FOREST RESEARCH FINANCING IN RUSSIA AND EAP COUNTRIES

• Forest research financing in Russia and EaP countries in compare with EU countries is almost 10 times less and forest research is not sufficiently financed

• Coordinated efforts are needed to create long term programmes with stable financial basis to support research cooperation between EU, Russia and EaP countries

ONE OF THE MAJOR OUTCOMES: REPORT ON EU-RUSSIAN-EASTERN

PARTNERSHIP COMMON RESEARCH PRIORITIES AND NEEDS

RUSSIA-EAP JOINT RESEARCH NEEDS:

• Need to take into account recent Russia-EaP historical background and difficulties countries are currently still facing

• Need to stimulate and enhance the international cooperation and provide targeted support and coordination efforts for EaP countries

• Need to undertake a set of measures in the area of forest research management and networking between EU, Russia and EaP countries

• Need to ensure and increase efforts in capacity building in forest research with the focus on young generation

ERA-NET FORESTERRA: FOREST RESEARCH CAPACITIES MAPPING

What is in common?

North Africa Mediterranean and EaP countries and Russia:

• similar problems in forest research sector:

• closed down or diminished scientific institutions

• reduced financing

• reduced staff

• aging processes

• broken or lost connections in international cooperation (incl. calls for proposals and research projects)

• lost the experience in publishing in international journals, participation in international scientific events, etc.

DECISION OF SUMMER SCHOOL FOR YOUNG RESEARCHERS

• 1st stage Sumforest Summer School for Young Researchers “Practical approaches to transnational research proposal writing in the area of sustainable forest management”

• Aim: capacity building, better integration of young forestry researchers from EaP countries, Russia and North African Mediterranean countries into the transnational research community, share practical experiences; develop skills that translate knowledge into effective actions

OBJECTIVES

Objectives are to train participants on following:

• science-policy frameworks affecting European research agenda;

• knowledge to understand opportunities of the European research agenda;

• approaches and solutions to succeed in: calls for proposals, building consortia, proposal writing (requirements and evaluation), project implementation, etc.;

• skills in creative thinking, collaborative leadership and facilitating multi-stakeholder processes;

• cross-sectoral learning from experts and peers

By interaction with high level experts in the area of research and its organizational structuring

• Title: “Practical approaches to transnational research proposal writing in the area of sustainable forest management”

• Time and place: 27-29 June 2017, Minsk, Belarus

• Topic and scope: not restricted to H2020 but also consider future FP 9, ERA-NET Cofund and COST proposals

• Eligibility criteria, set of required from applicants documents

PRACTICAL TASK FOR GROUP WORK

• To develop “a case” of 1-stage proposal in the format of Horizon 2020 as a result of group work

• Particular steps:

• Identify topic

• Build a consortium

• Identify a coordinator and distribute tasks

• Follow our key speakers and develop proposal chapter by chapter

• Develop shorten version as a PPT presentation/template

• Present it to the audience

• Be ready to play a role of proposals evaluator

• Group 1: Adaptive strategies of oak stands to climate change through bioclimatic belts of Europe

• Group 2: Decision support system for minimization of forest fires consequences and prediction of carbon exchange in Eastern Europe, European Part of Russia and Mediterranean regions

• Group 3: Sustainable Forest Initiative (SFI)

• Group 4: Ecosystem services oriented approach for forest management under climate change

2ND STAGE SUMMER SCHOOL

• Proposal based on evaluation of 1st stage summer school: Researchers need the communication skills to enable them to publish in international journals and present at conferences in English; communicate with the wider public as well as policy-makers; and build international collaborations to further their research.
