    ACTION ON RECEIPT OF BOMB THREAT

    Remain calm Get maximum information and prolong the call as far as possible

    Ask questions Make a note of the actual words used by the caller Note the time of the call Note the caller line identification number Listen to back ground sound details Inform Senior Officer / Local Police Inform Bomb Squad / Medical Ambulance Notify Fire Brigade

    BOMB THREAT EVACUATION INSTRUCTIONS

    The announcer will remain calm and confident, and shall advice the employees tofollow the instructions given below:

    Walk out of the building in a quiet manner to the Assembly Area Do not run, it causes panic Do not use lifts Follow the instructions about evacuation route and Assembly Area Do not argue or ask details of the emergency,it will waste time and obstruct

    flow of evacuation Do not leave behind personal belongings but do not delay your departure Supervisor / BMS will switch of A/C plant and power supply in their

    respective areas before leaving Do not obstruct passage of search & rescue team Try & open all windows, doors & cupboards before leavening Wait in assembly area till further instructions Do not spread rumors in assembly area to cause panic to others.

    HANDLING HOSTAGE SITUATIONBy

    7 Cs

    Major Incidents, including hostage taking have a set of principles thatshould be followed by those in charge.

    They can be summarised EARLY STAGES by 5 or 7 Cs.....(many moreif needed)...

    COMMAND & CONTROL CONTAINMENT CLARIFY CLARITY CAUTION CAPTURE COMMUNICATION

    COMMAND &CONTROL Establish COMMAND & CONTROL OVER THE INCIDENTin the following ways:

    A) Who is in overall charge make this clear, even if the command changes asmore senior people arrive.....

    B) Clear roles and responsibilities for those involved e.g.

    Who is in charge of the cordons?

    Who is in charge of communications Who is in charge of media?

    Who is in charge of logistics?

    Who is in charge of intelligence gathering;

    Who is the firearms/tactical advisor?

    CONTAINMENT

    In most hostage/siege situations, the authorities world-over have agreed that it isfar safer and more effective to CONTAIN a situation until:

    intelligence has been built up;

    clear plans and strategiesto deal with the situation have been put in place.

    CONTAINMENT means:a) Do everything possible (within safety) to restrict the criminals movementsbecause no matter how bad the situation is, it could get worse if you allow thisperson to move to different places and you will NOT be able to apply COMMAND &CONTROL to a moving target (remember the lessons of Mumbai);b) If he is in a office, classroom, aeroplane, or wherever, with or withouthostages then at least you KNOW WHERE HE IS and you can apply principles ofCOMMAND AND CONTROL;

    CLARIFY

    Background OF THE INCIDENT, (GATHER INTELLIGENCE) FOR YOURSELF & USEOF POLICE AND MILITARY WHEN THEY ARRIVE:

    Where Exactly Is This Person In Building, Can He Get Out, How Many ExitsEntrances, Plan Of Building, Power Access, Heating...Etc?

    How Many Of Them Is There (Check For Accomplices Elsewhere);

    Does He Have Hostages?

    What Does The Offender/Criminal/Terrorist Want To Achieve?

    Who Is This Person? Build Up Intelligence Picture: Are They Criminals Or Terrorists?

    What Is Their Objective...Is It Money;

    Publicity For Cause?;

    Sabotage Infrastructure?;

    Take Life?;

    Or, To Escape To Safety?

    What Is Their Motivation?

    Do They Have Weapons, If So, What...More Than One? Automatic?Grenades?

    Does He Have Access To Communications (Telephone, Tv);

    This Job Of Clarification/Intel Gathering Should Be Designated To One OfYour Staff Who Is Competent And Reliable;

    A Log Kept Of Each Event/Decision As A Record For The Authorities;

    CLARITY OF OBJECTIVES/STRATEGY:

    EVERYBODY, INCLUDING THE CRIMINAL/TERRORIST:

    What you are going to do to resolve this situation:

    How are you/the authorities going to deal with this person/s?

    What is your strategy/objectives?

    Is it to save life? Stop damage being caused?

    Capture the criminal terrorist?

    Deter this sort of behaviour for the future?

    CAUTION

    Whatever you do, you need to be cautious that the situation is not allowed tobecome worse:

    Dont put your own life at risk (no false bravery you cannot resolve the

    situation if you are dead remember the police chief at Mumbai who waskilled in the first hour at the Taj, because he didnt have a plan);

    Dont put life of any of your staff or personnel at risk;

    It is imperative that as part of your plan/objectives you build CAUTION intoyour approach, otherwise, you will be blamed for being reckless, especiallyif hostages are killed;

    COMMUNICATION STRATEGY

    Good communications is the life blood of Command and Control....without it,chaos ensures.... with it, you have a chance of controlling events....There are several aspects to Communications strategy:

    Communicate the Plan:Once you have your PLAN and CLEAR OBJECTIVES you must COMMUNICATEIT TO THOSE WHO NEED TO KNOW.....I.E. ALL THOSE WHO HAVE A KEYROLE IN THE CONTAINMENT AND RESOLUTION OF THE SITUATION (Mumbaiwas a bad example of poor communication...nobody knew who was in charge,what they were doing and so on);

    Communicate/Negotiate with the offender/terrorist:You need to establish some sort of communication with the persons who aretaking hostages. This is a skilled job of communication and the person usedshould try to establish a good rapport with the criminal/terrorist and establishtheir motives and objectives;Communicate with the media:Make sure that you establish some control of the media...otherwise they willcause chaos and undermine your Command & Control strategy....you must:

    Give them information;

    1. Keep them restricted within a small area outside the cordons;2. Prevent them speaking directly to the criminal/terrorist or hostages;3. Communicating with families;

    4. Flying helicopters over the site and filming;5. Giving the criminal/terrorist any publicity for their cause or actions(which is maybe what they want)...

    CAPTURE

    It has to be part of any plan that the criminal/terrorist is CAPTURED and notallowed to go free.

    Preserving evidence for a criminal trial is a high priority, even after thecriminal has been captured.

    When criminal is taken into custody, ensure that they are thoroughly

    searched for weapons, or evidence e.g. mobile phones with their numbers,computer discs with their networks of contacts, anything they have stolenfrom the premises;

    Ensure that all witnesses are identified and thoroughly debriefed beforethey are allowed to go home;

    Ensure that fingerprints, DNA, and any forensic evidence is not disturbedand the scene of the crime is contained for police examination;

    HOSTAGE TAKING EXERCISE USING THE 7 cSBy

    SCENARIO

    Terrorists enter a corporate office and taken some of the employees ashostages....as Chief Security Officer, what would you do?

    RESPONSE

    On hearing message take following actions:

    Take Command immediately and set up series of Control mechanisms...

    a. Establish yourself as the leader;b. Clarify and verify the information (see Clarification at (b) below);c. Activate any pre-arranged contingency plans;d. Designate roles and responsibilities to key personnel;

    phones, etc;b. Arrange for the authorities to come to a pre-arranged Rendezvous Point at theorganization that is out of sight and out of firing line...we do not wantterrorists to see the police/army arriving and assessing their strengths, taking pot-shots, etc;

    c. Set up your own Command and Control communications infrastructure thatthe terrorists cannot intercept...(your own comms system, if available);d. Make sure that all your key staff know about:

    i. The incident;ii. How serious;iii. Consider their own and others safety;iv. Make sure that everybody is fully briefed about:

    The incident;

    What you are trying to achieve i.e. keep them in untilauthorities arrive;

    Their roles and responsibilities;

    Safety issues;

    If press arrive, then:

    a. keep them outside the cordon;b. Handover Incident Allocate them some logistics;c. Brief them about safety issues;d. Insist that there is to be NO CONTACT WITH THE TERRORISTS (otherwise
