Quest is aangesteld als nieuwe directeur-generaal van het Joint Research Centre (JRC). Momenteel staat Quest aan het
hoofd van het directoraat-generaal voor Belastingen en Douane-unie (TAXUD). Hij zal zijn nieuwe positie gaan bekleden op 1 mei
2020. Quest heeft een lange staat van dienst binnen de Commissie en werkte onder meer in het secretariaat-generaal en als directe
medewerker van een aantal Commissarissen. In tegenstelling tot zijn voorganger Vladimír Šucha heeft Quest geen ervaring met
onderzoeksbeleid of -programma's.
Context
Het Joint Research Centre is een zelfstandig onderzoekscentrum dat de Europese Commissie ondersteunt. Haar taak is het
verschaffen van onafhankelijk wetenschappelijk bewijs voor Europees beleid.

Deadline inschrijving Horizon Impact Award uitgesteld
De deadline voor het aanmelden van kandidaten voor de Horizon Impact award 2020 https://www.neth-er.eu/nl/nieuws/Tweede-editie-
Horizon-Impact-Award-2020-geopend is verzet van 2 april naar 15 april. Dit jaar vindt de tweede editie van deze wedstrijd plaats. De
award wordt uitgereikt aan onderzoeksprojecten die onder Horizon 2020 en FP7 hebben plaatsgevonden en die een aanzienlijke
bijdrage hebben geleverd aan de maatschappij. Er zullen vijf winnende projecten uitgekozen worden. Deze ontvangen 10.000 euro

Europese hackathons in strijd tegen het coronavirus
De Europese Commissie zal in nauwe samenwerking met EU lidstaten een pan-Europese hackathon organiseren die moet helpen bij

burgers, innovatoren en andere partners uit om online samen te komen rond zo’n 20 nog te lanceren vraagstukken. De hackathon staat

Coronavirus Response Investment Initiative Plus gepresenteerd
De Europese Commissie heeft het Coronavirus Response Investment Initiative Plus (CRII+)

bestaat uit een aantal nieuwe maatregelen waaronder een 100% EU co-financieringsratio. Ook stelt de Commissie verbeterde
overdrachtsmogelijkheden tussen de verschillende structuurfondsen en tussen verschillende regio’s in een land. Middels het
Coronavirus Investment Initiative, dat onlangs werd goedgekeurd door het Europees Parlement en de Raad, zal 37 miljard euro aan
extra investeringen vanuit de Europese Structuur -en Investeringsfondsen (ESIF) worden gegenereerd. De Raad

ESU publiceert position paper over coronacrisis
Op 6 april heeft ESU een position paper https://www.esu-online.org/?policy=covid-19-position-paper-a-multidimensional-crisis-that-
affects-us-all gepubliceerd waarin de Europese studentenbond haar zorgen uit over de coronacrisis. In het paper pleit ESU ervoor om
de toegang tot studiedisciplines die zijn gerelateerd aan zorg en gezondheid te heroverwegen. Ook vraagt ESU de lidstaten om brain
drain van werknemers uit alle sectoren, en specifiek de gezondheidszorg, te voorkomen. Verder roept ESU op om de repatriëring van
studenten, van binnen en buiten de EU, te verzekeren. En ook om visums te verlengen voor studenten die hebben besloten om te
blijven in het land waar zij (tijdelijk) studeren.

Vorige maand bepaalden de onderhandelingen over het Meerjarig Financieel Kader (MFK) nog de Europese politieke agenda.
Nu, met de coronacrisis die alle aandacht vraagt, komt het doemscenario van geen akkoord steeds dichterbij. Dat zou ook
grote gevolgen hebben voor de wetenschap. Artikelen van Neth-ER en Science|Business schetsen de ontstane situatie en de mogelijke
gevolgen ervan, en wegen de kansen dat er toch nog een oplossing komt. Die zijn klein: alle partijen denken nu toe voornameli jk aan
zichzelf en lijken nauwelijks bereid elkaar tegemoet te komen. De voorzitter van de Europese Commissie Ursula von der Leyen schreef
afgelopen week een opiniestuk over hoe zij denkt dat Europa zich de komende jaren moet ontwikkelen. Hierin heeft ze het over de
noodzaak van het opzetten van een “Marshallplan voor Europa. De kern ervan zou een krachtige nieuwe EU-begroting moeten zijn.”

Behoefte aan modern budget
De gevolgen van de coronacrisis doen de vraag naar een modern nieuw lange termijn EU budget toenemen, zo stelt Ursula von der
Leyen in een opiniestuk https://ec.europa.eu/commission/presscorner/detail/en/AC_20_602 . Het is volgens haar cruciaal om nu slim en
duurzaam te investeren in de toekomst van Europa door focus te leggen op innovatief onderzoek, digitale infrastructuren, schone
energie, circulaire economie en toekomstbestendige transportsystemen. Het nieuwe meerjarig financieel kader (MFK) biedt, door haar
looptijd van zeven jaar, stabiliteit en zekerheid voor investeerders, en moet volgens Von Der Leyen de kern vormen/aan de basis liggen
van een zogenaamd Europees Marshall Plan. Dit moet niet alleen grote investeringen genereren die de Europese interne markt
opnieuw zullen aanzwengelen, maar vooral ook bijdragen aan het opbouwen van een duurzaam, modern en veerkrachtig Europa.
Context
Vorig jaar presenteerde Ursula von der Leyen de zes ambities https://ec.europa.eu/info/priorities_en voor haar ambtsperiode. In
december startte de Commissie ambitieus door in de eerste 100 dagen tal van strategieën te presenteren zoals de Green Deal en een
digitaliseringstrategie. In dit opiniestuk geeft Von Der Leyen aan dat de gevolgen van de coronacrisis de vraag naar een modern
nieuw EU-budget doen toenemen. Tot nu toe is er door de regeringsleiders nog geen akkoord bereikt voor een nieuw meerjarig
financieel kader (MFK). De onderhandelingen verliepen tot nu toe, ook vóór de uitbraak van de COVID-19 pandemie, zeer moeizaam.
Neth-ER maakte onlangs een overzicht van de mogelijke gevolgen van de coronacrisis voor het MFK.

Onderzoekers raken uitgeput en geïnspireerd door COVID-19 uitdaging (9 april 2020)

De uitbraak van het nieuwe coronavirus geeft tal van wetenschappelijke disciplines een enorme impuls. Dat leidt enerzijds tot
overwerktheid en anderzijds tot een veel grotere bereidheid om samen te werken. Dat constateert een artikel van Science|Buisiness.
“Tegelijkertijd staat zeer veel relevante wetenschappelijke informatie nog achter betaalmuren”, aldus een artikel van ScienceGuide. Dat
ziet in de ontstane situatie een bevestiging van de noodzaak van meer open access en open science (zie ook artikel hierna).

Commissie lanceert citizen science platform (8 april 2020)

Het nieuwe platform EU-Citizen.Science is door de Europese Commissie gelanceerd. Het digitale platform richt zich op
iedereen die is geïnteresseerd in citizen science en is ontwikkeld om best practices uit de Europese samenleving te
verzamelen op het gebied van wetenschappelijke projecten.

De Europese Commissie heeft met de website EU-Citizen.Science https://ec.europa.eu/info/news/launch-eu-central-platform-citizen-
science-eu-2020-apr-08_en een digitaal platform voor citizen science gelanceerd. Het platform https://eu-citizen.science/ richt zich op
iedereen die is geïnteresseerd in citizen science, waaronder onderzoekers, beleidsmakers en de burger zelf. De verzameling aan best
practices op het platform kunnen dienen als inspiratie voor het opzetten en uitvoeren van nieuwe wetenschappelijke citizen
science projecten.
Nederlandse projecten
Iedereen mag projecten aan het platform toevoegen. Op dit moment staan er ongeveer 63 projecten op de website, waaronder 2
Nederlandse projecten. De Grow app https://www.growapp.today/#/ is een tool waarmee timelapses van veranderingen in de natuur

kunnen worden gemaakt. Observation.org https://observation.org/ is een platform waarmee data over biodiversiteit kan worden
gedeeld.
Context
EU-Citizen.Science is een project van het Science with and for Society-onderdeel binnen Horizon 2020 (SwafS). Dit programma
houdt zich bezig met wetenschappelijke oplossingen voor maatschappelijke vraagstukken. Het is opgericht om burgers en wetenschap
dichter bij elkaar te brengen.

Academische gemeenschap roept op tot Europese solidariteit in coronacrisis (7 april

De academische gemeenschap in Europa roept de lidstaten op om solidariteit te tonen tijdens de pandemie, zo blijkt uit
verschillende statements van organisaties uit de onderwijs- en onderzoekswereld.
Europese academici benadrukken belang solidariteit
Europese academici roepen de lidstaten op solidair te zijn en zoveel mogelijk samen op te trekken in de strijd tegen het coronavirus. Zo
is een brief https://voiceforeurope.weebly.com/letter.html afkomstig van de Italiaanse politicoloog Maurizio Cotta en dertien van zijn
collega-onderzoekers al meer dan vijfduizend keer ondertekend. De brief schaart zich achter de maatregelen van de Commissie
om geld te investeren in (medisch) onderzoek tijdens de coronacrisis en vraagt academici om de EU zoveel mogelijk te
steunen. Ook wordt het belang van gezamenlijk onderzoek in de aanpak van de coronacrisis onderstreept. Ook de European Group
on Ethics in Science and Technologies (EGE) publiceerde een vergelijkbare brief

wetenschappelijke gemeenschap op de pandemie prijst.
Context
Om de pandemie tegen te gaan besloot de EU de afgelopen periode onder andere om te investeren in Europese
onderzoeksinitiatieven ter bestrijding van het coronavirus en om 140 miljoen vrij te maken voor medisch onderzoek. Ook nam zij andere
maatregelen om gelden te mobiliseren voor de bestrijding van de crisis.

Access to information an obstacle in EU-China joint research (7 April 2020)

The EU is investing €500M of Horizon 2020 funding in collaborative projects with scientists in China. EU researchers say this
is creating opportunities - but Chinese restrictions on data sharing can be a problem

EU-Chinese joint research has grown in recent years, but so too has a problem: obstacles to data sharing between scientists.
Brussels and Beijing have agreed to promote open access to research data, but European scientists say restrictions on data
sharing in China are a barrier - though they stress the value of working with Chinese counterparts.
The EU and China pledged to spend up €630 million on joint research projects over 2016-2020 through the EU-China Co-
Funding Mechanism (CFM), with the EU putting in €500 million from the Horizon 2020 research programme and the Chinese
Ministry of Science and Technology RMB1 billion (€130 million).
CFM offers co-ordinated, parallel grants for researchers on either side, to work together on joint projects of interest to both Beijing and
Brussels, for example, in agriculture, biotechnology, urban development, green manufacturing and clean energy. For Luuk Fleskens,
associate professor of soil physics and land management at Wageningen University in the Netherlands, CFM provided an opportunity
to build on existing partnerships. Fleskens is coordinator of the ‘Interactive soil quality assessment in Europe and China project’,
(iSQAPER), a joint effort to generate knowledge and data that helps land users assess their soils and make well-informed decisions
about its use.
“We have a longer-term collaboration with different partner institutions in China,” said Fleskens. “Building on these partnerships is an
important thing. You can’t have scientific progress in isolation, you need to collaborate.” When the EU put out a call that required
applicants to bring Chinese partners on board, “We made sure that we ticked that box,” Fleskens said.
Limits on sharing research data
While the Chinese partners in iSQAPER shared all the data from experiments carried out as part of the project, data collected for other
purposes is harder to access. “In Europe we have the Joint Research Centre, which has several layers [of data] on soil threats,”
Fleskens said. “In China they have similar soil threat databases. But although the Institute of Soil Science in China was a partner in
projects, they could not share their data [for it] to be included in our assessment.”
It wasn’t clear exactly why, but Fleskens said, “I have the feeling that this was seen as a strategic dataset.” Assurances that Fleskens
and colleagues would use the data discreetly had no effect. “That conversation was very difficult,” he said.
Wang Fei, professor of conservation and development at the Institute of Soil and Water Conservation in Yangling, said some data could
not be incorporated into iSQAPER analyses due to changes in how the land was used. “The main problem is the land use changed too
fast, it is not easy to find croplands with the same management over the long term” said Wang. “The conditions are changing all the
time,” he said.
According to José Gómez, research scientist at the Institute for Sustainable Agriculture in Córdoba, Spain, some of his Chinese
colleagues even have difficulties in sharing data they collected themselves. Like Fleskens, Gómez is also working on soil quality, as
coordinator of ‘Soil Hydrology research platform underpinning innovation to manage water scarcity in European and Chinese cropping
systems’ (SHui), a partnership between Spanish, Israeli, and Chinese researchers. The project has a €4.9 million Horizon 2020 grant
and a Chinese grant of roughly €500,000.
“The big difficulty that we are having is that there is a big difference between Europe and China in terms of who owns the data,” said
Gómez. “In Europe, if I run an experiment, I am responsible for those data and I don’t need to ask for permission to share [them].” But
in China, data is owned by the institution. “It’s not as easy as in Europe to share the raw data. Apparently there are many layers for
getting permission to do that,” he said. That is both contrary to the open data ethos and poses problems in meeting deadlines. “One of
the objectives of the project is to have a platform of open data,” Gómez said. At the same time, the data needs to be uploaded on
schedule to comply with the EU grant agreement, and while SHui hasn’t missed any deadlines yet, Gómez said there is still “a big
delay.”
While the EU and China agreed to make open access a condition of joint research, meaning published articles and data must be
available without charge, there is no requirement to publish in the first place, either in the EU or in China.
How much unpublished data research partners should share with one another in confidence is less clear, although Brussels and Beijing
have committed to improving “reciprocal access to science, technology, and innovation resources,” according to the Commission’s
roadmap for science and technology cooperation with China.
Mismatched deadlines
Jessie Zhang, a China expert at EUrelations, a consulting firm that advises researchers on funding programmes, said it’s “not unusual”
for Chinese scientists to need permission from senior colleagues to share data research that hasn’t yet been published. Furthermore,
because joint projects under the CFM rely on separate European and Chinese grants, the reporting deadlines differ. As a result,

Chinese researchers may be reluctant to share data with the EU until after they’ve first supplied it to the Chinese Ministry of Science
and Technology, which funds their work.
“If there are any publications out of a project, in the end, it’s all public.” said Zhang. “All public funded projects need to be accessible
and online.” However, she noted, searching the databases can be very difficult for someone who doesn’t speak good Chinese.
Whether or not data sharing is a problem typically boils down to the data’s competitive value, said Lidia Borrell-Damian, secretary
general of Science Europe, which represents national funding agencies. “There are niches or special fields of research in which the
sharing of the data is not a problem, because it’s far enough away from immediate use for industry, therefore competitiveness is not at
stake,” she said. Nuclear physics is one case in point. “This is different when we go to other domains, such as biotech or engineering,”
where the research is “close to the market.” Examples could include information on genetically modified crops, or on the use of
pesticides in China that are banned in the EU.
Fleskens said there were limits on iSQAPER’s freedom to involve Chinese farmers. “The idea was to have a range of different farmers,
to really look at the wide cross section of the farming community,” he said. That went well in Europe, but in China, most of the work was
done on large farms owned by research institutes. “We had to convince them to also work with small farmers,” Fleskens said. In the
event, of four case study sites, only one was not affiliated to a research institute. When Fleskens and his colleagues wanted to involve
other farms, they were told “our farmers all do the same, so there is no point.” Fleskens was unconvinced, “I think that can’t be true.
There’s always differences between farmers.”
It’s not the case that all Europeans working on joint research with China report such problems. Bernhard Müller, senior professor of
environmental sciences at the Technical University of Dresden, said he didn’t encounter any difficulties accessing data while working on
TRANS-URBAN-EU-CHINA, a Horizon 2020 project aiming to improve quality of life and promote sustainability of cities based on best
practices in Europe and China. “Up to now, we did not have the feeling that they were not sharing anything,” said Müller. Chinese
colleagues weren’t afraid to speak critically about sustainability policy, he said.
Gómez’s experience is different. There was a tendency towards “not being openly critical of big pictures in technical fields,” and
Chinese researchers were very wary of criticising established techniques, especially in group discussions.
Despite the challenges, both Fleskens and Gómez believe joint research with China is valuable. One of the key outputs of iSQAPER is
a standardised, app-based method for assessing agricultural soil quality. Fleskens said it would have been impossible to develop an
app that could be used globally if the research had been confined to Europe.
Meanwhile, Gómez speaks warmly of the researchers and students he met on trips to China. “When you visit their experiments and you
talk to these teams, you see they have a lot of good scientists, a lot of postdocs, and a lot of undergraduates working in the projects,”
he said.
ERAC wil centrale Europese aanpak Open Science en Open Innovation (6 april 2020)

Er moet een centrale, inclusieve en gecoördineerde aanpak komen voor Open Science en Open Innovation in Europa. Dit stelt
de Standing Working Group on Open Science and Open Innovation van de ERAC in een rapport met aanbevelingen voor de
toekomst van de ERA. Daarnaast moet Open Innovation breder worden benut en hoger op de beleidsagenda komen.
Geïntegreerd beleid voor OS & OI
Er moet een centrale, inclusieve en gecoördineerde aanpak komen voor Open Science en Open Innovation in Europa. Dit stelt de
Standing Working Group on Open Science and Open Innovation van het European Research Area & Innovation Committee (ERAC) in
een onlangs gepubliceerd rapport https://data.consilium.europa.eu/doc/document/ST-1203-2020-INIT/en/pdf . Hierin presenteert de
werkgroep haar standpunt over hoe Open Science en Open Innovation benut moeten worden onder de nieuwe ERA. Zo is het van
belang dat de wettelijke kaders voor auteursrechten, de evaluatie van onderzoek en het overzien van Open Science en Open
Innovation beter wordt afgestemd tussen lidstaten op basis van de FAIR (findable, accessible, interoperable, reusable) principes en
transparantie. Daarnaast moet Open Innovation hoger op de beleidsagenda worden gezet en moet het breder kunnen worden benut
buiten de industrie en onderzoeksector door burgers en de maatschappij te betrekken bij het opzetten van de beleidsagenda. Ook stelt
de werkgroep dat de ‘quadruple helix’-samenwerking – waarin interactie tussen universiteiten, het bedrijfsleven, de overheid en burgers
binnen een kennismaatschappij centraal staat – moet worden gerealiseerd, bijvoorbeeld door burgers meer bij de wetenschap te
betrekken.

Tekortkomingen bestaand beleid
Het rapport identificeert een aantal tekortkomingen in het bestaande beleid voor Open Science en Open Innovation. Zo komt de
invoering van Open Science momenteel nog maar langzaam op gang. Ook staan de traditionele ecosystemen voor de productie,
verspreiding en evaluatie van onderzoek nog stevig op hun plek. De verspreiding van kennis wordt namelijk in de weg gestaan door
regelingen omtrent auteursrechten en embargo’s. Bovendien is de prikkel om onderzoeksresultaten Open Science toe te passen
momenteel erg laag en de toepassing van citizen science wordt niet voldoende erkend in academische carrières. Bovendien is er over
het algemeen een gebrek aan een collectieve aanpak voor Open Science en Open Innovation in Europa.
Context
Het rapport met aanbevelingen van de ERAC werkgroep is gepubliceerd met het oog op de mededeling over de toekomst van de ERA
waarvan verwacht wordt dat de Commissie deze in juni dit jaar zal publiceren en de Raad deze in november gaat aannemen. Onlangs
publiceerde ERAC al een algemene opinie over de toekomst van de ERA. Het doel van de werkgroep OSI is beleidsadvies te geven
specifiek op het gebied van Open Science en Open Innovation, om zo de toegang tot en verspreiding en gebruik van
wetenschappelijke kennis te vergroten. Optimale circulatie van wetenschappelijke kennis is namelijk een van de prioriteiten van de
ERA.

wetenschappers de klok rond werken om in sneltreinvaart Nederlandse testmaterialen te produceren. Bedrijven en wetenschappers die
hiermee bezig zijn, hebben de Viralert Foundation opgezet, die nadenkt over de strategie die ons land zou moeten hanteren om de
verdere verspreiding van SARS-COV-2 te beperken.

Innovatieve antwoorden van overheden op de COVID-19-crisis (9 april 2020)

Het wetenschaps-, technologie- en innovatiebeleid (WTI) speelt een cruciale rol in het antwoord van overheden op de Covid-19-crisis,
waarbij landen bijna dagelijks nieuwe beleidsmaatregelen invoeren. Het Committee for Scientific and Technological Policy van de
OESO houdt bij welke maatregelen dat zijn. Hiervoor is de STIP Covid-19 Watch in het leven geroepen. De coronacrisis heeft er ook
toe geleid dat regeringen op andere terreinen innovatieve maatregelen nemen. Deze worden verzameld door het Observatory of Public
Sector Innovation van de OESO (OECD-OPSI). Omdat deze organisatie niet het hele veld kan overzien, zijn externe bijdragen welkom.

Hoe zal het coronavirus de wereld veranderen? (9 april 2020)

Sommige mensen geloven dat de pandemie een kans is om de samenleving opnieuw vorm te geven en een betere toekomst
op te bouwen. Anderen vrezen dat het bestaande onrechtvaardigheden alleen maar erger maakt. Een artikel van The Guardian
beschrijft de opinies hierover. Econoom Mariana Mazzucato betoogt in artikelen van Project Syndicate en het World Economic Forum
(WEF) dat de coronacrisis een aangrijpingspunt zou kunnen zijn voor een maatschappelijke transitie naar groene en inclusieve groei.
De Britse organisatie Nesta en het United Nations Development Programme (UNDP) organiseerden op 26 maart een virtuele sessie
over het onderwerp. Een verslag is te vinden op Medium.com. De Nederlanders Paul Nillesen (Strategy& / PwC) en Jan Willem
Velthuijsen (PwC) pleiten in een opiniebijdrage voor de NRC voor een New Deal “à la Roosevelt, maar dan een groene”. De Rabobank
maakte een scenario-analyse van twee belangrijke keuzes die de maatschappij na afloop van de coronacrisis moet maken: 1. kiezen
we voor robuuste welvaart (bv meer productie in het westen) of voor efficiënte groei (bv meer productie in China), en 2. kiezen we voor
weinig of voor veel overheid? Dat levert scenario’s op die “niet in beton zijn gegoten, maar wel een geschikt startpunt vormen voor het
strategisch denken en het gesprek over de inrichting van onze maatschappij na de coronacrisis.” Nog twee artikelen van Projec t

Het grootste probleem bij het vinden van een geneesmiddel tegen of vaccin voor COVID-19 is niet het geld. Het is een gebrek
aan coördinatie, zegt Helga Nowotny (professor emerita ETH Zurich en voormalig president ERC) in een artikel van Science|Business.
Er wordt volgens haar te weinig gecommuniceerd over wie wat doet, welke resultaten dit oplevert en welke gevolgen dit moet hebben.
Een concrete oplossing voor de coördinatie geeft ze niet.

Azië naar het westen. Robots maken deze “industriële renaissance in de geavanceerde economieën” mogelijk, schetst een artikel van
Project Syndicate. Die zal bij ons echter weinig banen opleveren en in ontwikkelingslanden leiden tot veel werkloosheid, aldus het

Race to halt the epidemic has prompted intense collaboration among researchers and public health officials worldwide -
leaving the blame game to governments

The accusation that the Chinese government delayed in letting the world know about the COVID-19 outbreak has become a
political weapon in countries including the US, the UK and Canada. But China’s scientists have won international praise for

hitting several key milestones in understanding the novel, fast-moving virus.Chinese leaders were seen as slow to react to the
outbreak that began in the city of Wuhan, suppressing information and even punishing those who raised the alarm.
“There was an early cover up in Wuhan, perhaps a few days to a week, before the threat was accepted. We will never know if faster
action in those first days could have averted the outbreak,” said Ian Jones, professor of biomedical sciences at Reading University.
Despite the initial slow reaction from the government, “There has been a very open dialogue [since] and many research findings from
the Chinese experience are now appearing,” says Jones.
In January, a team led by Yong-Zhen Zhang, of the Shanghai Public Health Clinical Centre & School of Public Health, published the
initial viral genome on two open-access sites, drawing praise for the swiftest sequencing effort ever. Later that month, Chinese doctors
and scientists reported the first description of the new disease in the Lancet medical journal. “Under immense pressure, as the
epidemic exploded around them, they took time to write up their findings in a foreign language and seek publication in a medical journal
thousands of miles away. Their rapid and rigorous work was an urgent warning to the world. We owe those scientists enormous
thanks,” said Richard Horton, Lancet editor.
At the University of Hong Kong, researchers are developing a COVID-19 vaccine, novel screening agents, diagnostic tests and models
of infection to trace the source and help prevent future occurrences. “[We] were among the first teams in the world to produce a detailed
cluster report, epidemiology report, electron microscope images and mathematical model of the potential spread of the virus,” said
Zhang Xiang, president and vice-chancellor of the university. “Most Hong Kong residents still remember the experience of living through
SARS in 2003, several instances of avian influenza, MERS, and now COVID-19.”
Any disagreements over how countries have managed the epidemic has not trickled down into labs, says Michael Head, a senior
research fellow in global health in the University of Southampton. “Whilst there will always be the politics of mistrust, I think, broadly,
we’re seeing reasonable cooperation between China and elsewhere,” he said.
“The Chinese have been leading the way in publishing open-access evidence on case management, genomics and numerous areas of
public health and epidemiology, which has been vital in informing the response in more or less every country.”
More open
The research effort isn’t restricted to China – the race to halt the virus has set off intense collaboration among scientists and public
health officials all over the world. “The major journals have all rolled back their embargoes on pre-prints, posting findings, and
discussing [these] with the media,” said Jeffrey Shaman, professor of environmental health sciences at Columbia University who has
modelled how the virus will evolve. “Databases with all sorts of relevant information have appeared broadly. Things are more open and
collectively directed than I’ve ever seen,” he said.
This collaboration will outlive the horrible experience, says Jeremy Lim, professor of global health at the National University of
Singapore and co-founder of AMiLi, a microbiome repository. “COVID-19 is an epochal event and life will not be the same,” Lim said.
“The pandemic is showing that we need to depend on each other more for information, materials and expertise.” The virus has infected
at least 1.3 million people and killed more than 70,000 worldwide, according to figures compiled by Johns Hopkins University.
Lim calls on countries to “pony up” the necessary funds to resource pandemic preparedness globally including more money for
surveillance, early detection and therapies.
Others are calling for new structures entirely to help deal with future pandemics. “The extent and severity of coronavirus has
horrendously overpassed SARS. It really gave an alarming shot to China’s biosafety and public health system,” said Feng Zhu, dean of
school of international studies at Nanjing University.
There needs to be a worldwide early warning system, he said. “International cooperation and solidarity should [promote] such a system,
which could effectively network virologists, epidemiologists, and physicians. This system could be part of the World Health
Organisation, but should work under the mandate of UN National Security Council.”
The “harsh lesson” of COVID-19 is that “we are all connected,” said Zhang. “The virus will reach your doorstep sooner or later.”
Plenty of blame to go around
Outside the labs, the politics of coronavirus are heated, with anger about China's numbers swirling throughout the crisis.
“I view anything coming from the government of China with a great deal of suspicion and scepticism,” Andrew Scheer, leader of
Canada’s Conservatives, the official opposition party, said last week. There are calls in the US Congress and the UK to hold China
accountable for initially downplaying the outbreak. US president Donald Trump repeatedly went after Beijing, calling COVID-19 the
“Chinese virus.” Rana Mitter, director of the University China Centre at Oxford University said, “Britain is angry with China in a way that
would have seemed bizarre just two months ago.” Criticism of China from other countries has been muted, however.
“The US administration has not seemed too concerned about alienating China, even though it might need its cooperation. You have not
seen equivalent rhetoric out of the European Union,” said Peter Rashish, a senior fellow and director of the geo-economics programme
at the American Institute for Contemporary German Studies. Blaming China for the novel coronavirus distracts from the shortcomings of
other countries’ responses, says Antoine Bondaz, research fellow at the Foundation for Strategic Research in Paris.
“Clearly, the worse the crisis will be in Europe, the more we will criticise China for lying on its figures. Yet, we also need to be honest
and acknowledge we may have initially mismanaged the way we have handled the sanitary crisis. We need China today in that crisis
and European governments cannot afford to be too critical in the short term,” he said. There is deep anger in the US too over Trump’s
early denial of the threat from COVID-19. The US now has the world's highest number of confirmed cases with more than 366,000.
After the virus began to spread outside of China, “the science community sounded an alarm and most US public officials were slow to
recognise the seriousness, and the president publicly minimised the risk,” said Rush Holt, former Democratic congressman and ex-CEO

of the American Association for the Advancement of Science. “The role of informed scientists has been mixed - sometimes they receive
public attention and sometimes they are drowned out by politicians making baseless wishful assertions,” Holt told Science|Business.
The Trump administration “has utterly failed to respond adequately to coronavirus,” said Angela Rasmussen, a virologist at Columbia
University. “A lack of funding for scientific and medical research at all levels has led us to how we’ve responded to this crisis today.”
China rethink
Rashish says the pandemic will prompt a rethink over how the world does business with China. Already in Brussels, the (virtual)
corridors are buzzing with terms like “technological sovereignty” and “resilience”.
“I think the US and EU are likely to think more about diversifying their economies, which might mean importing things from a wider
range of factories around the world. It’s an open question whether they will trade and invest more with China,” Rashish said.
The crisis has exposed a heavy reliance on Chinese suppliers. Three hundred of the world’s top 500 companies have facilities in the
high-tech manufacturing hub of Hubei, where the outbreak began. Almost three quarters of all anticoagulant drugs imported by Italy
come from China; the same is true for nearly half of all antibiotics imported by Germany, Italy and France.
Coronavirus will reorganise global value chains, rather than undo them, writes Sven Biscop, an honorary fellow of the EU’s European
Security and Defence College. “It will accelerate US and even EU action, which they were envisaging already, to reduce the
interdependence with China.”

Time flies: 2020 demarcates the first lustrum of the NBM conference series. The foundation of this series was laid in two workshops
held at the Toulouse Business School (TBS, France) in 2014 and 2015. During these workshops, it became clear that thorough
research was needed on the nature of business models. So, the idea of a 1st International conference was born: NBM @ Toulouse
2016. In this seminal conference, we focused on the issue of organising value creation in such a way that it addresses sustainable

gathering scheduled to take place on 1st and 2nd April, has deferred until 5th and 6th October 2020 due to the Covid-19 global
pandemic.
The spread of COVID-19 across Europe is rapidly changing from one day to the next, so we hope you will understand that we will keep
this date as provisional.

How does COVID-19 affect ILSI Europe Governance bodies?
The regular meetings of the Board of Directors (BOD) and the Scientific Advisory Committee (SAC) throughout the year had to be
adapted to this extraordinary situation. The meetings arranged for summer will now take place by digital means. The autumn meetings
have been brought forward to coincide with the Annual Symposium & the GA.
Task Forces and Expert Groups adapt and continue to contribute to the best science
For the same reason, the ILSI Europe team have worked remotely since 16th March in accordance with the local and international
health authorities’ recommendations. As a consequence, all Task Force and Expert Group meetings will be held via conference call.
These online meetings will take place as long as a minimum attendance quota of 50% of the participants is reached.

and support on fund raising, proposal writing and project management. The helpdesk can supply you with information on specific
national and international programmes and funding schemes, best practices and templates.
Rooted in the former EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other
international funding schemes as well as national and regional subsidies. Our approach is demand-driven. We look for tailor-made
solutions, liaise with regional and institutional account managers, National Contact Points and EU officers and can support project
